The Honourable Keith Ashfield, Minister of Fish-eries and Oceans, Minister for the Atlantic Gateway and Regional Minister for New Brunswick, on behalf of the Honourable Denis Lebel, Minister of Trans-port, Infrastructure and Communities, Minister of the Economic Develop-ment Agency of Canada for the Regions of Quebec and Minister of Intergovern-mental Affairs, along with the Honourable Claude Williams, New Brunswick Minister of Transportation and Infrastructure, recently announced funding to sup-port safe, secure, efficient and environmentally re-sponsible transportation in New Brunswick.

“A strong and efficient transportation sector is critical to Canada’s future economic growth. I am proud that our government is supporting these proj-ects, which will improve the Atlantic Gateway’s sup-ply chain efficiency, and reduce delays and fuel con-

sumption for commercial vehicle operations,” said Minister Ashfield. “The Government of Canada is committed to continue working with its provincial and private-sector partners to implement the Atlantic Gateway and Trade Cor-ridor Strategy, which will help position Atlantic Can-ada as a key entry point into North America.”

Advanced technologies make it possible to improve operational safety, securi-ty, efficiency and environ-mental responsibility with-out changing the existing infrastructure,” said Min-ister Williams. “Ultimately, improving commercial ve-hicle operations ensures a competitive industry and a more efficient Atlantic Gateway transportation network.”

The Government of Canada and the Province of New Brunswick are con-tributing funding for new Intelligent Transportation Systems (ITS) towards the following projects:

• The Commercial Vehicle Preclearance System for compliant vehicles will reduce the number of times vehicles need to stop at inspection sta-tions, saving time and reducing fuel usage.

• The Online Special Moves Permitting Sys-tem will modernize and streamline the process for the trucking indus-try to apply for and re-ceive special permits for moving over-sized and over-dimension loads — saving time for both in-dustry and government, and providing a one-stop, online portal for us-ers in both New Bruns-wick and Nova Scotia.

• The Provincial ITS Ar-chitecture planning doc-ument will identify op-portunities for improved integration and informa-tion/data sharing for a safer, more efficient and more effective transpor-tation network. The total cost of these

projects is estimated at $427,000, with the federal government contributing up to $210,000 under the Strategic Highway Infra-structure Program. In addi-tion, the Province of New

Under the ITS Strategic Plan for Canada, En Route to Intelligent Mobility, the Government of Canada committed to advancing

the development and de-ployment of innovative technologies across Can-ada. To date, about 200 technology projects have received funding under this plan, totalling over $30 mil-lion.

Santa Barbara Resources Limited (TSX-V: SBL - “San-ta Barbara” or the “Compa-ny”) is pleased to announce that it has executed a defini-tive agreement (the “Agree-ment”) to supersede a non-binding letter of intent with Rio Alto Mining Limited (“Rio Alto”) announced on February 7, 2013. Santa Bar-bara has granted Rio Alto an option to earn and acquire up to a 66% interest in the Company’s 8,200 hectare Sancos gold property in Peru (the “Sancos Project”).

Santa Barbara is the op-erator of the Sancos Proj-ect in the first year of the Agreement, and is pleased to report that it has already reached community agree-ments with the two local communities affected by exploration activities on the Sancos Project. Santa Barbara has received a drill permit for the Sancos Proj-ect from the Peruvian Min-istry of Energy and Mines, authorizing the construc-tion of up to 300 individual drill platforms and related access roads over a pe-riod of 48 months. Access roads and a total of 22 drill platforms were previously constructed by Santa Bar-bara so that there is now full access and permitting to conduct its planned ex-ploration programs on the

Sancos Project, including drilling.

The technical staffs of Santa Barbara and Rio Alto are finalizing the de-sign and preparations for an exploration program to be conducted over the first year of the Agreement.

Under the terms of the Agreement, Rio Alto will have the option to acquire up to an initial 51% interest in the San-cos Project within a three year period by incurring an aggregate of US$4.5 million expenditures on the Sancos Project at the minimum rate of US$1.5 million a year (the “51% Program”). Completion of the first year of the 51% Program, including a minimum 5,000 metre drilling program, is a firm commitment. The pur-pose of the 51% Program is to carry out explora-tion on the Sancos Project with a view to identify-ing and defining mineral resources of sufficient magnitude to justify on a commercially reasonable basis the undertaking of a preliminary economic as-sessment (scoping study) of the Sancos Project in compliance with NI 43-101. Rio Alto will also pay US$500,000 to Santa Bar-bara upon its acquisition of the 51% interest.

