TECHNICAL SPECIFICATION FOR KERJA - KERJA PENYELENGGARAAN LAMPU JALAN LED, LAMPU JALAN HIASAN, LAMPU KAWASAN DAN LAMPU HIGH MAST DI DALAM KAWASAN DBKU SECTION 1 – PRELIMINARIES AND GENERAL 1.01 GENERAL

This Contract calls for the general supply of labour material and equipment for installation and completion of specification for KERJA - KERJA PENYELENGGARAAN LAMPU JALAN LED, LAMPU JALAN HIASAN, LAMPU KAWASAN DAN LAMPU HIGH MAST DI DALAM KAWASAN DBKU.

Tenderers are advised to take all reasonable precautions and care to prevent loss or

damages by accident or any other cause to the existing work/finishes including that of the nominated sub-contractors. The Contractor is to maintain the site of the works in good condition and is to take all precautions to prevent nuisance of any kind on the premise.

1.02 DEFINITION OF TERMS DBKU shall mean Dewan Bandaraya Kuching Utara. “Contractor” shall mean the person or persons or body corporate either under the

Companies Act 1965 or Status referred to as such Contractor Agreement and includes the Contractor’s legal personal representatives, successors or permitted assigns.

“Superintending Officer” means the person indicated by name or by office in the letter accepting the tender and his successor in office or any other person from time to time appointed in writing by the Director;

“Contract” shall mean this Agreement executed between DBKU and the Contractor

together with the documents forming part thereof; “Month” shall mean calender month. “Equivalent approved” shall mean GOODS OR ITEMS to be approved, selected or

directed by the Superintending Officer.

Words importing the singular gender also include the plural gender and vice versa where to context requires.

This Contract is for the supply of labour, material, plants, transport etc. necessary for the installation and completion KERJA - KERJA PENYELENGGARAAN LAMPU JALAN LED, LAMPU JALAN HIASAN, LAMPU KAWASAN DAN LAMPU HIGH MAST DI DALAM KAWASAN DBKU including all services and all other facilities and other associated works all in accordance with drawing and specification.

SECTION 1 – PRELIMINARIES AND GENERAL (Cont’d) 1.07 PERFORMANCE SECURITY

The Contractor is to enter a contract and a contract surety amounting to Ringgit Malaysia: Five Thousand Only (RM5,000.00)

1.08 DISCREPANCIES BETWEEN DOCUMENTS AND SITE

The Contractor is to refer to the Superintending Officer before the work is carried out,

and any discrepancy found in or between contracts and site.

1.09 ENTIRETY OF CONTRACT Any matter of construction and workmanship which are fairly and obviously intended, but

which may not be definitely referred to in the specification or drawings, and which are usual in sound building construction practice and essential to the works are to be considered as included in this contract.

1.10 ORDERS OF ESSENTIAL MATERIALS The Contractor is to produce copies of the orders of essential materials to the

Superintending Officer before the works commence. 1.11 SITE No part of the existing premises is to used for any other purposes such as temporary

workers accommodation, cooking and washing or bath. 1.12 ACCESS TO WORKS The Contractor will make his own arrangement with the management regarding the

access to the proposed site. 1.13 SECURITY The Contractor is to provide watchmen, temporary cover and adequate security as

necessary or as required by the Superintending Officer to prevent injury to all persons and property, including the works, the work people and the public.

1.14 PROTECTION OF MATERIAL ON SITE The Contractor is to prevent damage or loss by any cause in materials delivered for use

in the works, including those of nominated sub-contractors. 1.15 TIME FOR COMPLETION AND DAMAGES FOR NON-COMPLETION ON TIME The whole of the works are to be completed to the satisfaction of the Superintending

Officer in Fourteen (14) days from the date of receiving of the Supply Order/Work Order (excluding Saturday, Sunday and Public Holiday).

