FOREWORD

In accordance with the guidelines and the procedures for strengthening the process of Euro-integration of our country, it is necessary to create and adopt strategic documents for the municipalities, as units of local self-government touching upon various social aspects. Of utmost importance, for us, the municipalities, is the obligation to prepare and adopt a strategy for alleviating poverty and social inclusion in the municipality.

The municipality of Konce, as a unit of local self-government, in the entire period of its existence, has actively implemented activities, measures and programs for alleviating poverty and social exclusion, in line with the employment measures, the fostering of education, the protection of vulnerable groups etc.

Determined to involve the municipality of Konce in the process of creating this Strategy, we were led by the desire to improve the quality of life for all its citizens, as well as to apply certain European initiatives for social inclusion and protection of the most vulnerable groups of citizens etc.

The Strategy for alleviating poverty, social inclusion and social protection in the municipality of Konce was prepared within the framework of the joint project ‘Social Inclusion and Human Rights in Macedonia’ between the Ministry of Labour and Social Policy and the Ludwig Boltzmann Institute of Human Rights, by applying participatory approach of the Local partnership group and focus-groups of vulnerable citizens from the municipality of Konce.

The main objectives of the Strategy are alleviating poverty and social exclusion in the municipality of Konce, through better application of the available human and material resources; improving the living, the working and the social conditions for all its citizens, by systemic and institutional activity for faster development, and achieving higher living standard and quality of life. The strategy focuses on three areas: alleviating poverty, social inclusion of the vulnerable groups in the municipality and social protection to all citizens of the municipality.

By implementing the competences and working on the municipal development, the Strategy will be a guide on the path the Municipality needs to follow in order to achieve its main strategic objectives related to social inclusion, social protection and alleviating poverty. The Strategy covers the period of 2011 to 2015 and offers solutions to solving and surpassing its current problems and of its citizens, through defining concrete objectives and activities.

Allow me to express my gratitude to the whole team that dedicated itself to the preparation of this strategic document, encompassing academic knowledge and practical experience from all social aspects, and contributing to the quality of this document. The principle of participation and transparency was an integral part in the creation of this Strategy. Incorporating all valuable comments provided by the stakeholders in the strategic and action planning, consulting strategic documents for social inclusion, social protection and alleviating poverty and the action plan for implementing the strategy, gives us hope that the foreseen activities will reach the citizens living on the margins of the society and who need our assistance.

EXECUTIVE SUMMARY The Strategy for Alleviating Poverty, Social Inclusion and Social Protection in the Municipality of Konce is prepared within the framework of the joint project ‘Social Inclusion and Human Rights in Macedonia’ of the Ministry of Labour and Social Policy and the Ludwig Boltzmann Institute of Human Rights (BIM-VF Skopje).

The Strategy was prepared by Roza Janevska, a consultant contracted by the Ludwig Boltzmann Institute of Human Rights (BIM-VF Skopje). by applying the method of participatory approach of the Local partnership group of the Municipality of Konce.

This Strategy focuses on three different development areas: - Alleviating poverty;- Social inclusion of vulnerable groups in the economic, social and cultural life of the municipality;- Social protection of all citizens in the municipality.

The Strategy is divided into four chapters:

Annexes Annex 1 – List of participants in LPGAnnex 2 – Report on focus – groups findings Annex 3 – Tabular representation of Conclusions and Recommendations This strategic document contains the results of the process of participatory planning based on human rights, and gives guidance for sustainable social development of the municipality of Konce for the period of 2011 to 2015.

At the same time, the Strategy has a mid-term objective to provide the general directions the municipality needs to follow in order to achieve its strategic goals related to social exclusion, social protection and alleviating poverty. The Strategy covers the period of 2011 to 2015 and offers solutions to current problems of the municipality and its citizens, through the achievement of the concrete strategic goals.

Definitions

The following definitions related to alleviation of poverty and social inclusion were used in the preparation of this document.

Poverty: Absence or insufficient realisation/exercise of certain basic freedoms and rights: such avoidance of hunger, illness, illiteracy prevention etc.

The European Union defines poverty as: ‘People live in poverty when their resources or incomes are at such inadequate level that prevents them from having standard of living acceptable in the society where they function. Their poverty is perceived through their unemployment, low incomes, poor and inadequate living conditions, inadequate health care, as well as the inability for lifelong learning, culture, sport and recreation. Often, these people are marginalised, and excluded from the economic, social and cultural activities, and their access to basic human rights is hindered ’.

Social Exclusion:‘Social exclusion is a process in which certain individuals are left at the margins of the society and are fully excluded from participation in the societal activities, as a consequence of poverty, lack of basic competences and opportunities for lifelong learning, or of certain type of discrimination. All of this hinders them from accessing possibilities for permanent employment, income, education, training opportunities, as well as from other types of social activities. Often, they have no access to decision-making institutions. This contributes to their feeling of powerlessness and inability to take control over the decisions they make in their everyday lives’.

Social Inclusion: ‘Social inclusion is a process that guarantees to persons at risk of poverty and social exclusion, possibilities and resources essential for their full involvement into the economic, social and cultural life, as well as allows them acceptable living standard and welfare in the society where they live. This would allow greater participation in the decision –making processes and have positive impact on their lives, as well as it would allow access to their basic, human rights’.

Social protection:‘Social protection not only implies public regulations for social security, but it also implies private and non-statutory normative acts with similar goals, such as mutually useful societies and professional pension funds. The contributions from all types of non-statutory normative acts, formal or informal, are not fully determined by the market forces’.

Chapter 1 – The Process of Strategic and Action Planning 1.1. Objectives, Roles, Tasks

The Ludwig Boltzmann Institute of Human Rights – Research Association (BIM-FV) within the project ‘Social Inclusion and Human Rights in Macedonia’ strives to modify the human rights based approach in the process of planning by the national and local authorities related to social inclusion, social protection and alleviating poverty. This contributes to the overall goal of alleviating poverty in Macedonia by supporting the human rights based approach in the area of social inclusion. The aforementioned falls within the framework of the process of EU accession, through the activities of the entities bearing rights and the entities bearing competences.

Within the framework of this project, the Ludwig Boltzmann Institute of Human Rights (BIM-FV Skopje) contracted four consultants to support the local partnership groups in the eight selected municipalities: Berovo/ Pehcevo, Studenicani/Caska, Radovis/Konce, Lipkovo and Negotino in the preparation of the documents on poverty, social inclusion and social protection, prioritising, strategic and action planning.

The main project objectives are as follows:• Estimate and include gathered data from the Study on Poverty and Social Exclusion in the Republic of Macedonia

of BIM-FV in the process of revising documents on poverty, social protection and social exclusion, determining priorities, strategic and action planning;

• Supporting the local partnership groups in the process of identification of the vulnerable groups which are marginalised and face discrimination on several levels;

• Supporting the local partnership groups in their endeavours to find solutions for integrating vulnerable and poor groups in the process of local development planning;

• Assist local partnership groups to determine priorities in achieving the desired outcomes;• Promote and remain focused on the foreseen outcomes in the light of the Project for Social Inclusion and Human

Rights in Macedonia of the Ludwig Boltzmann Institute of Human Rights – Research Association Skopje (BIM-FV Skopje);

Respect gender aspect throughout the process of consultations, bearing in mind the poverty and the social exclusion of women, and paying special attention to the relationships of power and the decision-making processes at local level; Consider and include the environmental aspect throughout the whole process of consultations.

