July "July is the seventh month of the year according to the Gregorian calendar. It was the fifth month in the early calendar of the ancient Romans. Brough Parish Council The Parish Council Meeting was held on Thursday 20th June at 7pm in the Methodist School Room. Councillor P Dew and District Councillor G Simpkins were in attendance along with five members of the public. Councillor Simpkins is a member of EDC’s Planning Committee, and drew the Council’s attention to the revised policy and guidance from EDC regarding parish councils’ observations on planning applications. Cllr Dew sought Members’ feedback on the management and policing of Appleby Horse Fair, and clarified matters regarding the removal of litter and other rubbish from road verges. Cllr Dew also referred to the good rating attained by the local medical practice from the Care Quality Commission (CQC) and drew attention to the S4 Western Dales bus service and provided the Council with bus timetables. Governance and Accountability Return. The Clerk confirmed that Mr Tim Davis has accepted the role of Internal Auditor. Recycling Centre, Land at Musgrave Lane. Councillors Ellwood and Henderson have visited the possible alternative site and agreed that it is a possible way forward. A member of EDC visited the site and also agreed it was a viable alternative. Further discussions with the owner and contact with local residents close to the possible site will be undertaken. Devolution of Assets. Work is being undertaken by Lin Henington in Jubilee Gardens. The Clerk had received clarification of the financial aspects of the transfer of Jubilee Gardens, which were minimal – in the order of £450 in a full year to meet grounds works and lighting costs which the Council found satisfactory. Consequently, the Chair and Vice-Chair, together with the Clerk, signed and returned the Transfer Agreement. Work relating to the devolution of the public conveniences is currently on hold and awaiting the consideration of EDC's new Chief Executive. Appleby Horse Fair. A different policing strategy had been noted, with officers being much more visible. It was felt that the “firm but fair” policing style had contributed to the much more orderly management of the Fair. It was hoped that this year’s arrangements would be repeated in future years. Co-option of a Councillor – Members considered the co-option of a Council-lor to the vacant, seventh, position on the Council. It was agreed that the position should be advertised with a view to co-opting a seventh Member to the Council at the next Meeting. Litter Bins – Cllr Henderson raised concerns about the inappropriate use of litter bins in the Parish. It appears that they are being used by some people for disposing household waste which should either be disposed of through doorstep waste collection services or via the recycling centre. Litter bins are not for the disposal of household waste, but for the collection and disposal of public litter. If the bins are full of household waste, the bins could not be used by the public and littering could become a problem. most of the opportunity presented by the 2019 Tour of Britain Cycle Race. Stage 4 of the Race, on Tuesday 10 September 2019, will start at Gateshead and finish at Kendal, passing through Brough and Kirkby Stephen on the way. As a first step Cllr Jones would make contact with the Head of the Primary School, and report back to the next meeting. Dog Fouling on the Playing Field. This continues to be a problem. The children from the school regularly use the playing field and the children have designed their own posters to encourage owners to clean up after their dogs. The Council agreed to award a book token for the best notice. This is a brief summary of the meeting. Progress so far. Thank you to all who voted for me in the Eden district Elections in May. I would have thanked you all sooner but the European Elections prevented this from happening. The rules of politics (which are totally baffling) prevented me as an elected member from doing anything until after the European election on May 23rd by which time the deadline for The Way had passed. Since being elected I have undertaken training in a number of areas and attended numerous meetings. I now attend Eden District Council meetings and sit on a number of sub committees Planning, Housing and Community, Licensing and the Scrutiny Co-ordinating Board. To date it has all been fun and is very much a learning exercise. Rest assured the interests of residents in our small corner of the district are at all times at the forefront of any discussions or decisions. Cllr Graham Simpkins

What is happening locally? Brough Methodist Church has agreed to provide the space for a community library. It is a long time since there was a library in Brough, even the visiting mobile library no longer visits. We now have the space and have acquired a significant number of book shelves. Over the coming weeks a number of pews will be

removed from the Church and the book shelves installed. What we now need is books, dvds, cds to fill the available shelves. Books should be in good order with covers intact and the subject should be suitable for public consumption. Children’s books are also welcome, if sufficient are donated we’ll create a children’s section. Donations can be left at Longway, New Road, Brough (opposite Chofhs Café) porch at rear if we’re out. The next stage will be developing a rota of opening times and recruiting ‘librarians’. Do you have a couple of hours to spare? Do you enjoy meeting people? Do you want ‘work experience’ or to build your CV; The task is simple and could be shared. You could volunteer as a couple or undertake the task whilst studying with friends. If you fancy having a go and would like a chat about what the task entails give Graham or Heather a call on 42476.

