Interpreting services
The department will provide and pay for qualified interpreting services for customers who are hearing impaired or have difficulties communicating in English. Please contact the department if you require interpreting services.
What is the State Development Program?
The State Development Program (the program) for 2017-2019 provides funding to Queensland based state level sport and active recreation organisations. The program aims to support a robust, innovative sport and recreation sector to deliver state-wide initiatives, services and events to maximise participation and governance in sport and active recreation.
1.1 Objectives
The objectives of the program are to:
ensure state level organisations implement strong governance standards
support state-wide initiatives to maximise participation in sport and active recreation
invest in innovative activities and targeted services across Queensland.
Funding available
The total funding committed for the program over three years is:
$27.6 million for Organisational Support (Category 1)
$3.03 million for Special Initiatives (Category 2).
Who can apply?
Organisations eligible to apply must:
operate as a state level not-for-profit organisation and be incorporated under the: - Associations Incorporation Act 1981 (Queensland) - Corporations Act 2001 (Commonwealth) - Cooperatives Act 2002 (Commonwealth)
have a primary objective of sport and/or active recreation in their constitution
conduct activities throughout Queensland on a state-wide basis
have local and/or regional affiliated not-for-profit organisations as members in Queensland
be the recognised state affiliated member of the national organisation recognised by the Australian Sports Commission (ASC) (where relevant)
be incorporated for at least the last three years
have policies and practices that encourage participation regardless of gender, age, race, ability or location.
Where there is more than one organisation operating at a state level for a sport and/or recreation activity, then only one organisation for that activity will be eligible for funding (exceptional circumstances may apply). Organisations that are non-compliant with previous funding conditions under all programs to the department’s satisfaction may not be eligible for funding. Definitions for the program are provided at Appendix 1, and apply to all references in these guidelines and the application forms.

1.1 State-wide focus
All organisations are required to provide recurrent services on a state-wide basis to at least four Sport and Recreation Services (SRS) regional areas, as appropriate to its activity. Refer to Appendix 2 for a map of SRS regions.
1.2 New organisations
New organisations are those organisations that were not funded under the Queensland
Sport and Recreation Industry Development Program 20142016 and meet the eligibility criteria. These new organisations will only be considered where it can be demonstrated that the organisation:
has at least 200 full active members in Queensland
delivers activities across at least four SRS regional areas.
New organisations must contact the department for advice and assistance.
1.3 Small organisations
Organisations that are funded under the Queensland Sport and Recreation Industry
Development Program 20142016 that have less than 200 full active members and deliver activities across at least three SRS regional areas (refer to Appendix 2 for the map) can apply for funding of $10,000 (GST exclusive) under the Organisational Support category per annum for the funding period. Further details are provided in Guide 1. Organisations classed as small organisations should aim to increase membership above 200 full active members and deliver services across at least four SRS regional areas by the end of the funding period, in terms of eligibility for future funding.
1.4 Amalgamation
Where an amalgamation of sport or active recreation activity occurs at the national level, it is expected that a similar process will be adopted at the state level. The department may impose amalgamation conditions as part of the funding process.
1.5 Unitary organisations
Organisations operating under a unitary or similar unified model will need to meet additional conditions to demonstrate service delivery and financial accountability in Queensland, as determined by the department. This will include:
an organisational location and contact person in Queensland, reportable to the unitary organisation
maintaining a separate record of all financial transactions incurred in carrying out the services related to the funding in Queensland in the organisation’s books of account
evidence that all funding has been spent on delivery of services in Queensland.

Funding categories
Eligible organisations will be able to apply under two categories—Organisational Support and Special Initiatives.
4.1 Organisational Support category
Organisations can apply for funding from the Organisational Support category for up to $300,000. Further details on the eligible activities and criteria are available in Guide 1. Organisation type Funding amount*

4.3 Ineligible projects/components
Refer to the relevant Guides for specific information on ineligible projects and components. The department reserves the right to determine whether a project or item should be deemed ineligible.

Applications
Eligible organisations with existing Grant Deeds with the department will be provided with the application forms. In addition, the department will run information workshops that outline the program requirements and application process.
Applications should be emailed to [email protected] by the dates outlined above. This should include any supporting documentation for these applications.
Assessment
Refer to the relevant Guides of each category for specific information on the criteria and assessment process.

Organisations will be advised in writing on the outcome of their applications.

