invites tenders from reputed micro irrigation firms for “Supply, installation, testing and commissioning of Drip/Micro Irrigation system in the farmers’ field under IVLP Programme” under two bid system (Technical and Financial bid).

1. Introduction

The Regional Sericultural Research Station, Chamrajnagar (RSRS-Chamrajnagar) is an unit of prestigious Central Sericultural Research and Training Institute [CSRTI], Mysore established under the aegis of Central Silk Board, Ministry of Textiles, Govt. of India for research, development and promotion of mulberry sericulture under rainfed conditions of Chamrajnagar District.

The RSRS Chamrajnagar has developed a highly water efficient micro irrigation system called AMIT (Affordable Micro Irrigation Technique) for mulberry gardens in areas having limited water for irrigation. The Central Silk Board has sanctioned 35 units of AMIT for mulberry gardens of the farmers of Chamrajnagar district of Karnataka under Institute Village Linkage Programme (IVLP) for promotion of sericulture in water scarcity areas. Each unit of AMIT will cover one acre of mulberry garden. The AMIT consists of installation of a Micro irrigation system, water delivery pipes, lateral pipes, drippers, water storage tank,, etc.

Under this tender the RSRS Chamrajnagar envisages to procure

and install 35 units of Drip/Micro irrigation systems (each for one acre mulberry garden) in farmers’ fields of Chamrajnagar, Gndalpet and Kollegal Taluqs of Chamrajnagar district.

2. Scope of Work

The scope of work involves supply, installation, testing and commissioning of 35 units of Drip/Micro irrigation systems (each for one acre mulberry garden) in the farmers’ field under IVLP Programme financed by Central Silk Board, Ministry of Textiles, Govt. of India. The requirement of various micro irrigation system materials are described in Schedule 1. The location of farmers fields are given in Schedule 2.

3. Eligibility of the Bidders

3.1 The Bidder should be proven/reputed manufacturers or authorized

dealers/distributors of ISI marled drip/micro-irrigation system of a reputed manufacturer(s). The Bidder shall be empanelled with State Government/Central Government under drip/micro irrigation category and to submit along with the offer, the dealership/distributorship/ empanelled certificate with the date of appointment and validity signed by the authorized signatory.

3.2 The bidder should have enough experience in design, supply and

installation, testing and commissioning of drip/micro irrigation systems. Proof of the experience shall be submitted along with the technical bid.

4. General Terms and Conditions 4.1 Purchase of Tender Document

4.11 The tender document is available only in an electronic format where the

bidder can download it from the CSRTI Mysore website http://www.csrtimys.res.in/tenders . In case any difficulty is faced please contact Scientist D, RSRS Chamrajnagar

4.12 The tender document will not be issued in person or by post.

4.12 The cost of tender document is Rs. 1,000/- which shall be submitted along with Technical Bid.

4.2. Guidelines for submission of the Bids

The bids are to be submitted in two parts –

(i) Sealed Technical Bid, along with a Demand Draft for Rs.19,000- (Rupees Nineteen thousands), drawn in favour of the Scientist D, RSRS Chamrajnagar payable at Chamrajnagar as Rs. 1,000/- towards the cost of tender document and Rs. 18,000/- towards Earnest Money Deposit (EMD) in one sealed envelope super-scribed “TECHNICAL BID FOR SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF MICRO IRRIGATION SYSTEM IN MULBERRY GARDENS IN THE FARMERS’ FIELD UNDER IVLP PROGRAMME”. Bids received without tender document cost and EMD will be summarily rejected;

(ii) Sealed Financial Bid placed in a separate envelop super-scribed: “FINANCIAL BID FOR SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF MICRO IRRIGATION SYSTEM IN MULBERRY GARDENS IN THE FARMERS’ FIELD UNDER IVLP PROGRAMME”. The rates for different items should be filled in the SHEDULE 1 of this tender document.

The above mentioned two sealed envelopes should bear the name and complete postal address of the bidder. Sealed envelopes containing Technical Bid and Financial Bid should be placed in a bigger envelop super-scribed “BID FOR SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF MICRO IRRIGATION SYSTEM IN MULBERRY GARDENS IN THE FARMERS’ FIELD UNDER IVLP PROGRAMME”. This bigger envelop, bearing the name & complete postal address of the bidder, should be addressed and submitted/sent to :

The bids should reach to the office of Scientist D RSRS Chamrajnagar on or before 12 noon on 29.05.2015. Bids/Tenders received after due date & time will not be accepted. The bids received after due date and time will not be considered. (iii) The RSRS Chamrajnagar will not be responsible for postal delay in receipt of the bids. (iv) Bids through Fax, email, etc. will not be accepted.

