ITEM 11 CHIEF EXECUTIVE OFFICER’S REPORT OFFICER: M.J. HURLEY RECOMMENDATION That the Report be received. 11.1 REF NO.: GRAN ROAD SUBJECT: PROPOSED CLOSURE OF GRAN ROAD REFER ATTACHMENT 11.1 (Pages 83 - 87) REPORT: In July 2003 Council received a request from M/s G & Y Aston to consider the closure of Gran Road, Winkie.

Consequently letters were forwarded to all property owners abutting Gran Road, including Swinstead and Garwood Roads (9 property owners involved) outlining the proposal and requesting comments from people likely to be affected by the proposed closure. A Notice, map and other information was also placed in the Winkie Store inviting comments from the local community.

ITEM 13 WORKS’ MANAGER’S GENERAL REPORT: OFFICER: A.R. POLLARD RECOMMENDATION That the Report be received. 13.1 REF NO.: 7.41.1 SUBJECT: 2004 / 2005 BLACK SPOT PROGRAM REPORT: Department of Transport and Urban Planning are calling for nominations for the

2004/05 National and State Black Spot Programs which is only for State and Local roads and does not include National roads.

In relation to the last round of funding Council received $170,000 towards the

construction of Kay Ave. Previously Council listed numerous road sections and intersections for staff to

determine eligibility, as listed below:

Sturt Hwy. / Gordon Road Old Sturt Hwy. / Winkie Road Old Sturt Hwy. / Battams Road Old Sturt Hwy. / Jury Road Old Sturt Hwy. / Crawford Terrace

It should be noted that none of the suggestions meet the guidelines for eligibility.

Part of the relevant correspondence from the Department was a map of Council’s local road network highlighting sites where casualty crashes have been recorded. Also, an additional map was supplied of those sites that meet eligibility criteria on a discrete site basis, in relation to crash statistics (3 casualty crashes in 5 years). Whilst all reasonable care was taken in the preparation of this information, Transport Planning Agency is not able to warrant the accuracy of this information. The only discrete site nominated by the Department was the intersection of the Sturt Hwy. and Old Sturt Hwy. (western end), where 4 casualty crashes and 1 fatality occurred during 1998 – 2002, which meets the initial criteria, but is a National road and does not qualify under this program.

13.1 - Continued

A letter has been sent to Transport SA (Eastern Regional Office) as a reminder that the relevant intersection, of which is under their jurisdiction, does qualify for Federal funding, using the guidelines of the Black Spot Program and that they should submit an application for alternate funding.

The possibility of securing funding for the unsafe intersection may increase the

priority that Transport SA has placed on the work. RECOMMENDATION: For Council information 13.2 REF NO.: 20.64.1 SUBJECT: B – DOUBLE ROUTES REFER ATTACHMENT: 13.2 (Pages 88 - 89) REPORT:

B-Double routes within the Council area were selectively chosen, in relation to access and safety, to assist local industry to be more competitive in the transport area and also reducing the number of semi-trailer units on the Council local road network. The current list of roads designated by Council for B-Double use are attached together with a plan highlighting the routes. The last road to be considered was Hoskin Road and Jury Rd. (part), due to the relocation of Fletcher Freighters and also to alleviate larger vehicle movements negotiating the winding sections of Woolston Rd. and Tooravale Rd. to Berri Fruit Juices / Visy Board etc. from the easterly direction. (unsafe) Since addressing Hoskin Rd., the residents expressed concern regarding the safety of using Hoskin Rd. as a designated route. Concerns were also discussed with Transport SA in relation to the speed limit along the road section which resulted in a limit change between Minnis Rd. and Jury Rd. from 100 to 80 km/hr. In consultation with Transport SA a technical assessment for B-Double movements along Hoskin Rd. and Jury Rd. (part) was carried out and a written report produced for Council, outlining assessment findings and recommendations.

13.2 - Continued

The route in it’s current condition does not support the operation of B-Doubles due to a number of intersection deficiencies, which have been reconciled against certain requirements for these vehicles. Although, apart from signage, Hoskin Rd. does comply for B-Double use, the section alone does not connect with a complying intersection. Conclusions of the Route Assessment report It is considered that the risks associated with B-Double access to some of these locations are less than acceptable for the operation under a permit system and definitely unsuitable for operation under gazette. Report Recommendations Permits should not be issued or re-issued without the necessary civil works being undertaken at the locations identified as priority one as a minimum. In the interest of road safety for all road users (particularly along Jury Rd.) if this advice is discounted and the route opened prior to the completion of the works, responsibility for the decision must rest with the approving authority.

