BILATERAL TIES - recognising outstanding individuals and enterprises from
Singapore and China
SINGAPORE, 22 November 2016 – An internationally-renowned historian,
an astute venture capitalist, a Chinese bank with a rich history in
Singapore were honoured in this year’s Business China Awards.
The Business China Awards 2016 (BCA) Gala Dinner took place at
Shangri-La Hotel Singapore on 22 November with Guest-of-Honour Mr
Teo Chee Hean, Deputy Prime Minister and Coordinating Minister for
National Security, gracing the occasion and presenting the Awards.
Organised by Business China and jointly presented by OCBC Bank, the
Business China Awards, which was launched in 2010, aims to honour
outstanding businessmen, entrepreneurs, professionals and organisations
for their successes and contributions to Singapore-China relations.
The recipients of the Business China Awards 2016 are:
Business China Excellence Award:
Professor Wang Gungwu
Chairman of the Lee Kuan Yew School of Public Policy & East Asian
Institute at the National University of Singapore
In an illustrious academic career spanning 50 years, Professor Wang
Gungwu has established himself as an eminent and prolific historian as
well as an internationally-renowned pioneer expert on overseas Chinese
studies. His academic research and methods greatly impacted future
researches and strengthened Singapore’s position as an independent
resource centre on understanding contemporary China developments.
Proficient in English, Chinese and Indonesian, he has promoted the
understanding of China to non-Chinese readers through his writings in

English. Prof Wang also established scholarships and loan funds to
recognise students with excellent academic and research
achievements in the area of East Asian studies; as well as assisted those
with financial difficulties. Prof Wang remains an active scholar and
continues to augment greater understanding between cultures and
civilisations.
Business China Enterprise Award:
Bank of China
Bank of China (BOC) was formally established in February 1912 following
the approval of Dr. Sun Yat-sen. In June 1936, Singapore Branch was set
up as BOC’s third overseas branch. Deeply rooted in Singapore for 80
years, BOCSG has served as the Group’s regional business centre in
Southeast Asia and promoted the developments of RMB business,
commodities business and private banking business in the local market
to further strengthen the city state’s status as the international financial
centre. In 2011, BOC collaborated with Singapore's Fullerton Financial
Holdings to establish the BOC Fullerton Community Bank (中银富登村镇银
行), the first of its kind in the country founded by a large Chinese
commercial bank with an international partner. The community bank
seeks to provide scarce financial services to SMEs, mini business owners,
local individuals, and farmers in China's rural communities. Bank of
China’s commitment towards the international business community and
its efforts in promoting bilateral relations between Singapore and China
through the provision of excellent services to the business communities in
both countries is highly commendable.
Business China Young Achiever Award:
Ms Jenny Lee
Managing Partner, GGV Capital
Based in US and China since 2005, Singaporean Jenny Lee is highly
regarded as one of the top venture capitalists in the world. Starting with
developing new hardware systems and products, Jenny subsequently
ventured into investing in tech gadgets, business services and consumer
internet companies. Deeply passionate and armed with the sharp
acumen of a professional engineer, Jenny was instrumental to the

success of many of the world’s famous technology brand names.
Having amassed a broad network of entrepreneurs, investors and tech
professionals, she connected start-ups with talent, markets and other
investors; and often personally mentored and motivated them. Well
sought-after as a speaker, Jenny generously shared her industry
knowledge with young entrepreneurs in Singapore and international
forums. Her success in the highly competitive field of venture capital
demonstrates her exceptional courage and vision; and is a source of
inspiration for young Singaporeans who aspire to connect and co-
create with China.

The BCA 2016 Panel of Judges led by Mr Lim Chee Onn and comprising
distinguished business leaders, respected academia and key media
executives, went through a rigorous process to select the final recipients.
Chairman of the BCA Judging Panel, Mr Lim Chee Onn shared that, "The
Awards recipients this year hailed from the academic, financial services
and the new economy sectors. This diverse representation showed the
inclusiveness and progressive nature of Singapore-China collaborations.
It is our hope that these exemplary role models will serve as a source of
inspiration for all Singaporeans to establish deeper ties with China.” Mr
Lim, the Senior International Advisor of Ascendas-Singbridge
International, also served as the Board Director of Business China

In his address, Guest-of-Honour Deputy Prime Minister Mr Teo Chee Hean
noted that Singapore-China ties have always been forwarding-looking,
innovative and mutually beneficial on many fronts. He highlighted that
“The Belt and Road initiative, the Asian Infrastructure Investment Bank,
the internationalisation of the Renminbi (RMB), the new Digital Economy,
and the search by Chinese companies for new overseas markets and

investments, offer new opportunities to strengthen bilateral links and
business partnerships in these growth areas.”

