SPECIFICATION OF CCTV SURVEILLANCE AND TALK BACK SYSTEM FOR EXISTING EMUs, MEMUs AND KOLKATA METRO RAKES:

1.0 SCOPE:

This specification covers technical & functional requirements of Closed Circuit Television (CCTV) Surveillance and Emergency Talk Back system intended to be installed in existing EMU,MEMU and Kolkata Metro rakes.

2.0 SYSTEM DESCRIPTION: 2.1 System shall broadly consist of IP Dome saloon cameras, front and rear view platform

camera, Network Video Recorder, HMI Screen in Cabs, Talk Back Unit and

Interconnecting data and power cables along with inter vehicle connectors/couplers

complete for effective & meaningful surveillance.

2.2 Each coach shall be provided at least five (5) cameras devices at appropriate locations

to cover the complete area inside the coach(saloon) for effective surveillance. However

it shall be possible to provide additional two number of cameras by simple plug in to the

system after gaining field experience in future. Each driving cab shall be provided with

one surveillance camera with built-in MIC.

2.3 Each basic unit of the rake (consisting of 3 or 4 coaches) shall be provided with two

Network Video Recorder(NVRs) and each NVR will cater to about 50% cameras of all

the coaches of the basic unit for storing video images so that in case of failure of any of

the NVR, partial recording shall continue in all the coaches with the healthy NVR. In

such case the system shall generate a fault signal identifying the faulty NVR.

2.4 The Video data stored in the Network Video Recorder Unit shall be downloaded at the

EMU Car Shed/Metro depot or any intermediate station specified by the purchaser by

nominated staff through laptop/ exchange removable SSD drive.

2.5 Each coach shall be provided with minimum 4 talk back units, in case there are no

partitions with in the coach. In case of partitions, minimum 2 ETB unit per partition shall

be provided. In case of activation of talk back unit in any of the coach, the views from

camera provided near the location of activated talk back unit shall be displayed in the

HMI screen in the cabs. Moreover, the Driver/Guard shall also be able to select any

other camera, if required.

2.6 Additional camera shall be placed on outer side of the DM car(s) for gathering view of

platforms. The system display shall automatically switch to view of platform when the

train stops and will go back to default mode (saloon view) after the train leaves the

platform. Quantities of platform view cameras 2 nos. in leading and trailing motor

coaches (one each on either side) and 4 nos. in middle motor coaches (2 cameras on

either side).

2.7 A front view camera shall be provided in front of both the driver cabs behind look out

glass to store the aspect of signal which will be useful in conducing inquiry related to

SPAD.

2.8 Each driver’s cab shall be provided with one HMI screen of size of not less than 10

inches. It shall be so placed in the cab that normally it does not cause distraction to the

driver/guard, but it shall be easy to view it by the driver/guard, if need so arise.

2.9 Provision shall also be made to relay CCTV surveillance recordings to the dedicated

remote server wirelessly through 3G/ 4G/ 5G/Wi-fi or any other mode. The cameras of

running train shall be accessible on real time basis as and when required from remote

server. SIM charges shall be borne by the contractor during warranty period.

2.10 Power supply voltage (nominal) available in the train is 110V dc (it may vary between 77

V dc to 140V dc). This supply shall be made available on one of the endwall panels of

each coach. Extension of this supply to the location of cameras, NVR, HMI screen etc.

will be under the scope of the specification. The contractor shall provide suitable device

to modify/convert this power supply to required voltage level for various devices.

Suitable protection shall be provided in the system in accordance with rolling stock

standards.

3.0 SCOPE OF SUPPLY:

Scope of supply covers design, development, supply, installation and commissioning of complete set of Closed Circuit Television (CCTV) Surveillance and Emergency Talk Back system in existing EMU, MEMU and Kolkata Metro rakes of Indian Railways. System shall broadly comprise of the following:

1. IP Dome Saloon Cameras 2. Front View Cameras 3. Platform View Cameras 4. Driver Cab camera with microphone 5 Network Video Recorder with SSD storage

6 Talk back system

7 HMI Screen in the driving Cabs

8 Managed switch with adequate no. of PoE/non-PoE port

9 Related Software

10 Redundant High speed Gigabit IP backbone( for making ring network) with Inter coach connecting cables, jumpers and connectors

11 Redundant GPS Antenna

12 ETB activated lamps outside on each coach

3.1 MANUFACTURER/CONTRACTOR RESPONSIBILITY:

The manufacturer/Contractor shall be responsible for the overall design and engineering

of CCTV and talk back system in accordance with the Scope of Supply and Work.

