Speaking on debate on grants for industries and commerce department in the Assembly, Rasool asked the department to promote industrial sector at district level than state or division level. “Handicrafts should be promoted in districts as it is promoted in place like Vietnam,” he said, adding that the govern- ment figures have revealed that over 80,000 educated unemployed youth were registered in the state. “It is a major concern.” It may be recalled that the J&K government recent- ly informed the House that 88040 educated unemployed youth were registered in the state. The revelation was made by the finance minis- ter to a query raised by MLA Sat Paul Sharma during the question hour of the ongo- ing session of the Legislative Assembly. NC MLA from Gander- bal, Ishfaq Jabbar, accused the department of forcing youth to pick up gun and said government was giving con- tracts to people from Punjab and Chandigarh. “People from out- side state who have been given the contract for sand extraction will use machines which will weaken the banks of the rivers and result in more intense disasters than 2014 floods,” Jabbar said. “Local people used to extract sand manually but you have snatched this job from them. People in my area say that they will pick up gun if job of sand extrac- tion is snatched from them,” he said. MLA Ganderbal said the industries department was running various schemes but there is lack of awareness among people. “Particularly Khadi and Village Industries Board has failed to make awareness among people,” he said Roadmap devised for effective disaster management: Mir Tarigami urges Govt to order probe in KU result fiasco GK NEWS NETWORK Jammu, Jan 24: While express- ing serious concern over the non-serious behavior of Univer- sity of Kashmir authorities, who have reportedly misplaced the answer-papers of under-gradu- ate students and have shown 100 per cent of them failing in some subjects, CPI (M) leader and MLA Kulgam Mohammad Yousuf Tari- gami urged the Government to immediately order the probe and fix the responsibility in the issue. The University of Kashmir issued the result of under-grad- uate Ist Semester, held in vari- ous Degree Colleges of valley, under the newly introduced scheme of CBCS (Choice Based Credit System) on 19-01-2018, but around 7000 students were deemed to have "not passed" on the account of having "LO", "NA", "Re-Appear" shown in their results. “It is unfortunate that student community is being forced to come on roads to protest against the insensitive approach of the University authorities. How is it possible that 7000 students will fail in one subject? The CBCS was implemented for the first time in the Colleges and for the first time, OMR Answer Sheets were also introduced. It is pertinent to mention here that there are only two OMR machines available with the University, and out of which one broke down. Now the University puts the blame on the students for not filling the OMR sheets properly,” he said in a statement. “The fact is that many OMR sheets have not been evalu- ated or either misplaced, either because of the breakdown in the OMR machines or due to the neg- ligence of concerned officials. That is why it took one year for them to declare the result which is itself a gross failure of duty. The administrative staff needs to be made more accountable and responsible.” “The Kashmir University authorities should deal with the issue with utmost care but instead they are trying to blame the stu- dents for the problem which is unjustified. If the protesting stu- dents of third semester (Under- Graduate) are demanding photo- copies of their answer-sheets, why is University reluctant to give these, if there is no mistake on part of the Varsity authorities?” he asked. “According to media reports similar incidents have happened in the University in the past as well. Student community, which is already suffering immensely due to the prevailing situation, is justi- fied in their protests as they have a right to seek answers from the authorities. Using force against them is totally uncalled for and unjustified.” He assured the student com- munity of his full support in their struggle for their genuine rights. Police seize 35 vehicles in Awantipora IRFAN AMIN MALIK Awantipora, Jan 24: To check the menace of traffic violations and ensuring safety of people, Jammu and Kashmir police during its special drive seized 35 vehicles in jurisdiction of police district Awantipora. The vehicles were seized for violating traf- fic rules and regulations in Tral, Awantipora and Pampore townships. Police said that on the directions of superinten- dent of police Awantipora, Mohammad Zahid Malik, different teams of police station Tral, Awantipora and Pampore laid special mobile nakas on different locations and seized 35 two- wheelers and four-wheelers for violating traffic norms. The teams laid nakas on different routes and loca- tions in and around these townships and inspected documents of drivers plying on road which include driving licenses of drivers, use of helmet, reg- istration certificates, insur- ance and pollution control documents. "During these nakas, 56 vehicles were challaned while 35 have been seized for serious violation of traffic norms,” police informed. The main aim of this drive was to check driving by minors and those people who do not possess valid documents, said SP Awa- ntipora Mohammad Zahid Malik. The SP has appealed all the parents not to give vehicles to their minor wards and also informed that these drives will con- tinue against traffic rules violation. 