In his welcome speech, Mr Lee Yi Shyan, Chairman of Business China,
remarked that, “Over the past 6 years, the Awards recognised 18
exemplary role models who maintained effective bilateral cooperation
between both countries.” Mr Lee also commended this year’s Awards
recipients for playing active roles in strengthening understanding,
facilitating financial connectivity and developing new business linkages
in the digital economy between Singapore and China.

The Awards appreciates the strong support of OCBC Bank as the Joint
Presenter for the seventh consecutive year. Ms Elaine Lam, Head of
Global Corporate Banking, OCBC Bank said that, “This year’s winners
showcase very diverse contributions towards the depth and strength of
Singapore-China ties. But despite the significant differences in their
businesses and engagements, they have all done well in establishing a
strong foothold and influence both in Singapore and China, and in
promoting business and cultural exchanges between both countries. We
hope that the accomplishments of the winners will inspire individuals and
businesses alike to build upon the close ties established and proactively

Professor Wang Gungwu 王赓武

Contributions to Singapore-China Relations
Prof Wang is the subject of academic Ooi Kee Beng’s book: “The Eurasian Core
And Its Edges: Dialogues With Wang Gungwu On The History Of The World”,
published in 2015 and based on chats they had on world history. Prof Wang’s
long years of learning, particularly on China, gave readers the keys to unlock the
seemingly inscrutable Chinese psyche and showed how the country’s history is
relevant to everyone’s lives today.
His study on the topics of Chinese history, Overseas Chinese diaspora,
Nationalism and Immigration studies increased the awareness of the need for
understanding of China and Chinese. As the pioneer in the field of Overseas
Chinese Studies, his academic research and studying methods has great impact
on researchers who later venture into the field and strengthened Singapore’s
position as an independent resource centre on China news and developments.
Notably, he has been promoting the understanding of China to those who are
better-versed in English in both Singapore and internationally with his writings in
English.
In recent years, Prof Wang continues to share his many years of insights into
China by speaking at Forums and penning commentaries in the opinion section
of The Straits Times, allowing Singaporeans to understand China better.
Actively engaged in debates about the Chinese identity, stressing the
importance of remaining connected to one’s roots and history; as well as how a
rising China would impact globally.

regarding a book, "The Eurasian Core and Its Edges: Dialogues with Wang
Gungwu on the History of the World" by Dr Ooi Kee Beng.
After being inspired by the Crawford Awards at the Australian National University,
he gave a gift of $150,000 in 2005 for Medals and Prizes to be awarded annually
for the best PhD thesis at the NUS. This award is the first academic award in NUS
that crosses disciplines for graduate students.

In 2013, Prof Wang generously donated to the University of Hong Kong to
establish the "Wang Gungwu Prizes for Undergraduate and Postgraduate Students
in History" to recognise students with excellent academic and research
achievements.
On 23 August 2011, the Wang Gungwu Permanent Collection at the Institute of
Southeast Asian Studies (ISEAS) was officially opened by then-president Mr S. R.
Nathan. In recognition to his entrustment, a gallery that featured his life, career
and achievements was named “Wang Gungwu: Historian, Humanist and Public
Intellectual”.
On 15 July 2011, he wrote an article “90 years, 80 million strong” in The Straits
Times, providing valuable analysis with regards to the Community Party of
China’s (CPC) 90th anniversary celebration.
With China’s power transition taking place after China’s 18th Party Congress in
November 2012, Prof Wang shared his views about China's development path
during a public forum organised by East Asian Institute in celebration of its 15th
anniversary. He pointed out that China needs to go beyond its domestic focus,
forming relationships with not only the big powers, but also other regions to play a
more global role.
On 13 September 2003, the Resource Centre at the NTU Chinese Heritage Centre
was named “Wang Gungwu Library” in recognition of his scholarship and
contribution to the field of Overseas Chinese Studies.
While in office as the Vice-Chancellor of the University of Hong Kong, Prof Wang
set up a loan fund in 1992 to provide interest-free loans to students with financial
difficulties. Since its inception, more than 200 students have benefitted from this
fund.
Background
Prof Wang was born on 9 October 1930 in Surabaya, Indonesia and grew up in
Ipoh, Malaysia.
Prof Wang began his early education in 1936 at Anderson School in Ipoh before
leaving for the National Central University in Nanjing, China, in 1947 where he
majored in foreign languages. He spent only 18 months there before continuing
his studies at the University of Malaya in Singapore in 1949.
He received his Degree in History (Honours) in 1953, Masters in History in 1955; and
his PhD in Medieval history in 1997 from the School of Oriental and African
studies, University of London.
Besides his academic-related positions, Wang was also appointed as a member
of the National Library Board (NLB; 1997–2003), as well as chairman of NLB’s
advisory panel for the national collection on China and the Chinese diaspora
(1997–2000) and the advisory panel for Chinese library services (2000–03). He was