Brough Allotment and Garden Society (BAGS)

An Invitation On Sunday 4 August 2-4 pm come and take a walk round the Musgrave Lane Site with us and see what we are growing. Come and plant a tree (very small at the moment) and be part of the continuing development of this valuable community space. Those of you with a good memory may remember a questionnaire 5 years ago! The residents of Brough suggested creating allotments and planting trees to encourage wildlife in the area. Many who responded to the questionnaire expressed an interest in helping to plant trees. So please come and join us as we take the next step... In just a few short months the Brough Allotment and Garden Society Site on Musgrave Lane has really begun to take shape. We are “growing together” in our Allotment journey and making great progress. In February we were faced with an empty field. We began marking out plots and access tracks using pegs and string. It was quite difficult to picture how to start. Six months later Brough has an established allotment site. There are 17 plots at present and more are being made available. The Parish Council has funded installation of water troughs and the rainwater collection system fondly known as “Thompsons Tank”. Thank you to Thompsons Garage, and Mont Fisher for this valuable asset. We are also grateful for the help that Shaun Chapman of Oil Solutions has given with this and for providing water drums for sheds. Each plot is beginning to take on its own character with sheds, greenhouses, chicken coops and the odd scarecrow sprouting up as well as potatoes! The Eco Committee children of Brough Primary School will be planting some of the trees which the school has provided on Wednesday 17 July to start the woodland border. Christian Aid Week May 12th to 18th

This was a record year for our Christian Aid House to house collection in Kirkby Stephen and twelve of the adjacent villages. The grand total was £3285.30 which includes some late donations. There were over forty volunteers involved in the collection including a few new recruits. For the most part they were met with a smile and a willingness to help the poorest people of the world. The focus this year was the plight of pregnant young women in Sierra Leone. This country is the most dangerous place in the world to give birth; both babies’ and mothers’ lives are in danger. Christian Aid, working with local agents at village level, has various strategies to improve infant and maternal mortality. At several churches the message of the week was emphasised with strong sermons and challenges to our commitment. Rosemary Turner arranged a visual display of Christian Aid’s theme and message in Kirkby Stephen Parish Church. Liz Botterill led an assembly in Kirkby Stephen Grammar School which explained the work of Christian Aid with a drama presentation by two of the students. An assembly in Kirkby Stephen Primary School gave the children an insight into village life in Sierra Leone. Liz was joined by Dr Hannah Ashley who works in a hospital in Kamakwie in northern Sierra Leone for part of the year and in a Penrith GP Practice for the remainder. She delighted the children with some illustrations and stories of the area of Sierra Leone where she lives with her family. Lynne Wade, the head of KSPS, decided to link the assembly with Happy Shoes day when the pupils were encouraged to walk to school. They raised £64.50 in sponsorship and this was sent directly to Christian Aid. This donation is in addition to the house to house total. It was a very good result raising money and awareness of Christian Aid, once again a team effort, thanks to all involved. Liz Botterill and Rosemary Turner

BROUGH FARMERS MARKET June's Market was hugely successful and busy, with the residents of Brough displaying a true level of loyalty towards the hard working traders ,who had toiled relentlessly, to bring all the best from field, farm and ocean, to display at amazing value for money prices. Market newcomer Barney enjoyed all the free samples and had a wonderful time, barking excitedly and naughtily nosing the fishmonger's cod. Ailsa behaved herself and excelled at serving teas and coffees with lovely homemade scones at only £1.00 a time. Our resident jeweller managed to sell one of her exceptional thimbles to a lady visiting from Essex, despite the fact that she was away on holiday at the time! Doctor Collinson’s Educational Foundation at Musgrave Appeal for applications for educational bursary awards

