13 Didn't know about them. Plus I always loathed receiving the PBIA annual parking improvement bill in the mail. Ihad wished at the time, that the PBIA would have asked for our participation and/or explain what the money wasgoing for, prior to receiving it in the mail. Now maybe PBIA did send this information out years ago, and someoneelse my organization fielded that notice. Paying it was often hardship for our organization. I often thought thePBIA bill was unfair. I realize that is not the case, but when you are struggling to just pay rent on your space....

2 I think the clean team does a wonderful job but there is still human feces that ends up outside our back gate andin the alley that could be prevented with a 24hr public bathroom. Who wants to clean up someones poop! I wishmore people used the trash cans & recyclable containers that are provided.

3 I do not agree with spending the pbia tax money on the ashtrays that cost $300 each. I think if a businesspatronizes smokers then they should be responsible for cleaning the sidewalk in front of their business. themoney could have been better spent buying that business a shop vac to clean their sidewalks with, or justimpress on them to keep their sidewalks clean as a matter of pride in ownership of their biz.

4 I am grateful for the work the city does to try to keep the city clean, but I run a theater company and our rearalcoves need cleaning almost every morning. Including garbage urine and sometimes worse.

11 My wife's salon on the corner of Columbia and Legion deals with constant trash and vandalism in the buildingalley. Phone, internet cables have need cut numerous times. The alcove side employee entrance is often usedas a bathroom were people have defecated and leave behind drug paraphernalia behind. My business, in thesame building shared with Mary Corso much of the same. I've bee in business for 24-years and things haveprogressively gotten worse.

12 There is need for a City garbage container on Columbia St where Heritage Park meets Columbia, near the RRtracks & Olympia Supply. Or let me know who to ask at the WA. State Facilities, they do a horrible jobmaintaining that old train station bldg.. Least they could do is place a container for trash people deposit as theyleave the Park...

13 I see a large improvement over public spaces downtown, but still notice garbage on private property in town,including the parking lot directly next door to Spidermonkey (that we have no involvement with). Cooper Realty,who manages the lot, does not send anyone to clean it, and other tenants of the lot have even come in and askedus to clean it. I've pointed them toward Cooper Realty.

14 Generally I think DTO is about as "clean" as one can expect, given the available resources and the nature of theproblem (e.g., we have no 24-hour bathroom facilities in downtown and therefore have some resultant problemsthat inevitably occur because of that). As more resources (clean team, butt containers) have become availablethe situation has noticeably improved over the last couple of years.

15 We constantly find refuse in the alley behind our store. Refuse being anything from food garbage to needleshuman excrement. Generally the area in front of the store is clean.

18 Although there has been a good effort on the part of the city and other organized groups to keep the downtownclean, I can’t help but notice that some areas are littered more than others. My business is somewhat off thebeaten path so most of the immediate clean up falls to me and adjacent businesses. That’s the way it should be.Many businesses downtown take the responsibility seriously. However, without pointing a finger there are somewho don’t. Maybe a reminder to us all that policing our individual areas on a regular basis would be muchappreciated by everyone in the business community.

19 The Clean Team does a great job! In general downtown usually seems relatively clean, but I do clean up trash onthe sidewalk or in the street in front of my business, and in the private parking lot nearby (might be related topatrons of bars nearby).

5 I have had an office downtown since 1982. I believe that my customers and employees are relatively safe indowntown Olympia (though I've witnessed plenty of incidents that would belie that assessment). Not all of mycustomers agree with me, and I know that I have many potential-customers who disagree sufficiently to avoidcoming downtown for any reason whatsoever. I appreciate the current presence of the walking patrol. They havedefinitely helped the situation. But the number of people on our sidewalks, at any time of day or night, who areout of their minds with drink, drugs, drug damage, or mental illness has reached an alarming level. Is that "safe"?

