    This is one of those weekends that reminds us how wonderful it is to live in Sa n Francisco - and why

    one publication recently named us asAmericas Best City. Sports fans can watch the Giants take on theReds in the playoffs, catch the incredible catamarans competing in theAmericas Cup World Series, orcheer the resurgent 49ers at Candlestick. Three San Francisco events that show the tremendousdiversity of our City - Fleet Week, the Castro Street Fair, and the Hardly Strictly Bluegrass Festival - areagain drawing crowds in the tens of thousands. I also hope to see many of you in District 3 on Sundayat the 144th Annual Italian Heritage Paradeand the 93rd Annual Columbus Day Bazaarput on byvolunteers at Saints Peter and Paul Church and School.

    Of course, all of these events will make it more challenging to get around, especially by car. As much aspossible, everyone is encouraged to take transit, walk, and bike, and were doing what we can to makeit easier with pilot projects like the Embikeadero, which will provide additional space and safety forbicyclists and pedestrians travelling along our beautiful waterfront. The San Francisco MunicipalTransportation Agency (SFMTA) has posted a helpful summary of event-related transportation

    information.

    Remembering Local H eroes with Sidewalk PlaquesRecently Ive been pleased to help move forward two efforts to memorialize individuals who contributedto San Francisco and our nation. First, I sponsored a resolution approved by the Board on October 2 toallow for the installation of a beautiful replacement plaque at the corner of Kearny and Vallejo to honorRosalie Taggie, a North Beach resident and one of Rosie the Riveters who worked tirelessly in WorldWar II factories. Her daughter Beatrice Taggi is spearheading this effort. I am also sponsoring thelegislation to accept from Telegraph Hill Dwellers a gift of a sidewalk plaque commemorating JackEarly, whose generous bequest donation allowed for the planting of five large evergreen trees inWashington Square Park in May 2011. Stay tuned for the installation ceremonies!

    New Trader Joes Coming SoonGrocery shopping is about to get easier again for those of us who live near California and Hyde. Thatsright, the new Trader Joes at the former Cala Foods location is slated to open as early as mid-November, with the adjacent CVS to follow in early 2013. Trader Joes is hiring from the jobsite traileron Hyde or at www.traderjoes.com. After sustained advocacy from my office and neighborhood groups,CVS purchased two existing liquor licenses from the Polk Street neighborhood in order to move forwardwith their liquor license application, which will allow them to sell beer and wine only until 10:00 p.m. Ahearing on the liquor license is slated for the Boards City Operations Committee on Monday, October22 at 10:00 a.m. in Room 263 of City Hall.     Central Subway UpdateI have two important developments to report regarding this project. First, I continue to strongly advocatewith the SFMTA to identify an alternative to the planned extraction of the Tunnel Boring Machines inNorth Beach. Though legal action against the SFMTA hindered negotiations in recent months, theSFMTA told me recently that they are still examining alternatives to 2013 construction and should havea more definitive answer soon. Second, October is proving to be a crucial month for the Central Subwaywith the upcoming signing on Thursday, October 11 of the Full Funding Grant Agreement, which isessentially a contract for the Federal Transit Administration to fund almost $1 billion of this projectscosts. This is a day that many have long been waiting for, and it provides the clearest signal yet that asubway will be coming to one of the densest and most transit-dependent neighborhoods on the westcoast.

    Finding an Alternative Street Tree PolicyIn recent months Ive been hearing from residents who are being told by the city that they have to takeover maintenance of the street trees in front of their homes. I do not like this policy, which was put inplace amidst a severe budget crisis, and I am committed to working on an alternative approach that willprotect and maintain our crucial urban forest without overly burdening our residents. To this end, I

    Improving Pedestrian Safety in ChinatownBecause of recent traffic accidents that have occurred on Clay Street in Chinatown, I conveneddiscussions between the Chinese Consolidated Benevolent Association and the SFMTA on improvingpedestrian safety. As a result of the discussions, the SFMTA was able to identify plans to better managetraffic, including enlarging the traffic signal on Clay and Kearny Streets from 8 to 12 inches, installing astop sign at the corner of Clay and Walter Lum Streets and repainting faded signs on Clay Street. As theagency moves forward with these changes in the coming weeks, I hope to see a safer and morepedestrian-friendly Clay Street.

    Legislation

    Making Government More Transparent, Effective and AccountableThis month, Im working with the Mayors Office of Civic Innovation to introduce legislation to strengthenand expand San Franciscos groundbreaking Open Data Policy. Put simply, open data is about makinggovernment-generated information more available to the public, including app developers who createtools that government officials havent even contemplated. See some of the examples at the DataSFwebsite. In the past, I passed legislation to require more transparency around commissionappointments and lobbying activity at City Hall my office has also been working with the Controllers

    office to create a more transparent budget tool that will allow anyone to see user-friendly informationabout all of the money that the City and County of San Francisco collects and spends.

    Curbing Short-Term C orporate RentalsI am happy to report that my legislation to address short-term rental conversions, commonly known ashotelization, has passed out of the Land Use Committee. The ordinance clarifies that corporationscannot use a loophole in the law to rent apartments for less than 30 days at a time, and strengthens theenforcement process by creating an administrative review hearing held by the Department of BuildingInspection and giving tenants the ability to seek legal recourse through the assistance of non-profithousing organizations.

    I want to thank the San Francisco Tenants Union, Golden Gateway Tenants Association and otherstakeholders for working with us on this legislation. It will go to the full Board for approval on October16.

    Revamped POPOS Legislation Heads to Land Use CommitteeGovernment loves acronyms, and one of my favorite is POPOS, or Privately-Owned Public OpenSpace(s). Decades ago, San Francisco enacted legislation to require downtown developers to createpublic spaces as part of their projects, and today dozens of these POPOS provide a lovely break fromour dense urban environment. Thanks to efforts by SPUR, which created a map of downtown POPOS,and the Chronicles John King, awareness of them is increasing,and earlier this year I worked with thePlanning Department to introduce legislation to require more visible and consistent signage. Ive nowrevised the legislation for consideration at the Land Use Committee on Monday, October 22 at 1:00 p.m.in the Board Chamber in City Hall. I look forward to seeing more and better-signed POPOS in the nearfuture.
