Introduction

Thank you for hosting and running a USTA Middle States Tournament!

Tournament directors are the keys to success at any tournament, impacting the present and future of

tennis in so many positive ways. They are crucial to keeping the event running on time and on schedule,

and keeping players and fans alike happy and ready to come back for more. The hard work is rewarded

in smiling faces and in the growth of the sport. Your contributions will impact thousands of junior

players to further develop their games, becoming competitors, fans – and maybe even champions – for

a lifetime.

Shaping the future of tennis, however, is no easy task. That is why we’ve created The Middle States

Junior Tournament Director’s Guide, which provides the tools necessary for tournament directors to

deliver the highest quality experience for both players and parents, ensuring that they will want to come

back to our sport again and again.

The following information is being provided to assist you in the application and running of your USTA

Requirements to Apply for a Tournament

The required forms to apply for a USTA Middle States SR (Sectional) or DR (District) Tournament are located on our TD website at https://www.usta.com/en/home/organize/creating-play-opportunities/middlestates/TournamentDirectorResources.html

This form must be filled out in its entirety and returned to USTA Middle States Competition Department for event consideration. Additional requirements are:

✓ Tournament Directors must be a USTA member

✓ The Host Facility must be a USTA Organization member

✓ Tournament Directors must be successfully registered in Net Generation https://netgeneration.usta.com/

✓ Any Official that is hired for a tournament must be a USTA Certified Official

VIDEOTAPING MATCHES

USTA Middle States position on videotaping: “The videotaping/photography for personal, non-commercial purposes of any portion of a sanctioned USTA-Middle States event is permissible under the law, much like any event in a public place (Zoo, Park, Mall, etc.). If a parent or party objects to their player being photographed, they may ask, or request that a Tournament Director or Official intercede on their behalf to ask, that any photographer stop photographing or reposition their camera to exclude their player. However, other than optional compliance or respectful consideration, there are no grounds to deny anyone the right to photograph.” It bears noting that some facilities used for sanctioned events have videotaping policies of their own pertaining to events within the boundaries of their property, which may supersede any section’s position stated here.

FRIEND AT COURT

Friend At Court is the authority for USTA rules and regulations and is an excellent resource for tennis officials, Tournament Directors and players to keep on hand in order to answer questions and resolve disputes. It is an indispensable book that addresses just about every possible situation that can arise on the tennis court.

Tournament Requirements & Regulations

Tournament Directors must adhere to all USTA Middle States section rules and requirements. They must also be fluent in TDM (Tournament Data Management) and TennisLink applications. Training is available by the USTA Link Team on both TDM and TennisLink. The TDM Help Center can be found at http://activesupport.force.com/usta/

TENNISLINK

TennisLink and TDM Programs must be used for all USTA Middle States Tournaments.

ATTENDANCE

The Tournament Director or a designated assistant who has completed the TD Training must be in attendance during the entire duration of the tournament. The Tournament Director will also serve as a member of the tournament committee.

USTA MEMBERSHIP REQUIREMENTS

All entrants for ranking tournaments must have current USTA memberships

OFFICIALS

If Officials are hired for the tournament, they must be USTA Certified Officials

AWARDS

The Tournament must provide awards for the singles winner and finalist and to both members of the winning doubles team and finalists. It is recommended to also have awards for the 3rd and 4th place singles, if applicable.

SUPPLIES

The Tournament Director will obtain balls, trophies/awards, score cards and other supplies necessary to run the tournament. Awards should be displayed at the tournament desk during the tournament.

TENNISLINK UPDATES

The Tournament Director must update the TennisLink tournament website with all pertinent information regarding the tournament before, during and after the event (See Appendix A for a listing of required information and examples).

TOURNAMENT SITE

The Tournament Director will ensure that the tournament site is in order for the safety of all players and spectators.

REFUNDS

Once the tournament entry deadline has passed and a player has been accepted into the tournament, no refunds of entry fees are required if the player withdraws from the event.

REPORTS

On completion of the tournament, all results must be uploaded on TDM by the LAST day of the event. In addition, complete the appropriate “Tournament Follow Up Report” located on the USTA Middle States Tournament Director’s webpage and here: https://www.surveymonkey.com/r/tdfollowupreport .

Any and all code violations and all defaults/walkovers/withdrawals must be reported on TDM via the new tracking system for junior Code of Conduct Violation reports and also must be noted on the Tournament Follow Up Report.