Rio Alto may earn an additional 15% interest in the Sancos Project within the subsequent two year period by undertaking all necessary actions required to prepare the Sancos Project for a production decision, including obtain-ing permits required from the applicable Peruvian

government authorities and preparing a feasibil-ity study in respect of the Sancos Project in compli-ance with the requirements of NI 43-101. Rio Alto will pay a further US$500,000 to Santa Barbara upon its acquisition of the 15% in-terest.

Within 90 days of the 15% option exercise date, Santa Barbara may elect to participate proportionally in the costs of the develop-ment and construction of a mine on the Sancos Project and maintain its interest in the Sancos Joint Venture at 34%, or allow Rio Alto to arrange for project financing for the mine construction, including Santa Barbara’s proportional share, in which case Rio Alto will have ac-quired an additional 9% in-terest in the Sancos Project, leaving Santa Barbara with a 25% interest in the Sancos Project. Rio Alto would then have the right to recover Santa Barbara’s proportional share of the project financ-ing from up to 80% of Santa Barbara’s share of cash dis-tributions under the Sancos Joint Venture.

We will work now with Rio Alto on the further de-velopment of our flagship Sancos high-sulphidation epithermal gold project. Rio Alto has a proven track re-cord of resource definition and mine development in Peru making them an ideal partner for Santa Barbara. The Company looks for-ward to commencing the exploration program and reporting milestone results as the work unfolds and re-sults are received.” b

a total of 27 communities and over 100,000 people. Southern Alberta’s worst flood in modern history was under way.

Fred Desjarlais, VP of Volker Stevin Canada—con-tracted to maintain southern Alberta highways—says they knew it was coming, but the sheer aggression and volume caught them a little off guard. “Our guys have a lot of experience with floods and weather-related problems, but the hair on the back of their neck was standing up when they saw this coming,” he says. “As the storm was developing and the water was rising we were dispatching equipment

like excavators and load-ers to a number of sites.” Importantly, detours and sign packages were also de-ployed.

“There’s not a lot you can do when the water is rushing other than us-ing hoes and excavators to try and keep barriers from building up in front of drainage courses, cul-verts and bridges,” says Desjarlais. “But as the wa-ter started to subside we were really staffing up and getting our equipment up: excavators, dozers, load-ers, rock trucks, gravel trucks.” Other main high-ways washed out were 40, 66, 22 and 758. Resources were rapidly redeployed

as water volumes flashed eastward to Calgary.

In Calgary, Tervita, an environmental and energy services company, geared up to prepare the Stam-pede grounds, now under metres of water, for open-ing just two weeks away. Graham Sharpe, Tervita’s Flood Relief Director leapt into action organizing res-toration, cleaning, and dry-ing the 20 buildings that would be needed for the event. “It was pretty la-bour intensive,” he says. “We were using bobcats, mini-excavators, lots of pumping units, dehydra-tors, waste disposals, bins and haulers.” His crews and subcontractors worked 24/7. “We also did a lot of rail response,” he adds. For that they used larger pumps, excavators and rock trucks. “That was a big effort with 50 pieces of large heavy equipment.”

Full rebuilding and re-covery is still in early stag-es. Heidi Harris-Jensen, Director of External Affairs for the Alberta Roadbuild-ers & Heavy Construction Association, says “It’s go-ing to be long and I’m sure some of it is going to be frustrating, and expen-sive.” b

Quebec’s Université Laval achieved a mind-boggling 3,587 miles on a single gallon of gasoline to win the 7th annual Shell Eco-marathon Americas 2013 competition. It was the highest mileage ever achieved for both Univer-sité Laval and the Americas challenge.

This was the fourth year in the last five that the Ca-nadian team has dominated the competition, which at-tracted more than 1,000 students from across the Americas. Last year’s win-ner, a team from Mater Dei High School in Evansville, Ind., placed second with a best run of 2,308 mpg on the track through the streets of downtown Houston.