1.2. Principles on Which the Strategy Rests

The concept of local planning, based on the human rights approach and gender equality was used for the preparation of the Strategy for Social Inclusion, Social Protection and Alleviating Poverty in the municipality of Konce.

In the preparation of the strategy for the municipality of Konce, participative planning methodology was used. The process of participative planning can be defined as an inclusion of all the stakeholders (individuals, groups, organisations and institutions) in the decision-making processes related to poverty, social inclusion and social protection in the municipality.

Few conditions had to be met in order to apply the participative approach in planning. The municipality of Konce met these conditions and they are as follows: • Willingness of the mayor and the local administration, as well as of the municipal councils to conduct the

participative planning;• Transparency of the municipal activities in the process of planning;• Unbiased relationships between the mayors, the administration and other interested parties;• Timely implementation of the activities.

The process of participative planning involved identification i.e. mapping the situation in the municipality of Konce, as well as the formation of the Local partnership group through contacts with the local authorities, the civil sector, the business sector and representatives from the municipality.

The results in this document obtained from the process of participative planning, based on respect for human rights and gender equality, provide guidelines for surpassing the problems of poverty, social inclusion and social protection of the vulnerable groups in the municipality of Konce, for the period of 2011 to 2015.

The Local partnership group was led by the following principles and values in the process of preparation of this document: • Openness and non-discrimination- guaranteeing the fulfilment of the defined obligations for welfare of all the

citizens in the municipality of Konce, regardless of their nationality, religious affiliation, gender, social status etc;• Innovation, creativity and dynamics, in other words learning from the best international practice and contribute

to it;• Flexibility and responsibility in order to respond to the changing needs and circumstances; • Transparency and fairness which provide transparency in the decision-making processes and allocation of the

financial resources; • Respect, understanding and support in order to establish professional relationships based on trust and

cooperation among stakeholders;• Professionalism meaning consistent fulfilment of the responsibilities; • Efficacy and effectiveness which provide most appropriate use of resources; • Partnership and communication, which promote effective involvement and partnership between all the

stakeholders in the municipality;• Provision of freedom of choice of the key factors, of the means and the activities undertaken to achieve the

objectives; • Necessity of harmonising the activities with the municipal budget and other available financial resources in

implementation of the activities; • Following the dynamics of the external processes influencing the overall development of the municipality,

which could lead to incompatibility of the Strategy with the external environment.

These principles and values are valid and important not only when the Strategy is implemented, but also in the revision and the evaluation of the development of the municipality of Konce. The Strategy for Social Inclusion, Social Protection and Alleviating Poverty in the municipality of Konce is prepared in accordance with the National Strategy for Alleviating Poverty and Social Exclusion in the Republic of Macedonia (2010-2020), using the open method of coordination (OPC) and working on strengthening the capacities of the local government through the process of organising and facilitating extensive consultative process with citizens’ associations, vulnerable, socially excluded and poor groups, the business sector and all stakeholders.

In the process of preparing this strategic document and defining the strategic priorities, objectives and activities, the Local partnership group (LPG) took the following legal provisions into account :Law on Local Self-Government, Official Gazette of RM, No 5/2002; Law on Financing the Units of the Local Self-Government from 2002; Law on Territorial Organisation of the Local Self-Government Units in RM, Official Gazette of RM, Mo 55/2004; Law on Balanced Regional Development, Official Gazette of RM 63/2007;Declaration for Participation of the Local and Regional Authorities in Reaching the Millennium Development Goals (MDG) in 2006.

At the same time, in the conceptualisation of this Strategic document, LPG took into consideration the key guidelines determined by the following programs of the Ministry of Local Self-Government (MLSG). Program for Implementation of the Process of Decentralisation;National Implementation Program.

1.3. Methodology

The approach/methodology used in the preparation of the strategic document was a participative planning approach. Namely, in the preparation of the strategic plan the Local partnership group was actively involved in the municipality of Konce . This group consisted of representatives of the local self-government (LSG), the public sector, the civil sector (CS) and the business sector, which allowed the contribution and participation of all the stakeholders in its preparation.

The process of participative planning was conducted through two workshops led by the consultant contracted on behalf of BIM-FV. At the workshops, the methods and the techniques for strategic and action planning were presented, in order for the LPG to understand and familiarise itself with these methods and techniques and in this way, to be able to give strong contribution into the preparation of the strategic plan.

At the workshops, group or pair work, open discussions, presentations, priority matrix, as well as, the meta-plan method were used. PESTEL analysis on the surrounding was prepared in order to define the political, economic, social, technological, environmental and legal factors influencing the process of strategic planning and strategy implementation, as well as solving the present problems the municipality faced. Namely, the Local partnership group identified and determined the priority vulnerable groups of the municipality through the workshops for strategic and action planning, in accordance with the municipal possibilities and the resources. All of the above mentioned is incorporated into the strategic plan and is given a timeframe for the next five years.

The local partnership group determined the following activity priorities for the municipality: 1. Alleviating poverty;2. Social inclusion of vulnerable groups;3. Social protection.

When the two workshops on strategic planning and the preparation of the action plan took place, as well as the focus-groups with most vulnerable groups of citizens, the Strategy and the action plan were publicly presented at a public debate in front of the citizens of the municipality of Konce. At the same time, this Strategy aims to provide general mid-term guidelines which the municipality needs to follow in order to achieve its strategic goals linked to social inclusion, social protection and alleviating poverty. The Strategy covers the period of the next five years and offers solutions for surpassing the current problems of the municipality and its citizens, through achieving the concrete strategic objectives.

Chapter 2 – Review of Existing Strategic Documents In the preparation of the Strategy for Social Inclusion, Social Protection and Alleviating Poverty in the municipality of Konce, several existing strategic documents related to the municipality were taken into consideration. A brief explanatory note on the previous endeavours for solving the social problems of the municipality is provided below. Furthermore, there is an explanation to what extent the already existing documents deal with social problems of the municipality.

The municipality of Konce has prepared the following strategic documents:• Strategy on Local Economic Development of the Micro-region Radovis and Konce for the period of 2007-2011;• Municipalities of Radovis and Konce- Local Employment Action Plan (2009-2010). • Other relevant documents dealing with this area are as follows:• National Strategy on Alleviating Poverty and Social Exclusion (2010-2020) ;• National Strategy on Equal Rights on the Persons with Handicap (revised) (2010-2018) • Index of Social Inclusion at Local Level (2011) ;• General Study on Poverty and Social Exclusion in the Republic of Macedonia (2011) ,

2.1. Strategy for Local Economic Development in the Micro-region of Radovis and Konce for the Period of 2007 to 2011 The Strategy on Local Economic Development is a joint strategy for the municipalities of Konce and Radovis. It was prepared by the Planning Commission in the period of May to December 2006, and adopted by the municipal councils in January 2007. The Strategy on Local Economic Development refers to the period of 2007 to 2011. With it, the municipalities Radovis and Konce, jointly, give the general directions for sustainable economic development in order to improve the quality of life to their citizens in all social spheres.

