JANUARY- APRIL – 2015

Preamble:

1. NCHD Punjab team has shown utmost dedication and professional commitment towards achieving the targets which were set for the province in the year 2014. The focus remained on making NCHD within the province of Punjab more vibrant, effective and result oriented support agency in future. The hallmark of the entire strategy was a coordinated and cohesive team work within the ambit of dynamic and progressive leadership at all levels to achieve the perceived objectives. The emphasis was laid on bridging the gaps in areas of Management, Monitoring and implementation strategy to eradicate the imbalances and lack of understandings of UPE and Literacy staff. Sanity of command, congenial environment, commitment to the job, fair dealing with under command/ appointment holders, coordination and cohesive team work were the essence of the success which NCHD Punjab has achieved to a great extent in the year 2014.

2. Signing of MOU with Punjab Government (Education and Literacy Departments), JICA, CERP and UNICEF in the field of UPE and Literacy has been the high mark of Punjab team achieved through professional excellence. Establishment of Training Team at PO,

a. Establishing the Provincial within existing resources (PFMM, MML Multan, and MMUPE Bahawalpur).

b. Conduct of training at National level (AJ&K – Baluchistan) provinces, DGM, DPMs E, DPMs L, MCs, LCs & Feeder Teacher’s training, creation of Lead Master Trainer pool, internal, outsource trainings, inspections, social audit, internal and external audit have been the hallmark of our success. Establishment of Community Learning Centres with zero budgets. To engage the literacy staff is another way forward to achieve the desired goals.

3. 2015 has been termed as training year in NCHD Punjab. The program implementation-Training &

Monitoring Plan 2015 covering all activities of entire year was issued to all districts at the beginning

of the year. The efforts are in hand to not only make NCHD vibrant and relevant to all stakeholders

but also target the communities at gross route level to eradicate illiteracy. Well laid out monitoring

system is place in Punjab to ensure planned activities are implemented on ground with visible

results.

4. Aim: To apprise about the progress made by NCHD Punjab encompassing field activities from Jan-

April 2015.

5. TRAINING:

a. Program Implementation, Training and Monitoring Plan-2015

An Annual Detailed Implementation Plan was the need of hour for conducting the activities throughout the year with uniformity and to help the district team for prior planning before the commencement of activity. After thoughtful discussions on all aspects of the program certain new activities were also devised to make the program more vibrant with the ground level realities. We have adopted term “Year Planner” rather than calendar as it is more than a diary of events and avoids confusion with the use of “Outlook Calendar”. The aim of this document is to share the key benefits as outlined below: a tool to recognize the full range of activity in District/CFS/CLCs over a session. A planning tool to schedule activities/events over the school session agreeing where possible time requirements a strategy to schedule workload across the District/CFS/CLCs by recognizing potential pressure points and whenever possible minimizing these and spreading activities/events accordingly an opportunity to involve all staff in joint planning for the year ahead. A live working document which remains a constant point of reference for all staff throughout the session and is subject to regular monitoring/review and update. Comprehensive instructions and planner was issued to all districts. Training plan 2015 is attached as Annex-A.

The preparation and publication of an annual report is a task that can consume many man-hours of valuable staff time and thousands of Rupees from budgets. In some organizations the report is viewed as a perennial nuisance, a requirement to be disposed of with a minimum of time, money and thought. In case of NCHD-Punjab however the preparation and publishing of the report was given due importance as it was considered as a reference document for the activities performed during the calendar year. The annual activity report 2014 Punjab presents the activities conducted and achievements reached. It is the "mirror" of the annual work program. NCHD Punjab team has shown utmost dedication and professional commitment towards achieving the targets which were set for the province in the year 2014. NISE Directorate arranged “Training on Sports and Recreational Activities for Intellectually Challenged People" from 26th to 30th January, 2015. Ms. Naeema Rehman-Director NISE, Ms. Nusrat Tahir-Principal (NISE) and Mr. Ghulam Durrani-course coordinator NISE were the representatives of National Institute of Special Education Islamabad. Five employees from NCHD-Punjab were nominated by PO Punjab to nurture their capacity and to pass them through a variety of training program for enhancing their vision. The nominees included DGM Narowal, DPME Okara and LMTs participated in the training Program arranged by National Institute of Special Education Islamabad. The purpose of designing this 5 Days extensive training program was to plan the mentally challenged children and also to identify the adaptive and accessible sports and recreation programs are recreational activities that are modified or designed to allow people with disabilities to participate. Almost any type of recreational activity can be adapted or made accessible for people with physical, visual, cognitive, or emotional disabilities. Adaptive and accessible sports and recreation programs include a wide range of activities like indoor and outdoor, cold weather and warm weather, team and individual, inclusive and disability-specific for children, adults, for families, for people with physical, intellectual, and/or emotional disabilities, competitive and leisure. Adaptive and accessible programs give children and adults with disabilities the freedom to participate in mainstream activities, to gain self-confidence, and to develop physical abilities and social skills. It was unique experience for the trainees which will foster them in preparing plan practically feasible plan for mentally challenged children.

