EXECUTIVE SUMMARY: SUNDANCE WATER SYSTEM FEASIBILIBTY LEVEL II STUDY

PURPOSE The Sundance Water System Feasibility Level II Study (Level II Study) was authorized by the Wyoming Water

Development Commission (WWDC) in 2014 to further evaluate recommendations from the Sundance Master Plan

Level I Study (Level I Study) (Trihydro 2013). Trihydro Corporation (Trihydro) completed the Level I Study in

September 2013 for the WWDC and the City of Sundance (City). The Level I Study evaluated the City’s water system,

identified concerns and solutions, and developed a framework to prioritize recommendations. The purpose of this

Level II Study is to refine recommendations for specific improvements from the Level I Study and to further evaluate

the system as a whole. This Project is intended to provide a basis for the City to establish project priorities, as well as

provide a guideline for the financial planning needed to satisfy those priorities.

Trihydro, in association with DOWL and DC Drilling (DC), evaluated the recommendations from the Level I Study,

analyzed the hydraulic model, investigated the Cole Well Field, and developed recommendations for improvements to

the City’s transmission and pump stations. This work was completed under the direction, and with assistance from the

Wyoming Water Development Office (WWDO). This report includes descriptions of the tasks completed during the

Level II Study.

Figure 1-1 provides an overall water system map to be used as a reference when reviewing this report. It presents

major water system components including the municipal supply wells, storage reservoirs, pump stations, pressure

zones, and other useful and pertinent information.

The Level I Study was a comprehensive investigation of the City’s water system, which resulted in numerous

recommendations, both structural and non-structural. Of the recommendations made in the Level I Study, only those

listed below were recommended for further evaluation under this Level II Study:

Cole Transmission Main Extension

Canyon Pump Station Improvements

Cole Well Field Evaluation

The scope of this Level II Study also included a review of the hydraulic model that was developed during the Level I

Study and was used to evaluate proposed water system improvements. Changes to the City’s water system occurred

since the time the original hydraulic model was developed and additional information (hydrant flow testing and storage

tank levels) was collected to further verify the model accurately represented field conditions. DOWL also conducted a

transient (water hammer) evaluation on the Cole Transmission Main between the Cole Well Field and the Cole Water

Storage Tank (Cole Tank). After updating the hydraulic model, DOWL re-evaluated the seven structural

recommendations that were included in the Level I Study in order to provide an unbiased third-party perspective on the

recommendations and to provide additional input for future improvements.

SUMMARY OF FINDINGS The following is a list of primary findings and conclusions made while completing this Level II Study. Please refer to

Figure 1-1, which shows the City’s overall water system.

REVIEW OF RECOMMENDED MASTERPLAN ALTERNATIVES

East Pressure Zone Upgrades: Completion of the 21st Street water line loop fulfills this Level I Study

recommendation.

Policky Blue Pressure Zone Reconfiguration: During the Level II Study evaluation, it was discovered that there

was residential development within the existing Policky Zone with several homes at an elevation that would not

allow the Blue Tank to provide sufficient pressure. Additionally, the 21st Street water line loop completion will

improve pressure and fire-flow response throughout the North Zone. Therefore, reconfiguration of the

Policky/Blue Zone is no longer recommended.

Policky/Blue Transmission Main: This recommendation has not changed from the Level I Study and no further

modeling or evaluation was completed during the Level II Study.

North Zone Backbone: The recommended alignment for the Cole Tank Transmission Main was revised to a more

southern route through town with limited connections to the North Zone. This project has been combined with the

Cole Transmission Main Extension project.

South Zone Backbone: This project would improve South Zone pressure, provide flow stability, and improve fire-

flows. These improvements were reviewed and were found to increase available fire-flow in the South Zone.

Sundance West Improvements: The pumping capacities and demands in these zones were reviewed as part of this

Level II Study. Based on the analysis of Sundance West, the Sundance West Pump Station needs to be upsized.

This Level II Study does not recommend dedicated transmission lines between the pump station and tanks.

