G.RoleoftheTCOM:ThePearlTechnicalCommitteeshallbeformedfrom membersofUDCsandPMCsstaff,andanyotherapprovedbyUDC,andthese staffmemberswillbeidentifiedduringthedurationoftheContract.Theroleof TCOMencompassestheenforcementoftheConstructionRegulationsandthe implementation of all other regulatory duties on The Pearl. H.Construction Regulations: The Regulations that govern the contractors operations onThePearl,andtheHSEmanuals,areContractDocumentsandareavailablefor inspectionand/orcollectionattheofficesofPMC;acopyofthesedocumentswill beincludedwiththesetofdocumentsthatfinallyformthesignedContract Documents. The guidelines for the Contractors HSE manuals are included with the Tender Documents. 1.3CONTRACTS A.ConstructiononthePearlIslandSitewillbeexecutedundermultiplecontractsby variouscontractorsunderseparatecontracts.Mostcontractorswillbeallocateda specificgeographicalprojectsitelocationwithdefinedboundaries.Multiple contracts are separate contracts to be executed on the PearlIsland Site. See Section 01125SummaryofMultipleContractsforadescriptionofwork,including responsibilities for coordination and temporary facilities and controls. B.Eachcontractmaybeperformedsequentiallyorconcurrentlyorpartially sequentiallyandpartlyconcurrentlyandrequiretobecoordinatedcloselywith construction activities performed on the Project under other contracts. C.Coordination is identified in Section 01125 "Summary of Multiple Contracts". THE PEARL QATAR VIVA BAHRIYAH VB-19 SUMMARYSECTION 01100 - Page 3 of 3 Q0547-LI-SPC-PMC-01 REV 01 1.4WORK SEQUENCE A.The Work shall be executed and completed in Sections, if so specified. 1.Sections: Refer to Conditions of Particular Applications Part II, for completion of the Works in Sections, if required.1.5WORK UNDER OTHER CONTRACTS A.Main Developer (UDC):UDC has awarded, and will award, separate contracts for theexecutionofvariousworksonthePearlIslandSite.Thoseoperationsare scheduledtobeeithersubstantiallycompletebeforeworkunderthisContract begins, or conducted concurrently with work under this Contract. B.OtherDevelopers:UDChavesoldvariousplots onthePearlIslandSiteandthese plotswillbedevelopedduringthesix-yeartime spananticipatedforcompletionof development on the Pearl Island Site. The plots developed by these other developers arescheduledtobeeithersubstantiallycompletebeforeworkunderthisContract begins, or conducted concurrently with work under this Contract. 1.6FUTURE WORK ON THIS CONTRACT A.OtherContracts:Cooperatefullyandcoordinatewithseparatecontractsand programme the Works so that work on those contracts may be carried out efficiently and effectively, without interfering with or delaying work under this Contract. B.FutureContracts:Employerreservestherighttoperformadditionalworkand/or awardfurtherseparatecontractsforperformanceofadditionalworkattheProject site; whether concurrentlywith, orafter substantial completion of, Work under this Contract.Performanceandcompletionofsuchadditionalworkmaydependon successful completion of preparatory work under this Contract. THE PEARL QATAR VIVA BAHRIYAH VB-19 SUMMARY OF MULTIPLE CONTRACTSSECTION 01125 - Page 2 of 5 Q0499-SPC-PMC-01 REV 0 C.The Contractor is advised that access to the project site pursuant to Sub-Clause 42.1 may not be granted exclusively to the Contractor during the course of the Contract. TheContractorisfurtheradvisedthatPossession ofandAccesstoThePearl-Qatar DevelopmentSiteshallnotbegrantedexclusivelytotheContractor.Itwillbe necessary for the Contractor to coordinate access arrangements with PMC to ensure that access is not denied to other contractors working in the on the project site or on other project sites on The Pearl-Qatar Development Site. It is an express requirement ofthisContractthattheContractorworksinharmonywithallcontractorswhether contractsarealreadyawardedortobeawardedinfuture.TheContractormust demonstrate to PMCs satisfaction that he is fulfilling his responsibilities and duties in respect to the above. The PMC requires this process to include, but not be limited to,theunrestrictedexchangeofdetailedprogramminginformation,attendance requirements,safetyissues,accessroutes,locationandquantumofsite accommodation,materialstorage,useoftowercranes,hoists,rubbishremovaland cleaning and any other issues which span the full spectrum of project site activities. TheaboveisnotexhaustiveandtheContractorisnotifiedthatthisprocessof