SUBJECT: TENDER FOR SUPPLY OF CRUDE ANTIFOULANT FOR CDU 1 AND CDU 2 FOR BPCL-MUMBAI
REFINERY FOR A PERIOD OF ONE YEAR.

Digitally signed quotations (Techno commercial bids) are invited from bidders in 2 part bid system for
the subject work as per the enclosed Tender Documents and its attachments.
All prospective bidders are requested enroll onto our e-tendering platform https://bpcl.eproc.in/
maintained by M/s. C1 India Private Limited, our authorized Service Provider for E-tendering.
Upon logging in to the e-procurement website, bidders can download the bid documents and shall
thoroughly go through the same. All documents required for the bid, shall be uploaded in the
appropriate place in the E-Procurement web site, digitally signed.
All the bids shall be evaluated from the inputs made by the bidders on the E-Procurement portal. Hard
copies of the bids shall not be submitted to this office, since hard copies shall not be considered for
evaluation.
Bidders are advised to read the Instructions for participating in the electronic tenders directly through
internet (Bid Submission Manuals are available on the above mentioned e-procurement site) and get
conversant with the process of online submission of the tenders well in time so as to submit tenders by
the due date.
SPECIAL CONDITIONS AND INSTRUCTIONS TO BIDDERS
BPCL, CPO-Refineries invites offers from vendors for supply of Crude Antifoulant for CDU 1 & CDU 2
as per the following details:
1. Material Description & Quantity
CRUDE ANTIFOULANT FOR CDU 1 AND CDU 2
APPEARANCE: YELLOW TO AMBER LIQUID; METHOD - VISUAL
SPECIF GRAVITY AT 15.6 0C 0.86 - 0.99; METHOD - ASTM D 1298
FLASH POINT (PMCC): GRATER THAN EQUAL TO 35 0C, METHOD ASTM D 93
POUR POINT: BELOW 3 0C, METHOD ASTM D 97
KINEMATIC VISCOSITY AT 38 0C: 40 TO 330 CST, METHOD ASTM D 445
LOCATION : CDU
Quantity 60 MT (Approximate estimated quantity for a period of one year)
2. Scope of Work & Related Details.
Introduction:
The Antifoulant requirement is for the CDU-1 and CDU-2 unit of BPCL Mumbai Refinery for
Crude Side to prevent fouling in the preheat exchangers.

The CDU-1 unit is designed at the throughput of 17,650 MT/D and pre-heat temperature of 195
0C. This unit has total 25 heat exchangers out of which 10 are in the Pre-Desalter Circuit and the
rest 15 are post Desalter circuit.
CDU-2 Unit is designed at the throughput of 7500 T/D and preheat temperature of 265 0C. This
unit has total 14 heat exchangers out of which 10 are in the Pre-Desalter Circuit and the rest 4
are post Desalter circuit.
BPCL is facing problem of fouling in the Crude side of exchangers both in CDU-1 and 2. In order
to overcome the same, we are planning to do anti-foulant injection in Crude side. Already LR
side antifoulant is being injected. Presently the order is taken by M/s Dorf Kettal Chemicals.
Currently the CDU-1 unit is operated between 12000 T/D to 15000 T/D. In CDU-1, majority of
time Mumbai High Crude is processed in neat or admixture (20 to 40 %) with Low Sulphur
crudes such as Saharan, Mirri light, SLEB (Syria light + Champian), Quiboae, Agbami, Kikeh etc.
The CDU-2 unit is operated at 6000 T/D of low sulpur Crude such as Saharan, Mirri light,
SLEB(Syria light+Champian), Quiboae, Agbami, Kikeh etc. and sometimes (10-20%) middle east
Crudes such as Arab Mix, Murban, Ummshaif, Kuwait etc.
Scope of Work
Vendor should ensure that BPCL Refinery obtains the maximum benefit from antifoulant
program.
a) Vendor has to supply the Crude anti-foulant chemical. The Anti-foulant chemical will be injected
downstream of the Desalter of CDU-1 and CDU-2
b) The vendor has to provide and maintain the anti-foulant dosing pump skid with storage and
measurement facility having RV till their chemicals are used on returnable basis. The pump /
motor has to meet the BPCL safety standard.
c) On daily basis individual exchangers performance (Based on Ud & Heat Duty) to be monitored
using Heat exchanger fouling mathematical model. The Monthly report of individual exchangers
performance to be submitted and discussed.
d) A monthly meeting will be held with BPCL to review the program performance, the monitoring
results, chemical consumption, and decide on future action plans.
e) The vendor has to monitor and optimize the dosage rate on daily basis for various crude and
crude mixes in consultation with BPCL. The deviation, if any, to be highlighted to BPCL
Operations in charge and Technologist.
Terms & Conditions:
f) The chemicals quoted by the vendor must have reference in India and proven (sharing of
performance data/conditions in advance) for about minimum one year. Indicate which refinery

