  • MESSAGE FROM THE CHAIRMAN OF THE BOARD

    4 Roketsan February 2018

    Dear Readers,

Political and social instabilities that have recently been felt throughout the world, has forced countries to prioritize their defencerequirements more than ever, therefore considerably increasing their aspirations towards national defence industrial capabilities. As one ofthe leading factors directly affecting the balance of power between nations, efforts towards the improvement of capabilities and capacities inthe area of defence industry, is also increasing globally. It is no coincidence that countries with indigenous and locally manufacturedproducts and systems are characterized to be stronger and independent. In this regard, the important progress that Turkey is making, ispromising for the future of the country.

Developments in the defence industry, directly effects other industrial areas as well. As a result of its position, investments in the sector, turninto indirect investments on the future of science and thus to our tomorrows. The fact that R&D has been a part of the Roketsan culture sinceits establishment, and the adaptation of planning the future from today, plays an important role in the success that Roketsan has achieved.

Entering the ‘Defense News Top 100 List’ for the first time in 2017, which lists the top 100 defence industrial activities of the world, hasgiven us the satisfaction of achieving one of the short-term goals of Roketsan. This success is an important milestone, not only for Roketsanbut also for the sector. The fact that three Turkish companies have made the list, is a strong indicator of how far the local industry hasadvanced under the support of the Turkish Armed Forces and under the leadership of the Undersecretariat for Defence Industries (SSM).

We see R&D activities as the lifeline of our company. We dedicated roughly 37 % of our 2016 turnover for R&D. Our R&D engineer work-force has reached close to 900 strong. We also attach a great importance to sustainability and cooperation. Roketsan investments are realisedin keeping with our business ecosystem. Our goal is to increase our turnover beyond US$ 1 Billion, in keeping with the 2023 goals of Turkey.

At the Dubai Airshow, Airbus presented a C295 Aircraft integrated with L-UMTAS and CİRİT missiles and TEBER-82 Laser Guidance Kit,all designed and developed by Roketsan. The fact that the Turkish Armed Forces and leading platform manufacturers prefer missiles andguided munitions produced by Roketsan in a highly competitive market, is a strong indication of the capability and maturity of our products.

We continue our efforts at full speed in a move to orbit our national satellite with our own capabilities. We are giving our full attention tothis project, which will elevate the position of Turkey in the world to the next level, both strategically and technologically.

Being a member of Roketsan is about producing and making a difference. Just like the Turkish National Amputee Football Team, thatovercame all the obstacles and won the European Championship. I would like extend my appreciation to the National Team Captain OsmanÇAKMAK, who is a member of the Roketsan Family, and his teammates for making Turkey proud.

We’d like to take this opportunity to celebrate the new year of all of our readers and as Roketsan, we wish for 2018, which is our 30th

Anniversary, to bring peace, serenity and welfare for the whole world.

    Sincerely Yours,

    Emin ALPMANChairman of the Board

  • MESSAGE FROM THE PRESIDENT & CEO

    5February 2018 Roketsan

    Dear Readers,

Throughout the world, the defence sector is one of the leading activities that play an important role in economic development. When weconsider the reflections of those positive developments in our industry, on the Turkish economy, we see how true this approach is. With its

own production capabilities and developing products and systems with many leading edge technologies, Roketsan has achieved many firsts, thus playing an important role in the development of Turkey.

In 2017, we achieved our goal of entering the Defense News Top 100, listing the leading defence companies of the world, at number 98.Thus also confirming in the international arena that Roketsan is one of the world’s leading companies in our area of activity with our

indigenous latest technology products and our product range, which is expanding every year. This achievement is not only important for ourindustry but also goes to show our National strength.

The importance that Roketsan attaches to R&D activities, is one of the main factors behind this success. Under the “R&D 250” studyundertaken by the Turkish Exporters’ Assembly (TİM), which ranks the top 250 companies in R&D expenditures in Turkey, we came out 5th,

with almost 37 % of our turnover. We are very appreciative in seeing the results of our relative efforts generating such positive results onvarious platforms. Again, according to the results of “Turkey’s Top 500 Service Exporters” study carried out by TİM, Roketsan has been

presented with an award as one of the leading companies contributing to the services export of Turkey.

