DETAILED NOTICE INVITING E-TENDER (DNIT) BHARAT SANCHAR NIGAM LIMITED

sealed online tenders, on rupee payment basis, are invited in Single Stage Bidding and two stage Opening using two Electronic Envelopes (Techno-commercial bid and Financial bid) from the eligible bidders for supply of following items.

Note 1: The quantity stated above are estimated and BSNL reserves the right to vary the quantity to the extent of -25 % to +25 % of specified quantity at the time of award of the contract i.e. APO without any change in unit price or other terms & conditions.
Note 2: This being a turnkey project, the provision for MSEs is not made in this tender. 2. Purchase of Tender Document: Tender document can be obtained by downloading it
from the website www.bsnl.co.in from 22.01.2015 onwards. For e-bidding process, tender document shall have to be downloaded from 02.02.2015 from e-tender portal following the Link-E-Tenders (https://www.tcil-india-electronictender.com).
2.1 The bidders downloading the tender document are required to submit the tender fee of Rs. 10,000/- through DD/ Bankers cheque along with their tender bid failing which the tender bid shall be left archived unopened/ rejected.
The DD/ bankers cheque shall be drawn from any Nationalized/ Scheduled Bank in favour of AO(Cash), BSNL, C.O. New Delhi and payable at New Delhi.
3.0 Availability of Tender Document: The tender document shall be available for downloading from 22/01/2015 onwards.
3.1 BSNL has decided to use process of e-tendering for inviting this tender and thus the physical copy of the tender would not be sold.
3.2 Sale of Tender document: Not applicable. Note 3: The Tender document shall not be available for download on its submission / closing
date.
4. Eligibility Criteria: -
4.1. In order to qualify as a Bidder, a prospective Bidder shall fulfill the following eligibility criteria: (i) The Bidder Company shall be registered & incorporated in India under the Companies Act,
1956.
(ii) The Bidder shall be a company having a minimum turnover of INR 200 crore each year during the last three years (i.e. 2011-12, 2012-13 and 2013-14). In case of an Indian subsidiary, the turnover of the Parent Company or Parent/ Holding Company of the Parent

Company shall also be taken into consideration for determining the fulfillment of this condition.
(iii) The Bidder or its Parent Company or Parent/ Holding Company of the Parent Company shall be Original Equipment Manufacturer (OEM) of OPTICAL TRANSPORT NETWORK (OTN) Equipment.
(iv) Bidder or its Parent Company or Parent/ Holding Company of the Parent Company shall have the experience of Supply & deployment of OPTICAL TRANSPORT NETWORK (OTN) during last three years (i.e. 2011-12, 2012-13, 2013-14) with total capacity of at least 15 OTN Nodes (of Line Cards of capacity 100 Gbps) in not more than 3 telecom networks.
(v) In case the bidder is not meeting the eligibility as per para (iii) & (iv) above, then bid can be submitted through a legally bound consortium/ teaming agreement with the OEM firm meeting eligibility criteria (ii), (iii) & (iv) above. Bidder shall be having a minimum turnover of INR 200 crores each year during the last three years (i.e. 2011-12, 2012-13, and 2013-14) and shall have an experience in installation and commissioning of Networking/Telecom related projects of a cumulative total of minimum of INR 100 Crore during last three financial years (i.e. 2011-12, 2012-13, and 2013-14).
(vi) In case a bid is submitted by bidder in consortium/ teaming agreement with the OEM of OPTICAL TRANSPORT NETWORK (OTN) Equipment, the bidder and the OEM OPTICAL TRANSPORT NETWORK (OTN) Equipment i.e. Consortium/ teaming partner shall be jointly and severally responsible for due performance of the contract including continued post execution AMC/ repair of equipment. Both, the bidder as well as the OEM of OPTICAL TRANSPORT NETWORK (OTN) Equipment i.e. Consortium/ teaming partner shall have to furnish separate Performance Bank Guarantees (PBGs), each for an amount equal to 5% of the value of Purchase Order. Similarly both the bidder and the OEM OPTICAL TRANSPORT NETWORK (OTN) Equipment shall be jointly and severally remain responsible for non-performance inter-alia any other act that may lead to barring of business dealing with the bidders or banning of business.
(vii) The bidder company should have Valid PAN No.
(viii) The bidder company should have Valid Sales/ Service Tax Registration Certificate No. or exemption certificate No.
4.2 The bidders shall submit necessary documentary proof showing that they meet the eligibility criteria along with their tender bid. All documents submitted will also be self attested by the bidder.
5. Bid Security/EMD: 5.1 The bidder shall furnish the bid EMD, if applicable, in one of the following ways:-
(a) Demand Draft/ Bankers cheque drawn in favour of AO (Cash), BSNL, C.O. New. Delhi and payable at New Delhi either separately for each package or total for all number of packages participated.
b) Bank Guarantee from a scheduled bank drawn in favour of DGM (MMT), Bharat Sanchar Nigam Limited, Corporate Office, New Delhi which should be valid for 180 days from the tender opening date, either separately for each package or total for both the packages.

