3. Approval of the July 13,2017 Meeting Minutes

A copy of the draft minutes of the previous meeting was sent out with the agenda packet. Members will be requested to review, report any changes, and approve the minutes of the July 13, 2017 TAC meeting.

4. YMPO 2018-2022 Transportation Improvement Program (TIP) Amendment #1

A. Yuma County is requesting the Inclusion of Off-System Bridge #7639 in the 2018-2022 Bridge Parking Lot. This will allow for the application to move forward for the Off-System Bridge Program.

B. Yuma County Ave E: County 18th Street to 23Rd St Construction. Yuma

County would like to put this phase back into the TIP.

C. Yuma County Intergovernmental Transportation Authority is requesting the updating of the FTA Grant for the Facility

5. Arizona Statewide Intelligent Transportation System Architecture

A Framework for ensuring institutional agreement and technical integration for implementation of ITS projects throughout the State of Arizona. ITS Legislation on August 10, 2005 with SAFETEA-LU Section 5307 funds projects through the Highway Trust fund conforms to the National ITS Architecture and Applicable Standards.

6. HSIP Call for Projects-ADOT

The Arizona Department of Transportation (ADOT) Traffic Safety Section issuing a formal call for Highway Safety Improvement Program (HSIP) safety projects for SFY18 (Local HSIP only), SFY19, SFY20 HSIP projects. HSIP Applications are due no later than October 2, 2017.

7. YMPO Studies Scope of Work Review

A. YMPO Regional Strategic Transportation Safety Plan Update YMPO has developed the Scope of Work for the YMPO TAC to decide and move forward for the RFP/RFQ

B. YMPO Traffic Count Network Plan YMPO has developed the Scope of Work for the YMPO TAC to decide and move forward for the RFP/RFQ

Approval of the June 8,2017 Meeting Minutes Roger Patterson commented on the June 8, 2017 meeting minutes, Roger suggested that, under Call to the Public, the minutes should reflect if comments had been received or not received from the public. Sam Palacios commented on item number 9, TAC Project Status Report, the City of Somerton East George is at 100% plans & design. The Sunset Subdivision Reconstruction Project is completed and can be removed off the TAC Project Status Report list. Czarina Gallegos commented on item number 9, TAC Project Status Report, under the City of Yuma the 3E Highway 95 to Araby Road project is an ADOT project and should be removed off the City of Yuma’s list. Jennifer Albers motioned to approve the June 8, 2017 meeting minutes with corrections noted. Roger Patterson seconded Motion carried unanimously

4. YMPO 2014-2018 Transportation Improvement Program (TIP) #16 Charles Gutierrez presented the updated Transit TIP. The Transit TIP reflects participants of the FTA Programs awards (Capital, Administration, Operations and Mobility Management). Participants in the FTA Programs are Achieve Human Services, Crossroads Mission, Yuma County Intergovernmental Public Transportation Authority (YCIPTA), Yuma Metropolitan Planning Organization (YMPO), Saguaro Foundation, And WestCare Arizona 1. These agencies provide transportation to the elderly and disabled in the Yuma Region. YMPO provides Mobility Management to the Yuma Region. All the numbers for the Transit portion have been updated to reflect funds for the FTA 5307, 5310, 5311, and the FTA STP FLEX. Jennifer Albers motioned to approve the YMPO TIP Amendment #16. Sam Palacios seconded Motion carried unanimously

5. FY 18 YMPO UPWP Transportation Studies/Plans The FY 18 YMPO UPWP was recommended for approval by the TAC at the meeting on May 11, 2017, it was approved by the YMPO Executive Board on May 25, 2017 and has now been approved by Federal Highway Administration (FHWA). The UPWP contains six transportation studies and the most recent estimates indicate that sufficient funds will be available for carrying out all six studies. YMPO staff has developed a tentative schedule for the six studies. The proposed tentative schedule is as follows (there is a slight chance that this may change):