The point we have attained in the ability of integration of our solutions onto various platforms, plays an important role in the decisions toselect our products. TEBER, CİRİT and L-UMTAS, representing the most advanced products in their own classes, were displayed together

with the Airbus C295 Aircraft at the Dubai Airshow 2017, where our cooperation relative to the integration efforts were introduced as well.

We have the utmost belief in the youth onto whom we will be passing our heritage. And they continue to live up to our trust. We are proud toobserve many of our young people whose work we contribute in, are achieving national and international acclaim and seeing that the

producers of future technologies are taking firm steps forward.

While the whole country is filled with joy with the Turkish National Amputee Football Team winning the 2017 European Championship, thefact that the Team Captain Osman ÇAKMAK is a member of the Roketsan Family, only goes to double our joy and pride. On behalf of the

Roketsan Family, we congratulate each and every player and wish them continued success.

We leave behind a successful 2017, a year in which we have achieved our goals. We believe that 2018, when we will be celebrating our 30th

Anniversary, will be a year that we’ll continue to be noted with our successes on national and international platforms. I wish that 2018 willbe a year that brings wellbeing, peace and goodness and I kindly extend my warmest regards.

With the purpose of meeting therequirements of the Turkish Air ForcesCommand for a cruise missile, the SOMDevelopment Project started in April,2006 under the coordination ofTÜBİTAK Defence Industry Researchand Development Institute (TÜBİTAKSAGE). As a result of the effortsdedicated to the Conceptual Design,Preliminary Design, Ground Tests andthe Flight Tests which were carried outin cooperation with the 1st Air SupplyMaintenance Command(ASMC/HİBMK), the ProductQualification phase was successfullycompleted in 2012.

The first production tender initiated bythe Turkish Ministry of NationalDefence (MoND) for the serialproduction of SOM, was awarded toRoketsan. The Precision Guided Stand-Off Missile (SOM) Project contract wassigned between MoND and Roketsan, inJuly, 2013. The project was transferredto the Undersecretariat for DefenceIndustries (SSM) in December, 2016.Under the scope of the project;Production Line Qualification, SerialProduction, Optimisation andDevelopment efforts and After SalesServices are being carried out as themain objectives.

    SOM Weapon System

SOM is a guided cruise missile that canoperate in all weather conditions, developed against heavily protectedfixed and mobile land and navaltargets, adorned with long range, lowvisibility, high survivability, high strikepower, high precision and his resistanceagainst counter measures as well asoperational flexibility characteristics. The modular structure of the SOMSystem makes it possible to derivevarious variants and therefore providemore operational flexibility whencompared to similar systems. With awarhead of 230 kg, the total weight ofthe missile is around 600 kg while total

length stands at around 4 m. SOMmunitions currently under deliveryconsist of the SOM-A, SOM-B1 andSOM-B2 variants. Efforts related tothe SOM-J missile, a variant developedfor the F-35 platform, are being carriedout under a separate project. Under theSOM-J Project, which began in May2012 with Roketsan as the maincontractor, a cooperation has beenestablished with Lockheed Martin, themanufacturer of the F-35 platform. Allversions of the tactical missiles to bedelivered under the SOM project, willinclude inertial navigation, globalpositioning system and terrainreferenced guidance systems.

Rafael’s Iron Dome is a game-changer as its interception success rate of approximately 90 percent. has allowed Israeli citizens to go on with their

daily lives even in times of daily rocket re, sometimes even during salvos of rockets red at Israeli cities and communities. Iron Dome has achieved 1700 interceptions in battle since initial deployment in Israel in 2010 and is continuously undergoing improvements and upgrades to make it the most eective system to deal with rocket and mortar re, UAV’s and other aerial targets. Rafael is also oering a range of weapons for the in-development KF-X 4.5 generation ghter in addition to the FA-50,