Program delivery
Successful organisations are required to:
enter into a Grant Deed commensurate with the value of the grant and comply with the requirements and conditions within the relevant deed or schedule
acknowledge the funding from the Queensland Government in accordance with the specifications of the department’s acknowledgment guidelines (available at: www.qld.gov.au/recreation/sports/funding/acknowledgements/)
implement and maintain policies including (but not limited to): o Integrity in Sport o Child/member protection o Sun safety (if relevant) o Access/inclusion o Risk management o Dispute resolution o Anti-doping o Code of behaviour – participants, officials, coaches, administrators and
spectators o Social media
Organisations are required to meet the governance principles outlined in the Part A application form by the end of the three year funding period
organisations will need to ensure a current strategic plan is in place throughout the funding period
organisations may also be subject to an audit of compliance with the grant deed conducted by a contractor appointed by the department.
8.1 Support provided by the department
The department will allocate a client manager to successful organisations. The client manager will assist the organisation with developing achievable performance measures, act as a liaison point and provide access to other departmental resources, where appropriate.
8.2 Payment arrangements
Organisations classed as a small organisation will receive one payment per annum for their Organisational Support funding amount, upon execution of a Grant Deed. The department will retain 10 per cent of the year three payment, and will release these retained funds upon compliance with all reporting requirements. All other organisations and Special Initiative funding will be paid under the following structure:
an initial payment of 50 per cent of the approved yearly funding amount will be provided upon execution of a Grant Deed
the remaining year one funding will be provided upon compliance with mid-year reporting
payment of year two and three funding will be provided at 50 per cent on compliance with annual reporting of the prior year and mid-year reporting of the funding year.
8.3 Monitoring and reporting
Organisations classed as a small organisation will need to acquit Organisational Support funding annually using a template provided by the department.

All other organisations and funding for Special Initiative projects will be required to provide performance reports and acquit spent funds twice annually during the funding period, using a template provided by the department. The client manager will provide guidance and support on the management and reporting requirements for the funding. Any unspent funds at the end of a funding year may affect further payments over the funding period. Using a template provided by the department, all organisations will also be required to submit participation and human resources data annually for the following categories:
Full active members
Program participants
Event participants
School managed competitions
School delivered programs
Accredited coaches/instructors
Accredited umpires/referees/officials
Committee/board members/administrators
Other team/participant support roles
Paid positions.
Financial accountability
All financial transactions relating to this funding must be recorded in the organisation’s books of account. Successful organisations are to ensure that they comply with the following:
legislation and incorporation requirements associated with retaining invoices and proof of payment
submission of the organisation’s annual audited financial statements to the department detailing the department’s grant in a separate line item.
Goods and Services Tax (GST)
Organisations with current or projected annual turnover for all revenue activities of $150,000 or more (including this funding), must be registered for GST. Compliance with the legislation is a requirement of federal taxation legislation. The Australian Taxation Office can provide more information. Refer to the website www.ato.gov.au or telephone 13 24 78. Organisations that are registered for GST will be issued with a Recipient Created Tax Invoice (RCTI) for the funding payment. Privacy
The department is collecting the information in your application and throughout the administration of funding, if successful, to assess your application for funding and support the administration of funding under the program. The information collected will be also used to help the department monitor and evaluate programs and resources. This information will be accessed and used by authorised employees within the department and approved contractors appointed by the department to conduct a program evaluation. Information collected during the application or administration of funding for Special Initiatives - Commonwealth Games funding may be shared with the Department of Tourism, Major Events, Small Business and the Commonwealth Games and other affiliated Commonwealth Games bodies. Information collected from strategic plans, data provided on affiliated local and regional organisations, full active members and program participants may be provided to other State and Federal government departments, local members of Parliament, local governments and relevant not-for-profit sport and recreation organisations for purposes including but not limited to planning, research and promotion. Other participation data may be used for trend analysis purposes only and organisations/sports will not be identified. The information collected will not be given to any other person or agency other than as provided for in this Privacy notice, unless you have given us permission or we are authorised or required by law. Guide 1 – Organisational Support
1. Objectives
The Organisational Support category will:
ensure state level organisations implement strong governance standards
support services to the industry
support initiatives to maximise participation state-wide in sport and active recreation.
2. Funding available
The maximum amount available is outlined below.

