»It’s been a busy end to what has been a

successful year for Electrical Safety First.

TheCharityrecentlyattendedthe launch of AMDEA’s ‘Register My Appliance’ website – www.registermyappliance.org.uk.

Thenewwebsiteprovidesasinglepoint for consumers to register theirdomesticappliancessothatmanufacturers can quickly contact themintheeventofarecall.

Givenourlongstandingcommitmenttoimprovingthe product recall system in theUK,it’sfantastictoseemanufacturers responding toourconcernsbyofferingconsumersaplacetoleavetheircontact details simply as a safety precaution,withouthavingtoworry that they’ll be used for marketingpurposes.

Recalls and traceability was also a key theme at our recent Product Safety Conference. Hosted by former Working Lunch presenter and leading business journalist, Declan Curry,theeventattractedahostofdistinguishedspeakers,encompassing leading manufacturers, retailers, trade bodies, enforcement agenciesandnon-governmentalorganisations.

I’m delighted to say that the Product Safety Conference was again a great success, confirmingitsstatusasakeyeventintheindustry’scalendar.

Electrical Safety First’s own positionasindustryexpertshasbeen further underlined by the decisionoftheCommunitiesandLocalGovernmentSelectCommitteetocommissionusto conduct research into the awareness of householders in England of the requirements of Part P of the Building Regulations.

The results of the research willfeedintotheCommittee’songoingreviewofPartPandis a huge step for the Charity, demonstratingthehighregardinwhichwe’reheldbythepoliticalestablishment. There’s no doubt ourtirelesscampaigningactivityhas helped the Charity reach suchaposition.

Using our recent success with theScottishHousingBillasaspringboard,we’recontinuingtopressthegovernmentinWestminster to introduce mandatory,five-yearlyelectricalchecksforprivaterentedaccommodationacrosstherestof the UK.

Callstoimprovestandardsmoregenerallyintheprivaterented sector are also growing louder, with the Electrical Safety Roundtable (ESR) recently addingtheirvoice.TheESRusedtheirfringeeventsduringtheParty Conference season to urge politicianstoback‘HomeSafetyMOTs’.

Suchcross-industrycollaborationisvitalforincreasing the pressure on thegovernmenttobringinlegislativechange.

Theprivaterentedsectorwillplay an increasingly important roleastheUKpopulationliveseverlongerandweseektoprovidemorecarefortheelderly in their own homes. It is therefore becoming more

importantthanevertoensurethattheoldergenerationremains safe from the dangers that electricity can pose.

With this in mind, we recently heldanevidence-gatheringsession for stakeholders and experts to help inform our forthcoming research into electrical safety in an ageing community.

Thesessionwasveryinformativeandgeneratedsomeinterestingevidence.Mythanksgoesouttoall of those who took part, and to London Fire Brigade which hostedtheevent.

For all of our success in 2014, it’svitalthatElectricalSafetyFirstcontinuestogrowanddevelopasaCharity.

To help ensure this, a number ofourTrusteesattendedaconferencefocusedoneffectivecharitygovernance,wherethey honed their skills on managingresponsibilitiesanddemonstratingourimpact.

They also learnt measures thatcanassistinsupportingourbeneficiaries.Theskillsthe Trustees gained at the conferencewillservetoincreasetheCharity’seffectivenessinthefuture.

With the year drawing to a close, it’s worth turning our attentiontooneoftheexcitingprospects that lie ahead for Electrical Safety First. 2015 will seeustakeoverthesecretariatof Eurosafe, the European AssociationforInjuryPreventionandSafetyPromotion.

Eurosafeisanon-governmentalorganisation,representingorganisationsandindividualsacross Europe who are workingtopreventinjuryandto promote safety. It plays a vitalroleincollectinginjury

data-somethingthatisofhuge importance in our own work-andalsoinmanaginginterventions.

It’sanexcitingprospecttobepartofanorganisationthat’shelping to make Europe a safer place,andwhichtiesinwiththeCharity’swiderobjectivestopreventdeaths,injuriesanddamage caused by electricity.

‘YouTube DIYers’ putting themselves at riskAccording to new research by Electrical Safety First, the UK has become a nation of ‘YouTube DIYers’.

»Theresearchrevealsthatmore than 21 million

adults would happily use online ‘howto’videostohelpthemcarryouthomeimprovements,eveniftheydon’thavethenecessary skills or experience1.

Withoverthreemillionvideosnow on YouTube featuring DIY in the home, it’s no surprise thatmorepeoplethaneverare relying on the internet for thiskindofinformation,ratherthanseekingtheservicesofaprofessional2.

Amajorreasongivenforthisgrowing trend is that we want toaddvaluetoourhomes.Thenumber of people carrying out DIYworktoincreasethevalueof their homes has trebled overthelasttwoyears,withhalf of them following YouTube instructionswhenundertakingthe work3.

But Electrical Safety First’s researchrevealsthat,rather

thanaddingvalue,aroundoneintwelvepeoplehavecausedsignificantdamagetotheirhome,orhavehadtopayforcostly repairs due to botched DIY,afterfollowingadvicetheyfound online4.

Electrical Safety First is also concerned that the type and availabilityofonlineinstructionsisputtingpeopleatrisk.

For example, rewiring a house andfittingnewelectricsaspartof a bathroom refurbishment areamongthetopfiveelectricalhomeimprovementtasksthatadults say they would feel confidenttocarryoutbasedonlineadvice.Butthesearetechnically complicated and potentiallydangeroustasksthatare best carried out or checked by a registered electrician.

Furthermore, in order to comply with the law in England and Wales, certain electrical DIY workneedstobenotifiedtothe

localBuildingControlofficeinadvanceofitbeingcarriedout.

Ignorance of this requirement, details of which can be found on our website at www.electricalsafetyfirst.org.uk/guides-and-advice, would not beaneffectivelegaldefenceagainstprosecutionfornon-compliancewithBuildingRegulations.