co-ordination will continue and evolve throughout the currency of this Contract.D.TheContractorshallberesponsibleforascertainingtheprogrammeofother contractorsundertakingworksthatwillimpactand/orwillrequireinterfacingwith theactivitiesonthisContract.TheContractorshalldemonstratethathisown programme makes dueallowances for theseworks and the Contractor shall be held fully liable for any delay or damage caused to the works of other contractor(s), due tounreasonabledenialofproperandsufficientaccesstocarryouttheirworks,or lack of co-ordination on his part. E.AssoonastheContractorbecomesawareofanyconflicts,betweenhisown programandtheprogramsofanyothercontractor(s)orpersonswhoseworksand activitiesneedtobecoordinatedwiththeactivitiesunderthisContract,which cannotbereasonablyandimmediatelyresolveddirectlybetweentheparties concerned,theContractorshallreportthesametothePMCfordiscussionat CombinedContractors'Meetingwhichwillconvenedregularlytoaddresssuch issues.Whereanyconflictcannotberesolvedbymutualagreementofthe concernedpartiesattheCombinedContractors'Meetings,thePMCshall,after furtherconsultation with such parties, make a determination and issue hisdirection or, if necessary, instruction on the matter. F.COORDINATOR G.Coordinator:TheContractorshallappointafull-timeCoordinatorfortheWorks.Such coordinator shall be experienced in administration and supervision of building construction, including, if required, mechanical and electrical work. 1.CoordinationactivitiesoftheCoordinatorinclude,butarenotlimitedto,the following: a.Provide overall coordination of the Works. b.Coordinate shared access. THE PEARL QATAR VIVA BAHRIYAH VB-19 SUMMARY OF MULTIPLE CONTRACTSSECTION 01125 - Page 3 of 5 Q0499-SPC-PMC-01 REV 0 c.Coordinate product selections for compatibility. d.Provide overall coordination of temporary facilities and controls. e.Coordinate,schedule,andapproveinterruptionsofpermanentand temporaryutilities,includingthosenecessarytomakeconnectionsfor temporary services. f.CoordinateconstructionandoperationsoftheWorks,includingall interfacingactivities,withworkperformedbyothercontractors executingworksonadjacentorrelatedsitesandwithcontractorsor persons employed directly by the Employer. g.PrepareCoordinationDrawings,ifnecessary,tocoordinateworkby morethanonecontractorexecutingworksonadjacentorrelatedsites andwithcontractorsorpersonsemployeddirectlybytheEmployer. Obtainfromothercontractorsandexchangewiththemtheup-to-date technical data necessary for the production of Coordination Drawings. h.CoordinatesequencingandschedulingoftheWorks:TheContractor shallattendthemeetings(CombinedContractorsMeetings),arranged asandwhenrequiredbytheEngineer,withothercontractorsfor sequencing and coordinating the Works. i.Provide construction photography.j.Providequality-assuranceandquality-controlservicesspecifiedin Section "Quality Requirements." k.Coordinate sequence of activities to accommodate tests and inspections, and coordinate schedule of tests and inspections. l.Provideinformationnecessarytoadjust,move,orrelocateexisting utility structures affected by construction. m.Locateexistingpermanentbenchmarks,controlpoints,andsimilar reference points, and establish permanent benchmarks on Site. n.Provide field surveys of in-progress construction and site work. o.Provideprogresscleaningofcommonareasandcoordinateprogress cleaning of areas or pieces of equipment where more than one contractor has worked. p.Coordinate cutting and patching. q.Coordinate protection of the Works. r.Coordinate firestopping. s.Coordinate preparation and submittal of Record Documents. t.Coordinatepreparationandsubmittalofoperationandmaintenance manuals. THE PEARL QATAR VIVA BAHRIYAH VB-19 SUMMARY OF MULTIPLE CONTRACTSSECTION 01125 - Page 4 of 5 Q0499-SPC-PMC-01 REV 0 1.4CONTRACTS, GENERAL A.ExtentofWorks:UnlesstheContractDocumentscontainamorespecific description of the Works, names and terminology on Drawings and in Specification Sections determine the extent of the Works. 1.Unlessotherwiseindicated,theWorkdescribedinthisSectionshallbefully completeoperationalsystemsandfunctionalassemblies,includingall necessaryproducts,components,accessories,ancillaries,enablingand preparatorytasks,andinstallationrequirementsindicatedorreasonably inferred by the Contract Documents. 