activities funded by the Queensland Government, including the department, authorities and the Queensland Academy of Sport.
*Organisations classed as small organisations will be eligible to claim for general administration costs to support operations.
3. Application process
3.1 Organisational Support—Part A
All organisations are to submit Part A of the application form, including organisation’s details, current policies, state-wide delivery profile and a self-analysis of the organisation against the minimum governance principles. Part A is to be submitted to the department by 5pm, 15 August 2016. Organisations will need to provide the following at either stage of the application process:
the names and locations of local and/or regional affiliated organisations in an excel spreadsheet provided by the department
a strategic plan that covers all or part of the funding period (2017-2019).
3.2 Organisation Capacity Analysis
The department will undertake an Organisation Capacity Analysis of each organisation, taking into consideration:
activity participation levels
geographical/facility limitations
Olympic/Commonwealth Games significance
delivery of services for people with a disability
financial position
performance against agreed measures and compliance under the Queensland Sport and Recreation Industry Development Program 2014-16 (if funded)
Organisational Support Part A application form.
The Organisation Capacity Analysis will assist with allocating the funding range available to each organisation. Written advice on the funding range available to the organisation will be provided by the department on 29 August 2016.
3.3 Appeals process An organisation that does not agree with the funding range determined by the department can appeal by written correspondence, received no later than 5 September 2016. 3.4 Organisational Support—Part B
Organisations will be invited to apply for funding within the specified funding range (as advised by the department). The organisation’s Part B application will need to outline the funded activities, associated indicative costs, and alignment of these activities with the organisation’s strategic plan and the Organisational Support category objectives. Organisations classed as small organisations will need to complete a modified application form. A separate Part B—small organisations application form will be provided to these organisations by the department.
All Part B forms are to be submitted to the department by 5pm, 15 September 2016.

3.5 Presentation
Organisations that are placed in the highest funding levels or have revenue in excess of $10 million per annum will be required to deliver a presentation to the department to support the organisation’s application. This presentation will form part of the assessment. The department will provide a template and dates for the presentation to these organisations on 29 August 2016.
4. Assessment
The department will make a determination on the funding allocation based on the application submitted (and, where relevant, the presentations delivered to the department). Considerations may include: Strategic alignment
activities align with the organisation’s strategic plan and the program objectives
appropriate development, consultation, and monitoring of the organisation’s strategic plan
activities are supported by industry based evidence. Suitability of funded activities
activities are eligible
activities represent value for money for the department. Sports House tenancy may also be taken into consideration.
5. Negotiation of Grant Deed including deliverables
Successful organisations will be notified in October/November 2016. The client managers will work with successful organisations to develop agreed performance measures for year one and execute a Grant Deed. Performance measures will be reported upon every six months and renegotiated on a yearly basis. Expectations for successful applicants are outlined in the Program Delivery section.

Guide 2 – Strategic Projects
Objectives
The objective of the Strategic Projects special initiative is to support innovative approaches to enhance sport or active recreation activities.
Funding available
Eligible organisations can apply for up to $40,000 (GST exclusive) per annum over a three-year funding period. Organisations must commit a financial contribution of 20 per cent or greater towards the total eligible project costs. In-kind support (e.g. staff wages) will not be considered an eligible contribution cost. 2.1 Eligible projects
Eligible projects may include, but are not limited to, the following:
delivery of activities that address an emerging trend, or using a modified form of the activity to attract new members/participants
innovation to improve performance of an organisation
new service delivery options
system improvements within an organisation
new technology to improve the delivery of an activity
new targeted areas
sharing innovation within an activity or between stakeholders
research.
2.2 Ineligible activities/items
The following will not be funded:
projects that have been funded previously by the department*
activities that are ‘core’ business of the organisation
projects that are already implemented
capital costs
funding for staff wages only
delivery outside of Queensland
initiatives funded through the Australian Sports Commission
activities funded in whole, or in part, by the Queensland Government, including the department, authorities and the Queensland Academy of Sport.
*The department will only consider the expansion of a previously successful project where the organisation can demonstrate that the support will be for a different use, location or activity than previously completed.
Funding process
3.1 Application Eligible organisations will need to complete a Strategic Projects application form. The application will need to:
demonstrate need for the project
demonstrate how the project aligns with the objective
outline the outcomes expected
detail a project plan including a budget over the three year period.