In order to achieve optimum results in the field to pursue the implementation strategy vigorously, a comprehensive training of DGMs & DFAMs/AFAMs has been planned in 2 phases during the year 2015. A two days training of DGMs & DFAMs/AFAMs was conducted from 17-18th March 2015 in Hotel Crown Plaza Lahore. The training is aimed to enhance the capacity of DGMs and DFAMs/AFAMs in the field of Financial Management and administration to ensure transparency at District level with utmost professional capacity. Expert trainers/ resource persons from different organizations / departments have been engaged for said training i.e. COMSATS, UET-Lahore, Pakistan ARMY and Head Office.

e. Lead Master Trainers Pool-2 (Test-10th Apr2015 & Interview-5-7 May 2015)

In pursuance to achieve our set objectives spelled out in the Annual plan 2015 and instructions issued in January 2015 by PO. The phase 2 process is being initiated to complete the process of completing the LMT pool. Lead Master Trainer’s pool is enchanting initiative of Punjab team for smooth functioning of program design and implementation of planned activities / instruction in true spirit. The basic aim is to prepare a Pool of Lead Master Trainers in the field of Multi Grade Teaching, ECE, ECD Report/ Proposal writing, Phonics Teaching Methods, Analysis and Evaluation, Project

Management, Monitoring and Evaluation concept/ tools, Budgeting & finance, social mobilization skills, computer skills, communication skills and Leadership to work in a diversified environment with the view to provide necessary Training within own organization and other development sector to make NCHD more vibrant and meaningful to all stakeholders working in Pakistan. The concept paper on the subject has already been shared on 4th June 2014. All DGMs to ensure that concept paper is circulated /distributed to all Program Managers, Financial Mangers, MCs, LCs, EMISOs & LIMISOs. This is yet another opportunity offered by PO-Punjab for all to build their professional capacity relevant to the organization and also for their future growth.

Phase-I:- 165 employees appeared out of which 69 qualified for interview. In the accumulative result 37 employees were selected as Lead Master Trainers. Phase-II:- 194 employees applied for the subject pool from different districts of Punjab province. 142 appeared for Test in 6 Hubs at 10th April 2015. At each Hub representative from PO will perform responsibilities of invigilator and act as overall in-charge/supervisor in coordination with respective DGM of Hub

21 candidates out of 142 were qualified for interview. Paper of LMT pool-2 was attached

as Annex-B.

f. Future Training Plan of Lead Master Trainers at Lahore (1-11 June 2015)

10 Days training plan of selected Lead Master Trainers were planned from 1-11 June 2015 at Lahore in the field of Multi Grade Teaching, ECE, ECD Report/ Proposal writing, Phonics Teaching Methods, Work Ethics, Analysis and Evaluation, Project Management, Monitoring and Evaluation concept/ tools, Lesson Planning, Health & Hygiene, Qualities of a good trainer, TNA techniques, Time management, Research & Development, Budgeting & finance, Social mobilization, communication skills, Literacy & UPE program design, Leadership and Team building.

National Institute of Special Education (NISE) was conducted two weeks National Training Course on "Inclusive Learning Environment" from 20th to 30th April, 2015 at NISE, Islamabad. Mr. Azhar Shah (DGM Bhakkar), Husnain Naqvi (DPML-Bhakkar) and Mehbob (MC-Attock) was nominated for National level training by PO-Punjab. The aim of training program was to plan the mentally defy children and also to recognize the adaptive and available sports and exercise programs that are customized or deliberate to allow people with disabilities to participate. The components of Inclusive Education are Policy & Legislation, Funding Structures, Awareness, Partnerships, Pilot Projects, Pre- School, Teacher Training, Teaching Methodologies, School Organization, Physical Accessibility and Evaluation.

6. UNIVERSAL PRIMARY EDUCATION (UPE):

The UPE activities for the month of January to April 2015 are appended below:

a. Achieving the goal of 100 % Literacy in NA-67 Sargodha

On the insistence of MNA Dr. Zulfiqar Bhatti for achieving the goal 100% literacy in NA-67

a plan was devised for achieving this goal with the help of all stake holders.

In Education Sector Development Plan- to make 100 % literate NA-67, a complete HH survey will be conducted at all locations of the NA-67. Population (Both Male and Female) will be sorted out for the following purpose/objectives:

1. Population in age cohort 3-5 for ECCE purpose. (Number of existing facilities will be availed and new facilities will be recommended).

2. Population in age cohort 5-7 for UPE purpose. ( As per NPA Existing School will be strengthened, Additional Teachers will be provided or New CFS will be established)

3. Population in age cohort 8-16 for NFBE Purpose ( New Schools will be established)

4. Population in age cohort 17 + for Adult Literacy and Income Generation/Life Skill ( Literacy Centers will be opened)

5. A meeting was held with DCO, DEO, NCHD and WWF Officials held on 10th January, 2015 at Committee room DC Office Sargodha at 1100 AM.

6. It was decided that material will be needed for all the activities are funded and will be facilitated by Dr. Zulfiqar Bhatti via World Welfare Organization.

b. Seminar / kick off ceremony of UPE Campaign 2015 and enrollment of children:- At district level seminar on UPE campaign 2015 enrollment kick off ceremony

commenced on 3rd April 2015. Education Department & NCHD jointly arranged and celebrated the seminar. MNAs, MPAs, DCOs, EDOs, Education department, Private education association, Literacy department, print media, and other stake holders participated in seminars/ Walks.

c. Final Assessment (Compilation & Submission of Results):- Final assessment

has been taken in all feeder schools of Punjab. HT of Parent School, MCs and FSMC

members’ involvement in assessment was appreciable. As a whole the result of Punjab

was satisfactory. A Detail report was also shared with HO.

d. Provision of Free text books to CFS students:- DGM & DPME was conducted

meetings with District Education Department for ensuring the provision of free text books to CFS students. DCOs/EDOs/DMOs were issued written instructions at Tehsil level books warehouse in charge to issue books for CFS student of NCHD. Free text books were provided in all CFS of Punjab and report was shared with HO.

e. Fortnightly Progress Review Meeting of MCs:- Fortnightly meetings were

commenced with MCs as per program design in all districts of Punjab. Progress of schools

and MCs work plan was shared and feedback was given by the DGMs & DPMEs after CFS

visits. MCs were instructed to work on SDP, record updating and focus on ensuring the quality of education by following Multi-grade Teaching techniques.