COLE TRANSMISSION MAIN EXTENSION

Connecting the Cole Transmission Main to the distribution system throughout town increases available fire-flow

throughout the North Zone. Specifically, connecting the transmission main at the intersection of 8th and Cleveland

Streets increases available fire-flow to the hospital located directly to the north.

The transmission main will decrease head loss between Cole Tank and Mt. Moriah Tank by providing a direct path

with an adequately sized pipe. It will also increase the water fill rate for the Mt. Moriah Tank. A more constant

water supply at the Mt. Moriah tank will reduce overflow of the Sundance Kid Tank and Underground Tank.

The Cole Transmission Main will increase available pressure and water supply to the Canyon Pump Station.

Locating the alignment of the Cole Transmission Main through the center of the North Zone reduces issues with

construction and right-of-way encroachments.

The transmission main can also serve as a “backbone” for the North Zone and deliver water from the Mt. Moriah

Tank back to the east side of Sundance.

The Cole Transmission Main would help absorb the pressure variations experienced when the Cla-Val is opened

and closed.

Installing a low-pressure override at the current Cla-Val location improves fire-flow in the North Zone. This

improvement can be made by installing a PRV in parallel with the Cla-Val.

An internal mixing system may be installed at the Mt. Moriah Tank to help address the water age and water quality

issues that are occurring in the tank.

Retrofitting the Mt. Moriah Tank with an inlet/outlet control valve will improve the water turnover in the tank.

CANYON PUMP STATION

The Canyon Pump Station does not supply water directly to users in the Sundance West pressure zone. It supplies

water to the Canyon Tank, and eventually the Brewer Tank via the Sundance West Pump Station. Residents of

Sundance West are then supplied water from the Brewer Tank.

It does not appear that the Canyon Pump Station is the reason the Sundance West Zone cannot meet the demands

of Sundance West Subdivision.

The current peak month and peak-hour water demands within the Sundance West Zone exceed conservative values

that are typically used when designing municipal water systems, as well as the capacity of the pumping and storage

facilities.

The total available storage in the Sundance West Zone (80,000 gallons), and effective instantaneous storage

(40,000 gallons), is sufficient to supply the current and future average day demands, which complies with design

criteria recommended by WYDEQ WQD. However, to meet current peak demands, additional capacity or supply

is needed.

Improvements to meet the higher demands in the Sundance West Subdivision would require upgrades the

Sundance West Pump Station with higher capacity pumps capable of supplying a minimum of 63 gpm (estimated

peak hour demand), and up to 93 gpm (peak hour demand calculated from metering data) at a total dynamic head

of 152 ft.

COLE WELL FIELD INVESTIGATION

While removing the production piping of Cole Well 3A, DC noted that the piping was beginning to show wear in

the form of deep pitting and dents on the outside of the piping, as well as thread wear on the joints.

DC personnel attempted to remove the pump from Cole Well 3B, but were unable to remove the pump from the

well. It is unclear why the pump could not be removed, but DC suspected that the pitless adaptor was stuck in the

bottom o-ring seat.

Accumulated sediment appears to be blocking approximately 28 ft of screen on Cole Well 3A. Additional well

development would be needed to remove this sediment from the well.

Based on the amount of sediment accumulation in Cole Well 3, the water-producing interval in the well is limited

(approximately 12 ft). Additional development of the well is needed to remove the sediment from the well, which

may increase the production capacity of the well. This approach is only needed if the City intends to use the well

more in the future.

Based on the results of the constant-rate pumping test, the sustainable yield of Cole Well 3C was determined to be

substantially less than was originally determined in 2009. During both the step-rate and constant-rate pumping

tests, the well was unable to sustain pumping rates greater than 75 gpm for more than a few hours without the

water level dropping below the pump intake.

DC installed a new 15 hp motor on the existing 70 hp pump in Cole Well 3C, so that the pump is properly rated to

the current production capacity of the well. The cost of the new pump was not covered by the WWDO.

If the production capacity of Cole Well 3C continues to decrease, re-development of the well may be needed to

remove the accumulated sediment that may be blocking the water-bearing interval in the bottom of the well.