Although, this Strategy does not treat directly the problem of social inclusion and social protection of vulnerable groups in the municipality, it still provides a solid basis for alleviating poverty in the municipality, by opening new job posts and decreasing the unemployment.

2.2. Local Employment Action Plan of the Municipalities of Radovis and Konce (2009 – 2010)

The Employment Action Plan of the municipalities of Radovis and Konce, was prepared by the CARDS project – Employment Policy III, supported and financed by the EU. The implementers of the project were the municipalities of Radovis and Konce, in partnership with institutions and non-governmental organisations.

The document gives an overview of the general conclusions from the conducted analysis on the state of the local labour market, as well as, it provides recommendations derived from the analysis. At the same time, the Local Strategy for Employment determines the general guidelines and the priority objectives of the local employment action plan, the plan for implementation of the objectives and the budget for implementation of the objectives. The Action Plan for Employment of the micro-region of Radovis and Konce refers to the period of 2009 to 2010.

2.3. Index of Social Inclusion at Local Level, February 2010 – March 2011

The publication ‘Index of Social Inclusion at Local Level’ is a result of the research conducted by the Institute of Social Sciences Euro-Balkan within the framework of the project Index of Social Inclusion at Local Level: Creating instrument for assessment of the equitable approach and fair distribution of local services.

The idea behind this study was enabling a comparison between all the municipalities in the Republic of Macedonia in various categories. Inevitably, this type of comparison (purposefully) leads to levelling the conditions of more and less favourable at a municipal level. Thus, the study takes a form of so-called index or ranking

The research was conducted in 84 municipalities in the Republic of Macedonia, among which the municipality of Konce was. The index of social inclusion was measured through several indicators: basic needs (water supply system, sanitary conditions, and electrical power supply), education, employment, social protection, health, rural population, elderly persons, transport and connections, gender equality, special needs persons, young people and Roma.

For each indicator, several parameters were used as a subject of the research. Based on the data obtained, and in relation with the parameters, the conditions/the states of the municipalities were determined, i.e. more and less favourable conditions were defined, represented by an index. The index value was measured on a scale form 0 to 10 and it was proportional to the ranking of the municipality (the higher the index, the higher the ranking). The index is a basis for ranking the municipalities and allows comparison between them.

Of all of the 84 municipalities in the Republic of Macedonia, and based on the obtained data from each indicator related to social inclusion in RM, the municipality of Aerodrom has the highest ranking, with index of social inclusion of 6.91, and the lowest ranking municipality is the municipality of Rankovce with social inclusion index of 3.28. In the final ranking, the municipality of Konce is at position 49, with final index of social inclusion of 4.81.

Chapter 3 –Strategy on Social Inclusion, Social Protection and Alleviating Poverty in the Municipality of Konce

3.1. Social Profile of the Municipality

General Characteristics of the Municipality of Konce The municipality of Konce is situated in the central-east part of the Republic of Macedonia, at 150km distance from Skopje, at the right-hand side on the road Radovis –Strumica. It is a typical rural municipality surrounded by Konecka Mountain and Smrdesnik. The geographical configuration of the terrain is dominantly hilly. The plains (lowlands) of the municipality are around the River Lakavica.

The municipality of Konce covers an area of 225km2 and falls into the category of mid-sized rural municipalities in the Republic of Macedonia. The total number of households is 1.057. In the municipality of Konce there is one rural centre with 13 villages (settlements), with 3.536 residents. There are only three settlements with over 500 citizens, and they are: Konce, Dedino and Rakitec. In the rest of the settlements there are, in average, between 300-500 residents. In three settlements, there are less than 50 residents, and four settlements are completely depopulated. With regards to the ethnical structure of the population, from the overall number of residents most dominant are the Macedonians with 85.10%, then the Turks with 14.7%, Serbs 0.08% and others 0.08%. The age structure points to the fact that 21.4% are at the age of 1-14; 67% are at the age of 15-64, while 11.6% are at the age over 65. The majority of the residents, 50.6% have not completed primary education; 34.5% have completed primary education, 14% have completed secondary education and 0.9% have completed high or higher education.

The main economic activities in the municipality are agriculture, forestry and livestock farming. The municipality of Konce is clean and environmentally healthy municipality; it has resources and potential for production of healthy food, and it is abundant in forest and water resources. The municipality of Konce has reserves of marble, clay and copper ores, and potential for development of mining.

3.1.1. Analysis of the Socio-Economic State

With regards to the social conditions in the municipality of Konce, the dominant social problems in the municipality are the poverty and the unemployment. One third of the working population, 32.3% i.e. 722 are unemployed. The gender structure of the unemployed indicates that the majority of the unemployed are men, i.e. from the overall number of unemployed only 23.3% i.e. 168 are women. With regards to the ethnic structure, the majority are Macedonians (604), Turks (112), Serbs (3) and others. The distribution of the unemployment according to age structure indicates that the majority of the unemployed i.e. 224 persons are at the age of 30 to 39, 189 persons are at the age of 20 to 29, then 152 persons are at the age of 40 to 49. Furthermore, 105 unemployed persons are at the age of 50 to 59, and there are 27 unemployed persons at the age of 60-65. The data analysis indicates that the majority of the unemployed have been unemployed for over eight years: 98 have been unemployed for less than a year, 93 have been unemployed up to 2 years, 50 persons up to three years, 44 have been unemployed for up to four years, 94 persons have been unemployed from five to seven years and 238 persons have been unemployed for over eight years. Two thirds of the unemployed are unqualified workforce (488 persons, of which 130 women); 118 unemployed persons of which 44 women have completed secondary school; and only 8 of the unemployed, of which 7 are women, have completed high or higher education. In the municipality of Konce there is no industry developed i.e. there is no capacity to absorb the workforce. In 2009, 50 beneficiaries of social assistance were contracted to carry out community works in the municipality.

Capacities: The municipality of Konce has no pre-school education institution. There is not private nor public home for the elderly. There are no forms of assistance to persons with physical or mental disability, like daily centres or foster-care families.

3.1.2. Labour Market and Employment

The municipality of Konce is typical rural municipality where agriculture, cattle breeding, water management and forestry are directly involved in the development of the municipality. In the populated places of the municipality, there are only small trading entities registered and there is a small economic capacity for buying and production of dairies.

The Radovis Employment Centre is competent for Konce residents. Active labour market measures are implemented through the Centre in accordance with the operational plans of the Ministry of Labour and Social Policy. University graduates in English Philology and Electrical Engineering are listed as shortage occupations. There is no regional branch office of the Employment Centre in the municipality of Konce, thus the citizens from Konce have to travel to the municipality of Radovis to use its services.

The elderly unskilled persons seem to be the most disadvantaged group in terms of employment in the municipality. Concerning the rights of social protection, the most disadvantaged category includes elderly people who are

financially not provided for, and are incapable of working, however they cannot exercise their rights to social protection because of their ownership of a property and their property rights.

With regards to employment as an indicator, and according to the study Index of Social Inclusion at Local level, from 84 municipalities, the municipality of Konce is at 66th place, with index 2 . According to this indicator, the highest index (5,33) has the municipality of Bogdanci, and the lowest index has the municipality of Strumica (1). The number of unemployed persons in 1000 is taken into consideration; the number of unemployed at the age of 15 to 29 per 1000 persons; and the percentage of unqualified workforce in the overall number of unemployed.

