Q1.Read the following passage carefully and answer the questions given below: (8) Odd–even rationing is a method of rationing in which access to some resource is

restricted to some of the population on any given day. In a common example, drivers

of private vehicles may be allowed to drive, park, or purchase gasoline on alternating

days, according to whether the last digit in their license plate is even or odd. Similarly,

during a drought, houses can be restricted from using water outdoors according to the

parity of the house number.

“India is grappling with a „public health disaster‟ and the air pollution levels in New

Delhi are a visible killer”, said a senior UN pollution expert .With the aim of

controlling pollution, the state administration came up with something Delhiites never

anticipated before- the ODD and EVEN scheme. It ascended different opinions from

different people. Some saw it as a boon, whereas the others viewed it as a bane, but the

question of the hour is that „whether it is a remedy or not?‟ Just like any other plan

which comes into action, this scheme too has its own pros and cons. But what is

needed to be understood is that what holds more weight when one is weighed against

the other? Sure, it has heightened the discomfort of people owning a single car and has

led to tremendous crowds in the public transports. By exempting women from the

scheme, this plan has angered some whereas comforted the others. For certain it has

meddled with citizens‟ day to day activities. But considering the points just to veto the

prospect such as this, is also not the solution. What the supporters of the above fail to

see is that even though this scheme in the name of the environment is not producing

extra oxygen, it is surely cutting down the pollution at some level which is essential

for our dear earth at this point. Even though it causes discomfort to some degree, it‟s

time to channel that negative energy into the realisation that you‟re doing something

for the environment. Also, not to forget, it has belittled the amount of traffic on the

roads, and nobody can turn their back on this realism. The Odd-Even formula will

positively do well if executed properly. This is a great step with a good intention and

needs to be carried forward intelligently, or else it won‟t stay around for long. Change

is constant, and dynamism is the key to concepts such as this. If not improved with

time, it can turn into a disaster. And if the counter of disaster comes about, it‟ll be

remembered asone of the genius plans ever thought of. Not to forget the positive

alterations that‟ll be brought about.

Thus, everything is something that more than meets the eye. Before citing concrete

opinions, it is necessary to analyse things in both positive and negative light.