SECTION 1 – PRELIMINARIES AND GENERAL (Cont’d) 1.16 TEMPORARY LIGHT AND POWER The Contractor shall provide his own lighting for the proper execution of works including

the works of nominated sub-contractors. 1.17 WATER FOR WORKS The Contractor can make use of the existing supply of water for works only. 1.18 REMOVAL OF RUBBISH Allow for the cost of removing rubbish etc. at frequent interval during the progress of the

works. 1.19 PROPRIETY MATERIALS Where materials are specified by reference to the name of any firm or propriety material

and the reference is qualified by works such as ‘or equal approved’ or ‘or similar’ the specification is to be read as an indication only of the class of quality required; materials of at least equal quality and function may be obtained from any other firm, subject to the approval of the Superintending Officer.

1.20 CONTRACTOR TO VISIT SITE The Contractor is advised to visit the site and area of the works before submitting his

quotation and to familiarised himself with all aspects for the works and the conditions under which they are to be executed including existing features and services, means of access, storage area for materials and any other mater which may affect his tender. No claim on the ground of lack of knowledge of any such matter will be entertained by the Employer.

1.21 CONTRACTOR TO PROVIDE EVERYTHING Except where otherwise described the Contractor is to provide all labour and

supervision, materials, plants, tools, transport and all other things necessary for the execution, of the work according to the true meaning and intent to the specifications, drawings or instructions, whether or not particularly referred to therein.

1.22 QUALITY OF MATERIALS The whole of the material is to be approved prior to its use and any samples required are

to be provided free of charge by the Contractor. Any material rejected is to be removed at the Contractor’s expense.

SECTION 1 – PRELIMINARIES AND GENERAL (Cont’d) 1.23 SETTING OUT All wall setting out is to be approved by the Superintending Officer before any work is

commence. No such approval shall in any way limit the Contractor’s responsibility for accuracy of the setting up.

1.24 MEASUREMENT ON SITE Exact measurements are to taken on site where necessary to ensure the accurate fitting

of work such as joinery and similar items. 1.25 SPECIALISED WORKS Supplier shall be responsible to all specialised works for carrying work as specified in the

drawing. Payment of royalty shall be included in the quoted price. 1.26 LEAVE WORKS PERFECT The whole of the works are to be left clean, perfect and in good order on completion,

floors, wall and glass are to be thoroughly cleaned, iron mongery and all other moving pars are to be oiled and adjusted as appropriate and any chipped or marked decorations are to be made good. All plants and surplus materials are to be cleared away on completion, all works and areas disturbed are to be made good.

1.27 INSURANCE The following insurances are required to be taken up by the Contractor for the works:- a) Workmen’s Compensation Insurance. b) Insurance for the full contract value of the works against damage by all possible

risks including Public Liability Insurance (Contractors All Risks) c) Any other insurances when deemed necessary for this purpose. The Contractor shall comply with all advice, recommendations and instructions of Dewan

Bandaraya Kuching Utara appointed Insurance Consultant for the project. Such advice, recommendations and instructions shall include all matters pertaining to the terms and conditions of insurance and the extent of insurance coverage for the Contract.

The Contractor shall deposit with the Superintending officer the policies and the receipts

for the premiums paid for such insurance. In case of failure by the Contractor to effect or renew such insurances and pay the premium in respect of the Contract, the Superintending Officer may and will deduct the amount so expended from any money due to or to become due to the Contractor.

The policy for (b) above shall state specifically that damage resulting from flood or due to

negligence of the Contractor is an occurrence covered by the policy.

SECTION 1 – PRELIMINARIES AND GENERAL (Cont’d) 1.28 RISE AND FALL This Contract shall not be subject to adjustment either upwards or downwards due to

movements in the cost of materials or labour or any other matters affecting the cost of execution of the works.

1.29 DELAY AND EXTENSION If in the opinion of the Superintending Officer the completion of the works under the term

of this Contract be delay by reason of acts of God, arrests and restraints of princes, rulers or peoples, force majeure, riots and civil commotions, strikes, lock-outs or other labour disturbances, fires, war perils of the sea and delay in transit, then in any such the Superintending Officer shall make a fair and reasonable extension of time for the completion of such work.

Upon the happening of any of the aforementioned causes the Contractor shall

immediately give notice thereof in writing to the Superintending Officer, but shall nevertheless us constantly his best endeavours to prevent delay and shall do all that may be reasonably expected to expedite completion of the work aforesaid.