3.1.3. Basic Needs and Infrastructure

In the municipality of Konce there is a relatively good infrastructural network. In most of the villages, there is a water supply network, i.e. in every populated place there are separate systems providing drinking water. In three villages only with very small number of residents, or that are almost depopulated (Zagorci, Garvan and Skorusak) water is obtained mostly from wells. There is a sewerage network in the four largest villages: Konce, Rakitec, Dedino and Dolni Lipovic. All of the populated places are connected to the municipal centre. Although the access road to and from the populated places is asphalted, it should be noted that within the villages there are also non-asphalted, dirt roads. In this regard, the focus group participants noted: ‘Only the main road is asphalted, but in order to go into our homes we tread in mud...’ The reconstruction of the road Radovis-Konce is envisaged for 2011.

With regards to the indicator basic needs which includes: water supply, sanitary conditions, electricity supply and housing, the municipality of Konce is at 62nd position with index 5.8 . The first ranked municipality, from all the 84 municipalities in the Republic of Macedonia, is the municipality of Gorce Petrov with index 8.75, and the last ranking is the municipality of Staro Nagoricane with index 3.11. Measuring the index of social inclusion according to the percentage of villages linked with public transport, the percentage of villages having a post office, the percentage of villages cut-off the municipal centre in winter etc, out of 84 municipalities in RM, the municipality of Konce ranks at 28th position, with index 3.93 . The highest ranking municipality in this respect is the municipality of Cair, with index 7.97, and at the bottom of the list is the municipality of Debar with index 0.67.

3.1.4. Education

In the municipality of Konce there is one central primary school, Goce Delcev Primary School, with 4 dispersed schools –from 1st to 5th grade – in the villages of Gabrevci, Rakitec, Gorni Lipovik and Dolni Lipovik. The tuition is provided also in Turkish language in the village of Konce. There is no secondary school. Students most often attend secondary school in the neighbouring municipality of Radovis.

According to the percentage of children attending school at the age of 5 to 9, the percentage of children at school at the age of 9 to 14, the number of teachers per 1000 students, the percentage of illiterate population at the age over 10, the percentage of illiterate population above 60 years of age, the percentage of villages where there are primary schools, the percentage of villages where transportation for children attending school in other places is provided, the municipality of Konce has an index of social inclusion-linked to education of 6.7 and ranks at position 72 from all 84 municipalities. The first ranking municipality is the municipality of Pehcevo with index 8.96, and the bottom ranking municipality is Zajas, with index of 5.73.

3.1.5. Health

The network of health care institutions at the territory of the municipality of Konce is poorly developed. There are only two outpatient clinics with a general practitioner (GP) and a nurse on the entire territory of the municipality, and although the outpatient clinic in Konce should work every day, this is not a common practice, and it usually opens twice a week. There is no ambulance, which was pointed out by the focus group participants: ‘If something happens, there is no ambulance, we know it. We have to call a taxi, so then only God helps you…’.

There are no specialist clinics or pharmacies. ‘This was never the case, not having a pharmacy in the municipality...’ Due to this, the residents of the municipality are forced to travel to the surrounding municipalities to satisfy their health care needs ‘There is no pharmacy, so if the taxi driver is kind enough to bring us medicines from Radovis, fine, if not, we have to pay 160 denars just go and buy medicines from Radovis...’ .

The index of social inclusion related to health is defined through the infant mortality rate; infant mortality per 1000 newborn babies, the number of doctors per 1000 residents, the number of nurses per 1000 residents, the number of pharmaceutics per 1000 citizens, the percentage of villages where there is a doctor, and the percentage of villages with a pharmacy. According to the above-mentioned parameters, the municipality of Konce has an index of 4.54 and ranks at the 55th position from 84 municipalities. The highest index related to health has the municipality of Mogila, and the lowest 1.91 has the municipality of Drugovo.

3.1.6. Social Protection

Within the municipal administration, there is no separate unit on social protection, but the competencies on social issues are undertaken by the Unit for general and legal affairs. There is no social worker among the municipal employees; however there is an employee that has been appointed to perform tasks from the social sphere. In 2009 a Program for Social Protection of the Residents of the Municipality of Konce for 2010 was adopted, focusing primarily on financial benefits (as social assistance). The Program for Health and Social Protection for 2011 contains extended activities for social protection supported by an Operational Plan for their implementation. The municipality cooperates with the citizens by informing them, putting notifications in public places, providing guidance and assistance in filling out applications etc. To the socially disadvantaged residents, the municipality provides one-time financial assistance. In 2010 an overall amount of 150.000 denars, or 0.5% of the annual municipal budget, was allocated under this budget item. For 2011 a total amount of 200.000 denars from the municipal budget were allocated for this purpose .

The Centre for Social Work in Radovis is competent for the residents of the municipality of Konce. In Konce there is no office through which the different types of social financial assistance, of permanent financial assistance and assistance and care by another person could be administered. The Centre for Social Work cooperates with the municipal administration in Konce just in need, often when there is a problem related to social protection beneficiaries. It cooperates with the schools in cases of juvenile delinquency, or when needed, to issue a certificate for the school for the household members. It also cooperates with the health care providers when certain documents are needed. The Centre for Social Work has good cooperation with the Employment Service Agency. The cooperation with the local NGOs is weak which, in the municipality of Konce, are in small numbers and are underdeveloped.

Due to the fact that there is no centre for social work in Konce, the residents have to travel to the neighbouring municipality of Radovis in order to realise some of their social protection rights. This poses a difficulty for them, having in mind they are impoverished and have to allocate part of their meagre finances for covering the travel expenses. Some of these people are sick or disabled, or sometimes they are children or elderly people. The need arises for opening a centre for social work in Konce, or at least an office for handing out financial assistance, which would facilitate the exercise of the social protection rights.

Number and structure of beneficiaries of social protection measures and services: The analysis of the structure of beneficiaries of social financial assistance at the territory of the municipality Konce indicates that 23 households are beneficiaries of social financial assistance. The heads of the households represent all age groups. 17 households are beneficiaries of permanent financial assistance, most of whom (15) make use of this right based on age or illness. Most of these families are of Turkish ethnicity. One-time financial assistance, in average, is allocated to 20 beneficiaries per year. The exercise of the right to social financial assistance, often, is hindered due to the fact that households generate income from agricultural activity or tobacco production. When a person owns farming land and necessary machinery, he/she is also deprived of exercising the right to social financial assistance.

The amount of the social financial assistance was emphasised as a great problem within the focus group discussions. “I live with my partner with whom I am not married. She is sick and I am as well. I also have had several surgeries… I cannot survive on the money from the assistance, let alone buy medicines. The winter is coming, and I do not have wood for heating, even if I want to, I cannot bend to gather some wood… “

Extra-institutional protection is provided to a child with no parental care, and to a child whose parents are beneficiaries of permanent financial assistance and is placed in a foster family in Makedonski Brod. Furthermore, the records show that there are two sisters accommodated in the foster home ‘May 25’, but due to their age they are no longer eligible for using permanent financial assistance. In the municipality of Konce there is no centre for daily or temporary accommodation for special needs persons, neither foster families, nor a small group home The need for establishing a day-care centre for the elderly arises as the number of the elderly residents in the municipality is considerably high. The municipality of Konce allocates a high proportion of the municipal budget for social protection and has a high percentage of beneficiaries of social assistance. Therefore, it has a high social inclusion index with regards to social protection- 8.43, and that is the reason why the municipality of Konce ranks at the 1st place from all the 84 municipalities in the Republic of Macedonia.

