1. PROJECT DESCRIPTION

1.1 Project Type, Components and Size

1.1.1 Project type and Components The project is an 18-hole golf course with artificial lakes, driving range, clubhouse, maintenance building, drainage system, waste management facilities and other support facilities. Locations of respective facilities are shown in Figure 1.

The following describes the project’s components:

(a) Driving Range

Driving range is provided to help amateur golfers learn the different types of swings used in the game. If the golf course is full, golfers may use this facility for practicing while waiting for their turn.

Said driving range covers an estimated area of 4.5 hectares.

(b) Artificial Lakes Artificial lakes are included in the project components for visual aesthetics and to support the water requirement of the golf course. Two of the lakes are lined with High Density Polyethylene (HDPE) liner to arrest the possible water seepage and avoid frequent pumping of water from the deepwell.

Table 1 shows the respective areas and capacities of the artificial lakes.

(c) “Clubhouse”

The club house is estimated to have a 300-person capacity consisting of function room, lobby, toilet facilities, kitchen and storage. Clubhouse also houses the lounge area and administration/pro shop areas. Lounge area serves as the receiving area of the players while administration/pro shop serves as the registration/reception area and display area for equipment.

(d) Locker Room

A total of 150 units of lockers were provided.

(e) “Golf Fairway”

This shall include the starter houses, cart paths and gutters, sand holder boxes, benches, tee boxes, cart and waiting sheds, and other golf facilities.

(f) “Tee House”

Tee house is a place where golfers go when they feel like resting for a while. Two (2) tee houses were provided. Said tee houses are situated near hole 15 and lake 1.

(g) Clinic A clinic is provided at the site to assist golfers, visitors or its employees and immediately respond in case of dizziness, minor cuts or minor health concerns. Said clinic is situated within the Clubhouse building.

(h) “Maintenance Building”

This building is used by the proponent as a place where other equipments are

kept and maintained. A part of this building is also used as storage facility of

fertilizers and chemicals.

Pesticides are being stored temporarily at the nursery area. These chemicals however will be transferred at the maintenance building. A separate room will be provided for this purpose.

(i) Other Facilities Provided to Support Project’s Operation

“Cistern House”

Cistern house is provided to house the cistern of the project. The water coming from this cistern is being utilized for domestic activities.

Pump House Pump house is provided to house the pump provided for the project. This pump is being used during water extraction to help in extracting the water from the deepwell and distributing it to the lakes. The water extracted from deepwells is utilized for greening activities.

Generator and Genset House at Generator House

The project is provided with one (1) unit 400KVA Denyo generator set to back up the project’s operation during power interruption.

A room is provided to house the genset. Photographs of genset and genset house were taken. These photos and its location are shown in Figure 12.

(j) Sources of Water

The project’s primary source of water is groundwater. Ground water is extracted through the three (3) units deepwell installed at the site. Two (2) units (#1 and # 2) are being utilized for irrigation purposes while the other deepwell (#3) is being used for domestic and other similar activities.

The deepwells are provided with pump to efficiently extract water from the ground. The deepwells for irrigation have an estimated depth of about 400 feet while the deepwell for domestic use has a depth of about 360 feet. According to the proponent, the water being extracted from the 2 deepwells is estimated at 28,344m3 per month.

Aside from the groundwater, the project is also utilizing rainwater for irrigation purposes. Water from rainfall is being collected through the provided artificial lakes. Two (2) of the artificial lakes were provided with linings to eliminate water losses due to seepage thus conserving water. During rainy seasons, the water being extracted from deepwells are reduced.

For domestic activities, the proponent estimated its consumption to be 200 cubic meters per month. Drinking water is typically sourced from commercially operating water purifying stations in the area.

(k) Septic Tank Provision

For sewage generation, the project is provided with three (3) units septic tanks.

(l) Solid Waste Area Provision

The project is provided with waste bins. These are strategically located within the project area. Generated solid wastes are collected and segregated. The segregated wastes are placed in respective bins and confined in an enclosed garbage room prior to hauling. Garbage room is situated at the lower ground of the clubhouse building.

(m) Hazardous Waste Area Provision

Hazardous wastes are wastes that contains or with residue of harmful materials which can be dangerous to the environment when not properly handled and stored. The project probided a separate storage for these kind of wastes.

1.2 Technology Selection Table 2 Selection of Technology for the Project

Golf Course Features Irrigation System • Pump system provided.

The project is using the TORO Network VP satellite for the

project. The identified features/benefits of TORO Network VP

satellite: station based flow management; current sensing

provides protection; and runtime in seconds for more precise

watering.

Liner • For the project, the liners are made of High Density Polyethylene (HDPE). Use of liner will help conserve water.

Type of Grass The grass used for the project is Seashore paspalum. Among the benefits of using Seashore paspalum are:

• Low water use once established;

• Adaptability to water quality (from salty to potable); and • May be planted in nearly any warm-season climate.

Water Source • The water for irrigation is coming from the two units deepwell with estimated depth of 400ft

The following were considered during project siting:

(a) Area Requirement

Being a golf course project, the project will need a vast area to cater to the project’s design, components and facilities. The project site was selected as the primary location because it conforms to the area requirement of the project.

(b) Project Location

The project site was selected because of its strategic location. The project is accessible via Jose Abad Santos Avenue. It is about 6-10 minute drive from Dinalupihan Exit and about 45 minute drive from San Fernando exit.