f. Implementation of School Development Plan: - Mr. Muhammad Iqbal a local

philanthropist of Bahawalnagar donated his building of 21-Marlas, (Costing Rs. 5 Million) to CFS of NCHD. At ceremony DCO Bahawalnagar acknowledged the services of NCHD and appraises the efforts of MC for social mobilization of community. DCO announced the construction of link road (pakki sarak) for students of Feeder school in ceremony of approx. cost is 5 Million. At this event 10 Million will be served for SDP of Mali Pura CFS at Bahawalnagar.

g. Sports Gala at CFS:- In accordance with annual sports day different sports

competition were held in CFSs of Punjab. Prize distribution was sponsored by local philanthropist and FSMCs members.

h. Awareness session on life skills, Nationalism & Terrorism at CFS:- Awareness sessions were conducted at CFS on life skills, nationalism, Islam and terrorism etc. by FSMC members, NGOs representatives, officials etc. to guide children in the right direction.

7. Adult Literacy Program:-

a) Community Learning Centre (CLC):-

1) Background: Due to paucity and non-provision of funds by the government, no literacy phase was executed by HO in 2014. Though NCHD Punjab has generated number of activities like training, verification of graduate learner’s retention level, Skill based ALC in Pakpattan and Research & Development has kept the momentum going during dormant period. Nevertheless it was felt that there is a requirement to undertake concrete project without funding and make optimum utilization of the available best trained human resource with us. The NCHD-Punjab has taken the decision to undertake the project as model and to establish 55 CLCs in low literacy rate districts, details are attached as Annex-A.

2) Opening of CLC: For optimum utilization of the Literacy Staff NCHD Punjab has generated number of activities during dormant period, yet it was felt that there is a requirement to undertake concrete project without funding and make optimum utilization of the available best trained human resource with NCHD Punjab. It was decided after thorough consultation NCHD-Punjab has taken the decision to undertake the project as model and to establish CLCs in low literacy rate districts. NCHD will provide training to the CLC managers (LCs, CLCMCs) training materials and learning materials with zero budgets and through linkages development. These Multi-purposes Community Learning Centers (CLC) are local centers to empower marginalized groups and poor communities through providing lifelong learning opportunities for local community in villages, slums, and poor urban areas. CLCs are organized and managed by local community to provide various learning opportunities to all community members. CLCs target among others, out-of-school children, youth, and deprived women. CLCs provide education combined with skills and training for income generating activities leading to improving the quality of life of poor people. CLC can function as a venue for community learning and various development activities. These activities should be flexible and participatory allowing any member of the community to assure a leadership role.

3) Concept of CLC: The theme of CLC Project designed by NCHD Punjab is for the people and by the people. CLC is taken as a local educational institute to provide learning needs of the community people to raise their quality of life and community development. Learning-earning and living together is the motto of CLC. CLCs are playing a very effective role to provide Education for Sustainable development to the community people. The activities to launch the project were taken place in November, 2014 and in January, 2015 district teams established 55 CLC offices.

4) Objectives of CLC:-The main purposes of these CLC are: To promote human development by providing opportunities for lifelong

learning for all people of the community.

To develop learning networks involving many individuals, governmental and non-governmental organizations, agencies, local resource people, workplace, and schools.

To empower poor community to become self–reliant. To be a resource center and a venue for the community cultural, recreational,

and educational activities. 5) Detail of Activities in CLCs

a) Establishment of CLCOMC (Community Learning Center Organizing Management

Committee). CLCs are UC based and 55 UCs have been selected for the

intervention. 55 offices have been established in the areas of CLCs to look after the

affairs of the project. Head of each CLCOMC is president and 746 community

members are enrolled as CLCOMC members.

b) Establishment of ALCs: 55 ALCs have been established to eradicate the menace of illiteracy in the project are. Out of these 55 ALCs, 50 are female and 5 male ALCs, total learners enrolled in these CLCs are 1368. Average ratio of learners per CLS is 24.87. ALL ALCs are on Urdu Book3 and Math. These ALCs are established in the houses of volunteers and CLCOMCs are looking after them. Capacity building is the responsibility of Literacy Coordinator.

c) Provision of Material for skill training in CLCs: Literacy team at district level

arranged the following material for skill training in CLCs through social mobilization

of the community.

d) MoUs with stakeholders at district level for CLCs: According to the activities

designed for CLCs, NCHD literacy team signed MoUs with following line

departments for smooth functioning of CLCs:

e) Community Training by Emergency Response Rescue-1122: NCHD staff members along

with CLCOMC members and the local community members were trained by RESCUE

1122 in Bahawalpur, Okara, Kasur, Chinniot, Pakpattan, Bhakkar, Vehari, Narowal and

Multan. The main objective of the training was to train the NCHD staff and CLCOMC

members on Emergency Response Techniques in order to further training of local

people at grass root level. Training in remaining districts will be materialized within this

month. Local community appreciated the effort of NCHD Literacy team and community

named it A Real Change of society.

f) Free Medical Camps in CLCs: Muzaffargarh, Pakpattan and Layyah arranged medical

camps in CLCs areas, in which CLC learners, CLCOMC members and people of the local

community were benefitted through free medicine and medical checkup. Mostly

patients are of diabetics, blood pressure and weak eye sight. Almost 300 people were

examined through qualified doctors. Medicines of cost Rs.46775/-recommended by

doctors was given free of cost. Medicine was arranged by NCHD through philanthropy.