Method of installation and locations of all the equipment including cameras shall be decided by the contractor in consultation with the purchaser, in order to avoid/minimize any mechanical interference with the other equipment of the vehicle. The location and size of the enclosures of equipment shall be decided jointly with the manufacturer/contractor and the purchaser. The manufacturer/contractor shall pre-inspect the rakes for space availability.

3.2 INFRINGEMENT OF PATENT RIGHT:

Indian Railways shall not be responsible for infringement of patent rights arising due to similarity in design, manufacturing process, components used in design, development and manufacturing equipment and any other factor, which may cause such dispute. The responsibility to settle any issue lies with the contractor.

3.3 COMMISSIONING AND FIELD TRIALS:

The commissioning trials shall be done jointly with purchaser for the correct working of

the entire system after installation of complete system on one rake. The contractor has to demonstrate the complete working of the system in a rolling stock during commissioning trials. Supply of equipment/system for other rakes shall be made only after the successful field trial of 2 months on the first rake.

3.4 GOVERNING SPECIFICATIONS

Contractor shall possess and follow the following standards in compliance of this specification:

4.0 ENVIRONMENTAL CONDITIOINS The equipment shall function satisfactorily under following conditions.

Altitude : Up to an altitude of 1200 meters above Mean Sea level

Ambient temperature : -10 to +55C (temperature of stationary rake under sun may go as high as high as 70ºC) - The system shall be designed

accordingly. Relative Humidity : 98%

Ambient Condition : Full of dust, dirt, mist, torrential rain, heavy storms with thunder and lightning likely to generate electrical disturbances, presence of oil vapours and radiant heat etc., to which the rolling stock is normally exposed in service on Indian Railways. EMUs / MEMUs /Kolkata Metro trains also run in saline, salty mist and corrosive atmosphere in coastal areas. The maximum values of related parameters are as under (a) pH value : 8.5 Max. (b) Sulphate : 7 mg/litre (c) Concentration of chlorine : 6 mg/litre Max. (d) Conductivity : 130 micro-siemens/ cm Max. (e) Dust concentration : up to 1.6 mg/m3

4.1 ELECTROMAGNETIC INTERFERENCE AND COMPATIBILITY :

i) High degree of electromagnetic interference is expected in the EMU/MEMU/Kolkata metro motor coaches. The surveillance system shall be free from electromagnetic interference as well as interference from communication system between motorman-guard, and control.. The equipment shall be tested as per IEC 60571, EN 50155 & IEC–61000 for EMI & EMC compatibility.

ii) Signals generated by the system / equipment shall not cause interference to other

signal and telecommunication system on the EMUs/MEMUs/Kolkata Metro. 5.0 GENERAL DESIGN REQUIREMENTS:

5.1 NVR, ETB & cameras installed in basic unit shall be provided with unique digital

identification number. This shall be used as key identifier while offloading & analysis video data at shed.

5.2 NVR Unit shall provide encrypted and secured recording for evidence purposes and user authentication to protect data integrity.

5.3 In case of loss of video signal to NVR due to failure of any one or all the cameras for any

reason, there shall be alarm as well as popup blink on the HMI screen in the cab for

respective camera. In case of disconnection/disruption in the transmitting, the NVR shall

be able to resume the video data when network gets connected without any duplication

of video data.

5.4 NVR shall have the facility to allow downloading of the recording at any intermediate

station by nominated staff through laptop/ exchange removable SSD drive.

5.5 The system i.e cameras and software(video management and video recording) shall be

compliant to global standards ONVIF Profile ‘S’ for the interface of the network video

product(ONVIF- Open Network Video Interface Forum). The quoted model should

appear on the ONVIF website and a confirmation certificate for the offered models to be

provided for the same.

5.6 NVR shall also record the video images captured by front view camera and rear view

platform camera.

5.7 The power supply of the equipment shall be conforming to IEC 60571/EN50155 & IEC 61000 and proven for rolling stock application.

5.8 Complete system viz. Power Supply, NVR Unit and other accessories shall be housed in concealed, powder coated metal enclosure with IP54(minimum) Ingress Protection for dust and water by providing gasket & sealing of cable entry/exit along with lock and key. Lock and key & hinges shall be of Southco/EMKA/Dirak/Jin Tay make.

5.9 All Surveillance Cameras, NVRs and all sub-systems shall be mounted as per sound

engineering practices duly complying with anti-theft & anti-vandalism requirements.

Cameras will be surface mounted whereas ETB shall be flush mounted on the wall of the

coach.

