On behalf of the Asia-Pacific Satellite Communications Council I am pleased to

welcome you to the Asia-Pacific Satellite Conference & Exhibition in Bangkok for

our 22nd annual conference and our third held in Thailand.

This year’s conference is all about connecting people around the region and the world, as

well as, providing a platform for business networking for our members and attendees.

We continue to face profound technological and business developments and come

together at this conference to better navigate the challenges and opportunities

that will face our industry in the years to come. On the positive side these include

more efficient satellites, launch and ground systems, broader geographic reach,

mission extension services and myriad new applications. On the negative side the

issues we face include spectrum loss, paradigm shifts in the video industry, orbital

debris and potentially obsolescent infrastructure.

APSCC has once again brought together industry leaders from across our industry sectors

and value chains to discuss the threats and opportunities presented by these changes

and offer insights into how we need to respond to continue to grow and prosper.

In addition to another great conference program APSCC continues its parallel Youth

Development Workshop to introduce our satellite and space industry to university stu-

dents and young professionals. Co-organized with the International Space University

(“ISU”), our Youth Workshop has become an annual feature of the conference and a

gateway for our industry to attract young talent to join our exciting and dynamic industry.

This year we continue our Young Talent Awards program for young professionals

under 35, working in the satellite/space industry in Asia-Pacific. This award pro-

gram is intended to recognize talented young space professionals who are making

significant contributions not only to their companies and our industry but also to

the broader Asia-Pacific community. And by this we not only reward our winners

but also the companies that have mentored them in making these contributions.

We have added a new conference component – the New Space Pitch Competition for

entrepreneurial satellite and space ventures. The participants will be offered mentor-

ing and investor advice as well as direction on creating and running successful com-

panies. The competition should be both informative and entertaining and a great

opportunity for the participants to get the word out about their projects and facilitate

networking with prospective partners, suppliers and users of their new services.

Finally, I would like to acknowledge and thank all of our sponsors. Their generous

support has enabled the APSCC, a non-profit association, to once again organize a

fabulous conference.

I wish you all a productive conference week and a terrific experience in Bangkok.

Dear Participants,

On behalf of the Program Committee, I would like to welcome you to Bangkok and

the 22nd APSCC Satellite Conference and Exhibition. The Asia Pacific satellite

industry continues to be very dynamic and all the issues that have preoccupied the

industry for the past several years remain front and center in our conference. The

mobile sector continues to encroach on satellite spectrum – a matter that is peak-

ing at WRC’19, currently underway in Egypt. MEO and LEO constellations are

launching, not only for communications, but a plethora of other services ranging

from IoT to radio occultation. And there is continued capacity pricing pressure

which, while an opportunity from the perspective of service providers, is driving

down top line revenues for many of the legacy GEO satellite operators and is also

having a strong knock-on effect on the manufacturing and launch sectors.

The Program Committee, as in previous years, has made a concerted effort bring a

wide range of industry veterans, local players, and new entrants to the conference.

These speakers are addressing both industry “standards” as well as “hot button

issues” and will ensure a diversity of content for the conference participants. The

first day of the program is focused on the “classics” of the geostationary communi-

cations market and the rapid changes this segment is undergoing. The second day

makes a concerted effort to highlight New Space players as well as present specif-

ic focus sessions on Thailand, China and India. The third day offers a number of

subject-specific discussions on a wide range of both emerging and critical issues

facing the industry, from blockchain and quantum encryption to speculation on the

outcome of key WRC’19 agenda items.

We are also pleased to introduce a new element in the APSCC Conference with the

launch of the first ever APSCC New Space Pitch Competition, which will cap off

the final day of the conference. This Pitch Competition will also bring together the

conference attendees with the students participating in APSCC’s 4th Youth

Development Workshop, which is co-presented by the International Space

University.

This welcome message would not be complete without expressing my personal

thanks to each member of the Program Committee for their guidance and support

over the last year to assemble what I consider to be the best conference program

to date. I would additionally like to thank Thaicom and mu Space for offering their

support to APSCC ensuring that the conference here in Bangkok runs smoothly.

Finally, I encourage the attendees of APSCC 2019 to offer their feedback on this

year’s program so we can make 2020 even better.