Water from Cole Well 3C is of acceptable quality for use as a municipal water supply. The constituents detected in

the sample collected in October 2014 were detected at concentrations below the USEPA MCLs. Turbidity levels in

the water sample are sufficiently low that mixing with water from other wells will not degrade the water in the

system to the point that it does not meet State and Federal (USEPA) standards. Trihydro recommends that water

from Cole Well 3C be pumped and used to contribute to the City’s municipal water supply.

HYDRAULIC MODEL UPDATES

Many of the discrepancies between the model and observed results during the Level I Study were attributed to

operational unknowns. With a change in public works staff, many of the operational unknowns have been

resolved.

Through a review of the model and evaluating flow tests, a confidence level was established with the model,

especially in the North Zone and the areas affected by the Cole Transmission Main.

The transient model analysis indicated that sections of pipe between the Cole Well Field and the Mt. Moriah Tank

experience pressures low enough to form vapor pockets if no air/vacuum valves are operational. Properly designed

and spaced air/vacuum valves should alleviate most of the negative pressures in the system, and protect the system

from transient effects formed due to water column separation.

RECOMMENDATIONS AND COST ESTIMATES The primary recommendations include both structural (infrastructure) improvements and non-structural items, which

are recommended for further study. At the last progress meeting held June 16, 2015, improvement recommendations

were presented, and input and direction was received on prioritization for incorporation into this Level II Study. Based

on the input received on project priorities, a proposed schedule was developed to implement the recommendations.

The structural and non-structural recommendations further discussed below are listed in the order of their

recommended priority.

Detailed construction cost estimates (Tables 7-2 through 7-8) were prepared for the structural improvement

recommendations and costs for each project are noted below. The structural improvement cost estimates include costs

for project design, permitting, land acquisition, construction engineering, materials, equipment, construction, and

construction contingencies. The cost estimates were prepared based on present day (i.e., 2015) unit rates obtained for

similar Wyoming projects. The cost estimates identify WWDC eligible and non-eligible components for each of the

projects. A 3% inflation rate per year, as provided by the WWDO project manager, was applied to the total project

costs to determine the estimated project cost for the recommended construction year in accordance with the proposed

implementation schedule. The cost estimates prepared for the non-structural recommendations only include the

anticipated cost to complete further evaluation.

COLE TRANSMISSION MAIN EXTENSION Increasing available fire-flow is the City’s primary water system concern; therefore, this project is considered the

highest priority. This project is ranked higher in priority than improvements that increase available fire-flow to the

South Zone, due to new development occurring in the City’s North Zone. The following schedule is proposed to

advance this recommendation to a WWDC Level III construction project:

October 1, 2015: Submit a Level III project permit application to the WWDC

June 2016: Anticipated notice to proceed from the WWDC

Fall/Winter 2016: Project design and preparation of construction documents

Summer 2017: Project construction

The estimated project construction cost in 2017 is approximately $1,063,000.

PRV IMPROVEMENTS This project is recommended as the second priority due to its added benefit in increasing available fire-flows

throughout the City. For the purpose of this Level II Study, it is recommended this project advance to a WWDC

Level III construction project, with a targeted construction year of 2018. This schedule is proposed to present a phased

approach to implement one structural recommendation project per year. The estimated project construction cost in

2018 is approximately $193,200.

Due to the relatively low cost estimate of this project, it may be possible for the City to advance this project outside of

the WWDC program if it is interested in expediting the schedule. Individual cost estimates have been included for the

three PRV locations included in this recommendation (Tables 7-3a to 7-3c) to assist the City if it chooses to upgrade

the PRVs in a phased approach. It may also be possible to combine this project with the Cole Transmission Main

Level III project, which would move the anticipated construction year to 2017.

