We confirm release controls are provided in 2 locations, one of which is provided at the Co2 room. Onopening the main distribution valve, a quick release control is provided by means of which theactivation of the first cylinder will activate all the balance cylinders. An operating instruction is providedin the Co2 Room for ease of operation.

Local release is rearranged to include time delay action. Please see attached drawing

Please make available the datasheets of the following valves and fittings, confirming suitability ofoperation at the maximum system design pressure of 110 bar (relief valve setting), to the attendingSurveyor for his verification. • Check valve • Ball valves for Shore air connection and pressuregauge • CO2 main valve (Ball valve) • Flange standard Please resolve. See ABS Steel VesselRules 4-6-2/5.11 & Type Approval certificate Clause 3 under Service restrictions.

Your response does not completely resolve the comment. Attending Surveyor is requested to verifythat all valves & pipe fittings on the foam pump & emergency fire pump discharge side (as perNavnautic submission) are rated to JIS 10K/ ANSI #150 or equivalent.

Please find attached (yard submitted) ABS reviewed drawings ref: 354816 dated 25-Jun-08 onHelideck Fire Fighting piping system and valve details. Valves are supplied by yard and relevant Millcertificates will presented to the attending surveyor by yard.

Please note that at least two combinations of solid stream and water spray nozzles and hosessufficient in length to reach any part of the helicopter deck are to be provided. The water supply to thissystem is to be from the vessel’s fire pump (s). Your submissions do not indicate compliance to theabove stated requirement. Compliance to the above stated requirement is to be verified to thesatisfaction of the attending Surveyor. See ABS Steel Barge Rules, 3-2-11/11.1

Your response does not resolve the comment. Compliance to the original comment is to be verified tothe satisfaction of the attending Surveyor.

The two combinations (i.e. solid stream foam monitors and water spray nozzle with 20m hose in firehose box) are provided for. The water supply is from the vessel¿s fire pump. Please see EPAS-J00015-018 Rev.1 drawing reflecting these changes.

The foam concentrate proposed is to meet the performance standards for Level B foam in theInternational Civil Aviation Organization’s Airport Services manual (Part 1 Chapter 8, Paragraph8.1.5, Table 8-1). Compliance to the same is to be verified to the satisfaction of the attendingSurveyor. See CAP 437, Chapter 5/ 2.5.

Attached certificates do not resolve the comment. Please make available certificates in line with thecomment, to the attending Surveyor for his verification.

The pressure at the pilot tubing line is only 55bars. The tubing and fittings supplied by yard are able towithstand up to 165bars. Mill certificate will be presented to the attending surveyor by yard.

Please resubmit the wet chemical system submission including the following documents &calculations for our review : - Installation manual P/N 41087-07 dated 01 October 2002 - Agentbottle flow value - System description of operation of the system - Alarm & vent fan/ damper closuredetails. See ABS Type Approval certificate & ABS Steel Vessel Rules 4-7-2/5.5

We note your revised submission. It is not clear from the revised arrangement on the operation ofthe system. In this regard the following is to be complied to: - Activation of any fusible plug is to resultin discharge of the wet chemical agent through all the nozzles from all three cylinders. - Activationby manual release is to result in discharge of the wet chemical agent through all the nozzles fromall three cylinders. Compliance to the above is to be verified to the satisfaction of the attendingSurveyor.

The following documents are attached for your review: Agent bottle flow value is 20 Systemdescription of the system operation We only provide interfacing contacts (as per drawing EPAS-J00015-029) for alarm & vent fan/damper closure. Other details will provided by yard.

We note from your revised submission that the Sprinkler pump and Jockey pump starter panels arelocated in pump room. In this regards the IP rating provided (IP 22) is not sufficient. Enclosureprotection for starter panels located in pump room needs to be minimum IP44. Please resolve.Compliance to the same is to be verified to the satisfaction of the attending Surveyor.

We note from your revised submission that IP rating for Sprinkler and Jockey pump starter panels isIP44. Compliance to the same is to be verified to the satisfaction of the attending Surveyor.

Please see comment 031 for the attached drawings reflecting the IP rating of the motors and starterpanels (as per ABS Steel Vessels Rules 4-8-3/Table 2). For the electrical drawing attached with thiscomment.

The gauge glass on the pressure tank is to be provided with an isolation valve to allow for instrumentremoval without impairing the pressurized system’s integrity. Compliance to the above requirementis to be verified to the satisfaction of the attending Surveyor. See ABS Steel Vessel Rules, 4-6-2 /9.11.3 as referenced from ABS Steel Barge Rules, 4-1-2

Gauge glass with isolation valves are to be provided at both ends ( and not at one end as indicated inyour submission). Compliance to the above is to be verified to the satisfaction of the attendingSurveyor.

Please see comment 031 for the attached drawings reflecting the isolation valve on level indication.