Nearly 200 years ago, Doctor Septimus Collinson, Provost of Queen’s College Oxford, brought up in Great Musgrave, left money in his will to create a trust fund, primarily to assist young people of Musgrave in their education. Remarkably this trust still exists today. Awards or bursaries are made each year on application. Those who can apply must be under 25. They or their parents must reside in the civil parish of Musgrave, i.e. Great and Little Musgrave, Flitholme and Langrigg and outlying homesteads. Applicants must be receiving formal education or training - academic, vocational, professional, trade or skill apprenticeships – in the sixth form, at university or any other educational/training establishment or in the workplace. These annual awards, albeit modest, can be used to help pay for course books, and other media including software, instruments, tools, equipment, overalls, work clothing and other course expenses and materials. So please, young people of Musgrave Parish, if you think you qualify and merit an award for the academic year 2019/2020, either embarking on a new course or in the middle of one, do apply. The Trust will be pleased to receive your applications. In your application, typed or handwritten, and signed, let us know your date of birth, what the course is and for what purpose you would like to be considered for an award from the Trust for the academic year 2019/20, e.g. purchase of course books. Brough Methodist Church Brough Thursday Club dates are 4th and 18th July; 1st, 15th and 29th August from 10am to 12noon in Brough Methodist Church schoolroom which has dis-abled access. A FREE fortnightly event open to anyone who likes a little com-pany, a game of dominoes, a quiz, singsong etc. or bring your craftwork to do while you chat and enjoy tea/coffee etc.

Thank you to everyone who supported the June coffee morning - £80 was sent to the Remote Cinema equipment fund.

Our next two coffee mornings are on 13th July and 10th August, in the school-room from 10am to 11.30-ish. We need new hymn books so the proceeds from July will be towards this expense and the August one will be for a local charity yet to be decided.

On 14th July, the Filey Fishermen’s Choir will be in the Methodist Church for our Connexion service starting at 5.30pm. Light refreshments will be served after the service. Everyone is welcome. Thank you once again to all those who have generously left donations in our porch for the Food Bank, and also the knitted blankets and teddies.

Stretch and tone classes with Sara Sylvester unfortunately weren’t well attend-ed so we had to make the decision to discontinue them. Thank you to those who did support them. We are hoping to start another form of exercise class later in the year. If you would like more information on any of the above, just ring Heather Simpkins on 017683 42476.

At the July meeting Tanya Hoare will be giving a talk about `Swifts`. In August the talk will be on `Eden Animal Rescue`. Then there will be a special open meeting in September. COMMENT FROM STAINMORE: WE ALL HAVE GODS Everyone has a god (or possibly more than one). That applies to atheists as well as religious people. Four of the most popular gods are money, sex, power or sport. People can live for these ‘gods’ which can be the most important things in their lives. But we could add others e.g. entertainment, electronic communication etc. In fact, we sometimes use the religious word “idol” about sport and entertainment stars. Also some people seem to personify evolution - evolution did this, evolution did that. Whereas evolution is simply a scientific theory, a description, not some semi-divine super-power. The fact is that we all have a capacity to worship. Why is that? It’s because the universe, the natural world and humanity were created by God. We were created to worship him. And if we don’t, we’ll worship something or someone else. This may bring us some positive effects for the time being. But only worshipping God, and his Son Jesus, brings eternal life. WARCOP PARISH COUNCIL AGM SUMMARY 23.5.19

Sadly the PC said goodbye to Amanda Daldry who was busy with other things and then emigrating! We thank her for her hard work and commitment to the PC. We also goodbye to John Heron who has decided to step down after many years as a parish councillor including being a chair. We shall miss his wisdom, wit and guidance and we thank him for his many years of dedicated service. As chair, on behalf of the whole PC I would also like to thank the many residents who volunteer their time and energy to cutting grass, strimming, painting railings or collecting litter when out on walks. It would be great if even more could help out in this way. We have now created a Woodland Burial area in the cemetery with a sign and a hedge. A gate will be fitted later. Sadly Bob Laidlaw was the first person to be buried there, but also very fitting as he and Enid had been the originators of the idea. We have plans to make improvements to the cemetery including a new water butt, waste bin and handrail on the slope to the entrance. We have agreed to purchase a 4th defibrillator to be located in the disused BT telephone box in the centre of Warcop. We improved the village green in Warcop via a £15,000 flood grant with new fencing, new bridge, benches and picnic tables and 2 lectern-style information boards. The path on the far side of the beck is to be improved. Improvements We purchased 5 recycled planters to share between Sandford, Warcop and Bleatarn. We continue to cut the grass in the parish with the help of a team of volunteers, although this could still improve with a planned rota. Lack of use/storage of the Sandford ride on mower is a concern. We have set up an annual churchyard and cemetery maintenance fund to allow for repairs to fallen trees, tree maintenance and other required work on a rolling programme. Last September the PC established a weekly mini bus link service on Fridays to the 563 Penrith bus to Appleby. Passenger numbers are low and there is a risk that the service will end in August when it is next reviewed. There are plans for possible extensions to the service including pick-ups at other villages. The PC purchased and fitted a new noticeboard for Bleatarn. Plans to fence the pond at Sandford for safety reasons although the PC is happy to support any volunteer groups in cleaning up the pond or applying for grants. Improve the area near Warcop bus shelter by laying paving stones. Purchased more dog fouling signs for the parish and provided or moved litter bins to address the problem. Worked as a pressure group to help Sandford achieve superfast broadband which we are pleased to say has now arrived and residents are signing up with their pro-viders. Continue on page 29