People were very thankful to NCHD staff and highly appreciated the efforts of NCHD.

g) Lectures and awareness session in CLCs: Awareness sessions at CLC were conducted by

district officials, NGOs representative, LHWs, agriculturist etc. Following activities were

NCHD and other stakeholders.

i) Skill based Model ALC in Pakpattan: Public Private

Partnership always plays a vital role in the

development of deprived community. NCHD Punjab

established a skill based ALC in Pakpattan with the

support of Philanthropist & well known influential

Mr. Fakher-ud-Din who has a long history of

undertaking welfare projects in district. 25 illiterate

females of the area were enrolled and graduated

from this center with stitching and embroidery

training. Contribution/Support by Mr. Fakher-ud-

Din was as under

8. Project:

a. ECISI Project in collaboration with UNICEF:-

Every Child in School Initiative (ECISI) was launched in mid-2014 in collaboration with School

Education Department with the financial and technical support of UNICEF. Interventions of

ECISI were primarily aimed to support on-going Emergency Enrollment Campaign of the

Government of the Punjab.

Phase-II (Addendum) 21-01-2015 to 20-12-2015

ECISI focused on 150 low-performing schools each in 10

districts of Punjab (DG Khan, Rajanpur, Pakpattan, Vehari,

Muzaffargarh, Lodhran, Khanewal, Bahawalpur, Rahim Yar

Khan and Rawalpindi). In Phase-I of ECISI (20-05-2014 to

20-01-2015) UNICEF/NCHD was working in 1000

Schools but in addendum (21-01-2015 to 20-12-2015)

500 schools were added with the consultation of District

Education Department in all ten districts by keeping the criteria of low performing

school selection.

Training:- NCHD-Punjab organized the subject training in 4 hubs 1stin DG Khan on 7 April

2015,2nd in Bahawalpur on 8 April 2015, 3rd in Vehari on 9th April 2014 and 4th in

Rawalpindi on 17th April 2015 for the effective implementation of ECISI project

interventions in ten districts of Punjab. NCHD has trained staff in all ten district of Punjab,

have experience in education sector and are

already working to support the education

department for enrolment by providing the

technical support at district, Tehsil, Markaz and

school/village level. During training it was

instructed that the district teams will select the

enumerators/teachers from specific locations of

Education Department through keeping EDOs,

DEOs on board and conduct an orientation session

before collection of the data.

Baseline Survey:- Baseline Survey in 300 New Villages: collect/validate data of OOSC (Boys, Girls) in 300 village (1st Feb to 31st March 2015), followed by Digitization, its analysis and setting refined enrollment targets per school/village. Detail of Households Data collected till 27th April 2015:-

Progress Review and Planning Meeting: - planning

and progress review meeting was held on 3rd February

2015 at NCHD provincial office Lahore in which Madam

Rubina Nadeem-Education Specialist and Tahira sharafat-

Program Assistant participated from UNICEF. Meeting

was chaired by Director Operations Punjab Brig ® Abdul

Baist Rana-NCHD in which implementation strategy of

addendum was discussed in detail.

Water Testing of selected 1000 Schools:- Directions to collect Samples for Water quality

testing of 600 (500 newly selected + 100 of Phase-I Pakpattan) Schools have been issued to field

staff. Water testing samples will be submitted to PHED in 2nd week of May 2015.

Enrollment Status till 24 April 2015:-

Enrollment of at least (50,000+50,000=100,000) OOSC (Boys, Girls) in 1,500 target schools (150 schools/district with enrollment targets of at least 100 new entrants age 5-16/per school in each newly selected School and 50 New entrants in previously selected school ) based on available existing data of OOSC including teachers' orientation on CFE (Jan-Dec; 2015). Summary on enrollment Status of 10 districts of Punjab

till 24 April 2015 is given. Carry out Social Mobilization for increased enrollment through conducting Broad Based Community Meetings (Male, Female) and Walk in approx. 900 villages in Feb-March 2015 engaging Head Teachers, Representatives of School Councils (1/School), relevant MEAs, DTEs, Religious/Political/Community Leaders.

Comprehensive Monitoring of ECISI Project:-

Monitoring was conducted in the month of January by Provincial Office staff in which all the ECSI districts were monitored for in-depth validation and verification of given indicators in 10 ECSI districts as existing PCA has completed its period. The findings of said monitoring visits may streamline the existing process/ documentation and further support in planning and smooth implementation of next PCA. The DFAMs/DPMs are instructed to maintain the record under the supervision of DGMs as per detail given in attached Performa which was be filled by concerned Field Monitoring Team. The team also monitored the BBCMs and had meetings with the School Council Members to analyze the impact of the project and the progress and quality of digitization was also assessed.

School Councils Training on Child friendly Education & Environment and orientation on CFE-EMIS software:- ECSI project team conducted one-day trainings for School councils, Head Teachers/Teachers /representatives of school councils on ECSI project interventions, CFE-EMIS software orientation and Child Friendly Education &environment of schools in 10 district of Punjab. 8 DTEs were hired from DSD Punjab in each district to train the participants on child friendly environment of schools. For the subject orientation/trainings sessions following strategy were adopted.

As each Social Mobilizer was assigned 25 Schools. Every SM made two clusters of those 25 schools (13 schools + 12 schools, 39 and 36 participants respectively).

Three (03) from the below participated in subject orientation session (From each School)

i. Head Teacher/School Teacher

ii. One or two Representative of school councils (Members etc) ………..Mandatory

iii. DEO/MEAs/AEOs etc. 3rd Phase of Broad Based Community Meetings and Awareness Walks:- BBCM and Awareness Walks were organized in all ten districts of ECISI project in which community was mobilized to enroll out of school children and retention of enrolled children in schools. At the same time community was also sensitized about registration of birth in Union councils. Further OSC lists were distributed among volunteers to visit out of school children’s home and to bring back all drops -out children into schools. People were also mobilized to ensure the 100 % birth registration of their children in Union Councils. Local community members were motivated during these broad based communities meetings and walks. At least 30 local community members were apprised about importance of education especially enrollment of children and registration at birth. These volunteers were assigned different jobs to bring back drop out children and also for new entrants. Approximately 500 local community members were engaged in enrollment process in each district through broad based community meetings and walks. These selected community members were assigned various duties to help out ECSI team in bringing back out of school children into schools.