'Rs 1839.17 cr compensation paid to 2014 flood victims’ GK NEWS NETWORK Jammu, Jan 24: Minister for Disaster Management, Relief & Rehabilitation, Javaid Mustafa Mir today said that J&K being vulner- able to natural disasters owing to unique geo-climatic conditions and geographic location, the state govern- ment has devised a multi- pronged roadmap to deal with any eventuality. Winding up the discus- sion on the discussion on demand for grants for Disas- ter Management, Relief & Rehabilitation & other allied departments in the Legisla- tive Assembly, the Minister said that over the past two years, there is a paradigm shift in the approach of the government towards disas- ter management and it has flagged this important com- ponent in the highest prior- ity. The government has established a structured institutional mechanism to deal with disasters, under which, the State Disaster Management Authority is headed by Chief Minister. With a view to provide professional assistance for strengthening state & Dis- trict Disaster Management Authorities, 17 Disaster Management Profession- als have also been engaged to assist the authorities, he said. The Minister said to ensure safety of schools the Chief Education Officers have been designated as Nodal Officers. Existing State Disaster Management Policy has been updated and State Disaster Management Plan, State Disaster Management Policy, District Disaster Management Plans have also been prepared and notified, the Minister informed. With regard to Civil Defence, the Minister said that the state has in place two dedicated Battalions of the State Disaster Response Force (SDRF) and it has also initiated the process for upgrading the SDRF with adequate manpower, capac- ity building and equipment support. Besides this, we are also supporting Fire & Emer- gency Services in order to strengthen and upgrade the force, with the latest rescue equipments, he added. “Instructions have been given to all DCs to identify 300 volunteers so that they may be trained in disas- ter response and will be equipped with personal rescue equipments to make them able to respond in the event of any disaster, as first responders,” he informed. The Minister said that under SDRF, Rs 15.00 crore has been released during current financial year to meet any contingency aris- ing due to natural calamities, while under PMDP, Rs 54.29 crore was released to I&FC department for permanent restoration of flood damaged infrastructure. He said that Rs 14.14 crore has been released as State Disaster Mitigation Fund of which Rs 58.75 lakh were pro- vided to each Deputy Com- missioner, to spend 50% for procurement of emergency rescue equipments and rest on other components for strengthening SDMA and DDMAs. The Minister informed the House that Rs 1839.17 crore has been paid to more than 1 lakh and 81 thousand eligible beneficiaries who were affect- ed during 2014 floods 2014: “The damages in losses to certain sectors are also being covered under the Prime Minister’s Package”, he added. Mir accompanied by senior party functionaries visited parents of an eight year victim who was raped and subsequently murdered at Hira Nagar Kathua. G.A. Mir was accompa- nied by Shamlal Sharma, Raman Bhalla, Nawang Rigzin Jora, Pankaj Dogra, G.L. Chalotra and others. Consoling the bereaved family, G.A. Mir spent some time with them and expressed solidarity with the bereaved family. Congress delegation also offered deep- est condolences to them and prayed for their courage to bear the irreparable loss. Expressing anguish over the gruesome murder, G.A. Mir demanded that stern action against the guilty must be taken in order to ensure justice to eight year old girl, but at the same time, he emphasized that probe must be conducted on fast track basis to ascertain the identity of the culprits involved in this heinous crime. On this occasion G.A. Mir lashed out at State Govt for failing to ensure timely justice to victim, saying that the State Police must ascer- tain the identity of culprits to ensure exemplary punish- ment to them. He said Congress Party will not compromise on the prestige and honour of the people, it will fight for the justice, safety and security of the people.
