The mission of the Lebanon Valley College Education Department

In order to earn certification through any approved certification program at Lebanon Valley College, students must:

1. Meet all Act 354 and Act 49-2 mandated requirements. 2. Complete all required courses in the intended certification content area. 3. Complete all education courses required for the intended certification content area.

Persons who wish to add an additional secondary teaching area to an existing 7-12 Pennsylvania Certificate are welcome to contact the college.

Persons who already have teaching certificates issued by states other than Pennsylvania and who are now seeking Pennsylvania certification in the same teaching area(s) should contact the Pennsylvania Department of Education (PDE) at Harrisburg and not Lebanon Valley College.

Please note that Section 49.65(b) of the certification regulations authorizes PDE to prescribe additional education requirements to be met in securing certification when an evaluation by them reveals minor deficiencies in the preparation program of the applicant. However, when major deficiencies exist, PDE will refer the applicant to an institution having an approved program in the requested certification area.

Should PDE refer an individual to the Education Department, we will evaluate the applicant's credentials and prescribe an appropriate program that will satisfy both state certification and our approved institutional requirements.

ALL REQUIRED COURSES LISTED IN THIS BOOKLET MUST BE TAKEN FOR A LETTER GRADE. THE PASS/FAIL OPTION CANNOT BE USED.

All candidates seeking initial teaching certification in the Commonwealth of Pennsylvania must take and pass the appropriate teacher examinations required by the Pennsylvania Department of Education. This requirement is in addition to any criteria established by the college.

AAcctt 335544 -- TTHHEE PPEENNNNSSYYLLVVAANNIIAA DDEEPPAARRTTMMEENNTT OOFF EEDDUUCCAATTIIOONN

In alignment with Chapter 354 of the Pennsylvania School Code: Admission to teacher certification candidacy is contingent upon:

1. completion of a minimum of 48 college credits; 2. an overall, calculated, cumulative GPA of no lower than 2.8 after having completed the minimum 48

credits; PREFERREDF: A CUMULATIVE GPA OF 3.0 OR HIGHER, Candidate with a 2.8 calculated, cumulative GPA can be admitted into Teacher Certification when meeting certain specified criteria.

3. completion of one English composition course; 4. completion of one English or American literature course; 5. completion of two college level mathematics courses; 6. completion of the Application for Admission to Teacher Certification Candidacy Form; 7. successful passing of Pre-service Academic Performance Assessment (PAPA) for the Early Childhood

Education, Early Childhood Education/Special Education Pre K-8 Dual Majors, or Secondary Education or equivalent.

Those students who do not meet the above criteria may continue to pursue teacher certification, but cannot be considered candidates for teacher certification until all of the above requirements have been met.

When all of the above requirements have been met, the student must see his/her adviser to complete the Application for Admission to Teacher Certification Candidacy Form.

Students must have the required overall GPA of 3.0 at the time of graduation in order to be eligible for recommendation by the college for teacher certification.

AAcctt 4499--22 -- TTHHEE PPEENNNNSSYYLLVVAANNIIAA DDEEPPAARRTTMMEENNTT OOFF EEDDUUCCAATTIIOONN

Act 49-2 of the Pennsylvania School Code requires that:

Elementary Education be defined as:

Early Childhood Education (PreK – Grade 4), or

Middle Level Certification (Grade 4 – Grade 8) – not available at LVC.

Special Education (K – 12) certification be defined as:

Special Education (PreK – Grade 8), or

Special Education (Grade 7 – Grade 12) – not available at LVC.

Special Education certification must be earned as a dual major.

All certification candidates, regardless of content area, must take nine (9) credits, or the equivalent, of Special Education Instruction and three (3) credits, or the equivalent of English as a Second Language (ESL) instruction.

Here at LVC we offer 4-year undergraduate majors in Early Childhood Education and Special Education, with most classes offered during the day. If you are interested in acquiring teacher certification in Early Childhood or Special Education, we recommend that you look into graduate programs so that you may acquire a graduate degree and teacher certification simultaneously. At this time, the only graduate degrees in Education offered at LVC are a Master’s of Science Education and a Master’s of Music Education.

CCUURRRREENNTTLLYY VVAALLIIDD PPEENNNNSSYYLLVVAANNIIAA TTEEAACCHHIINNGG CCEERRTTIIFFIICCAATTEE

For those candidates who wish to add an additional area of certification to a currently valid Pennsylvania teaching certificate, the following considerations will apply.