13.3 REF NO.: 20.36.1 SUBJECT: DISTILLERY ROAD, GLOSSOP BUDGET IMPLICATIONS: SIGNAGE $150 (PROPOSED)

Correspondence was received from Mr. W.J. Cheesman, of Glossop, highlighting concerns regarding the staggered intersection of Viney Rd., Monash Distillery Rd. and Trenaman Rd. Mr. Cheesman’s concern is that the existing speed limit of 100km/hr is too fast in this area, due to the bend and old rail reserve along Monash Distillery Rd. When vehicles are negotiating Viney Rd. and Trenaman Rd. there is not enough safe sight distance, either way. Larger type transport vehicles are much slower turning and pose a greater safety risk for people travelling along Distillery Rd. A site inspection indicates that the bend in the road and the old rail reserve, which is raised, does not allow clear vision in either direction. During Council’s last linemarking programme the broken centreline was replaced with a solid white line in this area to restrict vehicles from overtaking in a section of road with poor sight distances. (Refer attachment)

RECOMMENDATION:

Correspondence be sent to Transport SA seeking an inspection of this area to determine the suitability of a establishing a localised speed zone area of 80km/hr.

13.4 REF NO.: A993 SUBJECT: BARMERA COMMEMORATIVE GARDENS BUDGET IMPLICATIONS: NIL

Correspondence has been received from the Barmera District War Memorial Community Centre Inc. seeking Council support and approval to commence an ongoing annual community based project. The proposed commemorative garden location is adjacent the Barmera Travel and Visitor Information Centre, which would, as stated in Julie Tsorotiotis’s letter, provide an aesthetic appeal to all that visit the Centre and continue the flow of

beautiful gardens beginning at the Central Irrigation Trust building and follow through to the main street of Barwell Ave. Assistance in the project has been agreed to by the : Barmera Primary School, Barmera Visitor Information Centre, Barmera Traders and some residents in the community. Attached, is the relevant correspondence and concept sketch of the garden area. RECOMMENDATION: Council agrees in principal with the Community project and ask that the interested groups meet with Council staff to discuss details of construction, proposed timeframe and future maintenance.

Correspondence has been received from Mr. Zdenko Pedisic, President of the Croation Club, who currently use the facilities at the Winkie Hall. The Croation Club would like to clean up around the hall and one part of the old tennis court to play bocce on, as at the moment the club members play outside in the carpark area. The Club seek permission to clean away the cracked bitumen and remove the dead trees that are growing inside the court area and place crusher dust down. Also, there are eight dead trees outside the fenceline which they would like to remove, cleanup the area and crusher dust for a carparking area. The Club have organised a Contractor that would carryout the work.

RECOMMENDATION:

Council agree to let the Croation Club carryout cleanup works adjacent the Winkie Hall and convert the old tennis court area to enable bocce to be played.

REPORT: A land owner on Hoskin Road was issued with a $300 expiation fee for burning rubbish in a pit which included a number of tyres and chemical drums. He was directed to immediately extinguish the fire, which he did so by filling in the pit. A note has been made on the property file to indicate the presence of a potentially contaminate site.

19.1.2 Re: BARMERA MARKETS

REFER ATTACHMENT 19.1.2 (Pages 103 - 105) The organisers of the Barmera Markets have provided a timetable of events for 2004. They have requested permission to extend the designated area in Barwell Avenue from the present area between the top roundabout and Laffer Street to the top roundabout and the cross over in front of “B & B” Fashions. Due to stallholders requiring additional time to set up it is necessary to close Barwell Avenue at 7.00am instead of the present 8.00am. In addition it is proposed to hold the January 2004 market as a twilight event starting at 4.00pm and concluding at 9.00pm and an additional market has been requested to coincide with Floral Spectacular on the first weekend in April and an additional market in October which has not been confirmed and therefore not included in the road closure order. Whilst the market is immensely popular and promotes Barmera I don’t believe any further extension to the site past the crossover adjacent to ‘B & B’ Fashions isn’t feasible and the organisers may have to consider limiting the number of stallholders that can be accommodated within the designated area. To avoid repetitive reporting each month it is preferable for Council to approve the closures for the entire year.
