    What a win and what a parade for our 2012 World Series Champion San Francisco Giants! Just two

    years after the first Series win for the team, its hard to believe it happened again.

    With the excitement of the Giants historic season, its worth appreciating some other giant wins for ourneighborhoods. This Saturday, we celebrate the groundbreaking for a new North Beach Library socrucial to our families. Later this month, a new Trader Joes at the former Cala site at California andHyde will once again give neighbors easy access to a grocery store.

    Of course, November also marks the start of the holiday season, which is also a time for giving andsharing. The Telegraph Hill Neighborhood Center is once again serving a free Thanksgiving Dinner tohundreds of residents on November 15. If youd like to volunteer, email [email protected].

    North Beach Library

    Honoring Nancy Lim-Yee for Mental Health Appreciation MonthI had the opportunity to recognize Nancy Lim-Yee for Mental Health Awareness Month at the Board. Iam grateful for Nancys work caring for children and families for the past 37 years, especially hercommitment to ensuring language access and culturally competent services for immigrant families. Aclinical social worker by training, Nancy currently serves as the program director for the ChinatownChild Development Center and board member of NICOS Chinese Health Coalition and API HealthParity Coalition. Nancys l ifelong commitment to providing mental health services is truly commendable.

    Honoring Bottle Cap Restaurant for Restaurant Appreciation MonthOnce a year, the Board of Supervisors highlights one restaurant from each district, which is always adifficult choice given District 3's plethora of amazing restaurants. North Beach's Bottle Cap had bigshoes to fill in the historic Washington Square Bar & Grill spot. But the dynamic husband-wife duo ofDane Boryta and Liz Ferro and their team have succeeded tremendously, with delicious sustainable,local foods and classic cocktails. Bottle Cap has also been a true community partner, showcasing thebest of our local musical talent, displaying our local artists on its walls, and hosting neighborhoodmeetings, events and fundraisers for local nonprofits.

    More Broadway Streetscape Improvements Coming SoonBy spring of next year, work will begin on the next phase of long-planned streetscape and pedestriansafety improvements on Broadway between Kearny and Montgomery. The project includes: sidewalkbulb-outs at intersections, reconstructing sidewalks, new street trees, pedestrian-scale street lighting,roadway resurfacing and restriping. This work is Phase III of the Broadway Streetscape Plan, which wasdeveloped with extensive community input in partnership with Department of Public Works and the

    Chinatown Community Development Center. Phase I and II have been implemented and receivedstrong community support.

    Calling All Artists!Given the concentration of talented artists in District 3, I wanted to pass along word that the SanFrancisco Arts Commission is now accepting applications for the 2013/2014 Prequalified Artist Pool.

    Artists and artist teams residing in the Western States are invited to submit qualifications for potentialinclusion in the Pool, which will be used to select artists for a range of new public art projects.

    Applications must be completed online by 4 :00 pm on Tuesday, Janu ary 15, 2013 (PST). Click here toapply and to find out about upcoming applicant workshops.

    Legislation

    Keeping Lower Polk Street Vibrant and SafeThis week, I introduced legislation to create appropriate controls to keep nightlife and economic activityvibrant, diverse and safe in the Lower Polk neighborhood. While we all appreciate the bustling activityon Polk Street, particularly at night, the Lower Polk neighborhood has been saturated with alcoholestablishments, bars and liquor stores the Office of Small Business has 60 alcohol licenses on recordfor the 6 blocks of Polk Street from O'Farrell to California and its side streets. This concentration ofalcohol establishments has caused quality of life issues for our residents, including noise and publicsafety issues.

    Thats why I worked with residents and merchants from Lower Polk Neighbors to create a restricted use

    district for Lower Polk Street, similar to districts on the Divisadero, Third and Mission Street corridors. Mylegislation would prohibit new bars, liquor stores and tobacco shops, but allow new bona-fiderestaurants to apply for alcohol and en tertainment permits with conditional approval from Planning,allow existing ow ners of alcohol establishments a mechanism to transfer their permits with conditionalapproval from Planning and 180 days to maintain its use during temporary closure. I look forward toworking with our neighborhood residents and merchants to move this legislation forward.

    Ongoing LegislationPOPOS Approved- After a good discussion at the Land Use Committee, my legislation to improvesignage for Privately-Owned Public Open Spaces was approved on first reading by the Board lastweek. I appreciate the work of SPUR and the Planning Department and the coverage of the ChroniclesJohn King, which will help make our dense downtown more livable.