PAYMENT TO OFFICIALS

Payment should be remitted to the Referee and/or Rover(s) for their services upon completion of work but no more than 7 days after the final day of the tournament.

Information for the Tournament Referee/Official

The Tournament Referee and/or Official will supervise all aspects of tournament play once the list of

participants and seeds is received from the Tournament Director/Middle States Office.

ROVING OFFICIALS

The Referee will hire rovers for the Tournament. All rovers must be USTA Certified Officials.

DRAW AND MATCH SCHEDULES

The Referee will receive the list of participants and seeds from the Tournament Director/Middle

States Office and will process the information through TDM, post the draw and develop the match

schedules

SUBSTITUTIONS

The Referee will make substitutions in the draw when appropriate

TOURNAMENT DUTIES

The Referee will schedule match times, assign courts, obtain match results, keep draw sheets up-to-date and give out match times for subsequent matches and send matches to courts. The Referee will post all information on the TennisLink website – the Future Match Report and/or match times on the Draw, Alternate Report, and any tournament updates throughout the event

TENNISLINK UPDATES

The Referee must update the TennisLink tournament website with all pertinent information regarding the tournament (SEE APPENDIX A for a listing of required information and examples)

ENFORCE RULES

The Referee will enforce the rules of tennis as referenced in Friend At Court and use his/her best judgment in situations not specifically covered by the rules. The Referee and rovers will watch over play on the courts and assure timely, fair play by timing warm-ups, settling disputes and enforcing the Code, as referenced in Friend At Court.

COURT MONITORS

The Referee/Tournament Director must train all court monitors, if used

REPORTS

Upon completion of the tournament, all results must be uploaded on TDM by the LAST day of the event. Level 8 Entry Level Tournaments

DISTRICT DIVISIONS

The Middle States section is divided into six districts: Allegheny Mountain (Pittsburgh, Erie and part of West Virginia), Central PA (Lancaster, Harrisburg, York, Williamsport), Eastern PA (Reading, Lehigh Valley, Scranton), Philadelphia’s five-county area, Delaware and New Jersey (except for a 35-mile radius around NYC).

SELECTION PROCESS

For Level 8 Entry Level tournaments, priority is given to players who live in the district of the tournament, followed by players living in the USTA Middle States section, followed by all other USTA members. Most Level 8 tournaments have a limited draw size; therefore, entry to the tournament may be subject to a selection process. Just entering the tournament does not guarantee acceptance into the tournament due to limited draw sizes.

LEVEL 8 TOURNAMENT DESCRIPTION

Level 8 tournaments are non-ranking events. USTA Membership is NOT required for these tournaments. However, all players must obtain a USTA account number if they do not have a membership in order to participate in a Level 8 event. For players who have never played a USTA Sanctioned tournament, they must be entered into the Youth Progression System for an Orange or Green ball event. Please have them contact our office at [email protected] to be entered into the USTA Youth Progression System.

Facilities should have at least 3 courts available for the event, and they should be one-day tournaments. Draw formats are either compass draw or round robin, and all players are guaranteed 3 matches. The suggested match format should be 2 out of 3 short sets. However, flexibility for these events may be required due to court availabilities.

Court monitors are required for these events to assist entry level players new to competition.

District Level (DR L7) Intermediate Level Tournaments

DISTRICT DIVISIONS

PLAYER SELECTION AND SEEDS

The player selection and seeds will be processed at the Middle States office and will be posted on TDM approximately 72 hours after the registration close date. For questions regarding this process, e-mail USTA MS Junior Competition department at [email protected]

District Level 7 (DR) Tournament Restrictions: Players ranked in the top 20 in the Sectional Rankings in the 12s divisions will not be allowed to participate in a DR-L7 12s event. Players ranked in the top 40 in the Sectional Rankings in the 14s, 16, and 18s divisions will not be allowed to participate in ANY DR-L7 event in ANY age group.

DRAW FORMATS

The maximum draw size for singles is 32 players. If holding a doubles draw, the size is limited to 16 teams. For all DR-L7 tournaments, a COMPASS draw will be used for singles event. All players shall be offered a minimum of 3 matches. If a division has 5 or less registered players, a round robin format shall be used. For doubles events, a single elimination draw will be used. Tournaments should be 1 or 2 days in duration. For tournaments with two or more divisions, the maximum draw size may be limited to 8 or 16 players for singles. Draws of 16 players may be split into two draws of 8.