(c) Land Use Conformity

The project area is located within the Central Business District of the municipality which is hosts for numerous banks, commercial offices and establishments, schools, subdivision sites, resorts and hotels.

The project is consistent with the existing land use in the area. Zoning Certifications were acquired from Municipal Planning and Development Coordinator (MPDC) certifying that the project area is within Commercial Zone.

(d) Social Acceptability

Based on the conducted public consultation, the representatives from the four (4) barangays who attended the consultation (Barangays Prado Siongco, Sto. Niño, San Isidro and San Rafael) and other respective stakeholders showed no objection regarding the operation of the project. Instead they showed acceptance due to the employments it had given to the locals.

3. PROJECT PROPONENT

The proponent, 5Goldlands Resources, Inc., is a corporation duly registered in Securities and Exchange Commission with Company Registration Number CS201109116. The Articles of Incorporation and By-Laws were approved on May 2011 with the following primary purpose. 5Goldlands Resources, Inc.’s office is situated in Barangay Concepcion, Lubao, Pampanga.

4. PROJECT SCHEDULE

Initially, the project was implemented in 2013. It was estimated that the project was 80% completed in 2016. Though the project is being implemented, there are areas that will still be improved. The project is envisioned to be a public golf course. The project is open daily except during Mondays. Mondays are reserved for maintenance activities.

5. SUMMARY OF PREDICTED IMPACTS AND ITS EFFECT TO THE ENVIRONMENT

This summary of predicted impacts and mitigation/enhancement measures applied is the results of the study conducted for the project. This describes the possible danger/hazard it may bring if solid wastes, hazardous wastes and other related activities are not properly handled or maintained. This section also shows the effects after mitigation/enhancement measures were applied (Table 4).

THE WATER

Change morphology/drainage pattern/induce flooding Change in stream/lake water depth

• Perforated pipes provided to direct runoffs to the artificial lakes;

• The artificial lakes will serve as the catch basin within the area during heavy downpour. By such, flowing of too much water directly to the drainage lines/creeks can be avoided. This will somehow help abate the flooding in the adjacent area;

• The proponent constructed an adequate concrete canal with depth of 4meters, following the natural drainage pattern.

• Overflow drainage system

• Only during overflow will the runoffs from the golf course area be directed to the canal

• Flooding of great extent is less expected

• (According to residents, flooding like the previous occurrence is not yet experienced since mitigations/enhancements were applied)

• Provided automated sprinkling facilities that control the time and amount of water to be consumed. This helps irrigating the greens evenly and at the same time promotes water conservation.

• Planting of Seashore paspalum. Grass type that can be planted to planted to warm-season climate and tolerate low water use once established.

• Ensure all operators are well trained and equipped with knowledge about the assigned tasks to make sure that the jobs are carried out accordingly.

• Personnel in charge with the irrigation system, should regularly document the working condition of the facility to monitor its efficiency. In case one of the components failed, it should be reported to his supervisor so proper corrective measures can be applied immediately.

• Ensure that all spraying equipment are well calibrated.

• Checking and maintenance of sprinklers shall be done regularly to avoid clogging and maintain its efficiency.

• Reuse of water will reduce the water to be extracted from deepwell

• Use of Seashore paspalum will help reduce water consumption especially during dry season

• Good condition irrigation system will maintain efficiency hence promotes conservation.

Contamination of water • Follow specific schedule of fertilizer/pesticide application to avoid over feeding of the greens

• IPM shall be designed and implemented

• The storage drums shall be adequately covered and visibly marked for easy identification and handling during hauling.

• Regular coordination with the fertilizer/insecticide’s suppliers shall be done to remind them to collect all bags/containers once emptied. This is to avoid overstocking of materials that can potentially harm or degrade the surrounding.

• Regulates the chemicals hence avoid contamination

THE AIR

Increase in Sox and NOx concentration is the area due to operation of genset/diesel operated equipment and vehicles

• Turn Off Engine while Parked” sign shall be posted at the parking area.

• Regular maintenance of generator set and diesel operated equipment.

• Ensure that appropriate control facilities are installed and being used to reduce emission and help deaden the noise.

• Permit to Operate shall be secured for all Air Pollution Source Equipment.

• Regulates the emission in the area

• Securing Permit to Operate will urge the proponent to maintain their genset

THE PEOPLE

Population influx/ • priority in giving employment shall be given to the qualified residents of the host barangays.

• proponent may also give consideration to those who were not given the chance to attend formal schooling but showed interest and willingness to be trained. Proponent may provide them opportunities by equipping them the needed knowledge through conduct of trainings. This will not only mitigate the in-migration but also help the locals improve themselves and their way of living.

• Prevents possible influx of population in the area

• Create more opportunities to the locals of the host barangays

Safety of Employee • Use of PPEs during handling of chemicals from delivery, storage and disposal

• Follow the directed procedure in handling of chemicals

6. IDENTIFIED STAKEHOLDERS

The following are the identified stakeholders for the project based on the study conducted and through the guidance of DENR-EMB (e.g. DAO 2017-15).

• Local residents of Barangay Prado Siongco

• Local residents of Barangay Sto. Niño

• Local residents of Barangay San Isidro (due to its proximity to the project)

Based on the conducted study, the project is already implementing enhancement measures and provided facilities to promote and enhance cleanliness and avoid project’s possible negative effects to the environment. Through the prepared Environmental Management Plan (EMP) and Environmental Monitoring Plan (EMoP), the management was provided with a guide to continue the existing enhancement measures and moreso strengthens its compliance on environmental protection. 8.