City of Yuma: 4th Ave and 16th St.- wrapping up this month, finishing up the monumental walls 22nd St. between 4th Ave & Ave A- construction is underway and the area between the post office and 8th Ave is wrapping up 40th Street Pathway- a week away from full completion, a pedestrian refuge has been installed

City of Somerton:

TE Project—TE Project Cesar Chavez Pathway- ADOT received 4 bids, the lowest bid came in higher than the funds available by approximately $40,000 West George- under construction, curb, gutters and sidewalks are completed, road should be paved in two weeks Sunset Subdivision Reconstruction Project- completed and should be removed from the list East George- project was advertised and the bid opening is scheduled for August 1st

ADOT:

8th St. & 21st Ave- advertising in the second quarter and construction in January or February 2018 State Line to1st St.- contractor has delayed the project until first of August Coyote Wash Multi-Use Pathway- 95% design US 95 @ Ave 8E- ROW acquisition and utility locating is under way. 95% plans have been submitted for review and comments have been sent back. Mohawk Rest Area- installing light poles and rest areas should be open in August. I-8, Dome Valley to Wellton- Pavement Preservation project I-8 from mile post 20.5 – 29 is completed, finishing up a few items. I-8 Westbound Ramps & Giss Parkway- paving today (7/13/2017) waiting for light poles and the project should be completed in September. I-8 @ Araby Interchange Spot Improvements- contractor is scheduled to start Monday July 17th. Statewide DMS Ph.11- project consists of installing DMS systems at various locations throughout the state.

7. Project Updates ADOT received 15 applications for the PARA Program, 15 planning and 4 pre-scoping. The ADOT committee has made their selections of who is getting awarded, 5 planning and 4 pre-scoping. The City of San Luis submitted a PARA Program application and was not selected.

YMPO INFORMATION SUMMARY for Agenda Item #4 YMPO 2018-2041 RTP and Air Quality Conformity Amendment #1 DATE: September 7, 2017 SUBJECT: YMPO 2018-2041 Regional Transportation Plan (RTP) and Air Quality (AQ) Conformity Amendment #1 SUMMARY: At the request of Yuma County project Ave E: County 23rd St to County 18th Street needs to be included into the YMPO 2018-2041 RTP and Air Quality Conformity Analysis. This project has been included in the RTP/AQ/TIP in 2012 as a Design Project. During this last iteration of the RTP and AQ it was inadvertently left out. The need to include this project in the RTP/AQ documents is required to proceed with the Environmental Phase of the Project. Yuma County is actively moving forward and ADOT Environmental has requested this to be included in the documents. Yuma County has included Construction numbers that will be included with the project; however, it will go into the TIP as an unfunded category of the TIP. It has an approximate construction cost of $8.1 Million dollars. Included in this summary is the associated cost sheet from Yuma County. YMPO has not closed the final invoice with Kimley-Horn and YMPO has asked Brent Crowther, Kimley-Horn to provide a cost estimate for the Amendment #1. The Cost sheet is included with this summary. PUBLIC INPUT: No public comments were made for this process ACTION NEEDED: Recommend approval for the YU-12-09 Ave E Extension: County 23rd St to County 18th St to allow Kimley-Horn to do the Amendment #1 Documentation as necessary for the RTP/AQ to the YMPO Executive Board. Justification for Contract Modification

YMPO is requesting that Kimley-Horn prepare YMPO 2018-2041 RTP Amendment #1. This will include

the RTP Amendment, Air Quality Analysis, and the Transportation Data Model (TDM) for a new project

that needs to be included in the RTP and documents.

Tasks

The YMPO will provide project level information and the Corridor Study for the Avenue E Extension from

County 23rd Street to County 19th Street to Kimley-Horn.

The YMPO will provide the anticipated opening year (the year the project will be open for traffic) of the

project to Kimley-Horn.

Kimley-Horn will code the 9.5-mile project into the travel demand model. Kimley-Horn will run the travel

demand model for the years that are impacted by the project change. Kimley-Horn will develop and code

travel demand model scripts that allow for extraction of the emissions model inputs.