6. Date & Time of Submission of Tender bids: on or before 11.30 Hrs. of 25.02.2015.
Note 4: In case the date of submission (opening) of bid is declared to be a holiday, the date of submission (opening) of bid will get shifted automatically to next working day at the same scheduled time. Any change in bid opening date due to any other unavoidable reason will be intimated to all the bidders separately.
7. Opening of Tender Bids: After 00:30 Hours of this tender closing time and on the same date (25.02.2015).
8. Place of opening of Tender bids: 8.1 The tenders shall be opened through Public Online Tender Opening Event (POTOE).
BSNLs Tender Opening Officers as well as authorized representatives of bidders can attend the Public Online Tender Opening Event (TOE) from the comfort of their offices. Kindly refer clause 8 of Section-4 Part C of Tender document for further instructions.
8.2 However, if required, authorized representatives of bidders (i.e. vendor organization) can attend the TOE at the Meeting Room, 2nd Floor, Bharat Sanchar Bhawan, Janpath, New Delhi, where BSNLs Tender Opening Officers would be conducting Public Online Tender Opening Event (TOE).
9. Tender bids received after due time & date will not be accepted.. 10. Incomplete, ambiguous, Conditional, unsealed tender bids are liable to be rejected. 11. CMD, BSNL reserves the right to accept or reject any or all tender bids without assigning
any reason. He is not bound to accept the lowest tender. 12 The bidder shall furnish a declaration in his tender bid that no addition / deletion /
corrections have been made in the downloaded tender document being submitted and it is identical to the tender document appearing on the website.
12.1 In case of any correction/addition/alteration/omission in the tender document, the tender bid shall be treated as non responsive and shall be rejected summarily.
13. Integrity Pact Program is implemented for this tender for which signing of Integrity Pact is mandatory for the purchaser and bidder. Format of Integrity Pact is provided in the tender document at 7(F) in Section 7 Proforma(s). To oversee the implementation of Integrity Pact Program, IEMs are appointed by BSNL vide No. 15-1/2012-MMT dated 19.07.2012 which is available in Tender Notice link on www.bsnl.co.in .
Note 5: All documents submitted in the bid offer shall be preferably in English. In case the certificate viz experience, registration etc. is issued in any other language other than English, the bidder shall attach an English translation of the same duly attested by the bidder & the translator to be true copy in addition to the relevant certificate.
Note 6: All computer generated documents should be duly signed/ attested by the bidder/ vendor organization.
Note 7. The last date of receipt of queries from bidders is 21 days prior to the date of opening of the Tender i.e. up to 04.02.2015.