1.30 WORKS PROGRAMME AND WORK SAFETY PLAN

The Contractor is required to supply three (3) copies of his detailed Works Programme and Work Safety Plan to the Superintending Officer at the commencement of the job for his approval. On receipt of the approval to Works Programme and Work Safety Plan the Contractor is expected to adhere to the Works programme to ensure completion of works without delay. The Contractor shall comply with the Work Safety Plan submitted and approve by Superintending Officer. All changes to the programme must be approved by the Superintending Officer.

1.31 SAFETY AND HEALTH COMPLIANCE

The Contractor shall comply with all the safety and health requirement as stated in the Tender Document including personal protective equipment; temporary traffic warning signs and lamps; and two (2) set of First Aid Kit completed with all necessary undue items. DBKU’s enforcement officer shall visit the site to ensure that the safety is adequately provided on site. Failure to comply with this provision shall be punishable to a fine of Ringgit Malaysia: Fifty (RM50.00) Only each day and shall be deducted from the Payment Certificate. Prior to the commencement of the Works, the Contractor shall at their own cost register the awarded contract with the Jawatan Kuasa Keselamatan Kesihatan Pekerjaan (JKKP) and furnish the evidence of the said registration to the Superintending Officer

SECTION 2 – SCOPE OF WORK 2.01 GENERAL The scope of work shall include the supply, installation, connecting up and leaving in

sound engineering condition by the Electrical Contractor of all electrical installation works as detailed in the plans, drawings, specification and schedules attached hereto.

2.02 REGULATIONS The whole of the work shall be carried out in accordance with the requirements of :- i) The Electricity Ordinance, Sarawak; ii) The Regulations of the Sarawak Electricity Supply Corporation; iii) The current 16th edition of IEE wiring Regulations (Regulations for Electrical

Installation) published by the Institution of Electrical Engineers, London; iv) All relevant Malaysia Standards and latest edition of related British Standards

and Codes of Practice Published by the British Standards Institution, London;

v) The Requirements of all other authorities having jurisdiction over the installation,

including regulations on employment of labour, port clearance and import quota, if any.

2.03 STANDARD OF MATERIALS i) All materials, appliances, equipment and components shall conform to current

SIRIM specifications and be suitable for use on 415/230 volts, 3 phase, 50HZ 4-wire A.C. power supply.

ii) Fittings and wiring accessories shall be supplied as specified. Alternative may

be offered subject to prior approval in writing of the Superintending Officer and to the adjustment of cost differential if any.

iii) All equipment and accessories shall be new and unused and be suitable for use

under tropical conditions. iv) The Electrical Contractor shall ensure that all plants and equipments supplied by

him can be installed in the space allocated and that there is adequate access to admit all plants and equipments to their respective positions and with sufficient clearance for its proper operation and maintenance.

2.04 DEALING WITH ELECTRICITY SUPPLY COMPANY The Electrical Contractor will be responsible for servicing all necessary notices on the

Sarawak Electricity Corporation (Form AC/01 etc) and will arrange with the Sarawak Electricity Supply Corporation for connecting up the installation to their mains.

SECTION 2 – SCOPE OF WORK (Cont’d) 2.05 TESTING FEES The Electrical Contractor will be required to defray all fees in connection with the testing

or re-testing of the installation. 2.06 WARRANTY PERIOD All faults and defects arising within a period of three (3) months after completion of the

work through bad workmanship or materials shall be made good at the expenses of the Contractor.

SECTION 3 – CABLING 3.01 GENERAL Type of cables used shall be as shown on drawings. All cables shall be installed in one

continuous length between the point of connection. No straight through joints of any description, other than those required will be allowed.

3.02 PVC CABLES PVC Cables shall be manufactured to the requirements of B.S. 6004 and rated at

600/1000 volts and shall be of stranded copper. 3.03 PVC/SWA/PVC CABLES The cable shall be rate at 600/1000 volts and to comply with B.S 6346 of MS 4:18. The

cable shall have high conductivity plain copper stranded conductors insulated with PVC laid together and bedded with PVC, armoured with galvanished steel wires and sheathed with PVC.