Pennsylvania law prohibits colleges from requiring candidates to repeat student teaching, once the candidates have completed the minimum mandated full time, 12-week student teaching experience.

The above rule does not prevent the Education Department from requiring a two to three week supervised practicum in those cases where o the candidate is unknown to the LVC content area and/or the education faculty, o the candidate did not graduate or receive certification through Lebanon Valley College o the candidate is adding a new area of certification that is radically different from the already held

certificate, o the candidate has not taught since receiving his/her initial certificate, o the candidate has not taught for a period of five years or more, o the candidate’s performance and/or grade in student teaching are judged to be below an

“acceptable” level, even if the candidate passed the student teaching experience.

The Education Department and the major content department have the right to assess the teaching competence and the subject area competence of candidates before recommending them for certification.

For candidates who hold a teaching certificate from another state and who are now seeking Pennsylvania certification, they must have their credentials evaluated by the Pennsylvania Department of Education prior to contacting the Lebanon Valley College Office of Continuing Education or Education Department.

The State of Pennsylvania offers Special Education certification at the PreK – Grade 8 or the Grade 7 – Grade 12 levels. Each program is defined by specific but separate guidelines and exists as separate and independent major courses of study. In addition, the Special Education major may only be pursued as part of a dual major program of study. Lebanon Valley College only offers the Special Education PreK – 8 major in conjunction with the Early Childhood Education (PreK – 4) major. Students must complete a full sequence of course work in both majors. Student teaching experiences are provided in two settings: one in a regular school setting and the second in a special education setting. Program graduates are certified to teach in regular early childhood education (PreK-4) and/or in special education (PreK-8) programs. Post-baccalaureate candidates who already have a currently valid teaching certificate may apply for admission to the accelerated special education certification program through the Office of Graduate Studies and Continuing Education. Lebanon Valley College offers Secondary School Teaching Certification in grades 7 through 12 in Biology, Chemistry, Citizenship Education, English, Mathematics, Physics, and Social Studies. The college also offers K-12 certification in Music, French, German, and Spanish. Specific requirements for each of these areas of certification are clearly delineated in the following pages. Certification in more than one major area is possible; however, such dual certification will often require additional semesters of work. Lebanon Valley College does not currently offer the secondary Special Education (7 – 12) certification major, thus, dual certification in special education and a secondary (7 – 12) content area is not possible at LVC.

An undergraduate interested in secondary teaching should:

notify her/his academic advisor as soon as possible but prior to the beginning of the sophomore fall semester,

bring her/his major card to the Education Department Co-Chair for his/her signature and the Director of Secondary Education’s signature,

plan for early and on-going field work in the schools,

begin to integrate the required education courses with the General Education and major programs as soon as practical, and

Practices Professional practices are behaviors and attitudes that are based on a set of values that the professional education community believes and accepts. These values are evidence by the professional educator’s conduct toward students and colleagues, and the educator’s employer and community. When teacher candidates become professional educators in this Commonwealth they are expected to abide by the following:

1. Professional educator shall abide by the Public School Code of 1949 and other school laws of the Commonwealth.

2. Professional educators shall be prepared, and legally certified, in their areas of assignment. Educators may not be assigned or willingly accept assignments they are not certified to fulfill. Educators may be assigned to or accept assignments outside their certification area on a temporary, short-term, emergency basis. Examples: a teacher certified in English, filling in a class period for a physical education teacher who has that day become ill; a substitute teacher certified in Elementary Education employed as a librarian for several days until the district can locate and employ in permanent substitute teacher certified in Library Science.

3. Professional educators shall maintain high level of competence throughout their careers. 4. Professional educators shall exhibit consistent and equitable treatment of students, fellow

educators and parents. They shall respect the civil rights of all and not discriminate on the basis of race, national or ethnic origin, culture, religion, sex or sexual orientation, marital status, age, political beliefs, socioeconomic status, disabling condition or vocational interest. This list of bases for discrimination is not all inclusive.

5. Professional educator shall accept the value of diversity in educational practice. Diversity requires educators to have a range of methodologies and to request the necessary tools for effective teaching and learning.

6. Professional educators shall impart to their students principles of good citizenship and societal responsibility.

7. Professional educators shall exhibit acceptable and professional language and communication skills. Their verbal and written communications with parents, students and staff shall reflect sensitivity to the fundamental human rights of dignity, privacy and respect.