3.2 Assessment process The department will assess the application based on the information supplied. The project should clearly evidence an innovative approach. Considerations will include the eligibility of the project and how it aligns with the criteria: Need
evidence of need for the project
consultation and project partners
expected outcomes and alignment to the program objectives. Ability to deliver
organisation’s financial contribution
project plan (tasks, timeframes, resources)
project budget.
3.3 Negotiation of Grant Deed including deliverables Successful organisations will be notified in October/November 2016. Guide 3 – Indigenous Sport Grants Guide The Indigenous Sport Grants (ISG) is open to organisations that have identified, within their current strategic plan, engagement with and delivery within rural and remote Aboriginal and Torres Strait Islander communities. Specifically, the ISG supports activities that increase participation and build community capacity to sustain activities beyond the life of the grant.
Objectives
The objectives of this special initiative are to:
increase active participation of Aboriginal and Torres Strait Islander people in rural and remote communities in sport activities
increase community capacity to plan and deliver sustainable sport through training and development of volunteers (i.e. capacity building)
establish pathways to regional and state competition and events.
Funding available
Eligible organisations can apply for up to $150,000 (GST exclusive) per annum over a three year funding period 2.1 Eligible projects
Funding will be provided for:
establishing a partnership with a regional organisation to support project delivery
costs incurred within the funding period
projects addressing the identified need of Aboriginal and Torres Strait Islander people
projects that foster and strengthen partnerships/pathways within communities
projects that build and increase community capacity and participation to manage the program and ensure sustainability beyond the life of the funding round
projects which target Indigenous training opportunities.
Funding provided to a successful organisation can only be used for eligible costs, which includes (but not limited to) the items below. Activity area Eligible costs

Facility hire for education and training delivery
Education and training resources for participants (i.e. course manuals, program manuals, lesson plan materials).

2.2 Ineligible activities/items
The following items will not be eligible for funding:
capital costs
funding for staff wages only
initiatives that do not create/provide participation opportunities
initiatives that do not clearly target Aboriginal and Torres Strait Islander Queenslanders
sport delivery outside of rural/remote Indigenous communities, with the exception of participation in regional/state events and competitions
initiatives previously funded by the department or existing/core activities reliant on 100 per cent funding of eligible project costs
activities funded in whole, or in part, by the Queensland Government, including the department, authorities and the Queensland Academy of Sport.
Funding process
3.1 Eligibility Eligibility to receive project funding will be assessed on the extent to which community need(s) and program objectives are met. Eligible organisations must form a partnership with a local and/or regional organisation(s) (e.g. an affiliated regional level sport and recreation organisation or regional Indigenous organisation) with established community links to support delivery.
3.2 Criteria assessment Organisations must clearly outline the need for the project and link(s) to the sport’s strategic objectives and demonstrate ability to deliver in the communities identified. The organisation must consider the following when planning the project:
Need
evidence of need (e.g. Australian Bureau of Statistics data, Queensland Health data,
community-specific information and/or research)
evidence that suitable facilities are available/accessible to conduct activities
consultation and/or process used to validate need
expected outcomes and alignment to program objectives.
Ability to deliver
Ability to deliver will be assessed on:
commitment to delivering programs in Aboriginal and Torres Strait Islander communities.
This will be evidenced through documents such as Reconciliation Action Plans, budget
statements and identified in a strategic plan
previous project delivery experience

whether the project costs are eligible, sufficiently detailed, appear reasonable and
represent value for money
establishment of partnerships with local sport, recreation or community groups, councils,
schools and/or target participants.
3.3 SRS investment framework
The department may also consider, in addition to the ISG objectives:
population and proportion of population to access/benefit from project
targeted age and gender groups
linkages to other department, broader community/government initiatives and/or sport
programs
sustainability beyond the life of funding.
Participation data
Approved organisations will be asked to collect data on targeted (*) participants as part of the grant acquittal using the following categories:
Female children (4-12 years) Male children (4-12 years)
Female youths (13-18 years) Male youths (13-18 years)
Female adults (19-40 years) Male adults (19-40 years)
Female seniors and elders (41+) Male seniors and elders (41+)
* There is no requirement to target all age groups or genders
Negotiation of Grant Deed including deliverables
Successful organisations will be notified in October/November 2016. The client managers will work with successful organisations to develop agreed performance measures for year 1 and execute a Grant Deed. Comprehensive data reporting templates will be provided. Performance measures will be reported upon every six months and renegotiated on a yearly basis. Expectations for successful applicants are outlined in the Program Delivery section.
Program management
The ISG Grant Deeds will be managed by SRS’s Inclusion Unit with a client manager assigned to all successful applications to facilitate ongoing communications. Successful applicants will also be expected to engage regularly with SRS regional advisors regarding engagements with targeted communities to ensure coordinated service delivery occurs in these communities.