4.2.a Guidelines for submission of Technical Bid

1. Download the tender document from CSRTI Mysore website http://csrtimys.res.in/tenders and read it carefully.

2. Not more than one bid will be accepted from a Bidder. If any individual participating in the bid process, representing more than one firm in one or different names and it comes to our notice at any point of the time, all such offers or different will not be entertained and shall be liable for rejection.

3. All pages of Tender Document should be signed by the bidder and should be submitted along with Technical Bid as having read the tender document and agree with the terms and conditions, material specifications, destinations for supply, etc.

4. The bidders are required to submit a demand Draft for Rs.19,000/- (Rupees Nineteen thousands), drawn in favour of the Scientist D, RSRS Chamrajnagar payable at Chamrajnagar as Rs. 1,000/- towards the cost of tender document and Rs. 18,000/- towards Earnest Money Deposit (EMD) along with Technical Bid. The Bids received without tender document cost and EMD will be summarily rejected.

5. The bidder must write the name and full postal address at the back of the Demand Draft.

6. The bidder should furnish the following information along with the Technical Bid:

i) Company profile indicating the details of address, website, fax, email address, telephone number, if any.

ii) Registration Certificate, Proof of holding license under Shops and Establishment Act, The Factories Act, and any other licenses the nature of work demands.

iii) Provide VAT No., CST, PAN No. and its related documents. iv) Bankers Name Address. v) List of clients including the name of the contact person and his/her

telephone number. vi) Documentary evidence/work order copies to support the experience for

supply and installation of micro/drip irrigation systems preferably to various government departments during last three years.

4.2.b Guidelines for submission Financial Bid

1. The Financial Bid should be submitted only in the prescribed format, as per Schedule 1. The bidder should quote final selling rates inclusive of all applicable taxes, duties and cost of installation if any as per Schedule 1.

2. The bidder should quote their lowest price, in accordance to the prevailing

rates of the manufacturer/ their authorized dealers.

3. The bidder should ensure that the amounts are written in such a way that interpolation is not possible. No blank space should be left.

4. All the corrections in the financial bid shall be countersigned by the bidder.

5. The rates quoted shall remain fixed for a period of 180 days from date of

submission of the bid.

6. The rates should be quoted in words and figures for the supply on F.O.R destination mentioned in the work/supply order. In case of difference in words and figures of the rates quoted, the rates offered in words shall be considered.

7. The drip/micro-irrigation systems have to be installed in farmers field which are

within 20 km radius of Chamrajnagar, Kolegal and Gundalpet Taluqs of Chamrajnagar district of Karnataka (Schedule 2).

8. The schedule of supply of materials and services to be rendered by the bidder

must not be altered.

4.3 Opening of Bids

1. The Technical Bids will be opened on 29.05.2015 at 3.00 p.m. at RSRS Chamrajnagar in the presence of such bidders who may wish to be present, either in person or through their authorized representatives.

2. The Financial Bids of only technically responsive/acceptable will be opened for further consideration. The decision of the RSRS Chamrajnagar in this regard will be final and no requests etc. will be entertained from the bidders. The date and time of opening of financial bid(s) will be intimated only to such bidders who are found eligible as per evaluation criteria prescribed by the RSRS Chamrajnagar

4.4 Earnest Money Deposit

1. The Technical Bid should accompany an EMD of Rs. 18,000/- (Rs. Eighteen Thousands).

2. The EMD of the unsuccessful bidders will be returned.

3. No interest is payable on EMD at the time of refund. 4. The EMD will be forfeited if :

a. The bidder withdraws his bid at any time prior to its rejection. b. Before or after the acceptance is communicated to the bidder. c. If the successful bidder fails to execute the agreement within

prescribed time limit.

5. Earnest money of the successful bidder will be adjusted as Security Deposit (SD) on execution of the agreement (Such bidder will become supplier).

4.4 Security Deposit

The successful bidder will be required to deposit a sum of Rs. 45,000/- (Rs. Forty Five thousands) with the Scientist D, RSRS Chamrajnagar as Security Deposit on account of Performance Security. The RSRS Chamrajnagar will return the Security Deposit after satisfactory supply and installation of all the drip/micro –irrigation systems ordered by RSRS Chamrajnagar and completion of warranty period of one year. No interest will be payable by RSRS Chamrajnagar on the Security Deposit. The EMD of the successful bidder will be adjusted against the Security Deposit.