SECTION- 2 Tender Information

Note 1: The bidder shall submit Techno-commercial & Financial bid simultaneously. Note 2: The bids will be evaluated techno-commercially first and thereafter financial bids of
techno-commercially compliant bidders only shall be opened. There will be no e-reverse auction.
2. Bid Validity Period / : 150 days from the tender opening date. Validity of bid Offer
3. The tender offer shall contain two electronic envelopes system, the first envelope will be named as techno-commercial & will contain documents of bidders satisfying the eligibility/Technical & commercial conditions and 2nd envelop will be named as financial envelope containing financial quote. These envelopes shall contain one set of the following documents:-
a) Techno-commercial envelope shall contain :- i) EMD ii) Cost of the tender documents i.e. tender fee. iii) Certificate(s) showing fulfillment of the eligibility criteria(s) stated in Clause 4 of the
DNIT iv) Power of Attorney & authorization for executing the power of Attorney in accordance with
clause 14.3 of Section 4 Part A v) Integrity Pact vi) Clause by clause compliance as per clause 11.2 of Section-4A
vii) Bidders Profile & Questionnaire duly filled & signed. viii)Non-Relation Certificate duly filled & signed.

b) Financial envelope shall contain: i) Electronic Form- financial along with Price Schedule (Section 9 PartB (PS-I to PS-5)
with all relevant bid annexure.
Note 3: The following documents are required to be submitted offline (i.e. offline submissions) to DM (MMT), BSNL, C.O. 2nd Floor, Bharat Sanchar Bhawan, Janpath, New Delhi-110001 on or before the date & time of submission of bids in a sealed envelope.
The envelope shall bear the tender number, name of work and the phrase: Do Not Open Before (due date & time of opening of tender). i) EMD Bid security (original copy) ii) DD/ Bankers cheque of Tender fee iii) Power of Attorney in accordance with clause 14.3 of section 4 Part A and
authorization for executing the power of Attorney. iv) Integrity Pact v) Technical & Financial Pass Phrases may be submitted separately in two sealed

4. Payment terms :-
4.1 Payment of 60% of the equipment cost shall be made on delivery of equipments having passed TSEC / QA if applicable.
4.2 Payment of 20% of the equipment cost (in addition to payment made as per Para 4.1) will be released after installation and commissioning of the EMS (Main & DR both), and 50% commissioning of the network including Inventory handover (as defined in Para 4.6 below).
4.3 Payment of 15% of the equipment cost (in addition to payment made as per Para 4.1 and 4.2) will be released after successful installation and commissioning of the balance network.
4.4 50% of Services part payment i.e. for the Installation & commissioning will be released after installation and commissioning of the EMS (Main & DR both) and 50% commissioning of the network including installed equipment handover (as defined in para 4.6 below)
4.5 Balance 50% of Services part payment i.e. for the Installation & commissioning will be released after successful installation and commissioning of the balance network.
4.6 50% of the network commissioning means commissioning of 50% of OTN Nodes & links and associated OLAs and integration with EMS (Main & DR both). It will also include commissioning of Regenerators if the Regenerator is required to commission the link.
4.7 5% Balance of the equipment cost will be released after completion of one year warranty period.
4.8 Before release of 5% payment as per para 4.7 above, PBG against AMC and O&M of EMS shall be deposited by bidder/OEM.
4.9 For claiming this payment the following documents are to be submitted to the paying authority. (a) Invoice clearly indicating break up details of composite price i.e. Basic, E.D., Sales
Tax, any other Duties and Taxes, Freight/Packing Charges, Service Tax etc. (b) Acknowledged Delivery Challan in original. (c) Excise gate pass / invoice or equivalent document, if applicable. (d) Inspection Certificate of QA(Payable copy in original) (e) The sea freight receipt as per the rates approved by the Ministry of Water and
Surface Transport, if applicable. (f) Proof of payment of Octroi/ entry tax etc., if applicable.
Note :- If the supplier fails to furnish necessary supporting documents i.e. excise/Customs invoices etc. in respect of the Duties/taxes which are CENVAT-able, the amount pertaining to such Duties/Taxes will be deducted from the payment due to the firm.
4.10 Form C and also a certificate stating that the tendered item (stores) are meant for the use of BSNL shall be provided by the purchaser on the request of the bidder as and when asked for.
4.11 No payment will be made for goods rejected at the site on testing. 4.12 The bidder has to give the mandate for receiving payment costing Rs.5 lakhs and above
electronically and the charges, if any, levied by bank has to be borne by the bidder/ contractor/supplier. The bidder company is required to give the following information for this purpose:-