The stop valve for each section of sprinklers is to be readily accessible in a location outside of theassociated section. Compliance to the above requirement for the valve serving the Main deck & A-deck sprinklers is not clear as details regarding the space where the valve is located is not indicatedfor our review. Please resolve. See FSS Code, Chapter 8/2.4.2.2.

It is not clear from your submission for us to ascertain that the sprinklers provided for each space aresuitable for coverage of the said space. Attending Surveyor is requested to verify that the number ofsprinkler installation in each compartment is in accordance to the spray coverage pattern (as specifiedby vendor) at the specified pressure (as per hydraulic calculations). See FSS Code, chapter 8/2.5.2.3.

A typical sprinkler coverage pattern for selected areas are shown in the attached drawing to comment031 to ascertain 12m2 coverage of each sprinkler in conformance to sprinkler design criteria and thehydraulic calculations.

The sprinkler system connection with the ship’s fire main is to be by a lockable screw down nonreturn valve, and not as a combination of stop valve & non return valve as indicated in yoursubmission. Please resolve to comply with FSS Code Chapter 8/2.4.2.4 requirement.

We note that no details regarding the pressure rating of the lockable screw down non return valvesubmitted for our review. Please note the same is to be suitable to JIS 10k/ ANSI #150 rating orequivalent. Please make available certificates stating compliance to the above requirements to theattending Surveyor for his verification. We note discrepancies between your design drawing & the Navnautic drawing with regards tocapacity of Foam pump & helideck fire fighting pump. Please resolve discrepancies & confirm thatthe capacities as per your calculations are what is finally provided.

Response noted. Attending Surveyor to verify that capacities of Foam and Helideck fire pumps are asper EPAS calculations.

We confirm that the capacity given in our calculation are correct and Navnautic will amend theirdrawings accordingly.

Please make available the datasheets of the time delay unit (item 13) and brass adapter for quickrelease control (item 28) confirming suitability of operation at the maximum system design pressure of110 bar (relief valve setting), to the attending Surveyor for his verification. Please resolve. See ABSSteel Vessel Rules 4-6-2/5.11 & ABS PDA certificate Service Restrictions item 3.

Marking of Escape is to comply with SOLAS Reg. 13.3.2.5.1/II-2 and verified to the satisfaction ofSurveyor.

Materials, doors, fire dampers, etc. for use on the subject barge are to have evidence of approvalcertifying their fire integrity by a maritime nation. Installation on board the vessel is to be done strictlyin accordance with the test reports and to be to the satisfaction of the Surveyor.

The fire damper shall operate automatically but shall also be capable of being closed manually fromboth sides of the bulkhead or deck. However, manual closing of the damper from the inaccessibleside of the division need not be provided. The damper shall be provided with an indicator, whichshows whether the damper is open or closed.

We noted from the submitted escape route plans that these external stairs, open decks and enclosedspaces were used for escape routes. As such, the boundary bulkheads/decks facing these escaperoutes may need to be insulated to A-60. The fire resistance of doors and windows shall beequivalent to that of the bulkheads in which they are fitted. Please advise.

Please note that the external bulkhead on "A" deck i.w.o. rescue boat should be insulated to A-60; theexternal bulkhead i.w.o. escape route should be insulated to A-60; All doors, windows and sidescuttles shall have the same fire integrity of the fitted bulkheads.

Message from Yard. As you are aware, we all went through lot of trouble to arrive at a solution tosave all windows and portholes. We finally modified the Escape Routes which was accepted by ABS.We certainly expected ABS to review the drawing based on the approved Escape Routes. It isobvious they have not. L028 which is stated below is NOT APPLICABLE TO B & C DECKS. ¿We notedfrom the submitted escape route plans that these external stairs, open decks and enclosed spaceswere used for escape routes. Where passing through deep tanks, unless being led through a pipe tunnel, bilge suction lines are tobe of steel having a thickness at least as required by column D of 4-6-2/Table 4. The number of jointsin these lines is to be kept to a minimum. Pipe joints are to be welded or heavy flanged (e.g. onepressure rating higher). The line within the tank is to be installed with expansion bends. ( Ref Para 4-6-4/5.5.4c of SVR)

Please note that the vessel is subjected to damage stability; therefore the review of this plan issubjected to final review of damage stability calculation by our hull department. Please note thatpiping is to be arranged offset from the assumed damage zone to prevent progressive flooding.Please see IMO Resolution A. 534 Paragraph 2.2 and 2.3.

We note that the subject vessel is required to comply with SPS Code, Resolution A.534 (13) asamended by MSC.266 (84), special personnel more than 240 requirements. In this regard, the Bilgepumps, Bilge main pipe & manifolds are all located inboard of a line drawn at one fifth of the breadthof the ship, such that damage to any of the above will not render the Bilge system inoperative. SeeSOLAS 1974 as amended, Chapter II-1, Reg.21/ 2.11.