In closing, I wish all participants a very fruitful and successful conference.

09:30-10:50 Satellite Operators: A Business in TransitionAs the pace of transformation in the satellite industry gathers momentum, satellite operators are left to wonder: how can growth be sustained in such a turbulent time? GEO operators all see the horizon where more HTS satellites and LEOs enter, and ever more capacity means lower ARPUs and more competition. And with video growth uneven at best, can data & mobility plays fill the gap created by oversupply and low priced capacity? One trend is clear: satellite operators must evolve their business from the legacy leasing model to a more dynamic strategy built on services and applications. Can satellite operators in Asia make this transition and secure the next wave of telecom-centric growth? This opening session will explore these critical questions and prognosticate on the future of the operator business.

11:10-11:40 Satellite BroadcastIt might very well be a new Golden Age of Television, but despite all the shininess, broadcasters are still struggling to figure out how the new rules of the game work – for that matter, how to get into the new game! While pure-play online services are proliferating, traditional cable and DTH broadcasters are still struggling to come up with workable business and technology models for their own OTT services. In the meantime, consumers increasingly want to watch what they want, when they want to watch it, on the device they want to watch. What is the role for satellite operators in this brave new world?

14:00-15:00 Mobility: In-Flight ConnectivityThe IFC market is just scratching the surface in terms of market potential when measured against the number of aircraft currently installed and the large number that still needs to be outfitted globally. Increasing in-cabin penetration is another metric by which the mar-ket can be considered in its infancy. As such, service providers have placed bets on space & terminal technologies as well as capacity purchases. Yet, proving the business case and profitability in this sector has proven to be elusive. Commercial airlines continue to be reluctant and have questioned the potential profitability of the service given large CAPEX expenditures to be incurred. This session will discuss the prospects, nuances, risks and overall viability of IFC and the players competing in this field.

Moderator Jose Del Rosario, Research Director, NSR

Speakers , VP, Sales, Asia-Pacific, Gogo Inc, Director, Connectivity Solutions & Technology Sales,

Panasonic Avionics, SVP, Aero Global Mobility, Eutelsat

14:30-15:00 Mobility: The Maritime SatCom Market - Riding a Wave of Growth or Navigating through Rough WatersThere is no other solution that can address the maritime market other than satellite making vessels, energy platforms and other mission-critical assets a captive market. Premium pricing and services can thus be extract-ed by satellite operators and service providers in traditional high-value verticals such as military vessels, cruise ships and offshore oil platforms as well as generate volumes in Greenfield markets such as fishing vessels. However, trends in supply, competition and pricing have led to thinning margins and shorter term contracts. As new programs are launched including HTS and LEO constellations, what is or will be the new opportunities and new challenges that will characterize the market? How do players maintain or even improve growth in a quickly emerging competitive market dynamic?

Moderator Jose Del Rosario, Research Director, NSR

Speakers , EVP, Products, Marketing, & Business Development, Speedcast, CTO/CIO, RigNet

15:00-15:30 Mobility: Connected Vehicles - Satellites Helping to Enable Our Autonomous Driving Future? The transportation industry of the future is likely to be very different from today. Cars, trucks, drones, and other vehicles will become increasingly automated, increasingly “smart”, and increasingly connected. With this auto-mation being enabled by connectivity, and with connected vehicles likely traveling through both urban and rural areas, there is implicitly a market for satellite. Here, we will discuss what this market might look like, what technological barriers to success exist today, and how these barriers are being taken down slowly but surely, in order to enable satellite to play as large a role as possible in the connected car market of the future.

16:20-17:20 Satellite ManufacturingEnvironment surrounding satellite manufacturing business has been dramatically changing. Low price with flex-ible/digital payload is the mandatory challenge for them to achieve, and to achieve this goal, ways to design, build, test and operate satellites will have to be changed from the traditional ways. Ones who are not willing to take the challenge or not able to achieve low cost may be destined to disappear from the market. In the mean-time, walls between GEO and LEO satellite productions are getting lower, if not disappearing. What will be a landscape of satellite manufacturing business in mid 2020’s? And what are keys to survive? Can they expect another growth? Satellite manufacturers will discuss these points.