5.10 System shall facilitate clear face recognition for unambiguous identification of the target

person by giving high resolution images. Facial Recognition shall be in low light

condition.

5.11 The system should be based on open environment/protocol like Ethernet for ensuring

inter-changeability of cameras or system shall support at least 3 makes of cameras for

interchangeability of the cameras in complete rake. Contractor shall declare such makes

of cameras.

5.12 The system shall have self-diagnostics features and communicate the same suitably to

the driver/guard.

5.16 Under normal operation, the images captured by each of the camera located in the

coaches shall be sequentially played in the HMI screens of both the driving cabs (driver

& guard). Adequate controls shall be provided for necessary surveillance requirements

and priorities.

5.17 The visual images from each camera shall be recorded in non volatile memory in a video

recorder without any limitation of repetitive writing of the data. The record shall be easily

downloadable.

5.19 When the talk back unit is operated, a warning audio alarm shall sound in the

driver/guard cab and or indication shall be given to the guard of the location of the

operated device. There shall be provision of lamp outside the coaches to indicate the

location of ETB activation.

5.20 Views from surveillance cameras provided near the location of activated Talk Back

System shall be automatically displayed in the HMI screen in the driver/guard cab.

Thereafter bi-directional audio video communication will be established between

driver/guard and passenger.

5.21 Power cables used in the coach for CCTV surveillance system shall meet RDSO

specification ELRS/SPEC/ELEC/0019 Rev 3 or latest.

5.22 The contractor shall be fully responsible for supplying and laying of all the concealed

cables for communication, electrical connection along with their connectors conforming

to various standards of rolling stock. Cables shall be provided with ferrule marking for

easy identification.

5.23 The contractor shall be fully responsible for integrated testing and commissioning of the

complete CCTV and talk back system.

5.24 The manufacturer shall maintain the sufficient stock of CCTV system aggregates and

enabling Railways to procure the same as per requirements for at least 05 years from

the date of commission of CCTV and talk back system.

5.25 The complete CCTV surveillance system shall conform to IEC 62580.

5.26 The camera shall conform to Impact Rating IK-10 to IEC 62262.

5.27 MTBF (Mean Time Between Failure) for cameras shall be 80,000 hours and for

Recorder shall be 50,000 hours.

5.28 In the complete CCTV surveillance and talk back system, mostly dry type capacitor shall

be used, wherever necessary.

5.29 During installation and commissioning of the system, welding shall be completely

avoided for safety reasons except with the permission of the consignee..

5.30 After the installation and commissioning of complete CCTV surveillance and talk back

system, all the coaches to be restored to its original condition in terms of electrically,

mechanically and aesthetically.

5.31 It shall be possible to filter, zoom and select images in off line mode for investigation

purpose. The images shall be with time stamping and it shall be possible to link them

with respective location of train.

5.32 The CCTV image quality of surveillance system will be level E as minimum at 100%

Rotakin/Norman measured according to EN 50132-7.

5.33 Commuter awareness instruction/warning stickers to be fixed in all coaches at 5 to 6

locations in three language i.e hindi, English and regional language.

5.34 The system shall be provided with GPS functionality however GPS mapping data

already available with the Railways shall be provided to the manufacturer. If the GPS

mapping has not been done by the Railways then the GPS mapping as a one time

activity shall be done by the contractor/manufacturer.

5.35 The contractor shall submit following documents:

i) Description of CCTV and talk back system along with drawings/schematic diagram.

ii) Relevant certificates and data sheets from OEM conforming to the required standards for the bought out items.

iii) Test certificates issued by reputed International Agencies/NABL accredited lab for Cameras, NVR, Cables and other bought out items as specified in the technical specifications.

iv) Interface plan v) Operation and maintenance manual (soft copy & hard copy @ 1 per

6.0 TECHNICAL REQUIREMENTS

The camera shall be suitably selected to work in day/night in respect of resolution, clarity

of images and illumination condition for on-train application and shall be of proven

design. The mounting of camera shall be unobtrusive, flushed with or recessed into the

interior panel and shall conform to suitable IP standard to prevent failures.

The Network Video Recorder (NVR) shall be of rugged design with high resistance to

vibration and impact dust-resistant in a metal enclosure. The Network Video Recorder

(NVR) shall conform to the following specification:

be recorded for the longer duration i.e 30 days. Each NVR will cater to about 50% cameras of all the coaches of the basic unit for storing video images so that in case of failure of any of the NVR, partial recording shall continue in all the coaches with the healthy NVR. In such case the system shall generate a fault signal identifying the faulty NVR.

