• Legislation is still catching up in areas where commercial

transactions have been altered by new digital methods

– Labour is a heavily regulated form of commerce and contingent

labour, in particular, faces quite burdensome legislation in many

countries

• Responsibility for employment taxes and social insurances?

– Labour intermediaries (such as traditional staffing companies) are

strictly regulated and held accountable in this regard

– If online staffing is perceived as a vehicle through which individuals

can avoid paying their correct taxes and social charges, it is an area

that may well come under increasing scrutiny from legislators
