Project, the San Francisco Municipal TransportationAgency
(SFMTA) which operates Muni, is developingproposals along eight
specific routes and lines - includingthe 30 Stockton - to help Muni
customers get to theirdestinations more quickly. The next workshop

Budget Town HallThough our economy is clearly improving, San
Franciscostill faces a significant budget shortfall of $170
millionfor the fiscal year that begins July 1 and a morechallenging
$312 million gap for the next year. Budgetdecisions are the most
important ones we make as electedofficials, so please join me,
Mayor Ed Lee and neighboring District 2 Supervisor Mark Farrell for
a Budget TownHall this coming Monday, April 9, at 6:00 pm at the
Telegraph Hill Neighborhood Center at 660 Lombard Street.We want to
hear from you!
2012 Park Bond Meeting
We are also pleased to join Supervisor Farrell for another
important meeting focused on priorities for parkimprovement
projects for the upcoming November 2012 bond, which is sponsored by
our Recreation and ParkDepartment. Community feedback played a
crucial role in the success of the last 2008 Clean and Safe
Neighborhood Parks Bond, and we are hoping to build on that
successful framework. The meeting is on Thursday,April 12 at 6:30
p.m. at the Helen Wills Playground Clubhouse at 1965 Larkin at
Broadway.
Chinatown Nonprofit Collaboration Meeting
Every year, I convene a meeting with nonprofit leaders from the
Chinatown community to discuss budget andlegislative priorities. We
covered a wide range of topics at our recent meeting, including
strengthening languageaccess, expanding technical assistance to
small businesses and addressing unemployment. I look forward
toworking with our nonprofit leaders and Chinatown residents to
develop policy solutions to address these issues.
Summer Recreation Scholarships
We are pleased to spread the word that for the 3rd year in a
row, Friends of Golden Gateway (FOGG) will sponsora scholarship
program to send young people from low-income housing in Chinatown
and South of Market to theGolden Gateway Tennis & Swim Club's
summer Kids Camp that begins in June and lasts through August. Over
the
last two years, through the generosity of FOGG supporters and
the cooperation of GGT&SC management, over twodozen young
people enjoyed a wonderful summer experience. Donations to the
scholarship program are taxdeductible. For further information

Ongoing Projects
8 Washington Luxury High Rise Condo Project - In a close vote,
the Planning Commission on March 22 approvedthis controversial
project, but the projects Environmental Impact Report has been
appealed to the Board ofSupervisors. The appeal is currently
scheduled for April 24, but that date could change. We know that
there aremany opinions, questions and concerns about this project,
so feel free to contact my aide Judson True about it at
[email protected].
Jefferson Street Improvements - The Board of Supervisors
unanimously approved the funding needed to design theinitial
implementation of the Fishermans Wharf Public Realm Plan. I
continue to work with the Mayors Office
and the Department of Public Works to secure funding for the
construction phase.
North Beach Library - I am incredibly pleased that we can
finally see the finish line for our long-awaited new NorthBeach
Library. At our last meeting, my Board colleagues and I unanimously
approved the funding needed for theproject. Thank you so much to
all the families who have been fighting to make this a reality.

Legislation
Hotelization
As covered in the Examiner, I recently introduced legislation to
tackle the problem known as hotelization. Formany years,
residential apartments throughout District 3 and San Francisco as a
whole have been converted totourist and transient uses. Even though
the practice has been illegal for more than 30 years, a loophole in
the lawhas allowed corporations to house employees on a short-term
basis. My legislation closes this loophole byclarifying that
corporations also cannot engage in short-term conversions even if
they sign long-term leases. I wantto ensure that the supply of
housing in the City and the quality of life in our neighborhoods
are protected for SanFranciscans.
Improving Muni
Two of my recent legislative efforts are intended to improve
Muni service and make our transit system morefamily-friendly:
All Door Boarding - My first measure will help speed up Muni,
which travels our streets at an average of only 8miles per hour, by
allowing Muni riders to legally board the rear doors of Muni
vehicles as long as they have proofof payment or tag their Clipper
card. Director of Transportation Ed Reiskin and the leadership at
the SFMTA arecommitted to implementing All Door Boarding on July 1
of this year. This effort to improve Muni sounds simple,but it has
been a long time coming. An Examiner story from January 2008 said
that Muni was set to test rear doorboarding. That test never
happened. Now the MTA is looking more aggressively at improving
travel times, andgroups like the SF Transit Riders Union has pushed
for All Door Boarding. I look forward to seeing thislongstanding
idea become reality.
Allowing Strollers - As described in the Chronicle, my second
proposal, which is co-sponsored by Supervisor SeanElsbernd, is
intended to convince SFMTA to revise its current policy on baby
strollers to be more family-friendly.Current Muni policy only
permits strollers on Muni vehicles at the discretion of Muni
operators and does not permitstrollers to be unfolded while on
board. Based on feedback from parents and caregivers, our current
stroller policyhas effectively denied parents and caregivers with
infants and young children seated on strollers the ability to
boardMuni vehicles and limits their access to public
transportation. It is time to change this policy.
Ongoing Legislation
Public Art Fee - The ordinance I co-sponsored with Mayor Ed Lee
that will expand upon and improve the alreadyexisting public art
fee passed the Board of Supervisors this week. I look forward to
seeing more permanent andtemporary art installations as well as
programming and performances that activate the public sphere.
Benefit Corporations - On April 11 the Budget and Finance
Committee will consider an amended version of anordinance I am
sponsoring that requires the City to provide contract bid
preferences to Benefit Corporations. BCorps are a new class of
corporations recently authorized by the state of California to
create a general benefit forsociety as well as for shareholders.
These are exactly the types of socially responsible companies that
we shouldwelcome in San Francisco.
Parking Lot Security - On April 19, the Public Safety Committee
will consider my ordinance that addresses publicsafety concerns in
parking lots, particularly problematic lots near entertainment
venues.