4.5 Execution of Agreement

1. The Scientist D Chamrajnagar will intimate the successful bidder regarding acceptance of his bid and will request him/them to execute an agreement in given time limit. In case the bidder fails to execute the agreement within prescribed time limit, the EMD submitted along with the Bid stand forfeited.

2. The successful bidder/tenderer will have to make an Agreement with Scientist

D, RSRS Chamrajnagar on the terms and conditions of the contract (Schedule 3) on a Rs. 100 Stamp paper. The cost of the Stamp Paper has be borne by the Bidder.

4.6 Minimum Technical Specifications of the Items

The minimum technical specifications of the items to be supplied are given in the Schedule 1.

4.6 Placement of order

The Scientist D RSRS Chamrajnagar shall place purchase order with the approved supplier. The number of units to be procured at a time and its location of installation will be decided by the Scientist D RSRS Chamrajnagar.

4.7 Quantity for supply/Variation in Quantity

The RSRS Chamrajnagar requires 35 units of Drip/Micro irrigation systems each of one acre area. However, the number of units may increase and decrease by 25% but the approved supplier shall supply them at the same approved rate and terms and conditions.

4.8 Schedule and mode of supply/delivery

1. The approved supplier has to supply and deliver the ordered quantity within time period as mentioned in the order. Failure on the part of the Supplier for timely supply, shall lead to forfeiture of Security Deposit and the offer shall stand cancelled and agreement terminated. RSRS Chamrajnagar can also claim loss of goodwill as deemed fit by it and the same shall be payable by the approved supplier.

2. If the Scientist D Chamrajnagar suffers any loss due to inordinate delay in

effecting supply/ dispatch or arrival of the material at the destination, the same shall be the responsibility of the approved supplier who shall make good the entire loss suffered by the Scientist D Chamrajnagar. The Scientist D Chamrajnagar will assess and intimate the approved supplier the extent of loss, and the same will be acceptable to the approved supplier. The supplier shall ensure that the ordered material being supplied by him reach to the consignee at destination in good condition. As such it will be the sole responsibility of the supplier to ensure desired quality and standard of the material.

3. The ordered item as specified in order shall be in conformity with approved

size and quality specifications mentioned in Schedule 1, of the Tender Document and elsewhere in the offer documents. Material shall be supplied in batches in any or all the sizes and in quantities as per delivery schedule ordered by the Scientist D Chamrajnagar, the ordering authority. The delivery schedule may however be revised by the Scientist D Chamrajnagar, if warranted by exigency of the work. The successful supplier shall be bound to effect deliveries in accordance with the changed supply schedule without claiming revision in rates. The dates of supply shall be the date on which the consignment reaches the required destination.

4. Ordered item may required to be supplied to the consignee through Scientist

D RSRS Chamrajnagar, securely packed so as to withstand rough handling and protection from vagaries of nature during transit.

5. Relevant L.R. shall be sent free and direct to the consignee (s) freight paid. The

order No. of RSRS Chamrajnagar should be mentioned in the bill, against which the material is supplied.

6. The Scientist D RSRS Chamrajnagar shall not be responsible for damages,

losses, thefts, pilferage, fire, accidents and demurrages etc. if any, incurred to the consignment during transit and these shall be borne by the supplier.

7. The dispatch of consignment shall be immediately communicated to the

Scientist D RSRS Chamrajnagar with the relevant details of L.R. and Bill Nos.

8. The Supplier will arrange for Transit Insurance and Material supplied should be covered under Transit insurance for Road Risk, Theft, Pilferage, and Non Delivery Risk.

4.8 Warranty

The approved supplier has to declare their Warranty Schedules. Item supplied by the supplier shall carry warrantee as per warrantee schedules declared by supplier against any manufacturing defect from the date of Installation. In case of complaint / defect the supplier shall have to arrange repair /replacement within 10 days from the date of receipt of intimation. The Scientist D RSRS Chamrajnagar shall have right to recover the cost or expenditure of loss whatsoever, on this account from the future bills of the supplier or from the security deposit or from any other amount due to the supplier or out of the security or any deposit made by the supplier in other Government Organizations.

4.9 Training

The supplier shall impart training to the farmers and selected nominated person of RSRS Chamrajnagar for proper operation and maintenance of Items supplied.

4.10 After Sale Service

1. The approved supplier must provide free sales service after sales to the farmers for during warranty period through their authorized dealer / distributor.

2. It shall be the responsibility of the approved supplier to ensure that

necessary spares parts are available to the farmers during warranty period and afterwards also. For this purpose the approved supplier shall keep necessary stock of such fast/slow moving parts.