Some electrical work may appearstraightforwardbut,asoveraquarterofadultshavefoundunhelpfulorevenincorrectinstructionsonline, and with DIY blunders responsible for nearly half ofsevereelectricshocks,onewrongmoveorskippedinstructioncouldhaveseriousconsequences5.

DIYers shows just how much we havecometorelyonit.

“But there’s only so much online videosandtipscantellyou,andnoteveryonewillhavetheskillor experience to safely carry out more complicated tasks.

“Askyourself:‘IfIhavetoGoogle this, should I really bedoingit?’Ifindoubt,geta registered electrician in – it couldsaveyoualotoftimeandmoney in the long run.”

Safety First to highlight the reasons why we shouldn’t trusteverythingwefindontheinternet. 1 Based on the UK adult population of 49.8 million. 43% of adults would consider using YouTube tutorials or other online ‘how to’ videos if they needed information or guidance on how to do something practical, or how to fix something in their home. 2 In a July 2013 Electrical Safety First survey of 4,054 adults, 42% said they would use ‘Google and other online resources’ to gain knowledge about DIY compared to 57% in a September 2014 survey of 2,106 adults. In the same 2013 survey, 39% said they would seek advice in DIY stores and 29% from DIY television programmes, compared to 30% and 19% respectively in 2014.

Of the respondents who had received an electric shock, nearly half said they were caused by accidents relating to DIY.

Construction firm prosecuted after a labourer cuts through a live cable

In October 2014, a Liverpool-based construction company was prosecuted by the Health and Safety Executive (HSE) for failing to identify that a cable was live prior to clearance work being carried out on a construction site.

InAugustthepreviousyear,a22-year-oldlabourerwasremovingoldpipesandcablingfrom the cellar of a building onShawStreet,Liverpool,havingbeeninformedthattheelectrical supply to the building had been disconnected.

However,hewasthrownacrossthe room when the grinder he was using cut though an energisedcable.Hesufferedinjuries to an elbow and shoulder,buthisprotectiveclothingpreventedhimfrom

sufferingburnsorbeingmoreseriously injured.

Vermont Capitol Ltd of Argyle Street,Liverpool,wasfined£2000andorderedtopay£980costsafterpleadingguiltytoa breach of the Construction (Design and Management) Regulations 2007*.

Speakingafterthehearing,HSEInspectorChrisHattonsaid:“This young worker is extremely luckytobealiveaftersufferingan electric shock from a mains

cable likely to be carrying at least240volts.Theteamonthe site had been told all of the utilitiesenteringthesitehadbeen disconnected and so the worker had no way of knowing hewasactuallycuttingintoaliveelectricitycable.

“It’svitalthatdeveloperstakethe risks from gas pipes and electricity cables seriously andgetwrittenconfirmationthatsupplieshavebeendisconnectedbeforestarting

work.Otherwiseliveswillcontinuetobeputatrisk.”

Campaign aims to raise student awareness of electrical safety in rented accommodationThousands of students set off for university last autumn, many leaving home for the first time and going to live in rented accommodation.

»So last September, to coincide with Freshers’

Week, Electrical Safety First launched a campaign to engage withuniversitystudentsandtohighlight some of the dangers that they should look out for in theirrentedaccommodation.

Electrical Safety First wanted to create a campaign to target those new students and to raise their awareness of the electrical hazards they might be faced with in their temporary homes.

Working alongside popular online magazine Student Beans, the campaign began with a competitionthatgavestudentsa chance to win a hamper worth£150.Alltheyhadtodo

wastovisitElectricalSafetyFirst’s Facebook page and tag a friend with a ‘stupidest student’s story’.

There was a good response, with some common electrical safety themes arising among the entries including using tinfoilinthemicrowave,leavingthecookeron,andoverloadingsockets.

Student Beans also ran anarticle“17mistakesall Freshers make” that providedsomecomicalinsightsintouniversitylife.

Includedinthearticlewereafew electrical safety messages

– simple things like checking the room for damaged equipment, avoidingoverloadingsocket-outlets and checking that smoke detectors work.

Following on from the competition,ElectricalSafetyFirst launched a student survivalguideforthehomewhichdoubled-upasadownloadable infographic.

Thisgavesomekeytipsonthingslikegettingonwithhousemates,savingmoneyonfood, and staying safe around the home.

The campaign was shared on socialmediabyuniversitiesincludingtheUniversityofWestminster,theUniversityof Bradford Union, Edinburgh NapierUniversityandRobertGordonUniversity,providingcoverageinbothEnglandandScotland.

The Student Pocket Guide, Student Mundial and Student Life also shared the content to theirfollowersonTwitter.

With more than 70% of student accommodationbeingprivatelyowned, it is important to get those key safety messages

across as adequate safetyprecautionsmaynot always be in place.

With this in mind, the campaign was aimed at raising awareness, and reminded students to take care in their rented accommodation.

betterunderstandthecurrentpoliticalthinkingonimportantissues, to raise our electrical safetyconcernsandpotentiallytoshapefuturepoliticalpolicy.

Following on from the conclusions of our joint report with Shelter on electrical safety inthePrivateRentedSector(PRS),featuredinthepreviousissue of Switched On, our focus at the conferences was on the standard of electrical safety in that sector, and what the politicalpartiescoulddotoencourageimprovement.

Dinner events – home improvement

Dinnereventswerehostedatbothconferencestoprovidean opportunity for interested stakeholders to discuss key issues in a more informal, less hecticenvironmentthanattheconferencesthemselves.

Anumberofinfluentialrepresentativesattended,including from housing pressuregroupGenerationRent,Shelter-theUK’shousing charity, the Royal InstitutionofCharteredSurveyors,theResidentialLandlord’sAssociationandtheAssociationofResidentialLettingAgents.

Thediscussionsatbotheventswereverywide-ranging,coveringtopicssuchashowprofessionalism amongst landlords can be fostered and built upon, and the need for them to use competent persons and maintain basic standardstoprovideafoundationforgoodbusinesspractice.