Vehicle miles traveled (VMT) for off-network paved and unpaved local roads will be estimated using the

methodology described in the Arizona Department of Environmental Quality’s (AzDEQ) Yuma PM10 Maintenance Plan (August 2006). Wherever possible, additional supporting data and calculations will be

pulled directly from the air quality conformity analysis conducted as part of the 2018-2041 RTP.

Kimley-Horn will update the Air Quality conformity analysis to assess the contribution of the PM10

emissions to the ambient air quality to include the new project. The years that will be updated will only

consist of those that are impacted by the new project. The methodology from the 2018-2041 RTP will be

followed for the update.

The air quality analysis will be coordinated with the Interagency Consultation Group to determine air

quality impacts and conformance with environmental regulations. It is assumed that coordination with the

Interagency Consultation Group will occur through email.

Kimley-Horn will update the RTP document to reflect changes with the travel demand model and the air

quality conformity analysis.

A contingency budget (Task 6) is proposed to accommodate additional requests, including additional

coordination with the IAC such as phone calls or in-person meetings.

YMPO INFORMATION SUMMARY for Agenda Item # 5 YMPO 2018-2022 Transportation Improvement Program Amendment #1 DATE: September 7, 2017 SUBJECT: YMPO 2018-2022 Transportation Improvement Program (TIP) Amendment 1 SUMMARY: Yuma County and Yuma County Intergovernmental Public Transportation Authority are requesting changes, updates, and/or new projects for the YMPO 2014-2018 Transportation Improvement Program (TIP). This will be the #1 Amendment for the TIP. Changes requested are as follows: 1. Yuma County is requesting the inclusion of Bridge #7639 into the TIP Bridge Parking

lot of the TIP. This is an off-system bridge and a year will be determined when the application has been selected by the ADOT Bridge Group.

3. Yuma County Intergovernmental Public Transportation Authority (YCIPTA) is in need

of a Transit TIP Change for the Facility portion of the TIP. YCIPTA will provide needed material prior to the meeting. No other information is available.

This project will update the Statewide Intelligent Transportation System (ITS) Architecture for the State of Arizona. The Statewide Architecture provides a common framework for planning, defining, and integrating intelligent transportation systems over the next 10 years. Once complete, this Architecture will reflect the contributions of a broad cross section of the ITS community. The Arizona Statewide ITS Architecture defines the physical elements in the field, explains the functions that are required of the elements, and documents the information flow that connects the functions and the systems together to create a complete integrated system.

The objective of this project is to ensure that all ITS investments in the State will have established common communication protocols, avoid duplication of investment in infrastructure, provide the ability to share data sources between agencies, and update existing legacy ITS Architecture, bringing the State into compliance with the nationally established ITS standards and architecture.

YMPO INFORMATION SUMMARY for Agenda Item # 7 Arizona Statewide Intelligent Transportation System Architecture DATE: September 7, 2017 SUBJECT: Arizona Statewide Intelligent Transportation System Architecture SUMMARY: The Arizona Department of Transportation (ADOT) Traffic Safety Section issuing a formal call for Highway Safety Improvement Program (HSIP) safety projects for SFY18 (Local HSIP only), SFY19, SFY20 HSIP projects. Please distribute this message to your member agencies.

The call for projects (CFP) is in support of the Transportation Performance Management (TPM) and the Arizona Strategic Highway Safety Plan. To this end, the new call for projects will again focus on reducing fatalities and serious injuries on all public roads, however, unlike previous CFPs, projects submitted for SF19 and beyond will compete for statewide HSIP funds.

Changes to HSIP Program:

• COG/MPOs will be allowed to submit applications for SFY19 and SFY20 programs.

• COG/MPOs will submit applications to the HSIP Program Manager. • Maximum project cost for both spot and systemic projects is $5 million; unless

project scope is discussed with HSIP Program Manager BEFORE an application is submitted.

• A 9-member Safety Review Committee comprised of FHWA, local and ADOT staff will be established to review and approve project rankings after the application deadline.

• A second call for HSIP applications may be made in the fall timeframe if there are uncommitted HSIP funds available after the initial call for projects.