3. The approved supplier shall also ensure that proper after sales services are

available to the farmers. 4. The supplier shall also make arrangements for repair and after sale service

required on continuous basis after expiry of the warranty period and shall ensure that the repairs/maintenance cost incurred by the farmers are minimum.

4.10 Right to Refuse/Reject the Supplies

1. Ordered item shall conform to the quantities specifications (as per Schedule 1) mentioned in supply order. The Scientist D RSRS Chamrajnagar reserves the right to refuse to accept the supplied item, if found:-

(i) Inferior in quality & not in proper packing or not conforming to the specifications mentioned in Schedule 1.

(ii) Other than specified and ordered by the Scientist D RSRS Chamrajnagar ,

(iii) For any other sufficient reason at it's discretion.

2. In case the supply of supplied item is rejected / the supply not accepted, shall be lifted by supplier at his own cost within the period granted by the Scientist D RSRS Chamrajnagar and in no case the Scientist D RSRS Chamrajnagar shall be liable for the supply not accepted.

3. If the material fails in the testing.

4.11 Quality Inspection

Scientist D RSRS Chamrajnagar or its authorized representatives shall be free to conduct inspection of items supplied/ to be supplied at any stage including inspection before dispatch from manufacturing unit. Random checking system shall also be used to ensure supply of quality material. The cost of such testing including cost of material shall be borne by the supplier.

4.12 Defective Supplies

The supplier shall replace the defective material or any other part found defective or prematurely worn out within 7 days within warranty period from the date of sale to the consumer, free of cost. If it is proved that supplier has intentionally supplied materials of improper quality or not ready to replace or had not replaced defective material during the specified period or in a genuine time period as required minimum, the Scientist D RSRS Chamrajnagar shall be free to black list the supplier and supplier shall be bound to refund the amount received in lieu of such defective supplies made by the supplier.

4.13 Payment

The Scientist D RSRS Chamrajnagar will make the payment normally within 2-3 weeks after receipt of bills along with satisfactory report duly signed by the beneficiary farmer. No advance payment shall be provided to the approved supplier.

4.14 Price Escalation

The rate for supply of various materials should remain same during the period of contract and any request by the approved supplier for increasing the cost will not be entertained by the Scientist D RSRS Chamrajnagar.

4.15 Seeking Clarifications Before submitting the Bid/tender, the bidders may seek clarification(s), if any, from Scientist D RSRS Chamrajnagar during working hours by taking prior appointment (Tel. No. 08226 222152).

4.16 Financial Bid Validity

The Financial bids submitted by all bidders should be valid for at least for a minimum period of 150 days from the date of opening of Technical Bids.

4.17 Avoid malpractice

Any action on the part of the Bidder/tenderer to influence any officer/staff of the RSRS Chamrajnagar or canvassing in any form shall make the tender liable for rejection.

4.18 Acceptance of Bids

The Scientist D RSRS Chamrajnagar reserves the right to accept or reject any or all the bids without assigning any reason whatsoever at any time prior to the award of the contract, without incurring any liability to the affected bidder and any obligation to inform the affected bidder of the grounds.

4.19 Force Majeure

1. Any causes, which are beyond the control of the supplier or purchaser

as the case, may be.

2. Natural phenomenon including but not limited to weather condition,

floods, draught, earthquake and epidemics.

3. Acts of government authority domestic or foreign including but not

limited to war declared or properties, quarantine restriction.

4. Accidents or distraction including but not limited to fire, explosion

break downs at essential machinery equipment and power shortage.

5. Transportation delay due to forces major of accidents.

6. Strikes / slow down lock outs and sabotage.

7. Failure or delay in the supplier source or supply due to force majeure

causes enumerated at 1 to 6 above.

4.20 Resolving Disputes

Dispute, if any, arising out of the Contract, shall be settled by mutual discussion, alternatively by legal recourse under jurisdiction of Mysore or Chamrajnagar courts only.

5.0 Special Terms and Conditions

1. The Bidders shall be empanelled with state Government of India or Central Government for supplying and erection of drip irrigation system

2. The bidder should have satisfactorily completed works costing not less than 80% of the amount put to tender, cumulative in any one year in the last five years including operation and maintenance. A proof of this shall be submitted along with the Technical Bid.

3. The bidder/company should have experience of operation and maintenance of cumulative area of 100 acres for five years in drip irrigation system. The operation and maintenance should have been done in any one in last five years counted from the date of publication. A proof of this shall be submitted along with the Technical Bid.