Jointing of PVC armoured cables shall be carried out by accredited and fully

experienced jointers. Evidence of this shall be produced to the satisfaction of the Superintending Officer before jointing in proceed.

SECTION 3 – CABLING (Cont’d) 3.04 CABLE LAYING AND INSTALLATION All cables shall be handled, laid and install according to this specification, the IEE Wiring

Regulations 16th Edition, cable manufacturer’s recommendations and ERA Reports by using proper installation equipment.

All cables shall be supplied in complete length to suit the circuits they serve and no

straight through joints shall be used. Straight through joints in the cable will only be permitted in very exceptional circumstances such as arising from unavoidable limitations in manufacturing length. If straight through joint or other approved joints is permitted by the Superintending Officer, the cost of such joints shall be borne by the Electrical Contractor. No joints in the cable will be allowed unless approved in writing by the Superintending Officer.

The minimum bending radius of the cable shall be in accordance with IEE Wiring

Regulations 16th Edition. Wherever cables are cut, the ends shall be immediately sealed in an approved manner unless; it is intended to proceed with cable jointing for termination straight away.

Unless otherwise permitted by the Superintending Officer no cable shall be laid and

covered up in the absence of the Superintending Officer. 3.05 CABLE LAID DIRECT IN GROUND Before cable is laid, the trench shall be thoroughly inspected and any debris and sharp

objects shall be removed. The bottom of the trench shall be covered with a layer of 75 mm of clean sand. The cables shall then be laid on this bedding in an orderly manner without overlapping and crossing each other. After laying the cables, a layer of 75 mm of clean sand shall cover the cables and carefully spread over the trench before placing the cable protective covers.

The cable protective covers shall be of clay bricks. The bricks shall be new, well burnt

and in complete pieces. They shall be laid length wise from end to end along the entire route of the underground cable if the cable size is more than 120sq. mm. For cable size more than 120sq. mm., more than one row of the bricks shall be laid. Each cable shall be separately protected by these bricks and the cover shall have at least 25 mm overhang on each side of the cable.

The trench shall then be back filled with earth and shall be consolidated after every 150

mm of back filling using a mechanical rammer. An orange coloured, multi-strand nylon rope of minimum 6 mm diameter shall be laid at a depth of 300 mm along the trench to identify the cable route. At every 10 metres interval, an extra 2 metres length of nylon rope shall be coiled and laid. The finished surface shall be left proud by 50 mm to allow for subsidence and he Electrical Contractor shall be responsible for the removal of any surplus to a position indicated by the Superintending Officer.

The surface of the refilled trench shall be temporarily reinstated and maintained in a

thoroughly safe condition soon as the soil have consolidated, the trenches shall be made good to the original conditions to the satisfaction of the Superintending Officer.

SECTION 3 – CABLING (Cont’d) 3.06 CABLE TERMINATION AND JOINTING Unless otherwise permitted, all cable termination and jointing works shall only be carried

out in the presence of the Superintending Officer. A plastic laminated plate engraved with details such as size of cable, number of core, date of commissioning, date of jointing, length of cable, distance of cable joint etc. shall be securely fixed near the termination.

3.07 TERMINATION OF PVC INSULATED ARMOURED CABLE PVC/SWA/PVC cable shall be provided with compression cable gland for termination.

The cable gland shall be gunmetal or brass type and shall grip both the inner and outer PVC sheath of the cable and so designed that any strain on the cable is taken by the steel wire armouring which shall be effectively sealed between the gland itself and the outer cable sheath.

3.08 CABLE MARKER Cable marker with lettering and sign shall be provided by the Electrical Contractor at

every change in direction of underground cable routes and at every 15m on straight run. Cable markers shall be of heavy duty reinforced concrete construction and approved by the Superintending Officer.