• Total systemic project funding will be limited to no more than 20% of the available yearly SFY HSIP funding unless special circumstances dictate otherwise.

• Alcohol/drug related crashes can be used in the benefit to cost (B/C) ratio calculation.

Expected HSIP Available Funds by SFY*:

SFY19: $9,000.000.00

* Any HSIP application received after the deadline will not be processed. As with previous years, HSIP eligibility will be based on the benefit to cost ratio at or above 1.5:1. Only fatal and serious related crashes will be considered correctable. From SFY19 and beyond, all state and local projects will compete for the same funding levels with priority going to the projects with the highest benefit to cost ratios and the highest SHSP score.

Attached is the HSIP Manual, application and Appendixes updated February 2017. Ensure that all HSIP applications submitted to ADOT are on the attached application form. If any application is received on a previous form, the application may be returned unprocessed.

If you are an LPA, all HSIP applications must be submitted through your COG/MPO or the application will not be considered. This will ensure that each project will appropriately be considered at the COG/MPO level before submission to ADOT. This will also ensure the ability for the projects to be placed in the associated TIP “Parking Lots” required for consideration. COG/MPO and State agencies must submit all applications to the HSIP Program Manager.

Yuma District up-date of on-going and up-coming construction projects

The construction activity in the Yuma District is progressing steadily. Below are some short

updates of each of the On-going and up-coming projects within the Yuma District.

On-Going Projects

Interstate 8

• Mohawk Rest Area- Project is complete.

• I-8, Dome Valley to Wellton Pavement Preservation Project- Project is complete.

• I-8 Westbound Ramps & Giss Parkway Intersection Improvements- The project consists

of constructing a roundabout at the Giss Parkway and I-8 WB Ramps intersection. The

project was awarded to Grey Mountain Construction, LLC. The contractor is installing

lighting and signs on the project. All work is expected to be complete by Oct. 2017

• B8, Fourth Ave Gateway- Project will construct a right turn lane and enhancement

features project along 4th Avenue entryway in Yuma. AJP Electric, Inc. was awarded the

project.

• I-8 @ Araby Interchange Spot Improvements- Project consists of constructing

roundabouts at the Araby Road and I-8 ramp intersections. J. Banicki Construction, Inc.

was awarded the project. Contractor is working on the north roundabout, west

quadrant. Work activities going on are AC paving, temporary striping, catch basin

installation, electrical work, and sidewalk & curb and gutter placement. The north

roundabout is scheduled to be complete by Nov. 1st, 2017.

• Statewide DMS Ph. 11 – Project consists of installing DMS systems at various locations

throughout the state. The proposed site for the Southwest District is located on I-8 at

MP 0.42 EB. Partnering meeting is scheduled for Sept. 19th.

• Giss Parkway, 6th St.-Castle Dome Road –Pavement preservation project. Project is

advertised and will bid open on 9/29/17.

Interstate 10

• I-10 West Quartzsite TI- Project consists of minor widening on the existing crossroad,

extending drainage pipe, replacing bridge barrier, striping and other misc. items. The

project was awarded to Grey Mountain Construction, LLC. The contractor is placing

permanent striping and seeding on the project. All work will be completed in Sept.

2017.

• I-10 Ehrenberg Port of Entry Phase II – The proposed work consists of reconstructing

the existing Port of Entry building, constructing new operations building, new satellite

credential booths, building canopy, and new PCCP pavement. Additional items of work

include constructing sewer and roadway lighting systems, concrete sidewalks, pavement

markings, signing, and other misc. items. Project was awarded to FNF Construction, Inc.

Contractor is working on retaining walls, placement of PCCP, installing metal framing for

the building, and working on electrical.

• I-10, MP 70.8-80 County Line-Salome Road PP- Project consists of milling and replacing

AC pavement along I-10 and crossroads. Project was awarded to Fisher Sand & Gravel

Co. DBA Southwest Asphalt Paving. The contractor is paving the eastbound roadway

and working on the bridge approaches at Aguila Road.