Guide 4 – Championship Events
Objectives
The objectives for the Championship Events special initiative funding are to:
increase the number of state, national and international championship events being held
outside of South East Queensland
drive the benefits for hosting these events to regional areas of Queensland.
Funding available
Championship Events will assist with the costs associated with hosting state, national or international championships. Eligible organisations can apply for up to $40,000 (GST exclusive) per annum over a three year funding period. Organisations may apply for funding for two or three years. The championships do not need to be held in the same location for all three years. A list of elite sporting facilities that may be suitable to host championships is found at: https://recreation.npsr.qld.gov.au/sport-facilities/index.php. 1.6 Eligible projects Events must be new to a location, or only hosted within the South East Queensland area since 1 January 2013, to be considered eligible. Championship Events delivered by schools/School Sport Queensland or Australia are ineligible for this funding. Costs include, but are not limited to:
venue costs
transport and accommodation for officials, participants or coaches
subsidised participant registration fees
equipment hire
bump in/bump out costs to ensure facility is at championship grade
promotional costs.
2.2 Ineligible activities/items Any requests for events that are not deemed to be a state, national or international championship, or are already established in a location outside of South East Queensland will not be supported from this category. In addition the following are ineligible project costs:
uniforms or team shirts
transport or accommodation for spectators
permanent infrastructure at the event facility
portable/personal equipment (e.g. balls, bats)
employee wages or consultant fees
activities funded in whole, or in part, by the Queensland Government, including the department, authorities and the Queensland Academy of Sport.
Any events that are funded through Tourism and Events Queensland are ineligible for funding.

Funding process
3.1 Application Eligible organisations will need to complete a Championship Events application form. The application will need to:
outline the scope of the championship event(s)
provide evidence of appropriate consultation/partnerships with local sporting bodies
and/or local governments
outline the suitability of the venue(s)
provide event management plans for each event
outline the local benefits expected (e.g. local involvement, local opportunities)
outline anticipated numbers (i.e. participants, coaches, officials and spectators)
provide a budget over the funding period.
3.2 Assessment process The department will assess the application based on the information supplied in the application. Considerations will include the eligibility of the event and: Event details
event scope and planning
consultation
expected outcomes and alignment to the program objectives. Ability to deliver
appropriate and eligible project costs
suitable facilities are accessible to conduct championships
previous event management experience in regional areas.
3.3 Negotiation of Grant Deed including deliverables Successful organisations will be notified in October/November 2016. The client managers will work with successful organisations to develop agreed performance measures for year one and execute a Grant Deed. Performance measures will be reported upon every six months and renegotiated on a yearly basis. Expectations for successful applicants are outlined in the Program Delivery section.

APPENDIX 1: Definitions
Active recreation: activities involving physical exertion where the primary focus is individual or group participation and enjoyment over elements of competition where rules and patterns of behaviour govern the activity. Active recreation does not include ‘active work’ or ‘active living’. For the purpose of this program, any reference to ‘recreation’ is defined as ‘active recreation’. Event participants: Participants who pay a fee per event to participate in the activity and receive limited other services (e.g. newsletter) from the organisation. This type of participant pays no formal membership fee and may not have access to programs and service of the state organisation. Full active members: Members who have access to the full range of programs and services offered by the organisation or their affiliated club or association, as a participant, coach or official. This type of member typically pays a full registration fee and participates actively in programs and services. Participant/Participation/Participating: refers to a direct ‘joining-in’ and active engagement by a person with:
a particular sport organisation;
an active recreation organisation; or
other forms of physical activity. Program participants: Members/participants who have access to a limited range of programs and services offered by the organisation or their affiliated club or association as a participant. This type of member/participant typically pays a lesser registration fee and participates in programs and services rather than in regular competitions. School managed competitions: Participants involved in events, competitions or programs organised primarily by schools which are not directly affiliated with state level organisations. School delivered programs: Participants involved in regular competitions, programs and championship events organised by state level organisations which may be at school facilities. In your application you must provide evidence on how you have calculated your participation/membership numbers and you will be required to report on participation levels on an annual basis or as requested. South East Queensland: Local Government Areas of Brisbane, Gold Coast, Ipswich, Logan, Lockyer Valley, Moreton Bay, Noosa, Redlands, Somerset, Scenic Rim, Sunshine Coast and Toowoomba. Sport: Human physical activity involving physical exertion and skill as the primary focus of the activity, with elements of competition where rules and patterns of behaviour governing the activity exist formally through organisations and is generally recognised as a sport.