SOUTH ZONE BACKBONE This project was recommended during the Level I Study. Due to its ability to increase available fire-flows in the City’s

South Zone, it is now considered a higher priority project. It is recommended to advance this project to a Level II

Study, as this was not included in the scope of this Level II Study. The following schedule is proposed:

October 1, 2015: Submit a Level II project permit application to the WWDC

June 2016: Anticipated notice to proceed from the WWDC to begin study

Summer 2017: Study completion with recommendations for Level III construction project

October 2017: Submit a Level III project permit application to the WWDC

June 2018: Anticipated notice to proceed from the WWDC

Fall/Winter 2018: Project design and preparation of construction documents

Summer 2019: Project construction

The estimated project construction cost in 2019 is approximately $440,000

SUNDANCE WEST PUMP STATION UPGRADE This project is recommended for a Level III construction project, with a targeted construction year of 2020. This

project is ranked lower in priority due to feedback from the City, as it does not address their primary concern to

increase available fire-flows within the system. The estimated project construction cost in 2020 is approximately

$101,000. This project could also include a PRV to allow the water being stored in the Brewer Tank to flow back

down into the area served by the Canyon Tank, providing fire protection. The PRV was not included in the cost

estimate, but may be considered as part of the Level III design.

NORTH ZONE TRANSMISSION MAIN This is a new project recommendation that was identified during the evaluation of Cole Transmission Main. While the

Cole Transmission Main will increase available fire-flows, this project is recommended to improve the City’s North

Zone’s access to storage. We recommend this project be further evaluated during a Level II Study. To achieve the

recommended schedule of construction in 2022, an application for the Level II Study should be submitted to the

WWDC by October of 2018. The estimated project construction cost in 2022 is approximately $685,000.

WELL 3A PIPE STRING REPLACEMENT The Cole Well Field investigation noted some wear on the Well 3A pipe string. The wear that was noted is not an

immediate concern, but the City should consider replacement in the next 5 to 10 years. For the purpose of this Study,

replacement is recommended in 2024. This project is considered a City maintenance item, and does not qualify for

further funding from the WWDC. The estimated replacement cost in 2024 is approximately $21,500.

POLICKY/BLUE TRANSMISSION MAIN This project was recommended during the Level I Study, but now that the Policky and Blue pressure zones are no

longer proposed to be combined, this is considered a lower priority project for the City to consider in the future. For

the purpose of this Level II Study, this project is recommended for construction in 2030, with an estimated construction

cost of $1,809,000.

STORAGE TANK STUDY A comprehensive evaluation of the City’s water storage tanks is the first priority non-structural recommendation.

Based on collaboration with the City throughout the course of this Level II Study, it became evident that the physical

condition of the tanks should be further evaluated, as a number of the City’s tanks appear to be reaching or have

exceeded their expected lifespan. Leaking tanks and several positive Bac-T tests have been reported and thought to be

due to cracks in the Underground Tank. We propose the scope of this study include review of existing tank inspection

reports available from the City that were completed in the last five years (Sundance Kid Tank, Mt. Moriah Tank,

Policky Tank, and the Underground Tank) and conducting inspections for the Blue, Canyon, and the Brewer Tanks.

In addition to the physical evaluation of the tanks, we recommend this study include evaluation of storage capacity in

relation to the City’s pressure zones and PRV operations. This study should also include an evaluation of the pressure

zones, to evaluate improved pressure management throughout the system.

WELL 3B DOWNHOLE SURVEY This project is recommended to be advanced to a Level II Study. An application should be submitted to the WWDC by

October 1, 2015, which would result in completion of the study in summer 2017.

WELL DEVELOPMENT Well development of Wells 3, 3A, and 3C may be needed to remove sediment accumulation. If sediment accumulation

continues or if the production capacity continues to decrease, re-development of the wells may be needed to increase

the production capacity of the wells. These are considered City maintenance items.

AC PIPE The existing Cole Transmission Main is an AC pipe that was installed in 1965. The pipe appears to be in good

condition and no issues have been identified. However, due to its age, Trihydro recommends the condition of the

pipeline be periodically monitored for structural deficiencies and asbestos fiber concentrations. Based on the periodic

inspections, replacement of the entire transmission main may need to be considered as a future project. The periodic

inspections are considered a City maintenance item.