The cable marker shall be of trapezoidal block with 100 mm square top face, 150 mm

square bottom face and 400 mm in height as shown in Appendix 3. The top face shall be indented with bold lettering L. T. cable and directional sign indicating the direction/directions of the cable route. The cable marker of similar construction but with the lettering and sign shall be provided and installed at every cable joint in the similar manner.

3.09 TESTING AND COMMISSIONING The Electrical Contractor shall be responsible for the testing of the cables. Tests shall

include continuity, phasing out and insulation tester. A copy of the test results shall be submitted to the Superintending Officer. The date of commissioning shall be agreed by the Superintending Officer and the Electrical Contractor shall ensure that the installation is safe before the cable is energized.

SECTION 4 - LIGHTING LUMINARIES 4.01 GENERAL All lighting luminaries complete with lamp and tubes, control gears and other associated

accessories as indicated in the drawings shall be supplied unless otherwise stated. All fittings shall be connected to the supply, wiring being carried out in accordance with

the sub-circuit arrangements shown on the drawings. All fittings shall be complete with connectors suitable for the size and number of

connectors to be made at the point and the wiring required to support and / or connect the specified fitting.

At every lighting point an earthing terminal shall be provided and connected to the earth

continuity conductor of the final sub-circuit. Fitting for external use shall be of weatherproof construction. All light fittings and used outdoors shall have special features incorporated to ensure

maximum maintenance, prevent ingress of dust, insect and shall be so designed to ensure that the temperature in exceeded when in service.

All components of the luminaries shall be able to withstand a voltage range of +5% to –

10% of the rated voltage. All discharge type luminaries shall be power factor corrected to at least 0.9 lagging using dry type capacitor.

4.02 EXTERNAL LIGHTING Near the base of the pole, a weather-proof chamber with door shall be provided to house

the PVC/SWA/PVC cables complete with terminals, glands isolating links, H.R.C. fuses and accessories.

The wiring between the poles shall be PVC/SWA/PVC cables of sizes and cores as

shown, while that between the lantern and auziliary gear near the pole base shall be PVC insulated and sheathed, twin core 2.5 mm (7/.029) cable.

SECTION 5 – EARTHING AND TESTS 5.01 TESTING AND TEST CERTIFICATES After the installation work has been completed and before certificate of Practical

Completion is issued, the whole electrical installation covered under this part of the contract shall be tested as prescribed in Electricity Regulations 1994 and the IEE Wiring Regulations 16th Edition and other test deem necessary by the Superintending Officer. In the event the installation fails to pass any of these tests, the Electrical Contractor shall take such measures as are necessary to remedy the defects and the installation shall not be considered as completed until all such tests have been passed.

The Superintending Officer reserves the right to be present at all tests and the Electrical

Contractor shall give at least one week notice in writing to the Superintending Officer for this purpose. In any case, no test shall be carried out without prior approval of the Superintending Officer. Copies of all the tests certificates shall be submitted to the Superintending Officer within one week after the completion of the testing.

5.02 SERVICE AND MAINTENANCE During the repair Warranty Period, the Electrical Contractor shall be responsible for the

service and maintenance work for the complete installation. All works shall be carried out by competent personnel. All labour, material, tools and parts on necessary to rectify the defect due to manufacturing/installation faults shall be supplied/executed at the Electrical Contractor’s cost.

The service and maintenance to be performed and defects to be recified and making

good shall include but not limited to the following: (a) Replacing or making good all luminaries, control gears, capacitors, lamps,

switches, sockets-outlets, switched socket outlets, power points, fuses, mccb, mcb, acb, rccb, push buttons, contactors, starters, meters etc.

(b) Replacing and making good all loose and burnt cables and termination, all

mechanical support linkage, earth electrode chambers and covers, conduits, trunkings, etc.

(c) Making good any damage to roads, buildings, drains, cables, pipes, concrete

areas, paved areas etc. which had not been properly made good arising out of his work.

(d) All other works as deemed necessary by the Superintending Officer. (e) Replacing all consumable items that do not meet the manufacturer’s guaranteed

or declared life span. All works shall be carried out as soon as the Electrical Contractor is been informed by the Superintending Officer or Superintending Officer Representative and shall be completed within a reasonable time.