5. Delivery Schedule:-
The purchase orders of OTN Equipment shall be made in two phases i.e. 50% (approx.) in first phase and remaining in the second phase, however APO shall be made for full tendered quantity.
5.1 The total delivery period for supply of equipment under Phase-I Purchase Order (P.O.) will be Six (6) months from the date of placement of Purchase Order(P.O.) by the BSNL Corporate Office. This period includes two months lead time for completion of TSEC /QA evaluation, if applicable.
5.2 The total delivery period for supply of equipment under Phase-II Purchase Order (P.O.) will be four (4) months from the date of placement of Purchase Order(P.O.) for Phase-II equipment by the BSNL Corporate Office.
6 Installation & Commissioning Schedule:-
6.1 The total installation & commissioning period for equipment under Phase-I Purchase Order (P.O.) will be Twelve (12) months from the date of placement of Purchase Order(P.O.) by the BSNL Corporate Office.
6.2 The total installation & commissioning period for equipment under Phase-II Purchase Order (P.O.) will be Eight(8) months from the date of placement of Purchase Order(P.O.) for Phase-II by the BSNL Corporate Office.
6.3 Advance delivery is permitted subject to availability of TSEC/QA for the equipment, if applicable.
6.4 BSNL reserve the right to change the supply schedule given above at the time of placement of PO.
7 Consignee:-
The equipment will be supplied as per the distributed quantities to each ultimate consignee which will be intimated at the time of APO/PO. The payments will be made on the actual supplied equipments.
8 Award of Work: The quantity to be procured through this tender shall be awarded only to one successful bidder L-1. L-1 bidder will be selected based on lowest evaluated price.
9 Minimum quantity to be quoted: 100% of the tendered quantity.
10 Consignee:
The equipment will be supplied as per the distributed quantities to each ultimate consignee which will be intimated at the time of APO/PO. The payments will be made on the actual supplied equipment.

SECTION- 3 Part A
SCOPE OF WORK
A. General : Optical Transport Network(OTN) equipment is required to be supplied to BSNL.
B. Scope of Work: The scope of work under this tender is:
(a) Supply of Optical Transport Network(OTN) equipment.
(b) Installation and commissioning of OTN equipment including EMS (Main & DR both).
(c) Commissioning of Network.
(d) Operation & Maintenance of EMS for one year at Main & DR- both sites
(e) Comprehensive Annual Maintenance Contract (AMC) for EMS for 7 years after expiry of warranty period.
(f) Comprehensive Repair Contract (CRC) for OTN equipment (except EMS) for7 years after expiry of warranty period.

SECTION- 3 Part B
TECHNICAL SPECIFICATIONS/ Requirements
(A) Technical Specifications:

Equipment can be obtained from Telecom Engineering Centre (TEC), Khurshid Lal Bhawan, Janpath, New Delhi- 110001 on payment of prescribed fee.
ii) Clause by clause compliance to the GRs and Technical Specifications with page reference numbers of the supporting documents/datasheets as per clause no 56 of section 5 Part B must be enclosed.
(B) Technical Requirements: 1. Station list where OTN Nodes are to be installed is placed at Annexure-I & II. 2. All the stations/ Nodes are to be installed and commissioned in two phases for which
phase wise Nodes list/ Links list is placed at Annexure-V & Route Diagram (Combined for Phase-I & Phase-II) at Annexure-III.
3. OLAs and Regenerators shall be planned only at BSNL sites on the routes specified in Annexure-IV. No OLA or Regenerator shall be allowed at any other site other than BSNL existing premises/exchanges etc.
4. Detailed description of Line cards, WSS Cards and Client interface cards at OTN Nodes is given at Annexure-V. The number of Regenerators and OLAs taken in SOR are tentative and may vary. Bidder need to plan for Regenerators and OLAs and submit along with bid.
5. Vendor may decide OLA location and regenerator location based upon the Route details given in Annexure-IV and bidder will have to submit the number of OLA and Regenerator for successful commissioning of the network.
6. It is assumed that route losses between consecutive OLAs planned will be less than 24 db. In case of losses in the section being more, BSNL will either improve the route losses or will order extra OLA/ Regenerator on payment basis. Wherever possible, BSNL may suggest alternate route having losses less than or equal to 24 db on the same section.
7. Summary of the OTN Project is given in Annexure-VI. 8. Node will be used for OTN node locations and Station will be used for BSNL planned
OLA locations/ Regenerators which may be changed as per the user design and reach and technology of the vendor. Link will be used for Node to Node complete route along with equipments. Section will be used for one station to next station distance.

9. Bidder also need to give probable locations of regenerators which BSNL may change at the time of actual implementation/ placement of PO as per the requirement of BSNL so that it will help BSNL to add and drop traffic at the location.
10. The vendor has to keep at least 2db OSNR margin and station to station 2 db margin (excluding connector losses @ 5db per station) while planning the Bill of Material.
11. BSNL may relax the actual station to station loss (section) margin and OSNR margin if it is satisfied that the link will work with the margin so coming after installation of the NODE/OLA/Regenerators. The CGM Incharge of the BSNL Project Circle will be the deciding authority in this regard.
12. Responsibility of commissioning of all OTN Nodes will be of the bidder as per the plan submitted by him at the time of bidding.
13. BSNL reserves the right to change some of the routes/ station locations as per the requirement of BSNL at the time of placement of PO.
14. The purchase orders of OTN Equipment shall be made in two phases i.e. 50% (approx.) in first phase and remaining in the second phase, however APO shall be made for full tendered quantity. At the time of placement of P.O., the equipment will be ordered for the quantity required phase wise with minimum number of Regenerator as per the Plan submitted by vendor alongwith bid. The vendor will try to commission links without regenerators first. If the link does not work without regenerator, than the regenerator will be installed. The P.O. for the rest of the quantity of regenerators, if required, will be placed separately, upon the request given by the vendor and vetted by the CGM in Project Circle of BSNL.
15. Unutilized Regenerators in the above exercise (if initially ordered in Phase-I P.O. remain unutilized) will be either reutilized by the BSNL as an OTN Node at newly planned locations along with additional order for required OLAs or it will be used as spares which will be decided by BSNL after 90% rollout of the project.
16. Power card redundancy and Controller card redundancy will be as per TEC GR. 17. There must be a facility to send SMS for generated alarms to node Incharge/ station
Incharge and follow up SMS to higher authority. 18. There will be 2 EMS, one Main and one Disaster Recovery EMS. EMS locations will be
Bangalore and Delhi. At each EMS location, there will be physical redundancy for Server. BSNL will have right to change the location at the time of actual implementation.
19. The system shall be able to assign minimum three different categories of Users, including not limited to:
(a) Helpdesk User (b) Operation and Maintenance (c) System Administrator
20. The EMS shall have a web interface and the remote terminals shall access the EMS using a commercial Web Browser. The EMS shall provide the remote operators with the same set of screens/ templates/ GUI etc. as being made available to local operator on EMS console.