Roketsan is extending the application areas of its ballistic protection solutions. Having developed, manufactured and successfully completed the qualication of the armour system for the Altay main battle tank, Roketsan is now showing up in this eld with implementing also the Explosive Reactive Armor (ERA) System. e ERA system, which uses Roketsan developed insensitive explosives, provides protection against anti-tank ammunition with the tandem warhead. It also minimises collateral damage, and is applicable to various armoured vehicles. e modular design makes dismantling and renewal processes easier and it does not require maintenance throughout its life

MAM-L, a variant of the Laser Guided L-UMTAS (Long Range Anti-Tank Missile System) has already been integrated to the BAYRAKTAR and KARAYEL tactical UAVs that are currently being used by the Turkish Armed Forces. The MAM-L, which is being successfully used in various operations involving UAVs, stands out as a munition

Roketsan is showcasing its TEBER laser precision guidance kit at the ongoing Defence & Security 2017. e TEBER guidance kit will convert MK series general purpose bombs (MK-81, MK-82) to precision munitions and was developed with Roketsan resources. Models of TEBER have been showcased at defence exhibitions worldwide and the guidance kits have attracted interest from several countries across the globe. “e MK-81, MK-82 are in widespread use both within Turkey and internationally by many forces of the world, hence we

expect a good market for low-cost laser guidance kit TEBER,” a Roketsan ocial says. MK-81(250lb) and MK-82 (500lb) general purpose bombs tted with TEBER guidance kits will be eective against both xed and mobile targets travelling at high speeds due to its inertial measurement unit (IMU), global positioning system (GPS) and laser seeker. e TEBER project has also seen the development of a proximity sensor to t into the body of the seeker head. e addition of the proximity sensor allows the user to adjust the desired height of the explosion based on the type of target

thereby increasing the overall eectiveness of the warhead. Development of the smart munition started in 2014 and a calibration sortie on an F-16 ghter aircra was successfully made during the rst half of June 2016.

    Roketsan TEBER Targets Asian Market

Leonardo is highlighting its state-of-the-art systems for naval defence at Defence and Security 2017. e company is focusing on its naval products and also on its radar systems KRONOS and RAT31DL. Leonardo is playing a major role in the eet renewal of the Italian eet and is also oering completely integrated systems to the Asia-Pacic market such as: large-caliber naval guns - 127/64 mm LW, medium caliber naval guns - 76/62 mm (in various congurations including compact, super rapid, STRALES and

multi feeding) and small caliber guns - Marlin WS 30mm/40mm. Leonardo is also showcasing its light torpedo A244 Mod3 in addition to its complete range of underwater systems including a torpedo launching system, heavyweight torpedo, sonar and countermeasure systems.

Also, being highlighted are the innovative VULCANO and DART munitions. e VULCANO 76mm projectile can engage a target at up to 40km, doubling the range of a standard 76mm projectile. e technology can also be applied to smaller calibers,

Leonardo Offering High-Level Naval Warfare Capabilities enhancing the capabilities of 76/62 naval guns, which are in service with about 60 navies around the world. e 76/62 Super Rapid (SR) lightweight, rapid-re naval gun, in particular provides unrivalled performance and exibility in roles such as: air defence, anti-surface, anti-missile and can also engage shore-based targets. Suitable for installation on ships of any type and class, including small naval units, the 76/62 SR is unique in oering sustained re, that allows simultaneous engagement of multiple moving targets (to cater for asymmetric warfare scenarios). e 76/62 SR can also intercept potential airborne threats beyond eight km with DART guided ammunition. By following a radio frequency beam, the DART guided projectile can change its trajectory and be re-vectored towards the target during its ight. is makes it very eective against maneuvering missiles and small moving targets at sea, which are very common in current asymmetric conicts where the security of large and expensive naval units can be jeopardized by small, cheap, explosive boats. A model of an O-Shore patrol vessel totally equipped by Leonardo is also on display.

