The Bu lga r ian Con-struction Chamber (BCC) will issue an opinion on re-consideration of the project for construction of a 15-km tunnel of Lot 3 of Struma motorway, decided the BCC board members at a meeting in Varshets on proposal by the Chairman of BCC Eng. Svetoslav Glosov. The facility between Krupnik and Kresna has an indicative value of

BGN 1.1 billion. Accord-ing to Eng. Rosen Koleliev, chairman of section En-gineering Infrastructure at BCC, a discussion is needed on the various op-tions for construction of the motorway section. In his words, should be discussed all possibilities from a 15-km facility to construction of several shorter tunnels. The topic will be discussed

at a round table organized by Bulgarian Branch Chamber Roads, Bulgarian Branch Association Road Safety, As-sociation of Road Consulting Engineers, Bulgarian Asso-ciation Intelligent Transport Systems, University of Ar-chitecture, Civil Engineer-ing and Geodesy and BCC. It will be held on 17 April at 11.30 am in the premises of UACEG.

Mr. Slavov, what are the main objectives of your committee?

The Committee on religious denominations and parliamentary ethics is a standing committee of the National Assembly. It was established at the begin-ning of its activities. In its work are involved 20 MPs from all parliamentary groups represented in propor-tion to their size. Deputy chairmen are Vasil Antonov from Coalition for Bulgaria, Hyusein Hafazov from MRF and Pavel Shopov from Ataka. The committee considers all bills introduced and related to the rela-tions between the state, Bulgarian Orthodox Church and the other denominations. Fundamental to these relations is the Denominations Act which dates from 2002. There are proposals for amendments to it. Some of them have already been discussed at first reading in the committee, others have to be con-sidered. As a committee, responsible also for par-liamentary ethics, we have endeavored to continue work done by our colleagues from previous parlia-ments. We have a draft of ethical code for MPs. It

was agreed with lawyers of the National As-sembly administration, we expect support also from the leadership of parliament. We are able to offer it for consideration at first reading.

An important moment in the work of the committee was to hold meetings with leaders of all major religions in the country.

You mentioned that for the first time the fund for restoration and construction works has been increased. Tell us more about it be-cause this topic is of interest to our readers.

In the period 2009 2013 the state sub-sidy allocated to the denominations was not increased even once and that is why when discussing Budget 2014 we had talks with the finance minister and with colleagues from the budget and finance committee the amount

to be adjusted. The increase now is by 33%. Funds allocated for the denominations in the state budget are BGN 3.5 million. For the first time there is a re-serve for emergency and urgent measures in case of disasters when are necessary rescue and resto-ration activities for the temples. It amounts to BGN 500 thousand. Besides the support given to the Rila monastery each year, we will do our best in prepar-ing the budget for 2015 to restore the allocation of funds to support the construction, restoration and repair activities of the Zograf monastery on Mount Athos. The last support to it was in 2008 2009 by the government of Sergey Stanishev. A total EUR 2 million for emergency restoration works were allo-cated then. Now we are ready to include funds for the monastery because it is also sacred and a symbol of Orthodoxy and Bulgarian spirituality. Our intentions are to continue a line of government policy in support of the Zograf monastery, which has important dimen-sions not only for Orthodox spirituality but also for the Bulgarian people.

In recent weeks were heard serious objections regarding the need to build a tunnel Krupnik Kresna with a length of 15 km. That is why a round table is organized on the topic. What is your opinion on this matter?

On 11 March in UACEG was held a discussion forum in relation to Lot 3 of Struma motorway. The theme was to dis-cuss the preliminary design of part road of subsections of the motorway stretch. The discussion was organized by branch organizations from the NGO sector, and it was attended by public administration experts, road specialists, designers and representatives of academic circles. In the discussion of the road section of Lot 3.1 and Lot 3.3 were raised serious ob-jections regarding the need to build the 15-km tunnel Krupnik Kresna. If I have to expose all objections that were heard, a whole issue of the newspaper will not be enough. In short, I can list some of the reasons against construction of the facil-ity scheduled to have two pipes with two lanes in each direction.

First, I would put the question of pro-ject financing. The estimated cost of the section is BGN 1.1 billion, as much of the money will be provided by EU structural and investment funds. We need to comply with this because it is the most complex and difficult stretch of the motorway. The fact that before its construction will be carried out numerous in-depth geological surveys will most likely exceed the indica-tive value. There are expectations for it to reach over BGN 1.5 billion. And that is

a lot of money. Taking into account that we are not of the richest countries, where shall we find funds for additional funding of the project from? In such a situation the most accurate would be our old folk saying On bare belly a pair of pistols interpreted in our case as On bare belly a pair of tunnels. Usually such facility is intended to overcome high and hard to cross mountain ranges and we want to build it alongside the mountain. I think a solution can be found in which Lot 3.2 to be executed without building a tunnel as such an option would cost no more than BGN 150 million. If this more cost-effec-tive and efficient option is chosen, would be saved a lot of money to be invested in other infrastructure projects. This will help the development of regions and also the entire Bulgarian construction business. A possibility to change the route exists nature has given us a beautiful gorge along which can be planned the passage of the track.