the same chemical is being used in India (for which kind of crude oils) and dosage rate, no of
years.
g) The vendor has to give the recommended dosage rate during processing of various Crudes and
Crude mixes such as Mumbai High, Low sulphur, High Sulphur and mix of these Crudes.
h) In case of additional chemical over and above the vendor recommended dosage rate for
maintaining the preheat temperature; the cost of chemical will have to be borne by the vendor.
i) Payment and Performance Conditions:
The average normalized preheat temperature across hot pre-heat exchangers (Post desalter)
drop allowable maximum is 2.5 0C in the 6 months from the date of injection started both in
CDU-1 and 2. The first 6 months will be considered as trail period. In case the drop rate
increases penalty will be made in payment during the trial period. During the trial period
a. 50% money will be based on the chemical consumed. The same will be paid monthly or
quarterly.
b. 40% payment will be based on the performance. For every 1 0C additional drop more
than the guaranteed drop of 2.5 0C in 6 months, 10% money will not be paid and up to
maximum of 40% payment.
c. 10% money will be based on the services and reporting. Incase of poor service entire
money will not be paid. The same will be decided based jointly by BPCL Technologist and
Operations.
d. The above (b) and (c) will be evaluated and paid at the end of 6 month trial report is
submitted by the vendor.
Once the 6 month trial is found success the payment will be based on consumption basis.
However subsequent to the trail, for every 1 0C additional drop more than the guaranteed
drop of 2.5 0C in 6 months, 10% money will not be paid and up to maximum of 40%
payment. The same will be adjusted in the next payment.
In case of conflict between the payment terms indicated / mentioned elsewhere in these
tender documents the above payment terms will only prevail.
j) Base case will be from the date of starting the injection. The normalization of the pre-heat
temperature with respect to Crude intake and type for performance evaluation will be decided
prior to starting of the Anti-foulant program.
k) LR side antifoulant is being injected by M/s Dorf Kettal Chemicals and the same will be
considered as effective for performance evaluation.
l) In case of excessive fouling tendency observed in the exchangers or preheat drop during
treatment or providing poor service, the BPCL reserves the right to discontinue the treatment
without further payment. In case of such condition, the payment will not be made for the
chemical used during such period.

m) The Technician who is monitoring the exchangers performance and dosage rate must be
experienced and qualified person.
n) In case of such non-performance of chemical and providing poor service as mentioned above (4)
BPCL reserves the right to disqualify the chemical/vendor to quote for a period of 2 years from
the date of disqualification.
Other requirements:
o) Please submit Lab performance and field performance data of antifoulants for the respective
chemicals, if available.
3. Bid Documents:
a. Bid documents consist of all the documents from Annexure A to G mentioned in the
index & any additional document submitted by the bidder, in support of their claim of
meeting the requirements in this tender.
b. BPCLs General Purchase Conditions (GPC) in Annexure E is an essential part of this bid
document. The terms & conditions mentioned therein, to the extent that they are
applicable in the context of this procurement, shall hold good for this tender, in
addition to the requirements, terms & co