I wasthinking it was 25-30 thousand but 45thousand people came to the stadiumwith the capacity of 41 thousand. Ourpeople is quiet emotional, a communitywith strong nationalist feelings. Theywere with us since we beat Russia, theywere the last world champion, and notafter we win the championship.Messages coming from social media, slowly getting the attention of the mediaand being recognised on the street...

to Istanbul. I started working at acarpenter’s shop. Then I went to theaudition of Zeytinburnu Sports Club.Afterwards, life brought me to differentdirections. There wasn’t enough moneyin youth setup to get by and still thereisn’t. Of course this ambition, this desireI had... When I began playing football,my greatest desire was to make it to theA Team in my club and wear theNational Team uniform. As I wasmoving towards that goal, I had aninjury. At that time I had to earn mykeep so went to Russia with a company.I worked six months on furniture-assembly. I went there with a sevenyears of experience. I was a carpenterand also I started working at Roketsanas a carpenter as well. After I cameback I continued playing football butbefore I can become fully professionalthe time came for me to do my militaryservice. I went there to carry out mynational service, a duty that all Turkishindividuals aspire to carry out. First Iwent to Manisa, Doğukışla andafterwards went to Istanbul for a specialtraining that lasted for 45 days. Fromthere, I went to Şırnak. I enjoyed doingmy miltary service. I might be the personthat is most mindful about one’s clothes.I never wore my clothes while they werein wrinkles even when going tooperations at 5 a.m. Before going tobed, we were laying our clothes underthe bed so that they remain straight. Idid my military service with this kind ofenthusiasm. My Commander took mealong and asked “Would you like to be amessenger?” And I said “With pleasureSir”. I was very happy and lovedeveryone in my squad. We went tomissions in various regions.

Unfortunately, because of the calamitousterrorism I lost my left leg due to acowardly planted mine. Now I’mmarried with three children. I have twodaughters and a son. One of mydaughters is 16 years old and my son is10. My older daughter is 17 and she’lltake the university entrance exam nextyear.

How did you decide to play football? How did your professional football lifestarted? > In 2007, when I was atTurkish Armed Forces RehabilitationCentre my Commanders wanted me toplay football. Back then, I just recentlyhad my prosthesis. A lot of our soldierswere being martyred, there were a lot of

wounded veterans. So we said “Sir, if weneed men at the front, we’ll go there.”And he said “No, you should honour ourflag in different domains. For example, why don’t you play football. I can seefrom your resume that you are a formerfootball player. And I said “Sir, it’s notthat easy” but then I started playing andit went on. Being invited to the NationalTeam was a real pride, I was reallyexcited.

What things have changed in your lifeafter you won the championship? > In2014 we almost won the world’schampionship in Mexico. At the semi-finals, we lost with a last second goal. But this time, in 2017, it happened in50+2nd minute. In regular football wecan’t outmanoeuvre England but inamputee football we can outmanoeuvrenot only England but also countries suchas Brazil, Germany and Spain. These arecountries that excel in football but wecan beat Argentina at the last momentwith a score of 3-0. In amputee footballthere was a country that we couldn’t winand that was Russia. And we achievedthis success by beating Russia. After Ilost my leg in the military I was thinkingthat it wasn’t something that I couldever forget but this championship mademe forget many things.

You made your country champion byscoring in 50+2nd minute? What did youfeel at that moment? > I was indefence, as it was my position. We areback-stage and not in front of the lights.I didn’t have any goals in thetournament, nor did I aspire to. In theworld championship, I scored one goalagainst Mexico. I hit the ball comingback from the corner with a half volleyand we made it to the final. And thistime, Osman scored and thechampionship is won. That day, as I wascoming out to the field, thought tomyself “There is a festive atmosphere atthe stadium, what can we do? We needto make a difference.” We were quiteeager and ambitious. We thought wecould beat England easily because theconversations we had that day, thebehaviours of the teammates, thecoach’s speeches were extraordinary. They scored at the 50th minute. Ichecked the time, it was 50 and if weplay overtime we needed a team that canplay at the overtime. But our goalkeeperand the defence were holding their faces. So I yelled at them “come on, it’s not

The call from our General Director andChairman of the Boards and expressingtheir support and the support of thewhole Roketsan Family. And when someof the other companies andmunicipalities made announcements aswell, we sit and thought “We deserve towin the championship!” I really wantedto play the finals at Vodafone Park. Infact it was originally at Riva Facilities. Isaid, “Let’s first beat the Russians. Thenyou can wish for whatever you like. I’lldemand it from our government”. Andthey said, “We want to play the final ina big stadium.” When we beat Russiaafter the 60th minute, the semi final wasin front of us and Poland was a strongrival. We could even be defeated but Igrabbed the microphone on livebroadcast and said, “We want to playthe final at Vodafone Park!” I said. Sowhen our President and Besiktas FootBall Team Management granted theirapproval our wish came true. TheRoketsan Family coming to the matchmotivated me even more, which isanother thing that made me proud.