21. The Main EMS site and DR site shall be connected through OTN links/ any other transmission links. The control from the Main EMS to the DR NMS shall pass automatically and both the databases shall synchronize to each other without any manual intervention. EMS and DR EMS should be designed in such a way that under any circumstances, the DR EMS should not become MAIN EMS until DR EMS is manually made MAIN EMS.
22. The incremental database updating among the Databases at Main and DR site shall be possible at configurable intervals in steps of at the most 5 minutes.
23. The EMS shall be architected in such a manner that it shall be possible to use components of main NMS site and DR site in any combination. The changeover in the combination shall be effected by Network Administrator.
24. There will be standalone server (1+1 at each EMS location) for application and data server application. The Server shall be 64 bit RISC or EPIC or CISC architecture processors with latest clock speed having minimum 32 cores in each server. Each processor shall be minimum 2.4 Ghz speed having a minimum of 8 GB dedicated RAM per core, 1TB HDD, 4MB CACHE L3 and 128KB L2 CACHE. The sizing certificate shall be given by the authorized signatory of software (Application) OEM. External Security Measures such as appropriate Firewall protection and virus/ malware protection shall be provided by the vendor at EMS and work stations/ LCT. In addition, encryption of TMN data by 128bit encryption key shall also be provided.
25. XFP will be single mode of 1550 nm on line side. Client side XFPs will be defined at the time of placement of PO. Vendor will have to give cost of both XFPs and for evaluation purpose 10% of the XFP will be taken as multimode and 90% of the XFPs single mode will be taken.
26. Bidder need to give cost of installation and commissioning, CRC for OTN equipment and AMC for EMS separately at the time of bidding.
27. Bidder will have to quote the rate for O&M support for 4 persons (One Person at a time) at EMS locations (Main & DR both) for one year.
28. AMC support for 7 years at EMS location for Main EMS and DR EMS location (on 24 hour basis) will be provided by the bidder. The persons so deployed must be proficient in handling all the O&M related activities.
29. BSNL may ask the vendor to change the person so deployed if found not proficient enough with immediate effect.
30. The person/ persons deployed at EMS will train all the BSNL Engineers working at EMS to handle the EMS during non working hours. The O&M period will start after completion of warranty period.
31. There will be one year warranty of the equipments which will be calculated from the date of installation and commissioning of 90% of the network, in case 10% of the network could not be installed because of fault at BSNL side, else from the date of installation and commissioning of 100% of the network alongwith commissioning of both the EMS.
32. 90% of the network commissioning means commissioning of 90% of OTN Nodes & links and associated OLAs and integration with EMS (Main & DR both). It will also include commissioning of Regenerators if the Regenerator is required to commission the link.
33. All conditions of O&M will remain valid during the period of installation and commissioning

and warranty i.e. the vendor will provide 24Hr. O&M support at Main EMS location during installation and warranty.
34. BSNL will be free to utilize the network immediately after installation of the equipment/ link and it may not wait for commissioning of the equipment for commercial utilization of the equipment.
35. Inventory handover will be done by the vendor immediately after installation of the equipment to the node Incharge alongwith knowledge of the local operation and maintenance of the installed equipment. Without giving knowledge of the local O&M, inventory handover will not be considered complete.
36. Payment of O&M support will be made after EMS Incharge certifying that the knowledge of handling O&M of EMS is transferred to the BSNL personnel.
37. If bidder quotes less amount for O&M support, 3% of the complete package cost will be added in the package cost for evaluation purpose. Cost of CRC will be loaded as 2% of the cost of complete package for evaluation purpose in case bidder quotes less for CRC. Cost of Installation and Commissioning will be loaded as 10% of the cost of complete package cost for evaluation purpose, in case bidder quotes less for installation and commissioning.
38. There will be CRC of 7 years which will start after the completion of warranty period. 39. In case rest of the network i.e. 10% of the network will not be commissioned because of
BSNL fault such as location is not ready for installation from power plant, space constraint etc. even till the completion of warranty and O&M, BSNL may decide relax installation of rest of the network and will use the material as spare.
40. Any/ All card required for successful installation/ commissioning/ operation and maintenance of the entire network will be given by the bidder at the time of bidding and if he fails to give any card which will be required at the later stage at the time of commissioning, the vendor will give it free of cost.
41. The suppliers shall have to provide 5 Nos. of 10db optical attenuators & 5 No. of 5 db optical attenuators with every DWDM terminal, ROADM and OADM for incorporating additional link loss in the link.
42. Vendor need to provide complete list of items needed for installation and commissioning of the network as a whole and network element in particular and include them in to detailed BOM. If anything left in BOM and subsequently needed at the time of installation and commissioning and proper working of the network and network elements, vendor need to give the same free of cost unless it is specified in this tender for a particular item.
43. Work station OS will be latest windows OS ( which may be minimum Windows 8). 44. BSNL will provide DC Power extension from Power Plant/ DCDB. 45. Proper earthing to the equipment will be provided by the BSNL. 46. Separate terminal panel shall be supplied by the bidder which will serve as distribution
frame where equipment side Ethernet cables & patching side Ethernet cables can be terminated. The bidder shall supply the equipment to terminate panel Ethernet cables. The bidder shall also supply 59 nos. Ethernet cable crimping tools (RJ45) also (One for each OTN Node).
47. The bidder shall provide detailed priced Bill of Material (BoM) for every item mentioned in the SoR. Against every item of the SOR, the units, cards, modules, alarm cables, power cables, earthing cables, subrack interconnecting cables, FC-PC patch chords, FC-PC