2.LocalcustomdoesnotcontrolthescopeoftheWork.Whenapotential demarcationdisputeorsimilarinterruptionofworkisfirstidentifiedor threatened,affectedcontractorsshallnegotiateareasonablesettlementto avoid or minimize interruption and delays. 3.Trenchesfortheworkofeachcontractshallbeprovidedbyeachcontractor for his own work. 4.Cutting and patchingfor the work of each contract shall be provided by each contractor for his own work. 5.Firestoppingfortheworkofeachcontractshallbeprovidedbyeach contractor for his own work. 6.WithinfifteendaysafteraCombinedContractorsMeetinghasbeen conducted,submitacorrespondingContractor'sConstructionProgram showingownconstructionoperationssequenced,coordinatedandintegrated with overall construction. B.TemporaryFacilitiesandControls:Inadditiontospecificresponsibilitiesfor temporaryfacilitiesandcontrolsindicatedinthisSectionandinSECTION01500 "TemporaryFacilitiesandControls",eachcontractorisresponsibleforthe following: 1.Installation,operation,maintenance,andremovalofeachtemporaryfacility usuallyconsideredasitsownnormalconstructionactivity,andcostsanduse charges associated with each facility. 2.Plug-inelectricpowercordsandextensioncords,supplementaryplug-intask lighting, and special lighting necessary exclusively for its own activities. 3.Its own field office, complete with necessary furniture, utilities, and telephone service. 4.Its own storage and fabrication sheds. 5.Temporary enclosures for its own construction activities. 6.All hoisting requirements for its own construction activities, hoisting material orequipmentintospacesbelowgrade,andhoistingrequirementsoutside building enclosure. C.TemporaryHeating,Cooling,andVentilation:TheContractorisresponsiblefor temporary heating, cooling, and ventilation, including utility-use charges. Access to the project Site may need to be shared / coordinated with other contractors executing adjacent or related works. B.UseofSite:Limitworkandactivitiestotheareaoftheprojectsiteasdefinedon Drawingsinareasindicated.Donotdisturbareasoutsidetheprojectsiteorin which the work is indicated. 1.Limits:Confine constructions operations to area of the project site. 2.Employer Occupancy: Allow for Employer occupancy of project site 3.DrivewaysandEntrances:Keepdrivewaysandentrancesservingpremises clearandavailabletotheEmployer,theEngineerandtheiremployees,other contractors engaged in work on the project site and emergency vehicles at all times.Do not use these areas for parking or storage of materials. 1.3OCCUPANCY REQUIREMENTS A.PartialEmployerOccupancy:Employerreservestherighttooccupyandtoplace and install equipment in completed areas of building, before Substantial Completion, providedsuchoccupancydoesnotinterferewithContractor'scompletionofthe Works.Suchplacementofequipmentandpartialoccupancyshallnot,byitself, constitute completion or acceptance, nor Taking-Over of any part of the Works. PART 2 - PRODUCTS (Not Used) PART 3 - EXECUTION (Not Used) END OF SECTION 01140 THE PEARL QATAR VIVA BAHRIYAH VB-19 QUALITY ASSURANCE/QUALITY CONTROLSECTION 01200 - Page 1 of 6 Q0499-SPC-PMC-01 REV 0 SECTION 01200 - QUALITY ASSURANCE/QUALITY CONTROL PART 1 - GENERAL 1.1RELATED DOCUMENTS A.DrawingsandgeneralprovisionsoftheContract,includingConditionsofContract and other Specification Sections apply to this Section. 1.2QUALITY ASSURANCE PROGRAM A.ProvideandmaintainaneffectiveQualityAssuranceProgramthatcomplieswith Clauses36,37,38and39entitled"Materials,PlantandWorkmanship"ofthe General Conditions of the Contract (Part-I) and the requirements of ISO 9001:2000 standard for Quality Management Systems. 1.3SCOPE OF PROGRAM A.TheContractorshallestablishaQualityAssuranceProgramtoperformsufficient inspectionandtestsofallitemsofwork,includingthatofhissuppliersand subcontractors,toensureconformancetoapplicableTechnicalSpecificationsand Drawingswithrespecttothematerials,workmanship,construction,finish, functional performance, and identification. 