also a member of the National Heritage Board (NHB) (1997–99), adviser of the
NHB (1999–2002) and member of the National Arts Council (1996–2000).
Prof Wang is a Commander of the British Empire (CBE); Fellow, and former
President, of the Australian Academy of the Humanities; Foreign Honorary
Member of the American Academy of Arts and Science; Member of Academia
Sinica; Honorary Member of the Chinese Academy of Social Science. He was
conferred the International Academic Prize, Fukuoka Asian Cultural Prizes. In
Singapore, he is Chairman of the Institute of Southeast Asian Studies; Chairman of
the Lee Kuan Yew School of Public Policy at NUS. He was also Vice-Chairman of
the Chinese Heritage Centre; Board Member of the Institute of Strategic and
Defence Studies at NTU.
Achievements
To date, Prof Wang has already written over 20 books in English and Chinese
under his name and is currently working on a book on Chinese history.
From 1992 to 2002, he received the Honorary doctorate from University of Hong
Kong, University of Sydney, Monash University, University of Griffin, Australian
National University, University of Melbourne, The University of Hull (UK), and Soka
University.
Held many appointments throughout the past 40 years, which earned him the
reputation as an eminent historian of China and Southeast Asia as well as an
internationally-respected China expert.
Currently the Chairman of the East Asian Institute and University Professor,
National University of Singapore. He is also Emeritus Professor of the Australian
National University.

Jenny Lee 李宏玮

Contributions to Singapore-China Relations
She is an angel investor in Xiaomi, the fast-rising Chinese mobile phone upstart
now worth more than US$45 billion (S$61 billion). Her involvement may be one of
the reasons Xiaomi chose Singapore as the 1st country to launch international
sales, thus putting Singapore on the global telecommunications product retail
map.
She spoke on various occasions in Singapore and international forums to share
her knowledge with young entrepreneurs, including “TechVenture 2013”
organised by Singapore’s National Research Foundation. She carries the
Singapore flag high at international forums like the AVCJ Private Equity and
Venture Forum, FEG Investment Forums, and Converge 2016.
Jenny is well regarded amongst the Chinese media, with media quoting her as
“someone who will only invest in a company with a future potential of achieving a valuation of US$1 billion”. (有媒体称 Jenny 是一个“不会去投一个未来做不到 10 亿
美元的企业”的人). Her views on the China market and the venture capital
investment arena in China were often quoted by the Chinese media.
Background
Jenny Lee joined Granite Global Ventures (GGV) Capital in 2005 as a managing
partner and was instrumental in setting up the GGV presence in China.
Jenny’s previous operation and finance work experience with Singapore
Technologies Aerospace, Morgan Stanley and JAFCO Asia enhanced her role as
a preferred board mentor and investor to many entrepreneurs in China.
Jenny led investments in the Software/Business Services and Internet/Digital
Media sectors, including companies like Pactera (formerly known as hiSoft
Technology), 21vianet, YY/ Duowan Technology, SinoSun Technology, China
Talent Group, Chukong, Socialtouch, Ali Animation etc.
Jenny also serves on the board of other innovative private companies, including
eHang Technology, Zepp, Niu.com, Keep, Kingsoft WPS, 51zhangdan (Finance),
Xiaozhan (Education), and UCWeb until it was acquired by Alibaba.
She has spent the last 15 years in the China investment scene, previously working
at JAFCO Asia before joining GGV in 2005 and helping to open its Shanghai
office.
When she first went to China, she was not proficient in her Chinese language.
However, she mentioned in an interview that Xiaomi founder Lei Jun and other
startups CEOs, taught her Chinese language.