Some 131 vehicles com-peted this year in various categories for the $2,000 first prize, with the Uni-versité Laval achievement – nearly 1,300 mpg better than Mater Dei’s show-ing last year – astounding the other competitors and spectators who watched the weekend’s events. On Saturday, in an earlier run, the Laval vehicle achieved 3,001 mpg, a record at the time. Teams competed from Brazil, Canada, Gua-temala, Mexico and the United States. ‘Truly Remarkable’ MPG Achievement

“What the Laval team accomplished is truly re-markable and it under-scores the long way our own cars and trucks can go to improve their fuel efficiency,” said Lorraine Mitchelmore, Shell Cana-da President, “Each year, dedicated high school and university student

teams astonish us with the advances they make in achieving unheard-of fuel-efficiency improvements.”

In 2012, the Laval team shocked participants, but that time it was for not even completing a qualify-ing run.

“We took our frus-trations from last year’s event and used them as motivation to return better than ever,” said Philippe Bouchard, Laval team manager. “We trained our new team members and spent twice as much time fine-tuning the engine and building the car.”Global Record of 8,914 mpg Still Stands

While astounding, Uni-versité Laval’s winning mark – achieved in the Prototype category for in-ternal combustion vehicles – didn’t break the all-time record of 8,914 mpg by a French team in 2003. Be-sides the Americas com-petition in Houston, the Shell Eco-marathon, also occurs annually in Europe and Asia and involves thousands of students from dozens of countries.

Mater Dei High took top honours again this year in the UrbanConcept catego-ry, with a winning mark of 849 miles per gallon of gas-oline. Second place went to the Louisiana Tech Uni-versity team whose vehicle achieved 335 miles per gal-lon of diesel fuel.

For both vehicle catego-ries, teams can use either internal combustion or e-mobility energy sources, which include diesel, gaso-line, ethanol, FAME, solar, hydrogen and battery elec-tric technologies.

Minnesota Team Again Goes Hollywood

For the past three years, the Wolves on Wheels team from St. Paul’s School of Cov-ington, Minn., have sported a movie theme for the chal-lenge. Last year, the team turned heads with its secret agent Angus MacGyver-in-spired UrbanConcept vehicle “Mac Daddy.” This year, true to form, the team modeled two of their vehicles after the movies “Who Framed Roger Rabbit” and “Back to the Fu-ture.”

“Our team really want-ed to show that you can have a fuel-efficient car that also looks cool,” said team captain Marcus Gar-ner. The body of the team’s vehicle is a close approxi-mation of the famous stain-less steel DeLorean used in the “Back to the Future” movies, complete with blue lights, silver paint and gull-wing doors. The doors proved a challenge but, ex-plains Garner, “There was no way we weren’t going to make the doors work – they make the car!”Competitors Pull Together in Misfortune

To say the least, it proved a rough journey to Houston for the team from Universidad del Valle de Guatemala. Air transport restrictions required the team to ship its car without an engine.

Model 2680XP, 3680XP and 4680XP Beast Recyclers now feature angled front in-feeds with larger infeed drive chains. Track Beasts feature height-adjustable pans for adjusting feed angle. A new rail system on the return side of the infeed replaces the roller system, significant-ly reducing load on the tail shaft. These machines also offer a new “Big Mouth” op-tion that increases the height of the opening into the mill. An extra-large 32-inch diam-eter feed wheel is optional and includes a brush deflec-tor to better direct material into the machine.

Changes continue inside the mill housing. Base door openings are now larger for easier removal of the cut-termill. Replaceable wear plates are now standard on the left side (radiator side) of the mill base, and op-tional on both sides. A con-venient trap door allows for cleaning in the auger area, while the auger itself is redesigned and easier to change.

Several new teeth styles are available, and they are subjected to a new propri-

etary strengthening process delivering longer tooth life. Two-inch wide sizes are available for most teeth, al-lowing operators to run a 30-tooth setup. New teeth mounts are now compat-ible with knife cutterbod-ies, eliminating the need to change cutterbodies when switching between chip-ping and grinding. Freeze-hardened teeth, screens and wear items are also optional. For customers exclusively chipping with the Beast, a new chipping drum is avail-able.

For engines, adjustable pitch fans are now stan-dard, enhancing engine cooling and fuel efficiency. Mill shafts are larger on the Model 1680XP and 2680XP to accommodate higher horsepower engines, which are now available for these machines.

Numerous convenience options and enhancements include redesigned fuel tanks on track machines for better steep-terrain per-formance, with increased fuel capacity on the Model 1680XP. Warning lights for clutch and engine opera-

tion are relocated for easier monitoring. On-board air compressors are reposi-tioned for more convenient operation, and upgraded im-pact wrenches are standard. An over-band magnet is optional and recommended for both shingle and pallet grinding.

These are just some of the enhancements found in the new XP-Series Beast Re-cyclers.

from Michelin worked with the student teams leading up to the starting line to en-sure the vehicles they built met every safety require-ment and were as road-ready as possible.

Inspections can reveal bigger design flaws requir-ing changes to be made on-the-fly. The electric vehicle team from Saint Thomas Academy in Men-dota Heights, Minn., trav-

eled more than 1,000 miles to Houston only to find out that they were four inches (10 centimeters) too long.

“Our car was too long. We had to choose between going on the track as non-competing participants or making a modification, and we wanted to compete in our first trip here,” said one team member. The team used a hacksaw to bob its car’s tail down to compe-

tition requirements. “We should have measured it before we came!” joked another team member.New All-Girls Team Makes its Mark

Since 2010, the Shop-Girls team of Granite Falls High School in Washington has been the only all-girl team to compete. They had company this year when the Doves Under the Hood team from St. Scholastica Academy of Covington, La., competed. The veter-ans welcomed the new-comers with greetings and gifts before the event.

“We were excited to learn about the other all-girl team,” said Dansil Green, ShopGirls’ team manager and driver. The teams shared a common goal: to show that an all-girl team can be serious competi-tors in a technology-driven

event largely dominated by males.

More than 4,000 Hous-tonians came out to see Shell Eco-marathon Ameri-cas and experience the Shell Energy Lab. It was an interactive exhibit that demonstrated how the work of Shell Eco-mara-thon Americas participants is just one of many inspir-ing efforts using innovation to solve energy challenges and keep the world moving in cleaner, more energy ef-ficient ways.

Readymix (W.I.) is one of Trinidad’s top produc-ers of high quality concrete and related products and was in need of a new wash plant to replace their ex-isting plant that was chal-lenged with inefficiencies and maintenance and pro-duction issues. Readymix (W.I.) chose to work with DUO PLC, who has more than 35 years of industry experience and is also well known within the Carib-bean region. After care-ful analysis of Readymix’s specific requirements, pay-

ing particular attention to the varied high silt feed material, DUO proposed a custom Terex Washing Systems’ plant that is now effectively processing clay bound sand and gravel to produce three aggregates and one grade of sand while operating at 200 tons per hour.

Readymix (W.I) se-lected a Terex plant over other options specifically due to the expertise DUO and Terex offered in the field and the ability to pro-vide a comprehensive sales

and support package. Ravi Singh, Quarry Manager for ReadyMix (W.I.), com-mented, “DUO and Terex thoroughly investigated the product to be processed; analyzing it thoroughly and from this designed a bespoke plant most suited to our individual needs. In addition they provided a dedicated team of engi-neers, sales and aftersales technicians to support throughout the plant in-stallation and commission-ing process.” The plant consists of an H 9 feeder, 206R screenbox, FM 200 C cyclone, 146 dewatering screen, PS 200R logwasher, 165D dry screen, two lat-tice frame feed conveyors and four TC 4026 convey-ors to achieve the custom-er’s desired grades.

Luke Talbot, Interna-tional Sales Manager for DUO, commented, “We were delighted when Read-ymix selected DUO as their preferred supplier for the

washplant, which rein-forces the success of our previous projects installed in this market and shows the strength of our reputa-tion in the region. The new plant has been very well received and will certainly add a new dimension and increased efficiency to their overall production.”

Ravi Singh added, “This new plant has replaced an existing barrel type wash-ing plant. The maintenance costs on the old plant were extremely high, which left it less cost effective for processing. However, the TWS equipment has much lower maintenance costs, has maximum efficiency and productivity and al-lows us to be ultimately much more competitive in the market. The newly de-signed plant also allows us to get a cleaner, more de-sirable product.”

Following a recent trip to the Trinidad site, Fer-gal McPhillips, Sales Man-ager TWS, commented, “The plant is effectively addressing Readymix’s problems. It is achieving excellent results by being much more efficient while generating outstanding commercial output and dealing with the demands

of the construction mar-ket.”