Playing at such a big stadium is astandard that we are not used too. Thinkabout it, we normally play with 1.000-1.500 spectators. The closest one was inArgentina and it was 15 thousand. Theinternational media wrote that the Turksbroke a historical record.

We’d like to know this team who madeus proud more closely. We know thatthere are another 13 people who committhemselves to this team just like you.Can you tell us about your teammates?> I like some of them as my brother andsome of them as my son. Some of themare as young as my children; in fact weare investing to our future, trying tomake sure that they breath in thisatmosphere and keep it going when wequit at some point. If I’m to talk abouteveryone in short; Rahmi ÖZCAN;team’s 2nd captain, he’s born withdisability. He’s at peace with life andbecame even more after he met withamputee football. He’s 12 years youngerthan me. He always optimistic with hismorale and motivation. This keeps the

team happy, keeps the community andeventually the country happy. He’s ateacher. Fatih ŞENTÜRK; He lost hisleft leg in a motorcycle accident. He’s anemotional person. He is the NationalTeam’s striker. When he gets the windbehind him there is no country that wecannot beat. He’s a teacher too. BarışTELLİ; Our brother, who passed the ballthat turned into the last goal. Normally,he never passes me during exercises. Hestarted amputee football before I did. Hehad a traffic accident when he was at ayoung age. Fatih KARAKUŞ; He lost hisleft arm as a result of a electricityaccident. Whether he gets play time ornot he always says “If my team wins, mycountry wins”. Muhammet YEĞEN; Heis born with no right leg. He is fromErzurum. He’s with us since he’s 15. Ifyou ask me the person that I tendedmost, I’d say Muhammet. And if you askme the person that tired me most, I’dsay Muhammet again. We explained tohim that he’s not handicapped. “Whenwe send you somewhere to get somethingyou do that, you are not handicapped at

all” we said. He plays the same positionas me and now he became a quitevaluable and promising player. KemalGÜLEŞ lost his left leg from above theknee in Şırnak in an accident. He was 12when he came to us. We’ve come todaywith special motivation and specialefforts. Feyyaz GÖZAÇIK; He’s fromKayseri. Let’s say you’re depressed. It’llonly take five minutes. How’s it possiblefor a man to laugh all the time? Nomatter what happens, he laugh fiveminutes later. He’s always happy. SelimKARADAĞ; He is from Malatya, bornwith a shorter right arm. He is our goalkeeper. He is old like me, he’s at the ageof 38. Seeing their support when I act asa Captain makes me happy. When youwalk the road together, success becomesinevitable. He’s always helpful towardsme. Alican KURUYAMAÇ; He is bornwith no right foot. He plays defencetogether with me and Muhammet. Whenit comes to it, he becomes my left foot. He’s a very good friend when he thinksoptimistic but when he plunges intopessimism it can take a while to pullhimself together. Ömer GÜLERYÜZ;When you are speaking with Ömer, youmust be always positive. If he’s doingsomething and you say that he’s doing itwrong, he’d blush right away, he got aquite white skin. It’s arguable whetherhe’s strong or not but he is one of theplayers who distinguish themselves inTurkey and prove their talent againstother countries. We play with ourstrength, he plays with his talents. He’s avery talented and smart player. SerkanDERELİ; He is experiencing amisfortune that no one would ever wantto have. He’s born with disability. Helost his mother in a traffic accident, after that his father gets married andthey sent Serkan to a orphanage. Manytalents come out from such places.Today, Serkan DERELİ is the world’sbest midfield player in amputee football

