Wisconsin is a no texting state, no cell phone for drivers with a probationary license or an instruction permit and hands-free for commercial motor vehicles and where persons

engaged in work in a highway maintenance or construction area or in a utility work area are at risk from traffic.

We did place signs in a couple large work zones when that law was passed but do not have permanent signs in place, they would be too big.

Colorado Charles Meyer Y N Y N

However, CA has utilized CMS to periodically promote traffic safety, and has used multiple messages related to hands free such as:

DON’T DRIVE AND TEXTHANDHELD CELL AGAINST THE LAW AND DANGEROUS

Also, CA does not create new sign when a new traffic law is issued. Unless, it is required by legislative actions or requested by stakeholders.

North Carolina Kevin Lacy N N Our Legislature has not passed a hands free law.

Virginia Raymond Khoury Y

VDOT recently adopted a "Work Zone | No Handheld Communication Devices" sign design (see this memo) in response to legislation passed during last year's General Assembly session

that strengthened the prohibition on devices in work zones.Currently the law treats work zones differently than non-work zones, however there are

multiple bills pending in the current General Assembly session that would extend the ban uniformly both in and out of work zones.

None of those bills explicitly require permanent signage advising drivers of the prohibition, however we may get pressured to put up such signs. Should that happen, we'll evaluate what sign design to use and we would be interested in what your survey comes up with.

Michigan Mark Bott N N Michigan does not have such a sign since we don’t have such a lawMaryland Cedric Ward Y Y Y Y Signs have been placed near boundaries with other states.

West Virginia Cindy Cramer Y Y Y Y

The sign details (expressway & conventional roads) are attached. Ultimately the administration decided that it did not

want a bounty of large “State Law” restriction type signs greeting those at our border and elected to use the smaller size. Initially we received some complaints from some out of

state motorists that there were no signs in place, but over time as these laws are becoming more widespread,

we receive little if any feedback. There was also a large public information campaign named “Just Drive”.

Alabama Kerry C. NeSmith N y N NAlabama only has a law prohibiting texting while driving

and to this point we have not installed any signs for that law

Nebraska Dan Waddle N Y N Y N

Nebraska’ law prohibits texting while driving and is a secondary enforcement. We do not have any regulatory signs installed for the law. We do occasional post no texting messages on our DMS’s.

Illinois Kyle D. Armstrong Y N Y Y Y N

Illinois first adopted a hands-free law around 2010 that initially only applied to school speed zones and work zones. At that time,

we did allow a regulatory CELL PHONE USE PROHIBITED sign be installed near school speed zones. This law has subsequently been

expanded to prohibit cell phone use on all roadways in Illinois, and as a result we have discontinued the use of this sign in

favor of DMS messaging and public safety outreach.

Texas Michael Chacon N Y Y Y Y

The law specifically prohibited the use of a portable wireless communication device for electronic messaging while operating a motor vehicle.

Posted the following sign on our interstates and US highways that crossed into our state line

Georgia Meg Pirkle, Y Y Y

Installed at the state lines and at highway entrances from commercial airports. Some local government have

chosen use this signage on local roads as well.

Arkansas Smith Trinity N y n N Arkansas has a law prohibiting texting while driving, but we do not install signs for the law.

Indiana Dave Bouuff N Y N Y N

When the law on texting passed we displayed the following DMS messages for a short time but have not installed R/W signing:

NO TEXTING, WHILE DRIVING, IT’S THE LAW ,ARRIVE ALIVE,DON’T TEXT & DRIVEDON’T TEXT & DRIVE, IT CAN WAIT

Distracted driving is a problem in New Mexico as it is across the country. While most people know not to drink and drive, the social norms around distracted driving haven’t changed. In a survey conducted by NHTSA in 2015, 56% of respondents think that using apps while driving has no negative influence on their driving.1 Yet according to FocusDriven®, up to 80 percent of all car crashes involve some form of driver distraction.2

The penalties alone are not sufficiently deterring a large number of drivers from using their devices while behind the wheel. As a result, the New Mexico Department of Transportation have launched multiple state-wide campaigns to bring awareness to the problem of distracted driving.