3.1.7. Other Important Facilities

Cultural institutions: The residents of the municipality of Konce cannot satisfy their cultural needs due to the lack of facilities where cultural activities could take place. There is no cultural centre in Konce, but there is a large hall that is used for cultural events and gatherings. There is no cinema, no theatre, no museum and no library.

Sports facilities: There is no gym nor a sports field in the municipality of Konce. Only in the central primary school there is a gym where physical education activities take place. In four of the villages there are improvised football fields.Media: There is no local radio station in the municipality of Konce. There is no local TV station, nor local printed media.Civil society organisations: In the municipality of Konce several citizens’ associations are registered, but only few are active. Most of them are folklore groups, part of them are working on the emancipation of Macedonian and Turkish women, and there is an association of tobacco producers.

3.1.8. Cooperation of the Municipality with Local Stakeholders

The municipality, generally speaking, has a good cooperation with the Association of Units for Local Self Government (ZELS).The cooperation with the Centre for Social Work is weak and happens only when there is a need to cooperate on a specific case. There is no cooperation to prevent social problems and to address issues for improvement of the social situation in the municipality. The cooperation of the municipality with the Employment Service Agency is assessed as excellent. The two institutions are informing each other of the organised trainings and courses. The municipal administration is satisfied with the work of the Local Employment Centre and the provision of assistance for starting-up small businesses and self-employment. The municipality cooperates with different civil society organisations, but the weak capacity and lack of ini iative of the local NGOs was emphasised. In 2010, a Program for the Development of the NGO Sector and Cooperation with the Municipality for 2011 was adopted, and with it 100.000denars were allocated for financing activities in the municipality of Konce The private sector is poorly developed and has a weak corporate solidarity. The cooperation with the central government is good, but the fact that not all municipalities have the same capacity to take on all competencies was emphasised. Subsequently, all municipalities cannot be at the same stage of the process of decentralisation. The fiscal decentralisation is an advantage as it gives the opportunity for the municipality to generate own revenues.

3.2. Identified Vulnerable Groups (needs and priorities)

In the area of human rights, the attention is growing to persons belonging to specific groups, which according to their needs and problems are defined as vulnerable groups. Persons who belong to these groups share certain common characteristics or, find themselves in situations which make them even more vulnerable and subject to discrimination.

The issue of human rights in Macedonia and the general social climate point to the fact that there are considerable differences among various regions, as well as different approaches when dealing with the problems of vulnerable groups. While the majority of these problems, more or less, are common for one group, it would be incorrect if identical solutions to these problems are applied in every region, bearing in mind the different conditions at field and the specific cultural differences between the regions.

The identification of the poor and vulnerable groups in the municipality of Konce was conducted in consultation with all the involved actors i.e. the Local partnership group, emphasising the importance of establishing a participatory approach at the beginning of the process. This happened at a workshop that took place form 21 to 23 March 2011, at Hotel Drim in Struga, where representatives from the Local partnership group (LPG) from the municipality of Konce were present. At this workshop, with a constructive and open discussion the vulnerable groups in the municipality were discussed, their specific problems were analysed and their needs identified. Furthermore, using a priority matrix, LPG listed the priority vulnerable groups in the municipality, according to the following order:

The persons with physical or mental disability, the elderly and weak persons and single persons with no income were identified as the three priority vulnerable groups in the municipality of Konce.

The persons with physical and mental disability living in the municipality of Konce lack basic conditions for their normal, everyday functioning and development, and even more, they lack opportunities for inclusion and integration into the community. Their condition is a great burden to the parents and the whole family, and the municipality does not offer any facilitation services in this respect. If one takes into consideration that there are no special units in the schools, neither a daily centre, nor other alternative services (such as: mobile services, organised activities etc) it seems that these persons are left to be cared for solely by their families. Moreover, there are physical barriers to access to services, no possibility for their education and their inclusion into the social life.

The elderly and weak persons in the municipality of Konce are also a high-priority vulnerable group bearing in mind the fact that a large proportion of the municipality are elderly residents. These persons are incapable to do their errands and housework, to take care for themselves and their health, and have no possibility to socialise. It is important to mention that there is a lack of various services in the municipality of Konce, such as, ambulance, social work centre, pharmacy, old people’s home, mobile and patronage services, no ATMs. This additionally aggravates their situation.

Single persons with no income on their own are characteristic vulnerable group in the municipality of Konce. Usually, they are male persons above middle age, who have no family i.e. often are not married as a result of their unemployment and lack of income. They have to deal with their vulnerability with no support from the community. All of the abovementioned usually results in a bad heath condition among many of them, which creates a basis for vulnerability at several levels.

3.3. Brief Explanation of the Tool and the Results from PESTEL Analysis

The name of this type of analysis derives from the English abbreviation PESTEL which focuses on the following aspects i.e. factors of influence: • Politicalfactors

Women in agriculture with no pension and health insurance

- Uneducated;- Lack of arable land and property in their name;-.Unregistered production or inability to pay taxes to the state which hinders using the offered incentives.

- Education and training;- Workshops by NGOs, Ministry of Forestry, Agriculture and Water Management, by Agency for Improvement of Agriculture etc;- Shift from the patriarchal tradition; - Registering the production, regular payment of pension contributions and health insurance.

Uneducated persons

- No exact figure of uneducated persons; - Inaccessibility to work placements due to non-competitiveness at the labour market; - Lack of information for employment at working positions in accordance with the vocation.

- Identifying the number of uneducated persons through a research by age and gender; - Completing education by attending training for requalification or gaining new qualification and inclusion in the system of regular (mainstream) education; - Delivery of thematic courses by NGOs or the Employment Service Agency;- Establishing a system/ mechanism for access to information for suitable employment according to the vocation.

The PESTEL analysis on the vulnerable groups was carried out in order to determine the possibilities and the risks with regards to the political, economic, social, technological, environmental and legal factors in the immediate environment.

The following factors were identified:

Gender aspect

The National Strategy for Alleviating Poverty and Social Exclusion 2010-2020 as a specific strategic objective foresees the improvement of the position of women and alleviating the level of poverty and the risk of social exclusion. In accordance with the National Plan on Gender Equality 2007-2012 and the Law on Equal Opportunities between Men and Women, the need for systematic approach, through gender institutional mechanisms, and in close cooperation with the informal system for prevention and protection (the NGO sector) arises at local and central level as well. Some of the objectives are as follows:

1. Prevention of gender based discrimination, violence and social exclusion of the female population, specifically present in the rural and other small communities, as well as amongst the ethnic groups;

2. Formal protection of women’s rights through strengthening the capacities and the coordination of the institutions and the services, most of all, at local level;

3. Greater focus towards activities for incorporating (mainstreaming) the gender concept in the policies at central and local level from social inclusion aspect, through gender institutional mechanisms and in cooperation with the NGO sector.

On the basis of the aforementioned, the document includes relevant gender data for the municipality of Konce:

In the municipality of Konce, 53.5% of the population are men and 46.5% are women. Tabular representation: Total number of the population, by gender (male-female) in five years periods, at 31.12.2008/2009.