adopters, LCT, LCT link cables, Recovery CDs, OS CDs, LCT CDs, Key board, Printer, Printer link cable, Monitor, Mouse etc. needs to be mentioned clearly in the priced Bill of material. The priced bill of material shall be provided in the price schedule format only. The soft copy of the same shall be submitted along with the tender document. The bid submitted without the priced bill of material shall be rejected summarily. In case the price of the same unit/card/module differs between different items in the priced BOM, the lowest price quoted shall be applied for all the similar items.
48. The Clauses in the GR for LCT is modified as given below. Branded Laptop should be provided as per the configuration mentioned below.
Dual Core/ 15 LCD screen/15TFT Screen/ 320GB / 2 GB RAM/ DVD Combo drive/ LAN port/ 2 No. USB Ports/ Printer port/ Video output port to LCD projector/ Mouse port/ PS-2 Keyboard port/ Licensed Operating software preloaded/ Recovery CDs or Original CDs. Laptop shall be supplied with a leather case. The AC power adapter shall also be supplied. The Laptop/Desktop shall be supplied with three years comprehensive warranty, which includes repairs to all the components including the battery pack from its manufacturer. Two (2) nos. of 8 GB memory pen drives shall be supplied with each laptop/desktop.
The laptop shall be supplied with the LCT software installed in it. LCT Software shall be supplied separately in CD-ROM along with the necessary cable accessories required for connecting a PC to the network element. No software lock shall be incorporated in the LCT software. The software supplied shall be re-usable on other computer in case of LCT failure.
49. The bidder is required to supply the IT hardware such as LCT, Printer etc as per the make and models quoted in the priced BOM. In case, the quoted IT hardware is no more supplied by the original equipment manufacturer at the time of dispatch of the tendered item, a certificate to this effect from the original manufacturer shall be submitted by the bidder. The bidder shall submit the next version of the model quoted in the tender. The new model of the IT hardware so quoted shall be from the same manufacturer of the original model quoted in the tender. Only on the confirmation of the QA circle, BSNL, Bangalore, the bidder may be permitted to supply the new version of the IT hardware, subject to the technical validation of the new version of the model. The new model of IT hardware, if agreed by QA Circle, shall be supplied at the same quoted cost in the tender.
50. Certified and licensed copies of the Original Operating Software CD and the application software CD required for the LCT with one back up copy CD each shall be supplied. No freeware software shall be supplied as solution. All the software quoted as part of solution shall be licensed to BSNL for unlimited period.
51. The same equipment shall be supplied under configuration as mentioned in Schedule of Requirement (SOR) under section 3C. However, the equipment shall be reconfigurable through software for the Local Craft Terminal (LCT).
52. Network will have the ability of GMPLS control plane switching as well as Optical layer switching , but traffic is proposed to be protected by invoking ASON.