4. The bidder should have sufficient technical and agronomical team on his pay roll with office and other necessary setup for the training of the farmers.

5. To ascertain ability for timely completion of job, the bidder should also

furnish the list of works on hand with all details such as bid cost, date of entrustment, stipulated date completion, actual date of completion, completed cost of work. In addition, the bidder should produce certificates from an authority competent to sign and certify to the effect that the bidder has carried out works not less than 50% of the contract value in the last five years.

6. During the time of technical evaluation, if the tender committee finds

any certification/ information furnished is false, such bidders will be disqualified and barred from participation in the bid.

7. Irrigation systems design – Systems performance with respect to

design emission uniformity and system capacity has to meet peak water requirements of mulberry crop.

8. Quantity of materials supplied and installed should be of BIS standard.

9. Drip/Micro irrigation supplier should timely supply of spare parts and

rectifications of defects.

10. The Drip/Micro irrigation supplier should place a qualified support team to guide and support to field level staff by way of field visits, intensive monitoring.

11. The irrigation system design for each block or irrigation plot that will have/require separate design tailor made to the farm and should follows the design guidelines and the farmers using micro irrigation system components as specified by the Scientist D RSRS Chamrajnagar. The system should have the components confirming the BIS and the design capacity adequate to satisfy the peak water requirement of the mulberry plants to be irrigated within the design area.

12. The Drip/Micro irrigation supplier should submit to the Scientist D RSRS

Chamrajnagar or its authorized representative the irrigation system design together with bill of quantities, proforma invoice, soil and water analysis report and the bench mark survey report.

13. It I will be the responsibility of the Drip/Micro Irrigation supplier for

bringing all the irrigation components of pre-approved brands/make to the field site, viz., safety and control valves, pipes and its fittings, drippers and laterals or emitting pipe etc and all other accessories which are required to erect drip irrigation systems.

14. It is the responsibility of the Drip/Micro Irrigation suppliers for laying

the water carrier main and sub main pipe lines for irrigation system as per the approved design specification and standards and commissioning of micro irrigation system. The installation of micro irrigation system should have to be completed within 10 days from the date of completion of trenching by farmer.

15. The Drip/Micro Irrigation Supplier Should ensures the design

performance of the system using only approved/authorized parts

16. The Drip/Micro Irrigation supplier should obtain commissioning/completion certificate after design test performance of the micro irrigation system from the farmer.

17. After commissioning, the Drip/Micro Irrigation suppliers should submit, a complete update of the installed irrigation system layout. This update should include a clear presentation of the head control unit, water carrier and distribution system including pipelines, location of control and safety valves, air release valve, junctions and other components.

18. The Micro Irrigation supplier/Drip manufacturer must maintain and ensure availability of spare parts of all the system, components during the period of 4 years from the date of supply within 3 days of getting the request along with the payment from the farmers for ensuring optimal system and crop performance.

1 9 . To issue a performance warranty for a period of four years, from the date of commissioning of the micro irrigation system, where-under the micro irrigation supplier should undertake repairs or replacements of any portion or the entire system if they are found to be defective in material or workmanship. The repairs or the replacement shall be carried out by the Micro irrigation supplier at the cost of Micro irrigation supplier within 7 working days of receipt of the written complaint from the farmer or Scientist D RSRS Chamrajnagar.

2 0 . The Scientist D RSRS Chamrajnagar reserves the right to impose

penalties and recover the amount from any amount payable to the Micro Irrigation supplier including the performance guarantee amount.

2 1 . Any benefit arising out of relaxation in fiscal policy / tax concessions

given by both state government and Government of India in future would be automatically passed on to Project Implementation Agency by Micro irrigation suppliers/companies.

2 2 . The Micro irrigation supplier shall be responsible for the fulfilment of

legal obligations arising on the employment of staff and workers in case of any incident or accident and the Micro irrigation supplier shall also indemnify the Scientist D RSRS Chamrajnagar from any liability whatsoever.

2 3 . The prices of all the drip/micro irrigation system components will be

fixed throughout the contract period. 2 4 . The Micro irrigation supplier agrees that in the event of failure to

complete with the time schedules for implementation, rectification and / or repairs and in case of poor/unacceptable performance, in general, of the Micro irrigation suppliers, the Scientist D RSRS Chamrajnagar shall cancel the supply order already placed and shall order some other supplier, to perform the obligations of defaulting supplier. This process of ordering the “Specific Performance or Cancellation of supply order with imposed, on the Micro Irrigation supplier if any, and the damages shall be deducted from any amount payable to the Micro irrigation supplier including the performance guarantee amount.”