• I-10, MP 2-12 Ehrenberg to Dome Rock Rd Spot Repair Project- Project consists of

milling and replacing AC pavement at spot locations. Fisher Sand & gravel Co. DBA

Southwest Asphalt Paving was awarded the project. Partnering is scheduled for Sept.

14th.

US/SR 95

• Ave 3E, I-8 Ramps to US 95 Roadway Widening; HWY 95, Ave 3E to Araby Road

Pavement Preservation- Project consists of widening Ave 3E to US 95 and completing a

pavement preservation project on Highway 95 from Ave 3E to Araby Road. Project was

awarded to Cemex Construction Materials South, LLC. The contractor is working on the

traffic signal at Ave 3E & Highway 95. Also, installing signs. All work will be complete by

Sept. 2017.

• Somerton, Cesar Chavez Ave Shared-use Pathway- project consist of constructing a

shared-use pathway along Cesar Chavez Ave. Project was awarded to N.G.U.

Contracting, Inc. Partnering meeting is scheduled for Sept. 15th.

• Plomosa & Salome Road Emergency Repairs Project- This is a local emergency project

that consists of repairs to the shoulders, roadway, and infrastructure. Project plans are

being revised and then will be re-advertised for bids.

Upcoming Projects

Interstate 8

• I-8, MP 96-Paloma Road Pavement Preservation- project consists of milling and

replacing existing pavement. Final Design kick-off meeting was held. The construction

is programmed in fiscal year 2018. 60% design plans have been submitted for review

and comments due back by Sept. 12th.

• Coyote Wash Multi-use Pathway- project consists of extending a multi-use pathway

across the Coyote Wash in Wellton. The 95% design was submitted for review and

comments were sent back. Construction funds are programmed in fiscal year 2019.

• North Frontage Road, Fortuna-Foothills Blvd. Pavement Overlay Project- Design kick-

off meeting was held. The 100% plans have been reviewed and commented on. C&S is

working to get the project advertised by Nov. 2017

• I-8, MP 141-147.6 Micro Seal Project- The project funding has been moved to fiscal year

2020.

• I-8, MP 0.1 – 31 Various Bridges Deck Rehab– Bridge deck rehabilitation project. Design

is scheduled to kick-off in FY 18’. • I-8, Avenue 36E to MP 46 Pave. Preservation- Project consists of pavement

rehabilitation from milepost 37 to 46 on I-8. Design will kick-off in FY 17’ and construction programmed for FY 20’.

• I-8, MP 82-96, E. of Yuma/Maricopa County Line – Pavement preservation project for

EB & WB roadways. Design has kicked-off and construction programmed for FY 20’. Pre-design has submitted the scoping document for review and comments due back this

week.

• I-8, Wash Bridge – Scour retrofit project. Design will kick-off in FY 18’ and construction programmed in FY 20’.

• I-8, Aztec to County Line (MP 71-82) Pav. Pres.- The pre-design scoping document is

complete.

• I-8, MP 134.6 – 141 Pavement Preservation- The pre-design scoping document is

complete.

• I-8, Gila Bend Rest Area to I-10 Sign Rehab (MP 125-178) – sign replacement project.

Design has begun and construction funding programmed in FY 18’. Project is scheduled

to be advertised in Sept. 2017. Plans are complete.

• I-8, MP 46 SW of Dateland Pavement Preservation- project consists of milling and

paving mainline and crossroads on I-8 for 20 miles. Construction funding programmed

in fiscal year 2019. Pre-design kick-off meeting was held 8/22/17.

Interstate 10

• I-10, Tyson Wash Bridge Scour Protection- project consists of completing scour

protection work around the wash bridge structures and deck joint replacement work on

the bridge deck. Summary of comments for the IPA has been sent out to the team for

their review. Draft Final Project Assessment complete. Construction funding

programmed in fiscal year 2020.

• I-10, Hassayampa Bridge –Sun Valley Parkway (Spot Repair) - Mill and replace AC lanes

and Spot Repairs on PCCP test panels. Design will begin in FY 2017.