Roundtable events

Electrical Safety First was represented on the panel at the Electrical Safety Roundtablefringeevents

at both conferences. These eventsbroughttogetherrepresentativesfromtheelectricalindustry,politiciansandcharitiestodiscusshowhomes across the UK can be made safer.

Discussionsatbotheventsincluded the possibility of mandatoryfive-yearlywiringchecks for PRS homes, the introductionofrestrictionsonevictionproceedingswhensafety concerns are raised with the landlord, the use of registered electricians, and the “Home MOT” concept.

The Home MOT

The Home MOT is intended to create a means of assessing thesafetyofahouseorflat,coveringalltheessentialfactors including electrical and gas safety.

Thiswouldallowpotentialbuyers or tenants of a home

tosatisfythemselvesthatthehomeisfitforpurpose,ortobe made aware of hazards that might otherwise remain unnoticeduntiltoolate.

Widespread demand for Home MOTs would be expected to createpressuretoprovidehigher-quality,saferhomes.

This is because, if an MOT reportindicatedanysignificantdefects, it could be used to drivedowntheaskingprice,which in turn would create a financialincentiveforpropertyowners to ensure their homes meet a decent standard.

Summary

Itwasaninterestingandsuccessful conference season for Electrical Safety First this past year, and we look forward to building upon it at this comingyear’spost-electionconferences.

Playing with fire Consumers are risking lives and propertyby using portable electric heaters unsafelyThe ever-rising price of energy is compelling many people to use portable electric heaters as a potentially less expensive way of keeping warm in their homes during winter.

»Recent research by Electrical Safety First

found that 78% of people were worried about the rising costs of energybills,andthatoverhalfwould use portable heaters as analternativetokeepwarmthiswinter.

Buttheresearchalsorevealedthat many of them are playing withfire,unawareofthedangers

that such heaters can pose to them,theirlovedonesandtheirhomes if used incorrectly.

38%ofthosesurveyedsaidtheywouldleaveaheaterswitchedonunattended,withoverhalfof them (21% of the total) admittingthattheywouldleaveoneswitchedonovernight.

Theelderlyareparticularlyvulnerable.Lastyear,thoseaged

80oroveraccountedfornearly40%ofthefatalitiescausedbyportableheaterfires.Butevenso, 33% of adults would use a portable heater to keep an elderlyrelativewarm.

Withportableheatershavingcaused 73 deaths, around 1000 injuries and more than 3,800 firessince2009/10,1 the dangers that can be created by using them unsafely are real.

So, as part of Electrical Fire SafetyWeeklastNovember,the Charity joined forces with the Department for CommunitiesandGovernment’sFire Kills campaign to help warn householders of the risks associated with using portable electric heaters unsafely.

Electrical Safety First has issued the following simple guidelines to increase awareness of the risks from portable heaters andtohelppreventfurtheraccidents:

●● Buy good quality heaters from recognised manufacturers

●● Avoidsecond-handheaters

●● Puttheheatersonalevelsurface well away from anything that could knock themover

●● Make sure they are at least a metre away from anycombustiblematerialssuch as paper, furniture or curtains

●● Neverleaveportableheatersunattendedwhilstinuse

●● Do not control them with an automatictimer

●● Neverleavethemonwhilstsleeping

●● Donotcoveranyelectricheater

●● Neverpoweranelectricheater from an extension lead – such leads can be easilyoverloadedandcausefires

●● Inspect heaters regularly for damageanddeterioration.If they’re not in good condition,don’tusethem!

Regarding this guidance and the dangers posed by portable heaters, Emma Apter, Head of CommunicationsatElectricalSafetyFirstsaid:“Havingawarm home this winter is somethingeveryonedeserves,so we welcome portable heatersasapotentiallylowercostoptionatatimewhenenergy costs are spiralling.

“However,it’svitalthatthehazards associated with these products are understood – particularlyasourresearchsuggeststhatpeopleareputtingthemselvesandtheirlovedones at risk by using them in an unsafe way.

“By following our simple guidance, people can stay warm more safely this winter”.

How are portable heaters commonly misused?

Portable heaters In a recent survey, our research found that nearly

8 out of 10 people (78%) were concerned about the rising cost of energy bills, and more than half would use portable heaters to keep warm this winter.0 10

Squaring the circle – Product Safety RoundtableElectrical Safety First’s roundtable on product safety, recalls and traceability last November attracted a distinguished audience comprising representatives from leading manufacturers, retailers, trade bodies and enforcement agencies.

»Discussionsattheeventfocused primarily on

recallnoticesandtraceabilitysystems, and the impact of consumerbehaviouronrecalleffectiveness.

One of the ideas arising from the roundtable was to produce a ‘process map’ to break down the complexity of product design,productionandafter-market processes, to enable

specificissuestobeidentified,prioritisedandaddressed.

This approach would support an overallimprovementinproductsafety,particularlyrecallandtraceability outcomes.

Other discussions considered how new technologies such as RadioFrequencyIdentification(RFID) or Quick Response (QR) codes could be used to

moreeasilyidentifybothmanufacturers and their customersintheeventofarecall.

But, once again, the product owner/userissuetookcentrestageattheevent–withpreviousresearchindicatingthat almost two million adults havedeliberatelyignoredtherecall of an electrical product.

“Theneedtoimproveconsumerawareness of – and response to – product recalls is one we are acutely aware of”, explains Martyn Allen, Head of Technical at Electrical Safety First.

“Sowe’vecommissionedadetailed consumer research projecttohelpidentifythebestformatandcommunicationchannels for recalls, and to help manufacturers and retailers understandthekeymotivatorsfor consumers to act”.

Update on the Scottish Private Rented SectorAlthough achieving great success with the Scottish Housing Bill, as outlined in the previous issue of Switched On, Electrical Safety First’s work to improve conditions in Scotland’s private rented sector (PRS) continues.

»A working group, independently chaired by

Professor Douglas Robertson oftheUniversityofStirling,hasbeen established to look at a rangeofissuesincludinggivingincreased security of tenure to privatetenants.