9. Success Stories:- a. Rehabilitation of CFS after Flood in M. Garh:- After flood CFS of tehsil kot addu of district

M.Garh was badly affected. For rehabilitation of CFS different NGOs, organizations and

governmental departments play an important role to overcome such horrible flood

destruction. Mr. Ibrar ul haq (Singer) established Sahara town including 200 houses he

also established community feeder schools containing 10 rooms, wash rooms, boundary

walls. MOU was signed by Sahara Town and NCHD. In this partnership building was

provided by Sahara and all other necessaries of school books, black boards and teacher

was provided by NCHD. The progress of school is going very well and different

governmental officials and education department officials visited schools many times and

it was declared as successful feeder school in flood affected areas.

b. Sakhi Sarwar Gypsies School in DG Khan:- The Commissioner DG Khan Dr. Saqib Aziz has taken an initiative for the Gypsies children. He determined to give them education and for this purpose he decided to open a school in that area. For this purpose he conducted a meeting with DGM NCHD. NCHD team established a school named as Sakhi Sarwar Gypsies School at is situated at near Baqar Manddi city DG Khan.

Opening Ceremony of Sakhi Sarwar Gypsies School in which conspicuous personalities

of city were invited. On the first day there is 100 plus OSC in the school. Commissioner

Saqib Aziz and DCO DG Khan presented the agreement to the teacher. The uniform, bags,

stationary and books were provided to the children.

Free Medical Camp at Sakhi Sarwar Gypsies School on 18th April 2015:- NCHD DG Khan is doing best for the most neglected segment of the society i.e. Gypsies. NCHD is not only providing teacher in Gypsies School but also facilitating in health awareness. DGM made efforts and mobilize volunteers namely Dr. Ashraf Khan and Dr. Qazi Abdul Subhan for organization of free medical camp for screening of Gypsies School Students and parents as well. In Medical camp three Doctors participated voluntarily. There were about 55 members including school children and their parents who were checked by the Doctors.

Checked and screened more than 55 children, their Parents and found 7 children weak in eye vision and chest related Disease.

Provided Glasses for 7 Children( free of cost) (cost Rs. 8400)

Provided free of Multivitamins, eye drops and antibiotic related to chest to all 56 associates (Cost of Rs. 18000)

Planed more medical camps and Screening for Feeder Schools.

Prize Distribution Ceremony at Sakhi Sarwar Gypsies School:- Gypsies peoples are poor and needy, to encourage and to motivate them, prize distribution ceremony was held at Sakhi Sarwar School in DG Khan. At this moment Commissioner, DCO, EDO-CD, ADC, DO Social Welfare, Chief Executive ALASER(NGO), Dr. Shaheena, Dr, Rashida Qazi, Administrator TMA, DGM NCHD were present. Commissioner addressed with the participants and said today poor sanitation and poor hygiene are the causes of millions of preventable deaths every year. So that Volunteers are being mobilizes for the betterment of this poor and most neglected people. Commissioner instructed SE Buildings to construct the boundary wall for this gypsies school. The Commissioner DGK

said that stipend of Rs. 500 will be given to each student on monthly basis. By highlighting the importance of cleanliness, he said that to safe these children from diseases and to develop the habit of cleanliness, hygiene kits will be distributed so that they use them in their routine days and could spend a healthy life. At the end of the ceremony, Commissioner distributed the cash prizes and the Hygiene Kits (Towel, Soap, nail cutter, comb etc) to the children.

c. CFS student got 1st Position in PEC exam(5th Class) at Tehsil level in Kamalia district Toba Tek Singh:- This the success story of Mr. Abu bakar S/O. Mohammad Habib has roll number 45-180-157 from Govt. Primary School Bagai Wala Tehsil Kamalia district Toba Tek Singh (Ex. Student of CFS Basti Feroz Purian) who has secured 1st position in PEC examination (5th Class Examination) at Tehsil level in Kamalia.

d. Vocational Centre at CFS Sahara Town district M.Garh:- Chief executive of youth parliamentarian of Pakistan Mr. Maj. Israr ul Haq brother of Ibrar ul Haq (Singer) visited CFS Sahara and appreciated NCHD team and he committed to establish vocational center for mother of the children’s who studying in CFS. Purpose of this vocational Centre is to self-generate incomes for poor peoples. Establishment of vocational center in CFS is unique and attracting for community and

mothers of the children as they earned through self-generate income. It reflects commitment of NCHD team and Sahara executives.

e. Collection of syllabus books in district Rajan Pur:- Idara Khidmat-e- Khalaq is local NGO working in Tehsil Rojhan on education. Rajan Pur NCHD team approaches Idara Khidmat-e-Khalq and conducted meetings with the heads of Idara Khidmat-e- Khalaq. The general secretary of Idara Khidmat-e- Khalaq Mr. Mushtaq Mazari appreciated the work of NCHD on providing the quality education to the students of deprived area of Punjab. Mr. Mushtaq Mazari donated primary level text books for feeder school students. The detail of books which have been received NCHD UPE team is as under.

f. Building provided for Feeder School at Kasur:- Community member Basharat Ali(

Building owner), Volunteers Muhammad Asif, Khalid Shahzad and Muhammad Abbas

was mobilized by NCHD Kasur team. Volunteers were decided to provide building on

permanent basis for Feeder school of NCHD at Hastay wala-Kasur.. Building estimated

cost is 1.5 Million.