USTA OFFICIALS

Court Monitors must be used for DR-L7 events. A USTA official is not required for the tournament, but is highly recommended. All officials must be USTA Certified officials.

PUBLISHING THE DRAW USING TDM

Groups - Siblings may not play each other in the 1st round.

Draws – The complete draw must be posted on TennisLink no later than three (3) days prior to the start of the tournament.

Scheduling Matches – The TD/USTA Official shall schedule adequate match times using the block method or the Garman System (see Page 26 - Schedule Planning Manual). Starting times with opponents must be posted on TennisLink no later than three (3) days prior to the start of the tournament.

MATCH FORMATS

Match Starting Times - It is mandated that no match should start prior to 8 am. For Friday matches when school is in session, a tournament may not start until 4 pm. School session dates are August 16th through June 30th. During the summer season (7/1 through 8/15), Friday matches may start at noon.

Match Format-Singles – All matches will be 2 out of 3 short sets with no ad scoring with a 10-point match tiebreak in lieu of a 3rd set. Each set will start at 2 games all. A Compass draw shall be used for the singles event. All players shall be offered a minimum of 3 matches. If a division has 5 or less registered players, a round robin format shall be used. Tournaments should be 1 or 2 days in duration. If it is impossible to offer 3 matches, the consolation match format of full sets with no-ad scoring may be used.

Match Format-Doubles - If holding a doubles draw, all doubles matches are played as 8-game pro sets, no-ad scoring, with a 7-point tiebreak at 8 games all, single elimination draw.

12s Division – All 12s divisions will use the Green Dot ball for all matches (excludes “Designated” tournaments).

Minimum Draw Requirements - Must have three registered players/teams to run a division. For all divisions with 5 or less registered players, a round robin shall be used.

Scheduling Requirements - DR Level tournament directors are to follow the “Friend At Court” rules and regulations when scheduling District tournaments.

Inclement Weather - If inclement weather dictates that alternate scoring must be used in any tournament, approval must be issued by a member of the Junior Competition Committee or the sectional staff office.

Sectional (SR) Level 6

Tournament Requirements & Regulations

ATTENDANCE

The Tournament Director or a designated assistant who has completed the TD Training must be in attendance during the entire duration of the tournament. The Tournament Director will also serve as a member of the tournament committee.

COURT ALLOTMENT

Must have a proper allotment of courts for two 16-player singles draws to ensure the tournament’s completion within the sanctioned dates and time requirements mandated by USTA middle States section rules:

Outdoor Tournaments – 4 to 6 minimum (A minimum of 4 available at all times)

Indoor Tournaments – 4 minimum (available at all times)

INDOOR COURT BACKUP

An option for outdoor events is to have indoor backup available. An additional charge of $10 per player per singles match may be applied. This must be noted on the TennisLink tournament home page before entries open.

USTA OFFICIAL

One Roving Official OR 1 Court Monitor are required for a Level 6 tournament for Saturdays and Sundays. All officials must be USTA Certified officials.

AWARDS

Must provide awards for the singles winner and finalist and to both members of the winning doubles team. It is recommended to also have awards for the finalists for the doubles division.

Outdoor Summer Match Schedule - During the summer season, the scheduling rules as stated in

Friend At Court shall apply. The summer season shall be noted as any tournament scheduled from

July 1st through August 15th. During the summer season (7/1 through 8/15), Friday matches may

start at noon. For this occurrence, main draw singles matches on Friday will still be played with a

10-point match tiebreak in lieu of the third set.

Rest Requirements - At least 60 minutes of rest time shall be mandatory between singles matches

played indoors in the same division.

Inclement Weather - If inclement weather dictates that alternate scoring must be used in any tournament, approval must be issued by a member of the Junior Competition Committee or the sectional staff office.

INDOOR SR-L6 DRAW AND MATCH SCHEDULING

Draw –Each SR-L6 event will have two 16-player FMLC singles draws – one boy’s draw and one girl’s draw. They will also have two 8-team FMLC doubles draws – one boy’s draw and one girl’s draw. Doubles draws will earn SR-L5 points. The complete draws should be posted on TennisLink no later than four (4) days prior to the start of the tournament.