1.4PLAN DEFINITION A.ThePQAP(ProjectQualityAssurancePlan):ThisPlanisthemeanstoensurethat constructioncomplieswiththerequirementsoftheContractDocumentsand statutoryandregulatoryrequirements.ThePQAPshallbeadequatetocoverall constructionoperations,includingbothon-siteandoff-sitefabricationand installationworksbysubcontractorsandwillbekeyedtotheproposedContract Schedule.The PQAP shall include as a minimum, at least three phases of inspection foralldefinablephasesoftheWorks,whicharesubsequentlydescribedin paragraphs 1.4.B, 1.4.C and 1.4.D. THE PEARL QATAR VIVA BAHRIYAH VB-19 QUALITY ASSURANCE/QUALITY CONTROLSECTION 01200 - Page 2 of 6 Q0499-SPC-PMC-01 REV 0 B.PreparatoryInspection:Thisinspectionshallbeperformedpriortobeginningany workonanyactivityonanydefinablephaseoftheWorksandasshowninthe ContractSchedule.Itshallincludeareviewofcontractrequirements;acheckto assure that all materials and/or equipment have been tested, submitted, and approved bytheEngineer;achecktoassurethatprovisionshavebeenmadetoprovide required control testing; and plan mock-ups when appropriate; examination of work areatoascertainthatallpreliminaryworkhasbeencompleted;andaphysical examinationofmaterialsandequipmenttoassurethattheyconformtoapproved shop drawings or submittal data and that all materials and/or equipment are on hand. TheEngineershallbenotifiedatleast24hoursinadvanceofthepreparatory inspections and such inspection shall be made a matter of record in the Contractor's Quality Control Reports as required by paragraph 3.3. C.InitialInspection:ThisinspectionshallbeperformedasshownintheContract Schedule.Thisinspectionshalloccurassoonasarepresentativeportionofthe particularphaseofconstructionhasbeenaccomplished.Thisshallestablishthe acceptablestandardofworkmanship,includingareviewofcontroltestingfor compliancewithcontractrequirements,reviewofmock-up,treatmentofdefective or damaged materials, omissions, and dimensional requirements.The Engineer shall be notified at least 24 hours in advance of the initial inspection and such inspection shallbemadeamatterofrecordintheQualityControlReportsasrequiredby paragraph 3.3. D.Follow-upInspections:Inspectionsshallbeperformeddailytoassurecontinuing compliancewithContractrequirements,includingcontroltesting,untilcompletion of the particular phase of construction.Such inspections shall be made a matter of record in the Quality Control Reports as required by paragraph 3.3. 1.5CONDITIONS OF PROJECT QUALITY ASSURANCE PLAN (PQAP) A.FurnishtotheEngineer,aPQAPwhichshallincludethepersonnel,instructions, procedures,recordstobeused,documentcontrolsandqualityassuranceoverview.This document will include as a minimum:1.The Quality Control Organization (Chart) including major reporting lines and relationships. 2.Reportingrelationshipswithinandexternaltotheorganization.Dutiesand responsibilities within the said organization shall be stated. 3.The name of the Quality Control Manager (QCM). This individual shall report directly to senior management, independent of manufacturing/ construction. 4.Names and Qualifications of Quality Control Personnel. 5.Authority and area of responsibilities of Quality Control Personnel. 6.AnexplanationastohowtheQualityControlOrganizationrelatestoother staffelementsasregardsShopdrawingsubmittals,As-Builtdrawings, revisions to the contract and safety. B.TheQualityControlManager(QCM)mustbeanindividualwithdemonstrated experience implementing a Quality Control program and supervising Inspectors. 1.This experience shall include at least 5 years of Quality Control background in any combination of the following areas: a.Field inspection. b.Construction phase experience relevant to the scope of work. c.Previous experience as a Quality Control Manager. d.Fabrication/Manufacturing experience. 2.In addition, the QCM shall have the following managerial experience: a.Supervised at least 2 people. b.Experience on a government regulated project. c.Implemented or maintain a Quality Control program. d.Experience on a comparably sized project of similar complexity. 3.Submit the rsum of the proposed QCM for acceptance by the Engineer.If, for any reason, the QCM is replaced, the rsum of the proposed replacement QCMshallbesubmittedandacceptedbytheEngineerpriortothe replacement taking effect. 4.Due to the complexity and nature of this Contract a full time QCM is required. The Primavera Expedition Schedule shall be linked to the Primavera Enterprise Schedule. D.Contractor shall be responsible for backing up his Data on Primavera Enterprise and Expedition software. E.WorkBreakdownStructure(WBS),CostBreakStructure(CBS),Resource Breakdown Structure (RBS) and Activity Codes must be submitted prior to schedule development.F.Contractor shall be responsible for forms and reports customization, and shall submit them for approval by Engineer.