Worked with Highways England and other pressure groups to improve safety on the A66 and to expedite the dualling of our section of road as soon as possible. It looks like the A66 will be dualled in the coming years and the PC and local residents and landowners must have their say during this consultation. The PC has worked to find a resolution to The Chamley Arms with the develop-er and prospective buyers/leasers with the hope of some success, although noth-ing has been finalised as yet. Developed a parish action plan to guide our work. Attend the annual MOD liaison committee with other PC’s Represented the parish on the Friends of Eden Valley Public Transport Group. We decided to end our involvement in the Sandford Village Institute Charity and handing the issue back to the re-formed Management Committee. The PC will help if the charity obtains the deeds, but concern remains over the uninsured building in the parish. Decisions We regularly consider EDC planning applications and approve, comment or op-pose as appropriate. We have adopted footway lighting from EDC. We support Warcop Parish Hall financially as it serves our community well and by applying for planning permission to extend storage in the hall for example The PC represents the views of the community regarding Appleby horse fair and taken appropriate action for improvements in conjunction with the police and MASC group Represented the views of the parish opposing the MOD’s plan to de-register the common land on Warcop Fell, although that decision went against the local par-ishes overall. I would like to thank all my fellow parish councillors for their support and hard work and also special thanks to our clerk Heidi Strong who keeps everything running smoothly.

Tour of Britain Cycle Race The Tour of Britain cycle race will pass through Brough on Tuesday 10th September. It will start in Gateshead and the route is from Middleton in Teesdale , through Brough centre, then to Great Musgrave , left along the Appleby to Kirkby Stephen road joining the A685, through the town centre, past the stations and along the Sedbergh road finishing that stage in Kendal. Brough is keen to benefit from the publicity from the race and the Parish Council , working with the primary school would like ideas and help from you all. We are planning to decorate the town with bunting etc. and if anyone has any old bikes that we can paint and have displayed please get in touch. I am taking the lead on this but we can all join in and make it a great day (remember when the Olympic Torch came through in 2012). Calling All Knitters Last year we sent a record quantity of lovely knitted clothes & rugs overseas to places where disasters of various kinds have left people with almost nothing when the cold weather comes. We also sent 31 beautiful knitted teddies to a “Sanctuary” in Athens where Migrants from such places as Syria are cared for, having made a perilous sea crossing with barely any clothes or possessions. They brought great cheer to the children there Let’s do it Again. Knitted goods can be delivered to Heather Simpkins at “Longways”, Brough or Joy Thompson, Low Broomrigg, Langrigg. The knitted items will be blessed at a Coral Service in December