Jenny graduated from Cornell University with a Masters and B.Sc. in Electrical
Engineering and an M.B.A. from Kellogg School of Management, Northwestern
University.
Achievements
Jenny was the first partner who started the China operations for GGV Capital
back in 2005. In her 14 years as an investor, she has invested in about 30
companies. Fewer than five companies have failed since she started as an
investor in 2002.
She was ranked 98th in 2015 and 100th in 2016 in The Forbes World's 100 Most
Powerful Women, one of the 2 Singaporean women to make it into the list.
Since 2011, Jenny has been recognised by the Forbes Global 100 VC Midas List of
top venture capitalists, ranking as the #1 woman and #10 overall in 2015. In 2016,
she was recognized by The New York Times and CB Insights among the top 100
venture capital investors worldwide, ranking #17 and one of the only two
selected from Mainland China.
She is one of the most respected investors in the Chinese tech scene. She invests
primarily in Chinese start-ups but also brokers deals with her U.S. colleagues at the
firm. In 2004 she invested in software-development outsourcing service HiSoft,
which went public in 2010 as well as data centre services provider 21 Vianet in
2008, which went public in 2011.
Among her best investments was her 2010 backing of social platform YY, which
went public in the U.S. in 2012. YY.com is the largest “live” broadcast sharing
platform in China
Her current portfolio includes internet services companies like 51Finance,
Lingochamp, Zuoyebang, and Frontier Tech companies like Niu.com, Vincross,
Phononic, eHang. A former jet and drone engineer, she led a $10 million Series A
round into Chinese unmanned aerial vehicle maker, Ehang, which raised another
$42 million in 2015. Another recent investment Farmland Keeper uses drones to
crop dust for farmland in China.

今天我非常荣幸,能够得到 2016 年通商中国成就奖的肯定。感谢通商中国。这份荣
誉,我想要献给我的父母亲,是他们让我认识到双语教育的重要性和价值。我的父亲
是一位热爱中国文学的教育家,他也同时精通英文,为的就是想要阅读英国文学原著。
他希望我也能够跟他一样,对其它文化有所了解,他相信唯有这样才能够更欣赏、更
珍惜我们自己的文化。我发现父亲是对的,所以我这一生都非常感激他。
Business China’s mission to help people in Singapore, especially young Singaporeans,
to gain the capacity to maximise the benefits of close Singapore-China business
relations is one that I have long admired. Its leaders have reminded the world how
entrepreneurial the Chinese people are. Chinese merchants have traded in every
corner of the world from the days when advances in transportation made that
possible. From 2,000 years ago to the present, we have records of how adventurous
men sailed out of Chinese ports in search of commodities that would fetch a good
price in China. And, in exchange, they were always shrewd enough to know what
Chinese manufactures would be in greatest demand.
Singapore is a city that grew out of their enterprise from the day it was founded, and
it soon became a key player in the global chain of ports. Much of its trade has been
with China and great efforts have been made to know the best channels for
business opportunity in China’s many ports and dynamic towns. And as China
opened up its economy and Singapore became an independent republic, interest
in each other’s development has become keener. A major reason for the expansion
in trade and investment is because organizations like the SCCCI have been able to
keep all channels open. Their support for the initiative to establish Business China is
one of the best examples of that determination. Business China is not only
contributing to our understanding of what is happening in China but is also
preparing the next generation to keep up with the rapid changes taking place there.

I feel particularly privileged to stand here before you this evening. I am a believer in
the idea that learning about our past makes it easier for us to plan for the future. To
think that what I have written about the history of the Chinese in our region may
have been helpful to some of your younger members makes me very proud. I am

connections with China.
As active members of Business China, you have already demonstrated your

Good evening, Ladies and Gentlemen,
On behalf of Bank of China, may I express my appreciation to Business China for
presenting us with this important and prestigious Enterprise Award. It is particularly
meaningful for BOC to receive this recognition this year as it marks our 80th
anniversary in serving Singapore, a prosperous society.
In tandem with Singapore’s relationship with China, BOC has had the privilege of
contributing to the bilateral ties and sustainable development in Singapore. Now
BOC has become the largest RMB integrated services provider, the only RMB
settlement bank and the largest market maker for RMB futures at SGX. With our
innovative products and services, the bank has been contributing to enhance
Singapore’s status as one of the most important offshore RMB centres.
China has entered into a new phase of growth with further economic development
domestically and overseas. Initiatives, such as the 3rd government-to-government
project with Singapore, Free Trade Zones, as well as the One Belt One Road initiative,
have been providing ample opportunities to promote trade and investment
between China and Singapore.
In response, BOC Singapore Branch is further enhancing its business service to the
market, enhancing its support to the commodities, and enhancing its contributions
to the culture building of the society as well.
Our effort to be BOC Group’s regional business centre will surely further enhance our
support to Singapore’s status as leading international financial centre.
In closing, I’d like to, once again, thank Business China, and thank you everyone, for
the Enterprise Award, and for your always support.