In the region, certain discrepancy in the overall gender structure is traced in comparison with the overall gender structure at a country level. While the representation of the male population at state level is 50.06%, in the municipality of Konce is 53.5%. This discrepancy is more significant in the rural and the underdeveloped places. Such gender imbalance is a serious indicator for the disturbed balance of the population. At the level of the whole region, a process of aging of the population is noticed: a small decline of the young population up to 14 years of age in the overall figure, and at the same time, an increase of the participation of the older male population of the age category of over 55.

In the municipality of Konce there is a Commission for Equal Opportunities of Women and Men (EOC), however in the municipality there are no programs on gender equality. A characteristic of Konce is that in the municipal Council there are no women counsellors, although 36.36% of the municipal employees are women. There are no women’s organisations registered in the municipality, and with it no activities, as well as services of this kind are offered.

According to the Index of Social Inclusion at Local level, with regards to gender equality as an indicator, the following parameters are taken into consideration: percentage of women’s representation in the municipal councils in 2010, percentage of women’s representation in the municipal administration in 2010, percentage of women having driving license, measures and programs for gender equality of the municipality and women’s organisations and their activities. According to these parameters, the municipality of Konce ranks 74 out of 84 municipalities in Macedonia, with 2.47 index, which points to a very low inclusion index of the women in the municipality of Konce.

Environmental Issues The Aarhus Convention , as an international agreement, is one of the most important instruments for protection of citizens’ rights with regards to healthy and clean environment. The population has the right and the need to be informed, to participate in the decision-making processes related to protection of the environment and to have free access to information.

The implementation of the Aarhus Convention allows improvement of the access to information, increases participation of the public in decision-making, which improves the quality of decisions taken, and results into improved quality of the environment. The implementation of the Aarhus Convention contributes to protection of the right of every individual from present and future generations, to live in an environment nourishing his/her health and wellbeing. Furthermore, it allows access to information, participation of the public into decision-making processes and access to justice in environmental issues and in accordance with the Law on Protection and Improvement of the Environment.

In the municipality of Konce, a significant environmental problem is the waste-field, which was not built according to environmental standards, as well as, to a smaller extent, the problem with land erosion. Having in mind the abovementioned, the need to solve the waste-field for solid waste arises, as well as, measures need to be taken to decrease the erosion of land. 3.4. Priority Development Areas

The Local partnership group defined the following priorities for overcoming the social problems in the municipality of Konce, for the period of 2011 to 2015:

Bearing in mind the problems and the needs of the local community, for each of the abovementioned priorities, the following strategic objectives and strategic actions were defined:

3.4.1. Priority Area 1 – Alleviating poverty

3.4.1.1. Strategic objective 1 –Decreasing unemployment among the identified vulnerable groups in the municipality, by stimulating the development of small and medium businesses, providing state incentives and tax relief of 15% by 2015.

The following strategic actions are planned for successful realisation of this strategic objective: Raising awareness among the general population for the need of registering the farmers, with special focus placed on women-farmers. The activity will be realised by organising informative meetings. It is foreseen that these meetings will take place three times a year and will directly inform the participants on the advantages from registering an agricultural activity.

Support and raising awareness for formalising small businesses by using the incentives for start-up of small and medium enterprises, directed towards stimulating the employment of vulnerable groups. At the informal meetings planned to take place three times a year, the participants will be informed on the ways of using the offered incentives, and with it, the number of small and medium enterprises offering possibilities for employment and self-employment will increase.

Active informing and assistance to physical and legal entities for using IPA and IPARD programs, through organisation and realisation of informative meetings and workshops, at least, four times a year. This activity will stimulate involvement in these programs for people in need and will offer possibilities for involvement and employment of persons belonging to the identified vulnerable groups.

Establishing a municipal fund for start-up of small businesses and self-employment, focusing on employment and self-employment of persons belonging to the identified vulnerable groups, as a stimulus and assistance for employment and self-employment of these persons.

Organising a mini-fair for promoting traditional customs and crafts. The mini-fair would take place once a year, in the municipality of Konce, in order to foster initiatives for new businesses and give possibilities to the local population to generate incomes. Furthermore, it will engage and involve persons belonging to the vulnerable groups.

Opening small capacities for production of final agricultural products through joint associations, with a possibility to involve persons belonging to the vulnerable groups. This activity fosters the association of local farmers and involvement of persons belonging to the vulnerable groups, as well as it gives opportunity for cooperation with and contribution to the community.

Promotion of the natural resources and village tourism in the municipality as a possibility to develop this particular potential of the municipality. This activity would be realised by distribution of promotional flyers, advertisements and showing videos in the media, as well as through update of the municipal website. This activity could indirectly contribute for greater involvement of the vulnerable persons living in the municipality.

Stimulating the establishment and functioning of a business-incubator for business start-up, with special focus on involvement of vulnerable groups. The municipality, by using certain measures, would try to initiate and stimulate the functioning of a business incubator.

The following risks have been identified for the implementation of the abovementioned activities: resistance and lack of interest by the community when changes are introduced, lack of entrepreneurial spirit, no feeling for mediation, poor human resources, insufficient promotion of the activities stimulating employment.

The success of the implementation of this strategic objective will be measured by the following defined indicators: increased percentage of employed vulnerable persons, increased percentage of new businesses in the municipality which employ persons from the vulnerable groups, increased percentage of self-employment of vulnerable persons. Verification tools: contacts with the employed persons, (M1 and M2) employment forms, the database of the Employment Service Agency and the Central Register of the Republic of Macedonia, data and findings from the Social Work Centre, municipal reports.

3.4.1.2. Strategic objective 2- Increasing the employment and self-employment by opening new job positions and larger industrial capacities, as well as by promoting an industrial zone, by 5% to 2015.

The following strategic actions are planned for successful realisation of this strategic objective: Preparation of an urban-planning documentation for an industrial zone by the municipality of Konce. This activity is an important condition for further economic and social development of the municipality. It has a great indirect influence for improving the state in which the municipality is, including the state of the vulnerable groups.

Building communal infrastructure for an industrial zone. The communal infrastructure is most important element when building a functional industrial zone. This activity is also an important condition for further economic and social development of the municipality and for stimulating employment of vulnerable groups.

Promotion of the industrial zone to national and foreign investors. The promotion would be carried out through direct meetings with potential investors, as well as through distribution of promotion materials. It is planned that these meetings take place four times a year.

Attracting investors by reducing communal taxes and by mediation for employment of local unemployed force with special focus placed on the identified vulnerable groups. The goal of this activity is to attract many possible interested investors and opening new job positions for vulnerable persons, which would contribute to reduction of the unemployment in the municipality. An indentified risk is the lack of interest to invest in the municipality. The following indicators were identified for this strategic objective: increased percentage of employed persons belonging to the identified vulnerable groups, increased percentage of new businesses in the municipality employing vulnerable persons, increased percentage of self-employment of vulnerable persons.

Verification tools: the database of the Employment Service Agency and the Central Register of the Republic of Macedonia, data and findings of the Social Work Centre, municipal reports, photos and videos.

3.4.1.3. Strategic objective 3- Education, new qualification and re-qualification of unemployed and socially endangered persons, including training for internet use; 15% of the overall number by 2015.