The working group comprises representativesfromawiderange of interested bodies including:

Authority Chief Housing Officers

●● CharteredInstituteofHousing

Giventhatthestandardsforsocial housing are considerably moredevelopedthanthoseimposed on the PRS, the consortiumwillhelptoeliminate many safety hazards and progress Scotland’s aim of sustainable and safe housing for all, something that reinforces Electrical Safety First’s belief thateveryonedeservestofeelsafe in their own home.

In November, Electrical Safety First held its fourth product safety conference, an event that is now well established as the UK forum on electrical product safety and a highlight of the industry calendar.

Declan Curry and Ron Gainsford OBE, Vice President of the TradingStandardsInstitute,theconference brought together a diverserangeofspeakersanddelegates.

This year’s theme, Time for Change,reflectedthemanydevelopmentscurrentlyunderway in the sector, from respondingtonewlegislationand the forthcoming Consumer Rights Act, to the ongoing work on a European Consumer Product Safety and Market SurveillanceRegulationPackage.

Whilstpresentingchallenges,thesedevelopmentsaregivingthe sector an opportunity touniteinimprovingtheeffectivenessoftheproductrecall system and to make significantinroadsinimprovingthe traceability of products, particularlyaftertheirsupplytoconsumers.

Although RAPEX (the European Union’s system for the notificationofdangerousconsumer products) has identifiedelectricalproducts

as the third most frequently notifiedproductgroup,theproduct recall system in the UK is simply not working.

And despite the majority of recalled electrical products posingariskoffireorelectricshock, the success rate of a recall is rarely more than 20%, meaning that millions of potentiallydangerousitemsremain in homes across the UK.

This is not a just a problem within industry. Consumer indifferenceandalackofawarenessofthepotentialdangers of recalled products makeasignificantcontributionto the low recall success rate.

The morning sessions at the conference discussed the new legislation,itsimpactonthesupply chain and whether it goes far enough to protect the consumer.Theyalsocoveredthe key stages of a product recall, stressing the importance ofpre-marketassessmentandofbeing‘recall-ready’totakeswiftaction.

Intheafternoon,thesessionsconsideredeffectivecommunicationstrategiesduringarecall,andsolutionsfor tracing products to their owners.Theyalsoreviewedproductregistrationinitiativessuch as the ‘Register my Appliance’initiativebeing

developedbyAMDEA(www.registermyappliance.org.uk), and the extended use of technologysuchastraditionalbarcodes, QR (Quick Response) codes and RFID (Radio FrequencyIdentification).

Theafternoonalsosawthelaunch of a new research report, Consumer Voices on Product Recall, which analyses consumer experience of product recalls, looks at the motivatingfactorsthatmakea consumer respond to – or ignore–arecallnotice,andoutlines a number of simple buteffectivechangesthatmanufacturers can implement toimproverecallsuccessrates.

Althoughtheregistrationofallnewly-boughtproductswouldinstantlyimprovetraceability,theresearchconfirmedthatpeople were not keen to registerthem,withoverathird

concerned that their details wouldbeusedformarketing.

Onlyafifthofpeoplesurveyedhad actually responded to a recall, with 5% of respondents saying they had knowingly ignoredarecallnotice.

Reasonsgivenfornotactingonarecallnoticeincluded:

●● thecostofaproductversustheperceivedcostofreturning it

●● alackofappreciationoftherisk – many people think that a recalled product will just stop working if a fault occurs and if it doesn’t, then it’s finetocarryonusingit

●● theinconvenienceoftherecall process – such as havingtotaketimeoffwork

sotheaffecteditemcanbemodifiedorrepairedinthehome.

However,77%saidthattheywould act if they knew the dangers.

The report highlights that effectiveuseoflanguageiskeyto a successful recall, together withtheuseofavarietyofcommunicationschannels.

People under the age of 45 expressed a preference for digitalcommunicationbut,generally, a mixture of digital and direct contact was popular.

Electricity suppliers once again say NO to permitting electricians to access service cut-out fuses Electricians currently have a number of options, authorised and otherwise, when needing to temporarily de-energise domestic properties in order to carry out certain work safely – such as replacing a consumer unit.

»Thetwoauthorisedoptionsare for the electrician to

arrangeinadvancefortheelectricity supplier or meter operator to withdraw and laterreplacethecut-outfuse,or for the supplier or meter operator to install, or enable the electrician to install, an isolator between the meter and the consumer unit.

Bothoftheseoptionsincuradditionalcostsforthecustomer. Both are also time-consumingandreportedlyfrustratingforelectricians,adding unnecessary bureaucracy and costs to a task generally considered to be well within

the ability of any competent electrician.

Theunauthorisedoptionsforelectriciansaretoremoveandreplacethecut-outfusethemselves(believedtobebyfar the most commonly used of alltheoptions),ortoworklive–themostdangerousoption.

Withanestimated400,000*ormorejobseveryyearinBritishhomes requiring temporary isolationoftheelectricitysupplyfor safety reasons, thousands of electricians face this conundrum everyday–eithertotrytomake arrangements with the authorisedpartiesinadvance,

or to take the far quicker, convenientandcost-free-butunauthorised-directrouteofremovingthecut-outfusethemselves.

It is easy to understand why many, if not almost all, electriciansevidentlycontinuetochoosetheunauthorisedoption.

Withthegovernment’ssmartmeter programme aiming to replace the electricity meter inallBritishhomesby2020,Electrical Safety First, with the supportofseveralkeyindustrybodies, took the opportunity in 2011 to propose a simple engineeringsolutiontothe

conundrum, which electricians hadbeenfacedwitheventhenforwelloveradecade.

Thatsolutionwasforthegovernmenttoincludearequirement for an integral isolator in their minimum technicalspecificationforsmartelectricity meters.

But despite the clear business case presented, the proposal was rejected by the Department of Energy and Climate Change (DECC)–asadlylostcost-effectiveopportunity.Theydid,however,giveanassurancethat they would work with the relevantregulatorybodiestohelpfindanalternativesolutionto this protracted safety issue.

