The Park • Greenfield development on land currently used as a dairy farm
• The Park is not a traditional industrial estate - it is designed around natural contours, preserving ecologically sensitive areas and preserving flora and fauna. Approximately 33% of the Park will remain undeveloped.
• The 237 hectare area comprises 180 hectares of developable space.
• 40-60 hectares of the Park’s developable land is available for horticulture.
• Park businesses will have access to core facilities in a centrally-located Innovation Hub. These include on-site education and training for staff, research and development and business expertise, and state-of-the-art video conferencing and meeting facilities.
• The Park’s objective is to attract complementary industries with symbiotic manufacturing/ production processes.
This will result in: - beneficial relationships around waste and recycling - energy/ heat/ CO2 production and use - economies of scale

Goals of the ParkTo increase:
• Employment opportunities for the Far North district (particularly Mid-North)
• Productivity and GDP of the district and region
• Protection of the land and water resources
• Utilisation of Māori land for the benefit of their iwi/hapū
The Park is trying to achieve this by:• New and expanding businesses – attracting businesses that are new to
the region, or expanding and attracted by the environmental and social purposes of the Park.
• Value-added manufacturing - attracting value-added businesses that extract greater value from primary sector production.
• Circular/closed loop economy – attracting symbiotic production/ manufacturing, bringing cost-savings for businesses and improving their environmental footprint.
• Complementary - attracting businesses that complement those in the District and that support higher-value land use.
• Workforce development – providing bespoke education and training for employers and employees – especially on-site and on-the-job.
• Innovation - providing a central location for R&D activity that supports not just Park businesses but the wider region.
• Co-location – mix of businesses ranging in maturity and expertise, enabling mutual support.

Closed Loop production system benefits businesses• Potential Park tenants will benefit from and/or add value to
the Closed Loop model.
• Emerging, environmentally-sustainable industries, and innovative companies that complement these, will be attracted to/ actively sought to locate within the Park.
• The Park’s activity will contribute to the wider well-being of the District by providing jobs and by demonstrating alternative business models to local producers.

How will the Park support your workforce needs?• We will provide an Education and Training Coordinator for the Park
whose role will be to:
- help you create workforce development plans for your business and ensure that your workforce will be ready to work in your business the minute it’s up and running at the Park
- work with education and training agencies to provide bespoke training to meet your and your employees’ needs
- where required, provide pastoral support for employees to address workplace/whānau/personal issues so you don’t have to do it and so your employees can keep coming to work
• Provision of ongoing, on-site, on-the-job training through the Innovation Hub that is tailored to the needs of your business and employees.

Workforce Provision
The Developer• Far North Holdings Ltd (FNHL) is the commercial arm of Far North
District Council (FNDC). It owns, develops and manages a range of land and assets on behalf of the District including the district’s airport, wharves, marinas, education and health buildings and commercial property.
• It is developing and promoting this opportunity with the support of the local community and the region’s economic development agency Northland Inc.
• FNHL is undertaking this development on behalf of the District to catalyse new economic development activity. As such, its shareholder (FNDC) has agreed to lower-than-commercial returns in exchange for wider economic, social and environmental returns to the District.
• FNHL will manage and oversee the development of the Park and will manage the day-to-day operation of the wider Park and the buildings it leases to tenants. It will do this with the input of an Advisory Group made up of businesses at the Park and local iwi.
• The commitment to see the Park develop according to the founding concept will be achieved through FNHL’s ongoing role in developing the Park land at later stages.
• Any land sold to businesses within the boundaries of the Park will be subject to covenants to preserve its objectives.
The Funder• The government is providing funding to develop the
infrastructure for the Park, including road junctions onto State Highway 12, services, water storage and treatment, site preparation, and resource consent for the Park and its general activities. Provincial Growth Funding has been approved in principle to cover these costs.
• FNHL has been working on behalf of a group of potential Park businesses to source impact investment funding, with more favourable conditions than usual commercial finance for activities where there are wider social and environmental benefits.
• FNHL has also provided support for businesses seeking funding where appropriate from other sources, such as the Provincial Growth Fund and impact and philanthropic investors.
• Northland Inc, the regional economic development agency, is a partner with FNHL in this development and can provide support for feasibility and business-case work, as well as access to Regional Business Partners funding support which covers business capability building, and research and development.

Trades Training Centre – trades training for taitamariki in the district (free courses for 16-19 year olds), providing wrap-around support. Business has been operating since 1980.
Culinary Oil Production and biogas plant – expansion of a global culinary oil processing and exporting business including a biogas unit to process waste.
Innovation and Education Hub – to support workforce development, business development and research and development.

Stage 2 Tenant Interest
Manuka Oil Distillery – utilisation of Māori land adjacent to Park, creating jobs (nursery, planting, harvesting, processing, packaging) for hapū and whānau, and released inmates of NRCF.
Green Carbon manufacturing – new, clean manufacturing process using saw dust, clean wood waste.
Bioenergy –anaerobic digestion taking food waste from Auckland and region to create energy and CO2 for glasshouses.
Engineered wood – technology to saw logs that maximises the yield from individual logs. First plant established in Gisborne; Northland would be second plant.
Food manufacturing – vegan food producer, juice manufacturer.

Stage 3 Opportunity
Glasshouses – additional 4-hectare area set aside; possibilities include berries, hemp and vanilla.
Bio-energy production – interest in this area has been strong and expect by this stage that a second producer of bio-energy will be located at the Park.
Outdoor organic horticulture – to be developed as demonstration with other commercial partners.
Food Manufacturing – expect that increased horticulture in the region will drive more value-added manufacturing.
Wood veneer manufacturing – from waste wood recovered from local rivers.