The following strategic actions are planned for this strategic objective: Organising workshops and trainings, education for new qualification and re-qualification. The goal of this activity is to offer possibilities for training, gaining new or re- qualification of persons belonging to the vulnerable groups. This would improve their chances of employment and for a start-up of new businesses adjusted to the local possibilities and resources. The training on how to use internet networks falls into this category as well.

Lectures and informative meetings with active, successful businessmen. The goal of this activity is to inform the local population for the opportunities for starting up own business. The lectures and the meetings could inspire ideas on how to generate income. All of the abovementioned gives an opportunity for inclusion and employment of vulnerable persons.

An important condition for implementation of the abovementioned activities is to provide accurate and updated information on the real needs before starting with the activities.

The following indicators were identified for this strategic objective: increased number of employed and trained vulnerable persons according to the labour market needs, increased number of businesses involving vulnerable persons.

Verification tools: lists of participants, registration forms, evaluation sheets, survey forms, photos and videos, database of the Employment Service Agency and the Central Register of the Republic of Macedonia, data and findings of the Social Work Centre, municipal reports.

3.4.1.4. Strategic objective 4- Establishing centres for informing the unemployed and socially endangered persons for employment possibilities to 2015.

This strategic objective foresees the establishment of a regional office of the Employment Service Agency, where local vulnerable groups would have greater access to job advertisements and would be informed better about the labour market situation.

Essential pre-condition for implementation of this activity is a positive response by ESA to the activity. The risk is the possible resistance by the local population to accept changes, most of all, because of lack of activity and insufficient response when new things are implemented.

The indicators for success of this activity are: increased percentage among vulnerable groups of the municipality of Konce being informed on the abovementioned issues and increased percentage of used available incentives related to employment of vulnerable groups. Verification tools: survey forms, database of the Employment Service Agency, data and findings of the Social Work Centre, municipal reports.

3.4.2. Priority area 2 – Social Inclusion of the Identified Vulnerable Groups

3.4.2.1. Strategic objective 1 –Improving the state of and providing possibilities for integration of the persons with mental and physical disability

The following strategic actions are foreseen for the realisation of this objective: Providing physical access to all the institutions in the municipality by building access ramps for persons with physical disability wherever needed. Establishment and functioning of mobile services for assistance to persons with physical or mental disability and to their families. In absence of a daily centre and other forms of care, this activity will provide the necessary services to persons with physical or mental disability and to their families in order to improve their quality of life. The mobile services envisage engaging local volunteers, persons from the vulnerable groups.

Initiating and organising activities for work engagement and involvement of the persons with mental or physical disability in all spheres of the municipal life. The goal of this activity is to enable inclusion of the persons with physical or mental disability in the various spheres of the municipal life and to prevent their isolation and inclusion. A possible identified risk for realisation of the activities is the resistance to changes by the local population as well as, their state of mind in order to overcome the prejudices they have for persons with mental or physical disability. An important factor for implementation of these activities is the ability to provide the necessary budget.

The indicators defined for this strategic objective are: access provided to all institutions in the municipality, increased percentage of services offered to these people, the percentage of persons using these services. Verification tools: registry lists for the persons with physical or mental disability by the Social Work Centre, municipal reports, reports from projects and activities by citizens’ organisations, reports and findings by SWC.

3.4.2.2. Strategic objective 2 –Improving the state of the elderly, weak persons in the municipality of Konce

The following strategic actions are planned for the realisation of this objective: Establishment of and functioning mobile services for assistance to elderly, weak persons living alone. Such activity will improve the life of this particular category of residents of the municipality of Konce. This group represents high proportion of the population in the municipality, and it is identified as one of the highest priority groups. The mobile services foresee involvement of local volunteers who will provide the necessary services to these people.

Opening a care home for the elderly. The need for opening such home is immediate. The municipality has a large number of old and weak residents – living on their own, and the home would provide care for them. Activating the patronage services for elderly and weak persons. As a consequence of the lack of health care in the municipality, the need for patronage services arises. It would provide continuous follow-up of the heath condition of elderly and weak residents of the municipality.

Possible risk related to this strategic objective could be the lack of interest and rejection of this activity by the authorities. Significant factor for success would be the provision of the necessary budget for this activity. The following indicators were determined for this activity: increased scope and number of available services to these persons by the municipality, increased number of beneficiaries of these services.

Verification tools: registry of elderly residents by SWC, reports from visits to the elderly by the patronage services, survey lists, photos, municipal reports for activities and programs, findings and reports from SWC, findings and reports from civil society organisations.

3.4.2.3. Strategic objective 3 –Raising awareness among the women in the municipality of Konce for regular health protection for early detection of malignant illnesses, as well as for social protection and pension insurance for 30% (debates, flyers, workshops).

The strategic actions for this strategic objective are: Organising a raising awareness campaign for regular health protection and early detection of malignant illnesses. The campaign would be realised by organising debates and workshops, as well as by preparation and distribution of promotion materials offering necessary information on the subject and having educational nature.

Initiatives for providing social protection and other additional assistance to ill persons. The goal of this activity is to provide social protection, as well as other assistance that ill persons need. The activity will be realised in continuity, and when needed.

A risk hindering the realisation of these activities could be the possible lack of interest and non-participation of the persons that these activities target. This could be due to the level of gender sensitivity in the municipality. The following indicators were determined for this activity: increased number of regular health check-ups among women, decreased percentage of malignant illnesses, increased percentage of early detected and cured women from malignant illnesses, increased percentage of offered services, social protection and assistance to already ill persons. Verification tools: Patients’ files (from GP), list of participants at the debates, survey forms, photos, findings and reports from GPs, health services and GP offices, medical cards, reports and findings by SWC, municipal reports.

3.4.2.4. Strategic objective 4 - Raising awareness for the needs of the vulnerable groups by 30% (2011-2015)

The following strategic actions are foreseen for this strategic objective:Organising informative campaign. The campaign will be carried out by organising debates and distribution of promotion materials targeting the whole community. The activities will offer information on the needs of the vulnerable groups in the municipality and will make the public aware about the identified vulnerable groups and will help in overcoming their prejudices.

Organising self-help groups: The goal of this activity is to trigger organised communication and mutual support of certain groups in the community, for example, a self-help group of parents with special needs children. Fostering active citizens’ associations: The goal of this activity is to foster active community and active citizens aware for the current conditions and state, and working on improving the quality of life by themselves.

A possible risk for implementation of the activities could be the resistance to changes by the population and their (lack of ) openness to become informed on the specifics for each vulnerable group. One important condition for realising the activities is the provision of the necessary budget.

The following indicators were determined for this activity: increased number of services for these people offered by the municipality, increased percentage of citizens’ initiatives and actions, increased number of citizens’ associations in the municipality.

Verification tools: list of participants at the events, municipal reports on the events, projects and programs,, reports from citizens’ associations, archived and statistical data by the Central Register of RM.

3.4.2.5. Strategic objective 5- Establishing mechanisms for identifying and involving the poor and vulnerable groups into the decision-making processes (2011- 2015).

Strategic actions leading to successful realisation of the strategic objective are: Organising and conducting focus groups in order to directly identify the needs of the vulnerable groups and the possibility for meeting their needs.