g. Prize Distribution Ceremony at CFS 10/1R Bahawalnagar:- Prize distribution ceremony was organized on 21st April, 2015,in the CFS village 10/1R (Izafi Basti) Tehsil Haroonabad District Bahawalnagar by MC Humaira Khalid, FT Hafiza Zahida & local FSMC. In which awards & medal were distributed to the distinguished student of the feeder school on the announcement of annual results. A large number of

h. Distribution of ECE Kits in Schools (ECISI Project) in RY Khan:- This activity aimed to

disburse ECE kits in ECISI schools and argued

every school to make ECE rooms in schools. Mian

Islam Aslam Makhdoom (MPA) and Tahir

Rasheed (Ex. Finance Minister) was the chief

guest of this ceremony. 75 ECE kits were

disbursed in schools. Each ECE Kit consists of Kit

bag which has many pockets filled with different

items which are helpful in increasing the interest

of children in ECE room and motivate them to

learn new things. Kit has Flash cards, stationary

material, DVDs, Poems and Rhyme Books, Story

books, Urdu & English writing books, activity

sheets, slates for writing practice, cut out use to

teach different core subjects, Life skill cards tell

the ways to make life easy and story books are

also part of it which is to be used to increase the

interest of children.

i. Distribution of Uniform to CFS Noora Rath students of Pakpattan:- The purpose of

providing uniform to the field staff was to encourage CFS students. In order to

encourage the children in their education ceremony was held at CFS Noora Rath.

Volunteers and FSMC members distributed school uniform among CFS students. To

restore and promote educational activities in CFS uniform distribution ceremony held in

Pakpattan.

j. Polio Campaign:- Districts were instructed to assign MCs/FTs to create awareness about

Polio vaccination among students and parents during PTMs. MCs personally created

awareness in students and parents during their visits to feeder schools. In some schools

polio vaccination made ensure by MCs during their personal presence.

k. Tree plantation in Feeder School:- Tree was planted within and around CFS/HDSU

level which could be a very healthy activity for clean and healthy environment. FSMCs

members also take part in this activity of new tree plantation to make pollution free

environment.

10. Out of the Box Activities:-

a) Seminar on Movement for Social Change, Peace through Promoting Human Development Indicators:- "Seminar on Movement for Social Change Peace through Promoting Human Development Indicators" organized by NCHD Punjab under Director Operations Punjab Brig (R) Abdul Basit Rana held at Bahawalpur on Saturday 31 Jan,2015.Minister of State for Education ,Interior and Narcotics Control Engr.Mohammad Baligh Ur Rehman was the Guest

of Honour. DG NCHD Dr.Allah Bakhsh Malik secretaries of govt of Punjab, SED and Literacy departments the heads of various organizations including JICA Ms.Chiho Ohashi,Ms Gemma Steveson of UNDP,Educationist Ms. Shaheen Ateeq Ur Rehman, analyst Mr Abbass Rasheed were among the participants. The seminar was attended by large number of International organization including local NGOs, large number of representative of Civil Society Organization,Educationist ,EDOs,DEOs of School Education Department, District Government Officials ,District General Managers,Managers,LMTs and MCs from NCHD Punjab also participated in the Seminar.

The Seminar was aimed at addressing to complexities of various conflicts and evolving strategies to reduce the illiteracy from Pakistan .

Brig (R) Abdul Basit Rana in his inaugural speech regarding Conflicts including terrorism and other political -religious and social violence and its overwhelming impact on all aspect of our lives thus necessating /requirement of meaningful and purposeful development in educational sector as critical force for conflict prevention through building Social Cohesion and resilience to violence in collaboration with UNICEF to bring back over two hundred thousand out of school children in 1500 government schools.The entire data of house hold, gender and age wise has been digitized. Brig (R) Abdul Basit Rana also apprised the participants about the jigantic efforts being undertaken by NCHD Punjab in 29 districts in the field of Universal Primary Education and Literacy. A tableau by School student was presented on the very famous poem of Dr. Muhammad Iqbal( Lab Paay Aaiti Hai Dua ban K Tamana Meri………….) the small and innocent children made speechless the participants through their performance and prayer.

Guest Speakers vision about education in Punjab especially children and illiterate women in Punjab. They discussed at length the importance of education for children, Literacy in general and the role of literacy in promoting peace and social change in society. The current era demanding more focus on literacy for peace as the world is passing through a very critical stage with respect to violence and terrorism. Mirza Mehmood from SED explained that under article 24 A of the constitution of Pakistan it is our responsibility to fulfill the article and proved educational opportunities to the people of Pakistan. He shared that Punjab Government is striving hard to achieve the 100 % enrollment; last year School Education Department did enroll 4.32 million children out of 4.5 million Out of School Children. He also appreciated the efforts and support of NCHD in Punjab

DG NCHD and distinguished panalist signifying the importance of eradicating the illiteracy shared their solutions and recommendations to achieve the end result. All the panelist underlined the importance of having unifying approach on war footing to bring in Pakistan in line with the developed countries in the field of Education and

Literacy through Movement of Social Change. Speaking at the occasion Chief guest Minister of State for Education ,Interior and Narcotics Control Engr.Mohammad Baligh Ur Rehman apprised the participants about the strategy of the government. He also highlighted the role of Federal of ministry of Education for development of uniform Curriculum by taking on board the stakeholders in all provinces. The honorable minister shared the action plan and reiterated his resolove to implement the same with the consensus of political leadership of the country.The minister lauded the efforts being taken by NCHD in Punjab to enroll the massive number of out of School children to fight the menace of illiteracy in Pakistan. The honrable minster also commended the efforts of NCHD Punjab taken in the field of Training of teachers,capacity building and energizing the community to contribute towards establishing schools where government facility does not exist.The honorable minister showed great trust in the capacity and capability of NCHD to deliver in the field and to this end NCHD has been given significant role for running the curriculum with madrissa in Punjab

At the end Brig (R) Abdul Basit Rana Director Operations Punjab extended vote of thanks to the guest of honour and all the distinguished guest/panelist with the resolve to free the country from the clutches of illiteracy.