Update on St Michaels Bell Appeal. We have Ron East as our Project Manager, he is on the Diocesan Advisory Committee for Carlisle Diocese. He is being a great help in guiding us through all the legal permissions we need. He and three other Bellringers came down from Carlisle Cathedral and cleaned The Belfry, the Intermediate Chamber and all the spiral staircase. As far as we are aware, untouched since 1880. We now have a light and plugs in both chambers, provided by an electric extension which plugs in downstairs in the church.. The spiral staircase needs lighting put in. In June we visited the workshops of Matthew Higby in Somerset who will be doing the restoration work. Very impressed, we learned a lot from his very helpful staff. Our total raised at the moment is £5,139, which is a great help towards applying for grants. Local people have been very generous, as have people who have read about our Appeal. We have an Appeal on the Just Giving site on the internet. We would like to invite any schools or groups interested to come and have a ring of our bells, we hope to have hand bells available. If any group would like to come and visit us, we will give a short talk on how this all came about, and the History of the Bells. We will provide light refreshments in church. All are welcome. Walk of the Month - Cotterdale Wood For a fine walk over the border in the Yorkshire Dales try this seven-mile walk starting at Hardraw near Hawes. There are a couple of ascents on this walk, but well worth the effort for the views, and conditions underfoot are generally very good. As you drive to Hawes turn left on a lane to Hardraw about one mile before Hawes and park just before the en-trance to the village. (There is a park-ing donation box on the left near the start of the walk for Hardraw Church) Walk towards the village and turn first left sp. Pennine Way. After one mile turn left just after a gate, again sp. Pennine Way, and 200 yds further on fork left again sp. Cotterdale. Follow this delightful path for 1½ miles round into Cotterdale, and 200 yds. after passing to the right of the second old barn drop down to the left at a marker post to a gate in a wall. Turn right and drop down at an angle to a bridge over a stream. Cross the

bridge and turn right through a gate and pass a stone barn to reach a gate in the far corner. Turn right and follow Cotterdale Beck to a footbridge into the village. Turn right up the lane through the village and continue to the second of two bridges over the beck. Follow the path into the wood where there is a nice picnic site. Continue up the path to meet a track and follow this uphill and follow signs around bends all the way to the top, passing through unfelled trees to meet a track. Continue along the track for about a mile to meet the Pennine Way, and then fol-low this all the way back down to Hardraw. After your walk refreshment may be had in the village, or it is only a short drive into Hawes where there are plenty of refreshment places. Roamin Robin

The National Peace Celebrations Weekend was 19 – 21st July, but haymaking came first in Brough and Orton, so it’ll be August for that. Flags flew in Brough that weekend, though.

The Rev F A Young (KS), Minister of Brough Primitive Methodist Circuit these 7 years is moving to Goole Circuit soon. Presentation to him at KS PM Chapel, Thurs 3rd., a wallet of bank notes. Thanking all, Mr Young said his time here had been the happiest since my boyhood. Four speakers first from Brough, Mouthlock Spital and Newbiggin. Mr W A leach (Stainmore) presiding. Earlier that day there the Circuit’s quarterly meeting heard that Conference voted to raise their minister’s pay to £200pa. An earnest discussion followed on “Can we afford it, and if so how much”. Agreed also to run an event to help clear the £150 (now £12000) still owing for the Circuit Manse’s building costs.

Norman Hook, eldest son of Mr and Mrs S Hook, Brough, went to Brough Council School till he was 13, and on to Appleby Grammar School when 13-17, when he took the Oxford Senior Exam, coming in the first 100 of its 18,000 entrants, then he enlisted and was the 27th Kings Liverpool Regiment’s Schoolmaster. He is now reading Theology at St Chad’s College, Durham, and has passed his first year’s exams. The College has awarded him a scholarship now.

Brough Brass Band (conducted by George Alderson) led the Musgrave Rushbearing on Fri 4th July, revived after the war. It was wet. The 35 crownbearers marched to church, then for tea in the Rushbearing Secretary (Mr G Blackett’s), barn and sports, for which one of the two judges was Mr Short (Warcop). Dance in the barn to Messrs Raine’s Band.

Sugar for autumn jam making must be ordered by 12th July from your usual shop.

Warcop Rushbearing was one of the few events to continue in the War (though without the sports). It returned in full on Sat. 28th June, led by Brough Brass band, and had 49 crownbearers. Tea at Warcop Hall. The wrestling was the sports main part. The MP’s wife(Mrs Col -Weston) presented the prizes.

Brough Wesleyan Choir Concert Sun. 29 June (annual). The Brough PMS’ one was on Sun 13th.

Mr Nathan Reynoldson (Brough) led the Blencarn Wesleyan Sunday School Anniversary Sunday 6th (service plus evening concert), full.

The Newcastle performers’ concert (as visitors) was in the Old School, Sat 6th, Mrs Breekes presiding; it took £4 10s 0d for the War Memorial Hall Fund (now £360).