8. Professional educators shall be open-minded, knowledgeable and use appropriate judgment and communication skills when responding to an issue within the educational environment.

9. Professional educators shall keep in confidence information obtained in confidence in the course of professional service unless required to be disclosed by law or by clear and compelling professional necessity as determined by the professional educator

10. Professional educators shall exert a reasonable effort to protect the student from conditions which interfere with learning or harmful to the student’s health and safety.

Conduct Individual professional conduct reflects upon the practice, values, integrity and reputation of the profession. Violation of §§235.6–235.11 may constitute an independent basis for private or public reprimand, and may be used as supporting evidence in cases of certification suspension and revocation. Legal Obligations

A. The professional educators may not engage in conduct prohibited by the act of December 12, 1973, known as Teacher Certification Law.

B. The professional educator may not engage in conduct prohibited by: a. the Public School Code of 1949 and other laws relating to the school or the education

of children.

b. the applicable laws of the Commonwealth establishing ethics of public officials and public employees, including the Act of October 4, 1978 known as the Public Official and Employee Ethics Law.

C. Violation of subsection (b) shall have been found to exist by an agency of proper jurisdiction to be considered an independent basis for discipline.

Certification The professional educator may not:

1. Accept employment, when not properly certified, in a position for which certification is required.

2. Assist entry into or continuance in the education profession of an unqualified person. 3. Employ, or recommend for employment, a person who is not certified appropriately for the

position. Civil Rights The professional educator may not:

1. Discriminate on the basis of race, national or ethnic origin, culture, religion, sex or sexual orientation, material status, age, political beliefs, socioeconomic status, disabling condition or vocational interests against a student or fellow professional. This list of bases of discrimination is not all-inclusive. This discrimination shall be found to exist by an agency of proper jurisdiction to be considered an independent basis for discipline.

2. Interfere with a student’s or colleague’s exercise of political and civil rights and responsibilities.

Improper Personal or Financial Gain The professional educator may not:

1. Accepted gratuities, gifts or favors that might impair or appear to impair professional judgment.

2. Exploit a professional relationship for personal gain or advantage.

RReellaattiioonnsshhiippss wwiitthh SSttuuddeennttss The professional educator may not:

1. Knowingly and intentionally distort or misrepresent evaluations of students. 2. Knowingly and intentionally misrepresent subject matter or curriculum. 3. Sexually harass or engage in sexual relationships with students. 4. Knowingly and intentionally withhold evidence from the proper authorities about a violation of

the legal obligations as defined within this section.

PPrrooffeessssiioonnaall RReellaattiioonnsshhiippss The professional educator may not:

1. Knowingly and intentionally deny or impede a colleague in the exercise or enjoyment of a professional right or privilege in being in educator.

2. Knowingly and intentionally distort evaluations of colleagues. 3. Sexually harass a fellow employee. 4. Use coercive means or promise special treatment to influence professional decisions of

colleagues. 5. Threaten, coerce or discriminate against a colleague who in good faith reports or discloses to

a governing agency actual or suspected violation of law, agency regulations or standards. The Code of Professional Practice and Conduct of Educators can be found at 22 Pa Code §§235.1–235.11. All questions should be directed to the Professional Standards and Practices Commission at (717) 787-6576.

An alternative means to meet the PAPA Tests Requirement: 1. A score of no less than 1550 on SAT at the time of college matriculation with no individual

section of less than 500. The scores can be from different test administrations or “sittings.” 2. A composite score of 23 ACT PLUS writing test. The composite score of 23 must be

accompanied by a combined English/Writing score of 22 and a Math score of 21. NOTE: The PAPA testing requirements can be met through one of two methods if you do not meet the entry-level basic skills testing requirements as stated above:

1. The traditional method in which the Standard Qualifying Scores are achieved as noted below OR

Division of Professional Education and Teacher Quality

Testing Update August, 2013 The Praxis Program recently added a one-week testing window for computer-delivered tests to its schedule, June 16-21, 2014. The window fills a request by PDE to meet additional demands for computer-delivered testing availability. The nine computer-based windows are designed to accommodate the growing number of computer-delivered Praxis tests. Coupled with four paper administrations, the Praxis Program is testing each month of the upcoming testing year. As a reminder, the dates of all our administrations (with the new window) are as follows:
