SPECIAL SPECIFICATION

TITLE : SUPPLY AND DELIVERY OF ONE (1) UNIT OF NEW DESLUDGING

TANKER TRUCK TO DEWAN BANDARAYA KUCHING UTARA. TENDER NO : DBKU/CQS/S/23/15 COMPLIANCE WITH SPECIAL SPECIFICATION The tenderer must indicate whether his offer complies with the specification by writing “YES" or "NO" against the respective item of specification. 1. MINIMUM REQUIREMENTS

(a) New heavy duty long life type of truck complete with metal cab and desludging tanker body to be a standard model in current production complete with all accessories, fittings and tools normally supplied with the machine, irrespective whether or not specifically mentioned hereafter.

(b) The maker’s permissible maximum gross vehicle weight to be not more than 8500 kg

(c ) The permissible maximum payload (excluding weight of tanker body) to be not less than 4000 kg

(a) Engine to be diesel, four stroke cycle and water cooled direct injection, low emission (must be EURO TWO pre-environment regulation) low noise and low fuel consumption.

2. ENGINE (Cont’d)

(c ) (i) Power output to be not less than 100kw nett with all engine accessories driven. Engine to be preferably not to exceed 3000 rpm under standard conditions of 749 mm of mercury mean barometric pressure and 29.5°C mean atmospheric temperature.

(ii) Engine torque output to be not less than 41 kgm at engine rated to be not less than 1600 rpm.

(iii) Engine characteristics curves, showing the relationship of torque and fuel consumption with engine speed and certified by the engine manufacturer must be submitted with tender

(d) Efficient exhaust silencer of robust construction and in accordance with Road Transport Department requirements.

(e) Fuel tank of robust construction with captive filler cap and drain plug and to have a capacity of not less than 100 liters.

(f) Fuel tank cap to be of lockable type and provided with key (i.e. built-in-lock)

3. CHASSIS AND CAB

(a) Chassis frame to be of rigid robust construction with main members of pressed steel sections and braced adequately with at least six cross members

(b) Chassis to be adequately stiffened

(c ) The cab to be of all metal, air flow type, forward control cab litted with curved windscreen, swiveling quarter lights and two metal doors with wind-down glass windows and door locks complete with tropical ventilation gear and all necessary fittings for operation in a very hit and wet tropical climate

(d) The cab to be provided with metal top and large fixed glass rear window for clear rear view vision

(e) Windscreen glasses and glass window glasses to be of toughened safety glasses

(f) Deep cushioned seats in cab for accommodation at least two persons (driver and a passanger), with the driver’s seat fully adjustable for heights, reach and back rake

(g) All metal mudguards at front and rear

(h) Rigid and robust bumper bar at front

4. SUSPENSION

(a) Heavy duty semi-elliptic alloy steel leaf springs with hydraulic double acting shock absorbers at front

5. TRANSMISSION (a) Heavy duty gearbox with at least five (5) forward and one (1)

reverse speed.

6. POWER TAKE-OFF (a) A full power direct drive take-off to be provided and fitted for

driving the vacuum pump and hydraulic pressure pump respectively

(c) Tyres size should not be less than 7..50R-16 – 14PR for both front and rear

(d) The entire tyre outfit to be of sufficient load carrying capacity to support the rated maximum permissible gross vehicle weight at tyre manufacturer’s recommended standard pressure for tropical climate.

10. ELECTRICAL SYSTEM (a) To be either 12 volts or 24 volts earth return system (b) To be fully tropicalised (c) Two (2) pieces of batteries with a total capacity of not less

than 70 AH

(d) Alternator to be of with built-in rectifier and voltage regulator type and with a capacity of 24V at 50 Amp

11. DESLUDGING TANKER BODY AND FITTING (a) The designed and manufactured of this desludging tanker

to be suitable for inhalating sewage or liquid into the tanker through hose

(b) The tank to be cylindrical type of mild steel construction and welded from 6 mm thick plate with a capacity of approximately 3000 litres and rigid enough to stand for vacuum and pressure. The tank shall be design to code AME VIII DIVI with design pressure not more than 1 bar and approve by DOSH. Design temperature up to 500C. Hydrostatic test up to 22.5 psi.

(c ) At the extreme rear end a torispherical design cover with a thickness of not less than 6 mm to be provided. The cover to be operated by means of a pair of hydraulic cylinder, one on each side on operated lock to be provided on each side to ensure safety during transporting and service.

(d) A visible level gauge is to be provided rear torispherical and cover

11. DESLUDGING TANKER BODY AND FITTING (Cont’d) (e) The tank to be tilted up by means of hydraulic cylinder so

that sewage can be smoothly discharge by gravity. In case of only liquid disposal, it is possible that by changing the cock (valve) which is to equipped on rear side of the tank, the liquid is easily discharged by gravity or by pressure without tilting up the tank.

(f) The apparatus on each operation for the body to be concentrated on the side of chassis/body

(g) In order to prevent over-pressure accident, a safety valve which is factory set to the optical working condition to be provided in air-pipings

(h) An air cleaner with anti-back-flow valve to be provided to prevent sewage from going into pump

(i) The tank to be provided with an inspection manhole equipped with float valve for anti-back-flowing at full load

(j) The inner surfaces of tank to be treated with anti-corrosive primer painting

(k) Suitable size steel hose carries or hose reel to be fitted on the tank

(l) 100 mm diameter inhalation (suction) and discharge cock (valve) to be provided.

(m) One (1) complete set 75 mm diameter x large 3 metres long flexible suction/discharge hoses or equivalent or rubber hose that will be located at the hose carries or hose reel to be provided.

12. VACUUM PUMP (a) To be air cooling neutral conventional vane pump

(equivalent to MORO Model PM70T) complete with built in 4-way change over valve and to be driven by transmission power through the power producing equipment fitted on the left side of vehicle engine transmission

(b) Capacity if the pump to be not less than free air capacity of 420 m3/h at rotation not more than 1100 rpm.

(c ) Specification sheet showing the relationship of flow rate and pressure/vacuum with pump speed and duly certified by the pump manufacturer must be submitted with tender

14. RUNNING EQUIPMENT AND FITTINGS (Cont’d) (p) One no of LED Lightsticks to be fitted at the back of tanker

body with independent switch installed inside the interior and connected directly into current system (8 heads, 32 unit LED, amber coloyr, L mount, aluminium housing, 30 number of flash patterns and pattern memory, total LED wattage output 32 watts, power 12-24 V, amperage draw 2.8 amps) and 5 years warranty on bulbs.

15. PAINTING AND FINISH (a) Vehicle to be supplied finished painted all over in not less

than three coats including primer undercoat and finished in a creamy white (ICI 15046) with lemon yellow (Nippon 401) and mint green (Glasurit FDU-D1) stripe colour or equivalent on the sides of the vehicle

(b) The underside surfaces of the cab and body to be given a coat of anti-corrosive paint of the bitumastic type.

16. LITERATURE Each vehicle to be supplied complete with the following literature

(a) One (1) set of operator’s instruction book (b) One (1) set of spare parts book for the whole vehicle (c) One (1) set of original Workshop Repair/Service Manual for

the whole vehicle.

(d) One (1) set of spare parts book for desludging tanker (e) One (1) set of service and operation manual for desludging

(f) One (1) set of spare part book for the vacuum pump All literature must be written in the English Language or

17. CONFORMITY WITH INTERNATIONAL STANDARD Vehicle supplied under this specification shall be generally

1. (a)

INSPECTION New Equipment Tenderers are to arrange for the Officer-In-Charge or his representatives (not less than two (2) officers) to inspect and test the new equipment offered and to witness the production at the manufacturer premises or at the premises of users of such equipment as demand fit by the government.

(b)

On claims to local assembled/ manufacture, the tenderer is responsible for making provisions to enable the Officer-In-Charge or at least two (2) of his representatives during manufacture, inspect the manufacturer’s premises, the materials and workmanship on the equipment. Such inspection shall not release the successful tenderer from any obligation under this tender.

(c)

The tenderer shall notify the Officer-In-Charge thirty (30) days in advance of the date on which the equipment is ready for inspection.