17:20-18:20 HTS: The Battle of GEO HTS and NGSO for the Broadband OpportunityThe Asian HTS market is heating following the deployment of more HTS capacity, and with new announce-ments or confirmation for both GEO and NGSO programs. The session, gathering lead executives from the eco-system, will focus on:

The ability of the new systems to boost the development of satellite broadband connectivity services in AsiaThe respective strengths of the different GEO and NGSO concepts under developmentKey challenges to overcome in the different countries and verticalsChanges in the business models, from raw to managed capacity and end to end servicing

09:30-10:00 China FocusThe Chinese space industry is in the rapid growth stage of commercialization domestically, with dozens - by some estimates, more than 100 - of new companies having been estab-lished over the past few years. These new companies are targeting many parts of the space industry, but investment has been concentrated into small-medium launch services, smallsats, earth observation, and the development of applications ( in Chinese). 11:30-12:00 1 on 1 Interview

by Peter Cowhey, Dean, School of Global Policy and Strategy at the University of California San Diego; Qualcomm Endowed Chair in Communications and Technology Policy

Host David Hartshorn, CEO, Geeks Without Frontiers (GEEKS)

12:00-12:30 5G Will Transform the Satellite Industry’s Fortunes by 2025... for Better or for Worse?By 2025, more than half of the world’s 5G connections - that’s 675 million, according to the GSM Association - will be established in Asia. SIM connections are projected to reach 4.8 billion throughout the greater Asia-Pacific market in the same timeframe. But fundamental questions remain unanswered regarding the satellite industry’s stake: Will the satellite sector be limited to providing backhaul for the “network of networks”? Or are there new use cases that will compel MNOs to leverage GEO and NGEO? Are the CAPEX / OPEX metrics for 5G cost prohibitive for rural connectivity?

Or will 5G focus on cities for the next 10 years? Will wireless interests continue to pursue the spec-trum that the satellite industry plans to use to support 5G rollouts? And what about 4G? Don’t miss this open-forum roundtable discussion where these and other burning questions will be answered.

14:00-15:00 Constellations: Real Revenue Streams or a Field of Dreams? With OneWeb’s recent and SpaceX’s upcoming launch of their respective constellations, 2019 is expected to be a significant year to silence the skepticism around the realization of some of these plans, at least in the short term. Sustainability, however, is a long-term game and will depend greatly on maintaining a steady revenue stream. The launch of Iridium’s first-generation constellation and its subsequent demise underlined the challenges associated with the constellations’ business model. So, how have things changed? Do the proposed revenue streams exist or will this result in over supply of capacity? How will the revenue pie be split amongst the existing and upcoming player? This panel will discuss some tough questions on the long term sustainability of constellations.

15:00-16:00 Commercial Launch - No Problems in Supply. And Demand? The development of new launchers has never been more dynamic. On the heavy-lift side, all the main players are embarking on major upgrades to existing vehicles or replacing them with new-generation rockets. In the small-launch market, some 100 new vehicles have signaled at least initial development work. The demand side is more complicated. The larger vehicles face the continued slump in what used to be their principal market of launching geostationary-orbit telecommunications satellites. Many of the smaller vehicles are counting on multiple smallsat constellations. But how many will be built is uncertain. Will government demand decide the winners?

09:30-10:00 Ground Equipment: What Will LEO’s Use for Antennas? The proposed Non-Geostationary Satellite (NGSO) systems that are on the horizon will need ground antennas for backhaul plus both commercial and residential appli-cations. The biggest challenge will be if these operators choose to compete in the Direct To Home Internet market, as they will need relatively cheap flat panel anten-nas. They may elect to use community antennas and Wi-Fi to the homes. This ses-sion will look at the antenna market for NGOS both from the satellite operator and the antenna manufacturers’ perspective.

10:00-10:30 IOT: How Will Satellites Fit into These New Networks? The number and type of new miniature sensors measuring everything from simple mass to chemical composition is growing exponentially. It is envisioned that in the not too distant future everything we buy will have some kind of sensing device embedded. The data capacity of 5G networks has been designed to transport this Internet of Things (IOT) information but what about the areas where 5G does not reach, can satellite meet this need? We will look at the opportunities IOT may pro-vide for the satellite industry.