That assurance indirectly led to arenewedproposaltodevelopascheme to authorise competent electricianstoaccessservicecut-outfusesindomesticpremisesforsafeisolationpurposes–aninitiativeprimarilyledbyUKPower Networks (East), with the support of Electrical Safety First.

Theimplementationofsuchascheme would require a change totheDistributionConnectionand Use of System Agreement (DCUSA)–amulti-partycontractbetween the licensed electricity distributors, suppliers and generators of Great Britain, whichisoverseenbytheelectricity regulator Ofgem.

Inadvanceofaformalproposalbeingsubmittedtomakethenecessary changes to the agreement, it was considered prudent to make preliminary enquiriestoflushoutanysignificantissues.

UKPN therefore produced a discussion document which floatedaproposalthataimedtoaddresstheobjectionselectricitysuppliers had made to a similar proposalaboutfiveyearsago.

Subsequently, a ‘request for information’wasissuedbytheDCUSA secretariat to gauge the

acceptability of the proposal to alltheDCUSAparties,includingthedistributionnetworkoperators(whoowntheservicecut-outs)andtheelectricitysuppliers.

Responseswerealsoinvitedfromnon-DCUSAparties,including electrical installer scheme operators and Electrical Safety First.

Theresponsesreceivedfromtheelectricalinstallationindustrywereoverwhelminglyinsupportofdevelopingascheme.Inasurveyof900installers,over

90% said they would join an authorisationscheme,asitwouldovercomethedifficultiesofthecurrentofficialprocessforarrangingtemporaryisolation,andbenefittheircustomers.

Sadly though, as with the previouseffortsbytheelectricalinstallationindustrytointroduceanauthorisationscheme,the proposal was opposed in principle by a large majority of the electricity suppliers – one supplierobjectingvehementlytotheideaofanauthorisationscheme for electricians in any shape or form.

Giventhelackofsupportfromelectricity suppliers, UKPN decided-withthesupportofElectrical Safety First – not to take forward a formal change proposal due to the almost certainnegativevotebythesuppliers.

Ourcontinuingdisappointmentandfrustrationissharednotonly by electrical installers, but also by the majority of the electricity distributors who were supportiveofthedevelopmentof a scheme.

Our next step is to go back to DECC to remind them of their commitmenttohelpfindasatisfactorysolutiontothislongstanding safety issue, and toseektheirdirectiononhowitcan be progressed.

We will report further on the issue, including on what DECChasdonetohelpfindanalternativesolution,infutureissues of Switched On.

Amendment 3 to BS 7671: 2008The third amendment to BS 7671: 2008 Requirements for Electrical Installations is due to be published on 1 January 2015. Following a six month transition period, it will come into full effect for the design of installations on 1 July 2015.

Plug-in socket-outlet test devices and their limitationsItisimportanttorecognisethatnosocket-outlettestdevice,howeversophisticated,canbereliedonalonetoprovidefullassurancethatasocket-outletissafetouse.ThisisbecausesuchdevicescannotverifythatalloftherelevantrequirementsoftheUKstandardforthesafetyofelectricalinstallations,BS 7671,havebeenmet.

»Following an assessment of a sample ofsimple*socket-outlettestdevices,

theHealthandSafetyExecutive(HSE)expressed concern about them being relied upon by some as the sole means of checkingthatsocket-outletsare‘safe’touse,eitheraspartoftheinitialverificationofnewly-installedsocket-outlets,orfortheperiodictestingofexistingsocket-outlets.

The reason for this concern is that, whilst suchtestdevicesareabletogiveaquickindicationofsomeofthemostbasicelectrical faults that can be detected

atsocket-outlets,theabilityofmany,andinparticularthesimplerversions,issignificantlylimitedintermsofconfirmingthatsocket-outletsare‘safe’touse.

For example, most are unable to indicate whetherneutralandprotectiveconductorsaretransposed,andsimplesocket-outlettesterscannotprovetheadequacyofprotectiveearthingarrangements.

Following up on the HSE concern, Electrical SafetyFirst,incooperationwithanumberof industry bodies, produced Best Practice Guide No. 8 to raise awareness of the

limitationsofplug-insocket-outlettestdevices.

Foreaseofreference,thevarioustypesofdevicewereplacedinoneofthreecategories:‘simple’,‘advanced’,and‘professional’.

Professional earth fault loop impedance test instruments are not discussed in this articleastheyareintendedtobeusedonlyby competent persons familiar with their correct use and able to interpret the results obtainedduringtesting.

Simple socket-outlet test devices

Simplesocket-outlettestdevicesareusually similar in size and appearance to a 13 A plug, and typically cost less than £20.

Suchdevicesgiveageneralindicationofwhetherasocket-outletisfunctionaland should be able to detect basic faults suchasreversedlineandprotectiveconductors and the absence of a protectiveearthconnection,bothofwhicharepotentiallydangerous.

However,whilstsimpledevicesareable to detect a complete absence of aprotectiveearthconnection,theycannotindicateavalueofearthfaultloop impedance. It is therefore possible forausertoassumethatasocket-outletissafetouseevenwheretheearthfaultloop impedance is dangerously high.

Users may be completely unaware of thissignificantfunctionallimitationas

itmaynotbedeclaredonthedevice,its packaging or in the associated instructions.

Ifatestdevicedoesnotdisplayeitheranumericalvalueofearthfaultloopimpedance or the numerical range into which the loop impedance falls, then itisasimplesocket-outlettestdeviceand must not be relied upon to indicate whetherasocket-outletissafetouse.

*It is important to distinguish between simple socket-outlet test devices that have been available for many years and are in widespread use, and certain more advanced designs. Most simple socket-outlet test devices indicate basic wiring faults. There are other, more sophisticated, socket-outlet test devices available which will, in addition, display either the range of numerical values into which the earth fault loop impedance falls, or the numerical value of the loop impedance. Such devices are considered to be either ‘advanced’ or ‘professional’, rather than ‘simple’, socket-outlet test devices for the purposes of this article.