b) Training by Rescue 1122 at Okara:- The training for the NCHD staff of Okara was

organized with the collaboration of Rescue 1122 on emergency response. Under the

prevailing security environment a comprehensive training on emergency response were

conducted in the districts of Punjab.

c) Health Screening of CFSs students at M. Garh:-In compliance with the decisions taken in Working Group Meeting held with the Director Program .Health Department has issued instructions to all Nutrition Supervisors for carrying out screening of the children in schools falling under the project. This initiative will help in providing the health facilities to the Children of CFSs at their door step and especially against those health issues which are creating hindrance in their quest for Education.

d) Provision of School Bags, Uniforms, Sitting Mats etc to CFS sudents & Feeder Teacher

at District Jhang:- The rehabilitation activities were conducted in the affected CFS

Schools of district Jhang and also at the affected locations. School books, Uniform, school

bags, sitting Mats for students,Toys for school children,blankets, quilts for Feeder

Teachers of the area were arranged and distributed among the flood affectees. Various

stakeholder including tukish NGO, Pak Turk Foundation and District Government was

involved in this activity.

e) Free Medical Camp for Eye Screening at CLC Taber district Pakpattan:- Medical camp for Eye screening for learners / community members of CLC, Taber at District Pakpattan was held on 4th May 2015. The services of local optician (i.e; Karmanwala Optician) were acquired in this regard, who not only conducted free EYE check-up of the community members / learners of CLC but also offered 25% discount for eye glasses.

f) Seminar on Human Rights protection & Advocacy Skills in district Kasur:- NCHD Kasur has been arranged a seminar on 28th April 2015 in HDSU Kasur with the coordination of Good Thinkers Organization (NGO) Kasur, especially for Shemales facing problems in community and society. Ch. Nawaz- Inspector Punjab police and Imtiaz Alim-Advocate was the chief guest of this ceremony. Shemales highlighted there issues in front of Police officer and other civil society members of district Kasur. In this seminar, Shemales community participated from whole district. They raised questions to Police officer. How to faced problem and types of problem. They also demand for jobs in different departments.

The A/Chairperson Ms. Roshan Khurshid Bharucha visited PO on 15th April 2015. She was apprised about the contour of Program implementation strategy in Punjab, New UPE Outlook, innovations /initiatives taken in last two years, creation of lead Masters Trainers pool, establishment of Monitoring System /Set up. MOUs with stake holders, ongoing Projects with international donors, Enrollment and Coordination with Punjab Government

including Projection of NCHD. Chairperson appreciated the extensive and result oriented efforts of Punjab team under the leadership of Brig.(r) Abdul Basit Rana. She said ‘I haven’t seen such a comprehensive presentation of NCHD work before. Chairperson gave the vision to make NCHD a leading agency of the era which is delivering the concrete results especially in the remote area. She valued the school Development Initiatives taken in rural areas of the Punjab by local philanthropists. Chairperson said after having the presentation I can say that NCHD Punjab is the face of NCHD and good work done Punjab must be recognized at all level. She gave the flabbergasted comments about the training initiate taken in Punjab

12. Celebration of National Day (Pakistan Day 23rd March):- Celebration of National day in order to infuse the importance of Pakistan Day 23rd March to the coming generation who will build a nation. These ceremonies were occurred in CFSs of Punjab in which children presented the National Anthems National Songs and Speeches. IVs, MCs and other personalities of

the community also addressed about history of Pakistan and importance of Pakistan day and also highlighted the importance of Education. The students sung National Songs with Pakistani Flags on their hands all were very happy and their moral was very high and patriotism was seen on their faces. Children were told that we got our dear homeland after lot of sacrifices. The Muslim of subcontinent struggled very hard to get their separate country under the supervision of Quaid-e-Azam Muhammad Ali Jinnah.

13. Seminar/Collaborative Meetings and MOUs:- a. Inauguration of ASER Annual Report-2014 by ITA:- The 5th Annual Status of Education

Report (ASER) Punjab 2014 was launched in Lahore 27th Jan 2015, The ASER Report 2014 is based on the information of 61,630 children between five and 16 years of age, from both rural and urban areas, on 13 different aspects, including access to schools, learning levels and multi-grade teaching across the country. The ASER report 2014 was inaugurated by the Chief Guest Provincial Minister for Education Rana Mashood and Renowned Human Rights Activist Mr. I.A Rehman, Dr.Tariq Rehman, Director Operations NCHD Punjab Brig (R) Abdul Basit Rana, Chairperson ITA Dr. Narveen Hameed were among the prominent panelists. Some 10,000 volunteers managed by Idara-e-Taleem-o-Aagahi (ITA) along with many key civil society and governmental and non-governmental

organizations, including the National Commission for Human Development (NCHD), Democratic Commission for Human Development (DCHD)and the National Rural Support Programme (NRSP) have conducted the survey. The report aims to inform the authorities as well as the public about the progress or lack thereof, with respect to Article 25-A of the constitution, making access to education a fundamental right for children aged between five and 16 years. Miss Baela Jameel-Project Director ITA apprised the participants about the main the inferences of the report and also identified the areas where more focused is required on part of policy makers. The Director Operation NCHD Punjab Brig (R) Abdul Basit Rana representing NCHD which is major partner of ASER in conducting Surveys at district level appreciated the efforts of ITA and presented suggestions for the qualitative improvement of the ASER Report-2014.Project Advisor ITA extended vote of thanks to all the valued participants and express hope that all the partner will continue their support for ASER in future too for the common cause of Education.

b. National Dissemination Seminar-School Health Situation Analysis and Barriers to the institutionalization of School Health Program in Punjab:- A seminar on Review of

School Heath Program analysis and its institutionalization was conducted by Nur Center for Research and Policy (NCRP) on 29 Jan,2015. Welcome note was presented by Mrs. Shahima Rehman President NUR Foundation. Dr Roomi Aziz Director Program NUR shared an overview of the program with the participants. Additional DG Health Services Mr Usman Ghani apprised the participants about the current status of SHP. The study results and recommendation were shared by Dr. Roomi Aziz on behalf of Dr Tasleem Akhtar. Ms Saba Sheikh advocated the case for institutionalization of School Health Program in Punjab. Brig (R) Abdul Basit Rana addressing the participants shared that NCHD is the pioneer organization in the country to introduce the school health Program and NCHD Punjab is ready to share the its expertise and experiences with partner organization for yielding the optimum results.