The wash plant has been in operation for one month now and Ravi Singh, went on to say, “We are ex-tremely impressed and ex-cited about the prospects of this new Terex washplant which is currently oper-ating at 200tph. We can firmly say this is the larg-est project the company has embarked on for a long time and undoubtedly the most successful in terms of production. The entire team involved in the proj-ect at Readymix (W.I) has been extremely impressed with all aspects of the plant from the initial conception through to the final end product, including consul-tation, engineering, service and aftersales support from both DUO and TWS.”

Sean Loughran, Director of TWS, commented, “The Trinidad sand and gravel washplant is a demonstra-tion of yet another complex plant offered by DUO and TWS. Both DUO and TWS carefully considered the customer’s specific needs and manufactured a custom plant which is operating at 200tph and is much more efficient than Readymix’s previous plant, ultimately

producing a more desirable product. This is supported by DUO’s specialist team of engineers, applications and aftersales technicians from initial conception through to final commissioning, all of which receives support from our engineering team. DUO is highly respected within the Trinidad market, having installed a number of other plants. They are valued not only for high quality products they sell but also for their high lev-els of application, technical knowledge and aftersales care and support.”

DUO and TWS are committed to providing all customers with excellent customer support and af-tersales care and this was another unique appeal for Readymix (W.I) opting for a Terex washplant. An analysis of the 2011 National Household Survey (NHS) by the Conference Board of Canada shows that the average age of a truck driver has continued to increase at a faster rate than the rest of the labour force and is even older than previously thought.

In its report on the driv-er shortage and economic implications released earli-er this year, the Conference Board relied on the 2006 Census and Labour Force Survey to find the average driver age to be 44 years – four years higher than it was for the average worker and increasing more rap-idly as well. The Confer-ence Board characterized the situation the trucking industry finds itself in – a rapidly aging and relatively older workforce of drivers combined with few young entering the occupation – as a “demographic tsu-nami.” It estimated that the national shortage of truck drivers could reach 33,000

by 2020.The more recent num-

bers from the NHS (which is voluntary and replaces the long census question-naire) confirms this chal-lenge confronting the in-dustry and suggests the situation may be even more pronounced. Based on its review of the NHS data, the Conference Board now finds the average truck driver age is 46 years, compared to the average age for all workers in Cana-da of 41.5 years.

Most importantly, the Conference Board says the increase in the average driver age is due to a drop in the share of drivers be-tween 20 and 29 years old. In 2006 11.6 per cent of truck drivers were in that age group but in 2011 this share declined to just 8.8 per cent of the driver popu-lation. Also of note is the fact that in 2006 the share of drivers in the 30 to 34 year range was 10 per cent, the same as it was for the

total labour force. Howev-er, by 2011 8.5 per cent of drivers found themselves in this age group. For the total labour force there was a slight increase to 10.4 per cent.

On the other end of the spectrum the share of the driver population in the age group 55 years and older has increased from 20 per cent to 26 per cent. Furthermore, the NHS data indicate that 4.4 per cent of drivers are 65 and over (compared to 3 per cent in 2006) while for the total la-bour force the share of this age cohort increased from 2.6 per cent to 3.5 per cent. According to the Confer-ence Board, this confirms that in the trucking indus-try more than in others a primary source of “new” labour is delayed retire-ments – which it says is “nothing more than a ban-dage solution.”

The Conference Board was also able to examine the variation in the driver

age by province. The NHS data indicate drivers are slightly “younger” in Al-berta, where the average age is 44.9 years (in part reflecting the generally younger labour force in Al-berta (40.6 years relative to the national average of 41.5 years)). On the other hand, the average driver age is over 47 years in Nova Sco-tia, New Brunswick and Manitoba (although in provinces where the driver population is particularly small some caution should be taken when interpreting the results).

The data also show that truck driver remains the second most com-mon occupation among men in Canada after retail sales person. Unsurpris-ingly, Ontario continues to be home to the largest number of drivers, with over 92,000. Quebec, Al-berta and B.C. follow with 57,000 39,000 and 32,000 respectively.

The Conference Board concludes “it will ultimate-ly be up to the industry to address this ongoing chal-lenge and to make the oc-cupation more attractive to younger drivers. But as we also put forth (in its earlier report), it will also be important to convince

customers of the need to address this challenge now and to work with them to develop strategies that will make best use of drivers’

time, as the trucking indus-try has a long track record of sharing its productiv-ity benefits with customers through lower prices.” b