Background and Criteria of Awards
The Business China Awards aim to honour outstanding businessmen, entrepreneurs,
professionals and organisations for their successes and contributions to Singapore-
China relations as well as strengthening of bilingualism and biculturalism in Singapore.
There are three award categories, namely:
• Business China Excellence Award
• Business China Enterprise Award
• Business China Young Achiever Award
Who can participate
Business China Awards are open to CEOs, entrepreneurs, professionals and
organisations in Singapore or Greater China in a broad variety of fields. Please refer
to Awards criteria for eligibility.
Who can nominate
Any individual or organisation in Singapore or Greater China can submit their

Judging Criteria
The judging criteria for the awards are as follows.
BUSINESS CHINA EXCELLENCE AWARD
This award will go to an outstanding Singapore citizen, permanent resident, or
resident of Greater China who can best demonstrate exceptional vision and
leadership in the development and sustained growth of a business or profession in
China or Singapore, respectively.
The candidate must also be an exemplary role model to other Singaporeans in the
learning and appreciation of the Chinese language and culture.
Eligibility
• The candidate should be a Singapore Citizen or Permanent Resident, or a
Resident of Greater China.
• If the candidate is a Singapore citizen or permanent resident, he/she should
be involved in a business enterprise or profession in China. If the candidate is a
Resident of Greater China, he/she should be involved in a business enterprise or
profession in Singapore.
• There is no restriction on gender, age or race.
The nominees for Business China Excellence Award are assessed in 4 key areas:
1. Financial Performance
The candidate must have made an outstanding and sustained contribution to
his/her company or profession in China, or in Singapore if the candidate is a resident

appreciating of the Chinese language and culture.
3. Managerial Skills
· Depth of management
The candidate should have contributed to the raising of management skills and the
establishment of a viable profession or organisation structure.

This award will go to a Singapore company/organisation or a Chinese
company/organisation registered in Singapore which has best demonstrated
exceptional drive and vision as well as enjoyed substantial growth in its business in
China or Singapore, respectively.
The nominees for Business China Enterprise Award are assessed in four key areas:
1. Financial Performance
The Singapore or China company/organisation must have an outstanding and
sustained growth in profit and sales in its business in China or Singapore, respectively.
2. Contribution to Singapore-China relations
The company must have made a major contribution to Singapore-China relations.
3. Innovation
The company/organisation will be assessed on the success of its product innovation.
The focus will be on the company’s/organisation’s penetration of the China market,
drawing on enterprise and expertise of its Singapore base. For China
companies/organisations in Singapore, the focus will be on the
company’s/organsation’s operations in Singapore.
4. Company/Organisation Management
The company/organisation must display an effective management style and have a
viable organisational structure. The company must have a track record of
establishing and maintaining harmonious relations within the organisation and set
examples for the industry it is in.

This award will go to an outstanding Singapore citizen or permanent resident, or a
resident of Greater China who has best demonstrated exceptional leadership and

The candidate should be a Singapore Citizen or Permanent Resident, or a
Resident of Greater China.
If the candidate is a Singapore citizen or permanent resident, he/she should be
involved in a business enterprise or profession in China.
If the candidate is a Resident of Greater China, he/she should be involved in a
business enterprise or profession in Singapore.
The candidate must be below the age of 45.

1. 我很高兴今晚能和大家一起表扬为新中关系的发展做出杰出贡献的 个人和企业。
2. 今晚的奖项体现了多面的新中关系。作为一个华人为多数种族的独 立国家,我
们也希望和其他社群和国家增加交流和了解。通商中国成就奖 就是表扬为新加
坡努力了解中国发展和鼓励文化交流的杰出代表。
3. 新加坡和中国的关系是稳固, 与时俱进和经得起考验的。两国领导多 次互访。
新加坡的企业也愿意和中国企业合作,支持中国的一带一路战略。 通商中国企

Ladies and Gentlemen,
1. Singapore-China ties have always been forwarding-looking, innovative and
mutually beneficial on many fronts. Since 2013, China has been Singapore’s
largest trading partner, and Singapore has been China’s largest source of
foreign capital.
2. We celebrated 25 years of diplomatic relations last year. During Chinese
President Xi Jinping’s State Visit to Singapore last November, leaders of both
countries established an All-Round Cooperative Partnership Progressing with
the Times, and reached consensus on a wide range of areas.
3. Both sides agreed to launch negotiations to upgrade the China-Singapore
Free Trade Agreement. The CSFTA came into effect in 2009 and was China’s
first bilateral FTA with an Asian economy.