Carrying out an assessment of the needs of the vulnerable groups. It is another model for identifying their needs in order to include them in the decision-making processes. This model serves as an addition to the focus groups, as many vulnerable persons of various reasons do not (want to) participate in focus groups.

Organising regular contacts and meetings with citizens’ associations working with or representing certain vulnerable groups as another possibility for inclusion in the decision making processes. The defined indicators for this strategic objective are: increased percentage of the activities carried out and decisions as a result of the identified needs, increased participation percentage of the vulnerable groups in the decision-making processes.

Verification tools: annual and quarterly reports on realisation of the municipal programs, minutes from sessions of the municipal council.

3.4.3. Priority area 3 - Social protection- undertaking additional social protection measures

3.4.3.1. Strategic objective 1 – Effectively coordinated and networked institutions to overcome social area problems (2011-2015)

The following strategic actions are foreseen for this strategic objective: Regular meetings of the Local group with the Social Work Centre and other relevant institutions, such as, the police, health institutions etc. The goal of this activity is sharing information in order to surpass certain states and situations in the social sphere and make institution employees sensitive for the problems of the vulnerable groups. A meeting once in three months is foreseen.

A visit by a professional from SWC Radovis to the municipality of Konce, once per week, to become a regular practice. Due to the fact that there is no unit of SWC in the municipality of Konce, most of all, this action will be directed for the vulnerable groups, as well as for the wider community. Possible risk related to this strategic objective could be the lack of interest and rejection of the proposed activities by the institutions’ representatives.

For this strategic objective, the following indicators were defined: decreased percentage of banning certain social protection measures, increased percentage of public institutions’ staff sensitive for the needs of the vulnerable groups, increased percentage of shared information between relevant institutions, increased percentage of realisation of coordinated activities and involvement of representatives by relevant institutions, increased percentage of available services for the vulnerable groups.

Verification tools: reports, data and findings by SWC and GP offices, survey forms, list of participants from the meetings between the institutions, photos, videos, reports from visits by SWC and reports for delivered services, municipal reports, as well as, reports from citizens’ associations.

3.4.3.2. Strategic objective 2 – Improving the state of socially most endangered persons.

The following strategic actions are foreseen for this strategic objective: Organising free regular health examinations. There is no regular health service provided in the municipality, thus the abovementioned activity will provide regular health examinations for persons who are not able to pay for it. Providing hot meals to these persons. This measure/activity targets socially most endangered persons in the municipality.

A risk to these activities could be the insufficient budget of the municipality. For this strategic objective, the following indicators were defined: increased percentage of regular health examinations among socially endangered persons, hot meals provided for most socially endangered persons.

3.4.3.3. Strategic objective 3 – Establishing info-system i.e. make information for exercising social protection rights available to the residents of the municipality of Konce, 2011-2015

The following strategic actions are foreseen for this strategic objective: Preparation and distribution of information-sheet for the citizens, informing them on their social protection rights. The goal of this activity is providing accessible information to citizens on their social protection rights, which would lead to their appropriate reactions when their rights are infringed. The information sheet will contain basic information for the services offered by the institutions.

Opening an office for providing information to citizens on all (social) affairs. The office will try to provide access and transfer of information from all areas. This office will have great importance for the residents of the municipality of Konce as it could influence their greater involvement in all social activities and contribute to more active community. A risk to these activities could be the insufficient budget of the municipality.

For this strategic objective, the following indicators were defined: increased percentage of informed citizens, increased percentage of citizens’ initiatives and actions, percentage of adequate use of social protection measures.

Verification tools: sample of the Information sheet , video recording from TV shows, photos, survey lists, videos, municipal reports, reports from SWC and reports from citizens’ associations.

3.4.3.4. Strategic objective 4 - Providing adequate assistance and support to poor and vulnerable groups by the municipal administration

The strategic actions for the abovementioned strategic objective are: Strengthening the capacities of the municipal administration by employing a social worker in the municipality.

Strengthening the capacities of the municipal administration through education of the municipal employees for the forms and the possibilities for developing social protection functions of the municipality.

Education for strategic planning and preparation of programs from the area of social protection. Extending the forms of social protection by the municipality (mainly financial services) with new forms of social services.

Increasing the percentage of budget allocations for social protection and increasing the efficiency of those budget spending.

The indicators measuring the success of the activities are: social worker employed in the municipality of Konce; social protection unit in the municipality of Konce created; mechanism/ system for developing social protection functions of the municipality established; number of existing strategies and programs in the area of social protection ; number of activities realised within the existing programs, percentage of improved conditions for vulnerable groups in the municipality, number of new forms of social services available in the municipality, increased percentage of municipal budget allocations for social protection.

Verification tools: report by the conducted needs assessment related to social protection functions of the municipality; municipal minutes and reports; work program of the social protection unit; database of Employment Service Agency; employment forms (M1 and M2); job contacts.

In the realisation of all the planned strategic objectives, and the activities as an important factor for their achievement, as well as the possible risks, it is important to mention that the municipality has its own spatial facilities in all the populated places, but the need for their readapting, reconstruction and renovation exists. Some of the foreseen activities could be carried out in other facilities (e.g. school buildings). Furthermore, it was concluded that the municipality of Konce lacks sufficiently trained and qualified staff. However, the municipality is aware of this deficiency and it works on improvement of this situation, which is an important precondition for the implementation of the overall Strategy.

3.5. Results from Focus Groups

Focus groups are an essential part in developing documents for alleviation of poverty and social inclusion. They contribute to the process of preparation of the documents, to the process of determining the priorities, as well as to the strategic and action planning by providing emotional input by the poor and the vulnerable about their problems related to poverty and social exclusion. The focus groups allow for providing quotations and key points included in the development documents in order to ‘give life to the problems’. The discussions encourage the most vulnerable and the poor to speak freely and to share their experiences, their fears and their hopes.

At the focus group meetings in the municipality of Konce, 22 persons took part representing various vulnerable groups: unemployed persons, parents of children with mental disability, persons with physical disability, old people- pensioners and persons living on their own, middle aged man- living on their own, single parents, families with several children and no incomes, women farmers with no insurance. In this process, a multilayered vulnerability is traced among the persons from the vulnerable groups. A characteristics of the focus groups conducted in the municipality of Konce is that another group emerged as a vulnerable group and that is middle aged men, unmarried, most often unemployed who live on their parents’ pensions or on incomes from agriculture.

As a summary, it was concluded that: • the lack of information is significant factor for high vulnerability, social exclusion and high level of poverty in the

municipality of Konce. Greater possibilities for informing the citizens are needed, as they have a need to know their rights, to know how to ask for them and to exercise them and to know where to ask for assistance in certain situations. The organised approach of civil society organizations and similar forms could as well, have an effect for overcoming the identified problems of the vulnerable groups in the municipality of Konce;

• the access to services is a great problem which leads to social exclusion. It is necessary to take measures in order to allow easier access and provide more available services in the municipality;

• there is a need of specialised and sensitive staff in the institutions which function as service providers: health institutions, social work centres, public administration;

• as the municipality of Konce is a rural municipality and the largest proportion of its residents lives on tobacco production, it is important that the state and the municipality improve the tobacco placement and trade, to fix the price of the tobacco, to provide cheaper materials.