Advisor for CM on Health Mr. Salman Rafique the guest of honor of the seminar expressed his views and presented the vision of CM Punjab for Health. He apprised the participants that the Government of Punjab is committed for the improvement of health sector in the province. He termed the SHP program as a very valuable program beneficiaries of which are the students of government school so by helping the program one is helping the future of Pakistan. Dr Haroon Ihsan CEO NUR Foundation extended vote of thanks to all the participants and especially the panelist for their valuable inputs and expressed hope that with the help of governmental and Non-governmental organizations and all the stakeholders the goal of healthy Pakistan can be achieved.

c. Coordination Meeting with Education Department:- During the month of April, 2015

meetings were held with Education Department regarding UPE enrollment campaign-

2015, planning of seminar, walks at PO and districts level for achieving the enrollment

targets 2015. NCHD supported Education Department in planning / training / walks /

seminars and enrollment of OCS especially in Feeders schools and parent’s schools of

feeder schools in universal primary education program.

d. MOU with Punjab Emergency Service Rescue 1122 at PO Punjab:- Memorandum of Understanding was signed between National Commission for Human Development and Punjab Emergency Service Rescue 1122 on 12 March 2015. NCHD Punjab will facilitate Rescue 1122 for establishment of community working group and Punjab Emergency Service Rescue 1122 will facilitate NCHD regarding community safety training's at District to union council level.

e. Visit of CEO Child Care Foundation & MOU with CCF:- Ms. Yasmeen Zaki CEO CCF visited PO NCHD Punjab for exploring the avenue for joint efforts in the field to Non Formal and formal education. Brig (R) Abdul Basit Rana apprised her regarding the working, strategies and future plans of NCHD Punjab. Ms. Yasmeen Zaki showed keen interest in the NCHD Punjab drive for capacity building. On the request of CEO CCF Director Operations NCHD Punjab agreed to facilitate the CCF in its Endeavour of training its staff. It was decided that NCHD Punjab will incorporate the staff of CCF in its training programs both inside NCHD and also outsourced. It was mutually agreed that the managerial staff of both the organizations will have a follow up meeting to

identify the areas where both the organizations could benefit from the experiences of each other. A formal MoU will be inked between NCHD and CCF for continuous cooperation between both the organizations. AN MOU HAS BEEN SIGNED BETWEEN CHILD CARE FOUNDATION AND NCHD PUNJAB ON 24TH APRIL IN PO NCHD PUNJAB. THESE WILL NOT ONLY PROJECT NCHD AMONG THE STAKE HOLDERS BUT WILL ALSO MAKE NCHD PUNJAB MORE VIBERENT AND MEANINGFUL AT THE GROSS ROUTE LEVEL PARTICULARLY IN PUNJAB.THE CEO Ms. YASMEEN ZAKI AND HER TEAM PARTICIPATED IN THE SIGNING CEREMONY of MOU. To celebrate Child Labour Day at District tehsil and village levels for creating

awareness for eradication of Child Labour.

Responsibilities of CCF

To share complete data base of the staff having all the relevant information

To provide awareness / promotional material regarding Child Labour for NCHD Community Feeder Schools , Adult Literacy Centres and Community Learning Centres.

CCF to share the list of child labours in the location where NCHD,s Feeder Schools are operating.

The CCF will facilitate NCHD Punjab in conducting Free Medical Camps for marginalized communities and especially the students of Community Feeder Schools.

The CCF will provide vocational training facilities for the Community Learning Centres of NCHD Punjab.

f. Operational Review Meeting of DGMs-NCHD Punjab on Programs Implementation and

Financial aspects at Lahore on 19 March 2015:-

ORM was aimed to review the progress,

streamline the strategies, facilitation to achieve

the given targets and to make the things on track

through a consultation process with the approval

of Director Operations Punjab. Operational Review

Meeting was held in Crown Plaza at Lahore on

19th March 2015 presided by Director Operations

Punjab. As the operational and program heads,

DGMs were called to present their progress

regarding the ongoing and planned activities

according to the program implementation,

training and monitoring plan Punjab 2015. A

comprehensive presentation which encompasses

all programs was conferred of all districts of

Punjab. DOP gave out certain guidelines / course

of action for future implementation strategy in

Punjab. DOP reiterated and emphasized to make the NCHD Punjab more vibrant. While

appreciating the efforts of all DOP identified some grey area which needs to be

addressed at all Level in 2015. In ORM following were also discussed by Director

Operations Punjab:

1) MoU with Qatar foundation has been signed with by NCHD with efforts of DG NCHD.

Thousands of Community Feeder Schools would open in Punjab.

2) Own a School,

3) Madrasa Reforms

4) MoU with 1122

5) Interaction with SED Punjab

6) Effective Management by DGMs

7) Professional Handling with Under Command

8) Management and action against defaulters

There is prevailing of tardiness element to take action against the defaulter. It was

certainly reported that some the employees are not performing up to their maximum

but SOP was not followed to initiate formal actions against the defaulters. SOP must

be implemented cautiously to avoid any hard proceedings later.