4. Building on the success of the Suzhou Industrial Park and the Tianjin Eco-city, a
third G-to-G project, the Chongqing Connectivity Initiative (CCI) was also
announced. The CCI was established to catalyse developments in China’s
Western Region. The CCI would focus on the four key areas of financial
services, aviation, transport and logistics, and infocomm technology (ICT).
Developing these sectors would help promote more efficient logistics and
financial flows within the region, and create new linkages through Singapore
to overseas markets.
5. These extensive and progressive ties have been possible due to the deep and
comprehensive links between both countries. Tonight’s winners of the Business
China Awards reflect the multi-faceted nature of our relations. China is
embarking on new development initiatives which will bring the region closer
together in shared prosperity. Singapore supports China’s peaceful
development in partnership with other countries in our region. In 2015, for the
first time, China’s outward investment exceeded the inward flow of foreign
direct investments into China. The Belt and Road initiative, the Asian
Infrastructure Investment Bank , the internationalisation of the Renminbi (RMB),
the new Digital Economy, and the search by Chinese companies for new
overseas markets and investments, offer new opportunities to strengthen
bilateral links and business partnerships in these growth areas. Let me
elaborate.
Opportunities for Strong Business Partnerships and People-to-People Links
6. First, we can further strengthen business partnerships and people-to-people
links with China’s Belt and Road initiative.
7. Southeast Asia has longstanding trade links with China. Trade along the
maritime route was already flourishing during Tang times, linking Guangzhou
to key places in Southeast Asia, West Asia and the Middle East. These trade
links were further enhanced in the 15th Century, through the voyages of
Admiral Zheng He. Subsequently, key ports in Southeast Asia such as
Singapore continued to facilitate trade between countries in the Pacific and
Indian Ocean basins, and on to Europe.
8. I was at the Leaders’ Retreat with Indonesia last week held in the Central Java port city of Semarang. Semarang (or 三 宝垄) in Central Java took its
name from Admiral Zheng He (三宝) who visited Semarang twice in 1406 and
1420. Singapore’s collaboration with Indonesia on the new Kendal Industrial
Park on the outskirts of Semarang, thus revives the centuries-old link between
the people of Singapore and Semarang along the maritime silk route.
9. Apart from Singapore’s strategic location between the Indian and Pacific
basins on the maritime silk “Road”, Singapore is also now strategically
connected to a key node on the “Belt” through the Chongqing Connectivity
Initiative. This new highlight of our bilateral cooperation is progressing well. As
the CCI develops, it will strengthen economic links between Singapore and
Chongqing, and to the other countries along the Belt and Road initiative.

10. I am happy that tonight’s winner of the Excellence Award is a well-respected
historian and internationally renowned scholar of Chinese culture and
heritage. Through his significant contributions, Singapore and Singaporeans
have a better understanding of the historical links between our countries, and
can better place contemporary developments in China in context.
Opportunities for Strong Financial Cooperation
11. Second, we are further strengthening financial cooperation with China to
support the internationalisation of the Renminbi (RMB) and Chinese
enterprises.
12. Singapore is one of the largest offshore RMB centres outside Greater China.
We have actively promoted the use of RMB in international transactions, and
continue to play a catalytic role in the internationalisation of the RMB, offering
a wide range of RMB products.
13. Cross-border RMB transactions for companies and individuals in Chongqing
were also made possible in March this year, as part of the Chongqing
Connectivity Initiative. Companies in Chongqing will now be able to issue
RMB bonds in Singapore for economic activities in China’s Western Region.
This initiative will further open up China’s financial sector, broaden the use of
RMB in the region and expand the offshore RMB market in Singapore.
14. Singapore is also one of the leading infrastructure financing hubs in Asia,
supporting the increasing investments in infrastructure in our region. IE
Singapore has also been working closely with Chinese and Singapore banks
to syndicate financing to support Belt and Road projects, particularly in
Southeast Asia. It has signed agreements with major Chinese banks to provide
S$90 billion of trade financing for Singapore and Chinese companies in Belt
and Road projects. With these financing arrangements, enterprises in
Singapore and China can be better positioned to benefit from the US$6 trillion
projected infrastructure needs of countries along the Belt and Road.
15. I am therefore heartened that the Enterprise Award winner tonight has been
a long-time supporter of Singapore-China business and financial relations,
with operations here from the 1930s.
Opportunities in the New Digital Economy
16. Third, we are further strengthening our business links with China in the Digital
Economy.
17. Under the Chongqing Connectivity Initiative, both countries will be
developing a new “digital superhighway” to provide high speed connectivity
between Singapore and Chongqing.
18. The Guangzhou Knowledge City is also developing a Smart Eco Technology
Demonstration Centre to be completed in 2020. This will be a good