The arrangement of sea connections, fire pumps and their sources of power are to be such as toensure that: if a fire in any one compartment could put all pumps required by 4-7-3/1.5.1 out ofaction, there is to be an alternative means consisting of a fixed independently driven power-operatedemergency pump which is to be capable of supplying two jets of water. The pump and its location areto comply with the requirements of Para 4-7-3/1.5.3 of SVR. Please confirm. We note from yoursubmission that emergency fire pump is referred in the fire main system however not detailed in themachinery list. Please resolve.

The number and position of hydrants are to be such that at least two jets of water not emanating fromthe same hydrant, one of which is to be from a single length of hose, may reach any part of the vesselnormally accessible to the passengers or crew while the vessel is being navigated and any part of anycargo space when empty, any ro-ro cargo space or any vehicle space in which latter case the two jetsare to reach any part of such space, each from a single length of hose. Furthermore, such hydrantsare to be positioned near the accesses to the protected spaces. ( Ref Para 4-7-3/1.9 of SVR)

The number & position of the hydrants are to be such that at least two jets of water not emanatingfrom the same hydrant, one of which is to be from a single length of hose is to be provided in allaccommodation, service and machinery spaces, when all the watertight doors and all the doors in themain vertical zone bulkheads are closed. In this regard, please provide two hydrants in each of thespaces (as marked).Compliance to the same is to be verified to the satisfaction of the attendingSurveyor. See SOLAS 1974, as amended, Chpt II-2, Reg 10/2.1.5.2.1.

Materials readily rendered ineffective by heat are not to be used for fire mains and hydrants unlessadequately protected. Materials used for the firemain, hydrants and firemain components (such asvalves, expansion joints, fittings, gaskets, etc., including filler materials used for associated methodsof attachment) are not considered “readily rendered ineffective by heat”, provided the componentsmade of such materials are capable of passing a recognized fire test acceptable to the Bureau. Thearrangement of pipes and hydrants is to be such as to avoid the possibility of freezing. ( Ref Para 4-7-3/1.11.1 of SVR)

At least two combination solid stream and water spray nozzles and hoses sufficient in length to reachany part of the helicopter deck are to be provided.( Ref Para 4-7-2/5.3.2 of SVR)

Vents for fuel oil service and settling tanks and lubricating oil tanks directly serving the generatorengines are to be so located and arranged that in the event of a broken vent pipe, this will not directlylead to the risk of ingress of sea water splashes or rain water into the tanks. ( Ref Para 4-6-4/9.3.5of SVR)

We note from your submission that the remote closure of the valves are by pneumatic means. Thesource of power to operate these valves is to be from outside of the space in which these valves aresituated. The air supply may be from a source located within the same space as the valves providedthat an air receiver complying with the following is located outside the space: a) Sufficient capacityto close all connected valves twice. b) Fitted with low air pressure alarm. c) Fitted with a non-return valve adjacent to the air receiver in the air supply line. ( Ref Para 4-6-4/13.5.3 of SVR)

We note that valves are provided as a means of isolating the fuel supply and spill piping to individualengines. These valves are to be so located as to be operable from a position not renderedinaccessible by a fire on any of the engines. ( Ref Para 4-6-5/3.3.8 of SVR)

In accordance with 4-6-7/9.7.2 of the Rules, Fuel storage tank outlet valves are to be provided with ameans of remote closure. Transitional source of emergency electrical power is to be provided in accordance with II-1/42.3.1.3 ofSOLAS 1974, as amended. This is to be verified to the satisfaction of the attending Surveyor.

Each machinery space of Category A is to be provided with at least two suitable water fog applicators.Please see II-2/10.5.5 of SOLAS 1974, as amended. This is to be verified to the satisfaction of theattending Surveyor.

In accordance with Mauritius flag administration requirements, one EEBD is to be provided by eachescape ladder in the engine room. In addition, 2 spare EEBDS and at least 1 for for the purpose of thecrew training are to be provided and indicated separately in the plan. This is to be verified to thesatisfaction of the attending Surveyor.

A duplicate set of fire control plans or a booklet containing such plans shall be permanently stored in aprominently marked weathertight enclosure outside the deckhouse for the assistance of shore-sidefire-fighting personnel. Please see Reg.II-2/15.3.2 of SOLAS 1974, as amended. This is to be verifiedto the satisfaction of the attending surveyor.

We note that the subject vessel is required to comply with SPS Code, Resolution A.534 (13) asamended by MSC.266 (84), special personnel more than 240 requirements. In this regard, the bilgesuction valves on the main bilge manifolds are to be operable from above the bulkhead deck tofacilitate the bilging of the machinery space in case of flooding. Compliance to the same is to beverified to the satisfaction of the attending Surveyor. See SOLAS 1974, as amended, Chapter II-1,Regulation 21.1 & 21.2.