2 Please stop installing (and then uninstalling, due to complaints of business owners) benches and mini-parks.rather than being a resting point for downtown visitors, they seems to attract and be sleeping/smoking platformsfor street people. I can't remember when I last saw how PIBA rates are charged to businesses. It would be helpfulto see that. I do appreciate the opportunity for input via this survey. Thank you. Thank you too, for the emailupdates over the past year or so. I read them and appreciate them. One last item: The artesian well hang out isdisturbing. I go there to get water every other week or so, and I've NEVER been there when there weren't otherpeople there getting water as well. It's very well used and loved by the community. That being said, its become avery disturbing place to go, and one that I would not take my out-of-town guests to show off. It's become a realembarrassment, and I feel less and less safe there, bordering on intimidating at times. Often smells of pot. Lasttime I was there, one fellow was using the well as a shower. Bar of soap and all. Glad he's wanting to bathe, butnot very compatible with the community's use as a clean & pure water source. YUK! This should be/could be aplace of pride, not embarrassment and intimidation.

3 Parking is very serious problem for those operating their business's and the employee's who work there. Itthreatens the survival of their business and the tax dollars that support this city. When store owners andemployee's have to worry about moving their vehicle after three hours our finding the very limited number of 9hour meters that adds stress and expense to the business. In addition some of the meter maids are extremelyuncompassionate toward the people who support this community with their blood sweat and tears.

5 Just a BIG THANK YOU all for all the time and effort to make Our Downtown Olympia the best it can be. It's sucha difficult job when the City/State continues to encourage housing for any/all types of assisted living in theDowntown area. So I'm Not surprised to see businesses struggle to get customers to come into town... With thenew increase in building more Nice Apartments in Downtown there's hope.. Next step is Nice Condo's

8 As you may be aware, Red Door will be closing in the coming months. Our reasoning is to pursue growing interiordesign business. Our efforts in retail never seemed to pay off at the level to promote growing our business. Weare very sad to leave, this was a bitter sweet decision. We will continue to promote downtown and hope for thebest. I strongly encourage pro-active negotiating among the private and public sector. Our community needs tostop stifling growth by beauracratic process. The potential is here and the interest is too. Let's work together togive incentives to businesses and developers build in our beautiful downtown core.

9 My understanding was that PBIA stood for Parking Business Improvement Area. I wish the board would paymore attention to parking in downtown Olympia. I have had so many complaints concerning the adversarialattitude of Olympia’s Parking enforcement department. I know they provide a needed service, but they shouldalso be our front line ambassadors when possible. I also think the PBIA should focus more on definitive ways toimprove the business environment downtown and less on social issues.

10 Lots of good ideas and possibilities but little tangible evidence of meaningful action. Until the City Council stepsup to address the lawless atmosphere and empowers the police to enforce ordinance and law violations thedowntown core will continue to deteriorate. Example, begin enforcing the city park hours of operation at theartesian well and other downtown parks.

11 Regarding the prioritization of funds, I wasn't sure exactly what role Thurston County has regarding drug andalcohol use. I we can work towards providing a clean, safe place for folks without homes to be during the day -which in theory would decrease clean up costs. My preference is to see the bulk of PBIA money going towardsclean up in downtown and increased Ambassador/patrol presence. Thank you!

13 Since I work for a non profit focused on bringing families downtown during the day and early evening, I am mostinterested in an additive solution, rather than subtractive one- more fun attractions and parking and opportunitiesfor local shopping and activities in the downtown region. I know that many safety issues are of concern later inthe evening and therefore the perception of downtown as a whole affects my business. I am very interested inbeing a part of the solution and I want a non- profit's presence on your board.

I think that sending out emails to current taxpayers withpertinent information would be helpful. I hear all the time- what DOES the PBIA do? I think they need to focus oneducating existing members on the accomplishments so far. And letting them know what is coming up, what arethe current issues and projects.

16 I'd like to see the PBIA revisit it's mission statement and vision (do we have one?) It will be interesting to see, bythis survey,whether rate payers are more interested in parking and business advocacy (the P and B of yourexistence) or social service advocacy. I believe the Ambassador program is a good balance of both and a greatuse of ratepayer funds. That said, there are plenty of established social service groups that already have it astheir mission do outreach to the street dependent folks. Cheer them on, but use our limited resources to advocatefor the rate payers. Just a thought. Thanks for your service! Cheryl