springboard for companies to exchange business ideas and opportunities
with their Chinese counterparts.
19. Business China also inked an MOU with the China Internet Development
Foundation in July this year. This MOU will strengthen bilateral collaboration in
infocomm technology, mobile applications, the Internet of Things, and further
develop the digital links between both countries. These initiatives will boost
connectivity and linkages between our two countries in the digital world,
supplementing the strong connectivity that we have in people-to-people,
trade and transport links. It is therefore very appropriate that The Young
Achiever Award winner tonight has contributed to new business links with
China in the telecommunications, internet and media sectors. This reflects the
strength of our business relations not only in the traditional industries, but also
in the growing Digital Economy.
Conclusion
20. Congratulations to the recipients of this year’s Business China Awards for their
vision and exceptional efforts to promote Singapore-China bilateral ties.
21. Tonight’s award winners exemplify the deep historical and cultural ties
between our countries; the longstanding business and commercial linkages
which have now moved into a new era with the internationalization of the
RMB and serves both China's inward and outward investment needs – the AIIB
and the Belt and Road initiative; and the new digital economy which will
provide a new network of links between China, Singapore and the rest of the
world on top of the traditional physical links. I hope their successes will help
catalyse new opportunities to deepen understanding between our two
countries, create new opportunities for strategic cooperation, and strengthen
Singapore-China relations.

1. I am happy to be here with you tonight to commend the outstanding individuals
and organisation who have contributed towards Singapore-China relations.
2. The Awards showed the many facets of our bilateral relations with China. As an
independent nation with a Chinese majority, we also hope to connect with other
communities and countries to increase exchanges and better mutual
understanding. The Business China Excellence Award, in particular, honours
exceptional individuals who have promoted Singaporean’s understanding of
China and those who encouraged cultural exchanges between the two
countries.
3. The relationship between Singapore and China is stable, progressive, and resilient.
Leaders from both countries have had many bilateral visits. Singapore
companies are also willing to collaborate with Chinese companies, supporting
the ‘One Belt One Road’ initiative. The Business China Enterprise Award
recognises organisations committed to strengthening long term bilateral
economic collaboration and trade development between Singapore and China.
4. Driven by technology and innovation, Singapore-China business connections
have also progressed with the times. The Business China Young Achiever Award
honours an individual who has made exceptional contributions to the
establishment of new business connections between Singapore and China, as
well as the bridging of international markets.

1. 新中关系一向具有前瞻性,创新和多元互惠互利的特点。自 2013 年以来,中国是
新加坡最大的贸易伙伴,而新加坡也是中国最大的外资来源国。
2. 去年,新中两国欢庆正式建交 25 周年。中国国家主席习近平去年 11 月到访我国,
双方领导人确立了与时俱进的全方位合作伙伴关系,并在多项合作项目上达成协议。
3. 双方同意启动新中自由贸易协定升级版的谈判。新中自由贸易协定于 2009 年生效,
是中国与亚洲国家签署的第一个自贸协定。
4. 在中新苏州工业园区,和中新天津生态城取得良好进展之后,第三个政府间合作项
目,“中新(重庆)战略性互联互通示范项目”也宣布启动。该项目旨在推动中国西
部地区的发展。项目聚焦四大合作领域:金融服务、航空、交通物流和信息技术。
推展这些领域将有助于提升区域内的物流与金融流通效率,同时也能通过新加坡与
海外市场建立新的联系。
5. 这些广泛而与时俱进的联系,有赖于两国之间深入、全面的合作关系。今晚通商中

11. 今晚我很高兴,通商中国成就奖的得主是一位备受尊敬,享誉国际研究中华文化与
历史的权威历史学家。通过他的卓越贡献,新加坡和新加坡人能够更准确地掌握两
国之间的历史联系,也能够更了解当代中国发展的脉络。
为强大的金融合作带来机遇
12. 其次,我们也在进一步加强与中国的金融合作,支持人民币以及中国企业的国际化。
13. 新加坡是大中华地区以外最大的离岸人民币中心之一。我们积极推广人民币在国际
交易中的使用,并继续为人民币的国际化扮演催化的作用,提供多元化的人民币产
品。
14. 重庆的企业和个人的跨境人民币交易,也在今年三月开始落实。这是重庆互联互通
项目的成果之一。重庆的企业现在可以在新加坡发行人民币债券,用于中国西部地
区的经济活动。这个示范项目将进一步开放中国的金融业,扩大人民币在区域的使
用,并拓展新加坡的离岸人民币市场。
15. 新加坡也是亚洲领先的基础设施融资中心之一,支持着本区域日益增加的基础设施
投资。新加坡企发局一直与中国和新加坡的银行紧密合作,联合融资支持一带一路
项目,特别是在东南亚地区。企发局与主要中资银行都签署了协议,提供高达 900
亿新元的贸易融资,协助新加坡和中国企业开展一带一路项目。通过这些融资计划,
新加坡和中国的企业可以更好地从一带一路周边国家预计 6 万亿美元的基础设施需
求中获益。
16. 因此我很欣慰,今晚的企业奖得主,正是新中商贸与金融关系的长期支持者,早于
1930 年代就在这里开业。
新数字经济的机遇
17. 第三,我们正进一步加强我们与中国在数字经济方面的商业联系。
18. 在重庆互联互通项目中,两国将开启全新的“数字高速公路”,为新加坡与重庆提供
高网速连接。
19. 广州知识城也正在推展智能生态技术示范中心,预计 2020 年完成。这将会是一个
很好的平台,让企业及其中国伙伴交换生意点子以及合作机遇。