Advanced socket-outlet test devices

‘Advanced’devicesaremorecomplexthan simple ones in that they can determine and indicate earth fault loopimpedancevalues–albeitinrelativelybroadbands.Theytypicallycostbetween£50and£100.

Advanceddeviceshaveallthecheckfunctionsofsimpletestdevices,includingreversedlineandprotectiveconductor,andreversedlineandneutral, but are also able to display the numerical range into which the circuit earth fault loop impedance falls.

However,thisinformationisofteninsufficienttodeterminewhetherasocket-outletisadequatelyearthed for safety, because such a

determinationrequiresknowledgeof other parameters including the system earthing arrangement and the characteristicsofthedeviceprotectingthe circuit.

A brief overview follows of the simple and advanced types:

Preventing consumer unit fires – the way aheadThe third amendment to BS 7671: 2008, which is due to be published in January 2015, will include a new requirement thatisintendedtoaddresstheincreasingnumberoffiresinhomesreportedlyoriginatingatconsumerunits.

»WitheffectfromJanuary2016,theenclosures of consumer units installed

indomesticpremiseswillhavetobeconstructedofnon-combustiblematerialsor,alternatively,theconsumerunitwillhaveto be placed in a housing constructed of non-combustiblematerial.

Thedeferredimplementationdatedoesnotpreclude earlier compliance with the new requirement.

TheproposalintheDraftforPublicCommenttopermitthealternativeuseofconsumer units or enclosures constructed of ‘notreadilycombustiblematerial’(meetinga960°Cglow-wireflammabilitytest)asameans of reducing the risk of consumer unit fireswasnotadoptedinthefinalversionofthe amended standard.

TheBritishElectrotechnicalandAlliedManufacturers’Association(BEAMA)publishedaTechnicalBulletinlastOctoberto explain the intent behind the new requirement for consumer units by means ofanswerstoaseriesofquestionslikelytoraised by those seeking the comply with it.

ThefullBEAMATechnicalBulletin,entitled‘Enhanced fire safety from consumer units’, followsthisarticleforinformation.

Further fire safety issues

Whilst the new requirement in BS 7671 will helppreventthespreadofafireoriginatingat a consumer unit, it does not address a numberofpotentialcausesofthefireitself.

Evidenceshowsthatmanyofthefiresoriginatingatconsumerunitsarecaused

byinadequateinternalconnectionsand/orpoorinstallationpractice.

For a number of years, Electrical Safety First (andpreviouslytheElectricalSafetyCouncil)has been looking into the issue of consumer unitfires.Duringthistimewehaveworkedtoidentifythecausesoftheproblemandfindpracticalsolutionstomakeelectricalinstallationssafer.

Wehavecommissionedresearchandcomparedourfindingswiththoseobtainedin similar research by manufacturers, Fire andRescueServiceinvestigationteamsandgovernmentdepartments.

Workmanship

Poorworkmanshipbyinstallersisoftencitedasacauseofbadconnections.BS 7671 contains a fundamental requirement for the applicationofgoodworkmanship,takingaccountofmanufacturers’instructions(134.1.1).

When considering good workmanship in relationtotheinstallationofaconsumerunit,particularpointsarethat:

●● appropriate measures are put in place to ensureconductorsheathingandinsulationis not damaged at cable entry points

●● any cable entries are made in a manner thatleastaffectstheintegrityoftheconsumerunitintermsofitsfireresistance

●● cables are terminated in a way that does not place undue strain on the connections

●● terminalsaresufficientlytightenedin line with manufacturers’ recommendations.

Inorderforaconnectiontobeeffective,reliableanddurable,considerationmustbegiventoboththetypeandnumberof conductors being terminated, and the natureoftheterminationitself.

Care should be taken to ensure that terminalscrewsarenottightenedontoinsulationratherthanbareconductor,that conductors are correctly placed (for exampleonthecorrectsideofthemovingplateinacage-clampterminal),andthatthe recommended number and size of conductors per terminal is not exceeded.

Changes to product design

Overtime,thetypesofterminalusedinconsumerunitshavechangedfromsimpletunnels with one or two screws directly grippingtheconductor,tocage-clamptypes(see Fig 2).

Cage-clampterminalscanprovideasoundconnectionwhenusedcorrectly,buttherehavebeeninstancesofoverheatingandfirewhereconductorshavebeenfixedincorrectly in such terminals, for example onthewrongsideofthemovingplate.

Cable preparation

Although not called for in product standards,adegreeofpreparationtoconductorsbeyondsimplyremovingthe

insulationcanimprovetheeffectivenessofconnectionforcertaintypesofcable.

Forexample,doublingoverofa,relativelyspeaking,small-sizedconductorcanhelpto‘fill’aterminal,andtwistingastrandedconductorcouldminimise‘bedding-in’andsoallowamoredurableconnectiontobemade.

Tightness of terminals

Thevariousconnectionsinthelatesttypes of consumer unit might need to be tightenedtofiveormoredifferenttorquesettings.

This means that, where a torque screwdriverisusedtotightenthem,itwillbenecessarytochangethetorquesettingsseveraltimesduringtheinstallationoftheconsumerunit,whichcanbeinconvenientandtime-consuming.

Whilstacceptingthecorrelationbetweenminimumrequiredtorquesettingsandthreadandscrew-headsizes,ElectricalSafety First would like to see the number ofdifferentsettingsreducedtoonlyoneortwoforalltheterminationsinconsumerunits,tomakecorrectinstallationquickerand easier.

Also, Electrical Safety First is concerned thattheminimumrequiredtorquesettingsgiveninproductstandards-andreflectedinmanufacturers’instructions–mightbetoolowtoprovideelectricallysoundanddurableconnections.

In tests1 carried out for Electrical Safety Firstitwaspossible,withminimaleffort,topull out conductors terminated into some designs of switch disconnector that had beentightenedtotheminimumtorquelevelspecifiedintherelevantproductstandard.