• I-10, W. Quartzsite TI (Exit 17) Pre-scoping – Pre-scoping document will be developed

to identify scoping elements and construction costs for a new interchange that includes

a wider bridge. Pre-scoping document complete.

US 95

• US 95, Ave 9E to Aberdeen Road- Corridor is in the beginning design stage. 30% design

of the corridor is complete. Project consists of widening US 95 to a 5 lane section for

the southern portion and a divided roadway further north. Phase I was split into two

projects. Fortuna Wash Bridge project has been completed. Additional funding will

need to be established to move forward with r/w and utility work for the second half of

phase I.

• US 95, MP 42-Cibola Lake Road- The design concept report for the project has been

finalized.

• US 95 @ Ave 8E Intersection- Project is starting scoping stages. Consists of constructing

a traffic signal at the intersection of US 95 & Ave 8E. The 95% plans have been

submitted for review and comments were sent back.

• US 95, MP 98-104 Corridor Study- The study will look at widening the roadway to a five

lane section (2 lanes in each direction with 1 continuous left turn lane) with drainage

improvements. The design kick-off meeting was held 11/6/12. Project assessment has

been finalized.

• Juan Sanchez Boulevard Corridor Study- The study will look at widening Juan Sanchez

Boulevard to a four lane facility with concrete median separation. Design will look at

drainage and evaluate intersections. Design Kick-off meeting was held 11/14/12. Draft

30% plans have been submitted for review and comments sent back. Environmental

team will begin their survey work and finish up the clearance. Once complete,

geotechnical work can begin and the 30% plans can be finalized.

• County 12th Street @ Ave D over Central Canal Bridge Replacement project- Bridge

replacement project. Yuma County is self-administering the design process and ADOT

will administer the construction. Funding authorization submitted to FHWA for

approval and then project will advertise.

• Wellton Mohawk Canal Bridge Rehab- project consists of rehabilitation of the existing

bridges. Design Kick-off meeting held. Project expected to advertise in Jan. 2019.

• Texas Hill Bridges – project consists of bridge rehabilitation. Design kick-off meeting

held. Project expected to advertise in Nov. 2017. 95% comment resolution meeting

held.

• 8th St. & 21st Ave Pedestrian Hybrid Beacon – project consists of installing a pedestrian

hybrid beacon at the intersection of 8th Street and 21st Ave. The design kick-off meeting

was held. Final scoping letter sent out to the team. 100% plans will be submitted for

review in two weeks. Project scheduled to advertise by Nov. 2017.

SR 95

• SR 95 @ Mohave Road Intersection Improvement Project- Constructing of a traffic

signal at the intersection to improve traffic movement. Finalizing plans for

advertisement. Project will advertise in Sept. 2017.

• Statewide Truck Screening System Project - The project consists of installing a truck

monitoring and screening system at various locations throughout the state. Design

moving forward.

• SR 95, MP 116 to MP 135 Double Chip Seal- Project is programmed in FY 18’. • SR 95, Beacon Road – E. of Riverside Dr. Pav. Preservation – Pavement preservation

project for full width roadway. Design scheduled to kick off in FY 17’ and construction programmed for FY 19’. Design kick-off meeting held and designers working on scoping

document.

• SR 95 Colorado River Indian Tribe Sidewalk Improvement Project- construction of 10’ sidewalk pathway with lighting. Locations along Airport Road, 4th Street/SR 95, and

Bluewater Resort. Pre-scoping document complete.

SR 195

• Ave E, SR 195 to Co. 18th Street Corridor Study- This is a Local Government project. The

study will look at continuing Ave E from SR 195 intersection through to County 18th

Street. Final Design Concept Report has been sent out. Working to get the

environmental clearance finalized.

SR 72

• SR 72, MP 29.86-49.91 Pavement Preservation- the final project assessment has been

submitted for the project. Project consists of 3” overlay on the roadway and drainage improvements. The 100% plans were submitted for review and comments were sent

back. The project is currently anticipated to be out for advertisement in FY 19’.