and he was raised in an orphanage.Serkan never sees this as a deficiencyand says that if he’s a beneficial personthat he owes that to the orphanage. He’svery talented, very young, likes to work,he’s a very intelligent player. Ourmatches are 50 minutes. He won’t sayno if we say let’s play another 50minutes. He is very determined. MehmetYUNSUR; He is from Çorum, he lost hisright leg to the haymaker on the field. He was five. He’s a humble and matureperson. Gürkan GÜNAYDI; He’s ourphysiotherapist. He’ll come to you whenyou’re in pain even in the middle ofnight. And he doesn’t leave before he’sdone treating you. He knows our body byheart now that he can treat us eventhrough the phone. He’s a person wholoves his job. Uğur ÖZCAN is ourTechnical Director, he’s a veteran. Whenour team founded in 2003, he was one ofthe first players in the team and he wasthe Captain of the National Team for aperiod. Now he shares all his experienceand knowledge with us.

In this determination that sets anexample for many sports teams, whatwas the source of your immaterialmotivation? > Its special source is ofcourse the conservations. From ourcoach to our ball boy… Believe me,when you say something it’s reallyimportant and if you do that personallyit’s a little different... Our people needsone thing and that is success. If youmake Turkish people happy they’ll makeyou happy even more. The attention wesaw was beyond our expectation. Ourstatesman always say; you paid yourdues. But if you ask me I’m indebted tothe Turkish People, that is, I see it nowthat I owe them. Why didn’t we let themfeel such happiness before?

What awaits our National AmputeeFootball Team now? What is your next

goal? > In 2014, we were eliminated atsemi finals. This time we aim to win2018 World Cup for our country. Ifthere is no changes, Mexico wants toorganise it again. My goal for 2018 thatmy daughter gets into a good universityand that we win the 2018 World Cup forour country.

Lastly we would like to ask a question. What does it mean for you to be amember of Roketsan Family? > When Ijoined 2010 World Cup, my home was inTokat and I was here. For the WorldCup in 2012 we moved to Ankara. Ofcourse, it’s not easy to get by in Ankarawith veterans pension, so I needed anextra job; applied to Roketsan andstarted to work. Brought my children toAnkara as well. I’ve had a very happyand peaceful life here. I both work atRoketsan and play football. You knowwhat they say, there is family behindeach successful person. Roketsan is mysecond family. I feel indebted toRoketsan. I say it all the time. Roketsanhas a great role in this success. There isno age for learning and since I had noproblem getting leaves for the matchesand trainings my performance got evenbetter. It increased with proper life styleand determination to work. I saw thissupport from Roketsan and actedaccordingly. We have a quite humblepersonnel. Don’t need to mention itssuccess, it’s among the world’s topcompanies... I always say, if you want totake some life lessons you should cometo Roketsan and work for a month. Areyou happy? I’m very happy. Are youpeaceful. I’m very peaceful if there is ameal on the table, if we contribute tothat table in any way, good for us.

We don’t doubt that you’ll achieve manymore successes for our country. We areproud of you and extend our thanks formaking us feel this joy•

Previously there were just two options including the multi-purpose warhead with anti-armor, anti-personnel and incendiary functions and the high explosive warhead,

    - The Smart Micro Munition (MAM-requirements, attracts attention as a solution that increases the efficiency of air platforms with low payload capacity, especially that of unmanned aerial vehicles (UAV). MAM-L, a variant of the Laser Guided L-UMTAS (Long Range Anti-Tank Missile System) that is also developed by Roketsan, the only difference being that it does not have a rocket motor and glides in the air has

used by the Turkish Armed Forces. The MAM-L, which is being successfully used in various operations involving UAVs, stands out as a munition that has proved itself in the field.

With its low weight of about 50 pounds and a length of 1 m, the MAM-L offers a cost-efficient solution for light attack aircraft as well as UAVs. The MAM-L, with its high explosive fragmentation warhead, is highly effective against light structures, unarmored ground vehicles, radar antennas and soft targets like weapon pits and personnel, in a 25-m radius. The other version with tandem high energy anti-tank warhead is effectively used against heavy armored tanks. The munition can be used efficiently at ranges of up to 8 km, depending on the altitude from which they are released.