Electrical Safety First would therefore liketoseefurtherinvestigationintotheeffectivenessandreliabilityoftheminimumtorquesettingsstatedinproductstandardsfor components mounted inside consumer units,toconfirmwhetherornottheyareadequate for safety.

Manufacturers’ instructions

Anumberoffireinvestigationshaveidentifiedfactory-madeconnectionsasthecauseofconsumerunitfires.Suchpoorterminationsmayhaveresultedfrom quality control issues, loosening in transit, or as a result of adherence during

manufacture to inappropriately low torque settingsgiveninproductstandards.

Regrettably,somemanufacturers’instructionswarninstallersnottoattempttoworkonsuchfactory-madeconnectionsand so the equipment will be energised withtheseconnectionsleftunchecked.

Electrical Safety First would like to see allsuchwarningsremovedandformanufacturers to instead instruct installers toconfirmthetightnessofallconnectionsduringtheinstallationofaconsumerunit.

Smart meter programme

When in the near future the main phase of thesmartmeterinstallationprogrammegets underway, some disturbance of the cables between the electricity meter and the consumer unit is likely in millions of homes across Great Britain.

Insomesituations,disturbanceofthecablescoulddetrimentallyaffectthetightnessoftheirconnectionatthemainswitch in the consumer unit, which could eventuallyleadtooverheatingandanincreasedriskoffire.

Atthepresenttime,however,despiteconcerns raised by Electrical Safety First (see Issue 24 of Switched On), those responsibleforfittingsmartandothermetershavenoobligationtocheckthetightnessoftheconnectionstheymayhavedisturbed at the consumer unit main switch beforeleavingtheproperty.

There is a requirement in the industry’s Meter Operation Code of Practice Agreement for them to consider precautionssuchasclippingthecablesorretighteningtheconnectionsifintheirassessment there is a “higher than normal risk of disturbance of customer equipment andterminations”.

However,giventhenatureandsizeofthesmartmeterprogramme,onlytimewilltellwhetherornotthison-siteriskassessmentapproachisasufficientlyreliableprecaution.

Amendment 3 to BS 7671: 2008

RequirementsforElectricalInstallations(lETWiringRegulations)willbepublishedon 5th January 2015. These new and changedregulationswillapplytoallElectricalInstallationsdesignedafter1stJuly2015*.Whilsttherearemanyadditionsand changes being introduced through this Amendment, it is expected that there will bespecificnewregulationsrelatingtotheenhancement of Fire Safety.

Oneparticularregulation,421.1.201,isexpectedtoaddresstheselectionofConsumerUnitsindomestic(household)premises and, as such, introduces a new enhancedfunctionalitytothisequipment.Theregulationisexpectedtostate:

“Withindomestic(household)premises,consumer units and similar switchgear assembliesshallcomplywithBSEN61439-3and shall:

I. Havetheirenclosuresmanufacturedfromnon-combustiblematerial,or

II. Be enclosed in a cabinet or enclosure constructedofnon-combustiblematerialandcomplyingwithregulation132.12.

Note 1: Ferrous metal e.g. steel is deemed to be an example of a non combustible material.

Note 2:*The implementation date for this regulation is the 1st January 2016. This does not preclude compliance with this regulation prior to this date.”

The intentofregulation421.1.201isconsidered to be, as far as is reasonably practicable,tocontainanyfirewithintheenclosureandtominimiseflamesfromescaping, caused mainly as a result of poorlyinstalledconnections.ThefollowingQ&A’scoverthekeypoints:

1. What is a definition of “non-combustible”?

Thereisnopublisheddefinitionfor“non-combustible”thatalignswiththeintentofregulation421.1.201.Ferrousmetal,e.g.steel, is deemed to be one example of a non-combustiblematerialthatmeetstheintentoftheregulation.

2. What constitutes a “non-combustible enclosure”?

Anon-combustibleenclosureincludesbase,cover,doorandanycomponents,e.g.hinges,covers,screwsandcatches,necessarytomaintainfirecontainment;seeDiagram1.Blanksanddevicesarecontainedwithinthenoncombustibleenclosure.

3. How is account taken of cable entries into a “non-combustible enclosure” with respect to containment of internal fire and escape of flames?

Good workmanship and proper materials must be applied by the installer. The cable installationentrymethodshall,asfarasisreasonablypracticable,maintainthefirecontainment of the enclosure. Account shall betakenofthemanufacturer’sinstructions,if any.

4. What is meant by “Similar switchgear assemblies”?

“Similar switchgear assemblies” are assemblies used for the same fundamental applicationasconsumerunits.

5. Does regulation 421.1.201apply to consumer units and similar switchgear assemblies installed in domestic (household) garages and outbuildings?

Yes,theintentofregulation421.1.201is that it applies to consumer units and similar switchgear assemblies to BS EN 61439-3insidealldomestic(household) premises including their integral/attachedgaragesandoutbuildingsor those in close proximity.

It is important to note that this change in productspecificationwillrequirechangesandincreasedvigilancetoinstallationpracticesandongoingattentiontoreducing the root causes of the risk of fire.Inthisrespectinstallationbyaskilledpersoncompetentinelectricalinstallationsinhouseholdsremainsabsolutelyvital.

The content of BS 7671 - Requirements for Electrical Installations (also known as the IETWiringRegulations)isreviewedandupdatedabouteverythreeyearstokeeppacewiththecontinuingdevelopmentoftheinternationalandequivalentEuropeanstandard upon which the UK standard is largely based.

Someoftheamendmentshaveintroducedsignificantstep-changestotechnicalrequirements that were considered quite satisfactorywhenpreviousversionsoftheWiringRegulationswerecurrent.

Suchchangescangiverisetomisunderstandingswheninstallationsareinspectedandtestedsomeyearsaftertheywereputintoservice.