20. 通商中国也在今年 7 月和中国互联网发展基金签署了合作谅解备忘录。这份备忘录
将加强两国的合作,包括信息技术、移动应用程序、物联网,并进一步发展两国的
数字链接。这些倡议将提升我们两国之间在数码世界中的互联互通,辅助增进既有
的人民之间、贸易和交通方面的联系。因此,恰逢其时的是今晚的青年奖得主,正
是促进了与中国的新商业联系,包括在电信、互联网和媒体等领域。这反映了我们
商贸联系的强项不仅在于传统业务,也在于数字经济的发展上。

球化所得的利益,已成为国际合作间的重要课题。而新加坡与中国的经贸合作,必

Good evening. Allow me, first of all, to thank DPM Teo for gracing our event. Your
presence signifies the importance of both Business China and the annual Business
China Awards.
I would also like to extend my congratulations to Mr Lee Yi Shyan for your
appointment as the Chairman of Business China. We have no doubt that your Trade
& Industry experience and your two decades of engaging businesses and leaders in
China will lead Business China to an even higher level of accomplishment.
Business China has been the inclusive bi-lingual and bi-cultural channel that is
instrumental in strengthening the business, social and cultural links between
Singapore and China. And, tonight, we gather here to recognize the exemplary role
models amongst you who have devoted passionately to this critical mission and
advanced our two nations’ bilateral ties holistically.
As the co-presenter of the Business China Awards, OCBC Bank is indeed most
privileged to be able to play a role in Business China’s mission. With its first Award
granted in 2010, this partnership has entered its 7th year.
I can still recall seven years ago when the idea was first conceived, the panel
committee worked feverishly to design the program such that the Awards can
achieve the purpose of reinforcing and nurturing the development of our multi-level
linkages between the two countries, and further promoting Singapore’s connectivity

with China through the recognition of individuals, enterprises and young achievers
who have contributed to this end.
As we look to the future, we have to understand the past. For OCBC Bank, our
heritage in China started with our first branch in Xiamen in 1925, and since then, we
have been operating without interruption in China for more than 90 years. We
crossed many milestones in China and in the Greater China region.
They included the incorporation of our local business in China in 2007, the US$5 billion
acquisition of Wing Hang Bank in Hong Kong and its subsidiaries in China and
Macao in 2014; and a few months ago, the successful merger of OCBC and Wing
Hang’s China operations to become OCBC Wing Hang Bank (China) with a total
shareholders’ equity of RmB 7.2 billion.
We now have direct presence in 14 cities in China with 31 branches and sub-
branches. We also have another 81 branches and offices in Hong Kong and Macao,
which, together with our Southern China network, forms our presence in the growing
Pearl River Delta region whose GDP exceeded US$1 trillion in 2015, surpassing that of
Indonesia, and is projected to top US$2 trillion by 2030, the equivalent of India’s GDP
in 2015.
These are indeed exciting times. Before I continue to excite you, allow me to share
my remaining remarks with you in Mandarin to be consistent with the mission of
Business China of nurturing multi-lingualism. My remarks in Mandarin may excite you
even more, not necessarily from the content perspective but perhaps from the
language perspective.
過去一年全球市場持續出現不明朗因素,但是毫無疑問,中國在世界舞台上依然是最
穩定和經濟最為活躍的國家。隨著中國和東南亞地區商貿流動和投資的持續增加,新
加坡作為東南亞區域經濟的連接國地位將更為最要。
去年是新中兩國建交 25 週年,其實兩國間交流互動的深度、已遠遠超越了這四分之一
個世紀的積累。新加坡和中國之間的關係淵源深厚,很多華裔新加坡人尋根溯源都是
來自於中國。
眾所周知,多年來新中政府之間分别在蘇州,天津和重慶建立了廣泛和深入的合作項目,
它大大加强了两國間的聯動和互通。