Scheduling Matches – The TD/USTA Official shall schedule adequate match times using the block method or the Garman System (see Page 26 - Schedule Planning Manual). Starting times with opponents must be posted on TennisLink no later than three (3) days prior to the start of the tournament.

INDOOR SR-L6 SINGLES & DOUBLES REGULATIONS

All Doubles Draws will be Completed on Friday Evening: - Doubles will start no earlier than 4 pm on Friday evening when school is in session (August 16th – June 30th). Two 8-team FMLC draws will be played (one round of consolation). The match format for doubles is one 8-game pro set, NO-AD scoring, and a 7 point tiebreak at 8 games all. Doubles draws will earn SR-L5 points.

All Singles Draws will be played on Saturday and Sunday ONLY: – Two 16-player FMLC draws will be played (one round of consolation) on Saturday and Sunday. Singles matches are the best of 3 tiebreak sets, regular scoring, with a 10 point match tiebreak in lieu of the 3rd set for BOTH main draw AND consolation draw for all age divisions.

Playoff – There are NO 3rd and 4th place playoffs in SR-L6 events.

Minimum Players – L6 tournaments require at least 4 players for a singles draw and 4 teams for a doubles draw.

Playoff – There are NO 3rd and 4th place playoffs in SR-L5 events.

Tournament Requirements & Regulations

ATTENDANCE

The Tournament Director or a designated assistant who has completed the TD Training must be in attendance during the entire duration of the tournament. The Tournament Director will also serve as a member of the tournament committee.

COURT ALLOTMENT

Must have a proper allotment of courts for a 32 singles, 16 doubles draw to ensure the tournament’s completion within the sanctioned dates and time requirements mandated by USTA middle States section rules.

Outdoor Tournaments – 4 to 6 minimum (A minimum of 4 available at all times)

INDOOR COURT BACKUP

USTA OFFICIALS

A minimum of 2 Roving Officials and 1 Court Monitor (for Saturdays only) are required for a Level 5 Tournament. However, hiring a referee is strongly recommended. All officials must be USTA Certified officials.

AWARDS

The tournament director must provide awards for the singles winner and finalist and to both members of the winning doubles team. It is recommended to also have awards for 3rd and 4th place singles and for the finalists for the doubles division.

Click on “Site/Courts”. Click the drop down box to indicate the 1st day of your tournament. Then click “New”.

Enter the starting time of your first court availability. For our example, we have 4 courts available starting at 4:00 pm.

Enter the ending time that your 4 courts are available. For our example, 4 courts are available until 7 pm.

Repeat this process with the next schedule of courts. For this example we have 5 courts available from 7 pm until 8:30

which is 5. Repeat this process one last time for our remaining schedule of courts. We have 6 courts available from

Then, repeat the same process for each remaining day of your tournament. Click the “date” drop-down box for your

next tournament day, and enter the banks of courts for each time period. After all the days of the tournament are

entered, we are now ready to click the “Schedule Planning” tab.

In Schedule Planning, we will be telling TDM which days we want to play specific rounds. We are planning to play the

main draw 1st round (round of 32) on Friday, the main draw Round of 16 and Quarterfinal round on Saturday, and the

semi-finals and finals on Sunday. For the consolation draw, this is a SR-L6, so we only need to schedule one round,

which we will plan to play on Saturday.

#1—Click on the “Round 1” to highlight the “0/14”, which is the number of 1st round main draw matches we want to

play on Friday. #2—Enter “14” in the Day 1 Number of Matches box. #3—Click Save.

You will see that 14 main draw matches are now scheduled to be played on Friday. The bar graph for Friday shows

your remaining court availability and your planning summary added 14 matches to the total.

Continue to add your matches planned for each day in this screen. The example below shows the Schedule Planning

screen completed. Your are now ready to continue to “Scheduling”.

Click on the “Scheduling” tab. For each date of the tournament, we want to order which rounds should be played first.

Below is the schedule for Saturday. Click on each division, and drag them to the order you’d like to hold them. The

earliest matches would go on the top line, followed by the next round to be scheduled. Continue until all rounds are

ordered correctly.

After all rounds are in the correct order, Click “Schedule All”. This will generate your schedule and place match days

and times on the draw. Go back to the draws, print a copy, and review for accuracy. You can manually adjust match

times on the draw if needed.