An example

Bywayofillustration,thisarticlefocusesonhowtherequirementsforadditionalprotectionbymeansofanRCDhavechangedoverrecentyears.SuchadditionalprotectionrequiresRCDshavingaratedresidualoperatingcurrent(I

Δn) not exceeding 30 mA.

TherearenowmanymoresituationswhereadditionalprotectionbyRCDisrequiredforenhanced safety reasons.

Inthe17thEditionoftheWiringRegulationsincludingAmendment2of2013,additionalprotectionbyRCDisrequiredfor:

●● socket-outletswithacurrentratingnotexceeding 20 A intended for general use

●● mobileequipmentwithacurrentratingnot exceeding 32 A for use outdoors

●● cablesconcealedinwallsorpartitionsat a depth of less than 50 mm from the surface which are not protected by an earthed metallic enclosure or mechanicalprotectionsufficienttopreventpenetrationbynails,screwsorotherfixings

●● allcircuitsofalocationcontainingabathor shower.

Inthe16thEdition(circa1991-2008),additionalprotectionbyRCD(thencalledsupplementaryprotection)wasrequiredonlyforsocket-outletsofrating32Aorlessthatwere reasonably likely to be used to supply portable equipment outdoors.

Lookingbackstillfurthertothe15thEdition(circa1981-1991),therequirementwasonlytoprovideatleastonesuitablylocatedsocket-outletwithsupplementary(additional)protectionbyRCD,thissocket-outletineffectbeingthedesignatedpointofconnectionforportableequipmenttobeused outdoors.

Periodic inspection

Whenaperiodicinspectioniscarriedoutontheelectricalinstallationinaproperty,theinstallationneedstobeassessedagainsttherequirementsoftheversionofBS 7671 currentatthetimeoftheinspection,irrespectiveoftheageoftheinstallation.

However,asstatedintheintroductiontoBS 7671,althoughinstallationsdesignedand constructed in accordance with earlier versionsofthestandardmaynotcomplywiththecurrentstandardineveryrespect,this does not necessarily mean that they areunsafeforcontinueduseorrequireupgrading.

But on the other hand, some aspects might require upgrading. For example, when a periodicinspectioniscarriedoutatthispointintime–baseduponthe17thEditionrequirements-itwouldbereasonableforthepersoncarryingouttheinspectionandtestingtogiveaclassificationcodeC2(meaningthattheobservedconditionispotentiallydangerous)whereadditionalprotectionbyRCDisabsentforalowvoltagesocket-outlet:

●● so located as to be reasonably likely to be used to supply portable equipment outdoors, or

●● inalocationcontainingabathorshower(otherthanashaversupplyunit).

Withtheexceptionofashaversupplyunit,alowvoltagesocket-outletwithinadistanceof 3 m horizontally from the boundary of zone1inalocationcontainingabathorshowershouldbegivenaclassificationcodeC2,whetherornothavingadditionalprotectionbyRCD.ThisisbecausetheWiringRegulationsprohibittheinstallationofsuchsocket-outletsthereforsafetyreasons.

EvenwherejustasingleobservationisclassifiedasC2,theoveralloutcomeoftheperiodicinspectionmustbe‘unsatisfactory’,meaningthatappropriateremedialactionneedstobetakenbytheinstallationowner.

ButaclassificationcodeC3(meaningthatimprovementisrecommendedbutnotstrictly necessary for safety) would be appropriatewhereadditionalprotectionbyRCD is absent for:

●● asocket-outletthatissolocatedastobe unlikely to be used to supply portable equipment outdoors

●● cables installed at a depth of less than 50 mm from the surface of a wallorpartition,otherthanforthoseincorporatinganearthedmetalliccoveringorenclosedinearthedmetalwork, or protected against penetrationbynailsandthelike

●● anycircuitsofalocationcontainingabathorshowerwheresatisfactorysupplementary bonding was found to be present.

ObservationsrecordedasclassificationcodeC3 would not necessarily mean that the installationisunsatisfactoryforcontinueduse.

New guidance to help protect consumers against the potential danger from recalled electrical products»Following a series of

high-profiletragediescaused by faulty electrical products in homes, Electrical Safety First has produced guidance to help householders guardagainstpotentialdangerfrom products they might be unawarehavebeenrecalledbythe manufacturer because of known defects.

Becauseoftheineffectivenessof the current product recall system, Electrical Safety First recommends that, in order to stay safe, consumers should:

●● always register electrical products they purchase usingthecardprovided,oronline.Whilstmanybelievethatregistrationissimplyformarketingpurposes,theinformationhasuntilnow

providedthebest,ifnottheonly, direct means of contact a manufacturer had with purchasersintheeventofaproduct recall

●● alternatively,toavoidbeingcontactedformarketingpurposes, register their electrical products on the new ‘Register My Appliance’ website – www.registermyappliance.org.uk

●● use Electrical Safety First’s product recall checker at www.electricalsafetyfirst.org.uk/recalltofindoutif any of their electrical productshavebeenrecalled,and then to periodically revisitthewebsitetocheckfor updates

●● disconnect a product immediately if it begins to make unusual noises, starts to smoke or shows other signsofoverheating,andcontact the manufacturer without delay.

“Faulty electrical products pose a real threat to consumers, their families and their properties,butfollowingoursimple guidance can help to significantlyreducetherisks”says Martyn Allen, Head of Technical at Electrical Safety First.

“However,thegreatestresponsibility for keeping the public safe from products knowntobedefectivelieswith the manufacturers and authorities.

“The product recall system in its current state in the UK is simply not working. Recalls currentlyhaveasuccessrateaslowas10-20%,andconsumersare confused about how to deal with faulty items1.

“It is our hope that the manufacturersandauthoritieswillcontinuetoworkmoreclosely together, and with us, to make the product recall system farmoreeffective.

“The focus has to be on reviewingindustryguidance,improvingtraceabilityofproductsand,inparticular,initiatingbetterdatasharing.These steps, coupled with consumersfollowingouradvice,will help to ensure that further tragedies caused by known defectiveproductsareavoided”.