6.6 HMI SCREEN IN THE CAB

Each driver’s cab shall be provided with one touch screen HMI screen of size not less

than 10 inches. The HMI screen shall be large enough to accommodate with acceptable

clarity the simultaneous view of up to four (selectable) front view/rear view/saloon

cameras. Under normal operation, the views gathered from each of the camera located

in the train shall be sequentially played in the monitor screens of both the cabs.

Adequate controls shall be provided for necessary surveillance requirements and

priorities. HMI shall be IP 54 protected.

6.7 TALK BACK UNIT

Talk back unit allows the passengers to initiate a call request to the Guard in case of an

emergency. Guard shall manage the call through Talk back console provided on the

driver/guard cab. The call starts upon acceptance by the Guard and terminated as per

Guard’s choice. The system offers a complete call queue management on FIFO basis.

On multiple call requests the guard can scroll through the list of calls and answer the one

he deems most urgent. The Talk back unit has provision for activating the indication

lamps fitted outside the coach for indicating activation of talk back unit in a particular

coach.

Talk back unit shall comply following requirements:

i) Compact Anti-vandal powder coated Stainless Steel enclosure unit for mounting flush on the coach wall.

ii) Inbuilt recessed Emergency Call button. iii) Inbuilt Directional Microphone , speaker and Amplifier. iv) Inbuilt power supply compliant to IEC 60571. v) Communication interface 10/100 mbps. vi) Interface for the audio recording during conversation of talk back vii) full duplex voice communication. viii) In-built relay interlocks for activating Emergency Indicator lamps outside the

coach ix) LCD display x) LED indication xi) Interface for provision of audio recording in ETB console at the driver’s cab.

7.0 SOFTWARE REQUIRMENTS 7.1 Software shall be able to playback recorded video stream.

7.2 One or more video streams can be selected and shown simultaneously in a multiple

display.

7.3 The sequences of interest can be flagged with markings on the time bar. These sequences can then be exported by the software and either written to the analysis PC in a file or copied onto CD-ROM or DVD or USB storage.

7.4 Enlarging the images to emphasize key details shall be possible.

7.5 Software shall have the GPS interface to enable system to get the information regarding Train Location, Speed etc.

7.6 In case of operation of Talk back system, video streaming should be automatically activated in Guard/Motorman cab screen.

7.7 The Software shall support continuous image recording, activity control recording, motion detection recording and Alarm and Trigger input recording etc.

7.8 In case NVR unit operation is interrupted, like power disconnection, the NVR unit shall automatically resume recording of cameras on restoration of power.

7.9 The system software shall support network fault-tolerant recording such that if the network connection between Video Recorder Unit and Camera is unavailable, the Video Recorder Unit shall automatically recover when the connection is restored.

7.10 The system software shall support selective recording search by camera, date and time, events etc. and support export of selected video clips of desired duration to laptop.

7.11 The system software shall maintain system log such as alarms, events and operator log and any other information considered necessary to record.

7.12 The system software shall support user management such as authentication of user login, configuration of users and user access rights.

7.13 The contractor shall provide the required software for accessing the audio-video feed from a remote location through GSM/wi-fi connection. The software should be accessed only by the authorized personnel through login-id and password. The software based on non-proprietary open architecture where it can work and integrate with any make of IT hardware.

8.0 INSPECTION AND TESTING: 8.1 TYPE TEST 8.1.1 Only after the detailed drawings and the design have been approved and the clearance

given to this effect, the contractor shall take up the manufacture of the prototype. It is to be clearly understood that any changes, required to be done in the prototype or any additional tests other than specified herein are required to be conducted on the prototype unit or its components, they shall be done expeditiously. During the process of manufacture of the equipment, if the purchaser so desires, he may conduct/repeat any of the routine or additional tests to satisfy himself that the quality of the module being manufactured is of the required standards.

8.1.2 Subject to agreement between user and contractor, RDSO/purchaser shall repeat some

or all type tests once in three years on sample basis, so as to confirm the quality of the product to meet the specified requirements.

8.1.3 The type tests shall be carried out by RDSO representative on prototype unit either

totally or in part under the following conditions without any additional cost:

A manufacturer undertakes to manufacture for the first time.

An important change in design details of machines has been introduced.

Resumption of production after an interruption of more than two years. 8.1.4 One no. of each item i.e. IP dome Camera, front view camera, rear view platform

camera, HMI screen in cab and Network video recorder(NVR), Talk back unit, Talk back unit console in the cab, shall be subjected to Type Test. The contractor/manufacturer shall submit relevant certificates from OEM conforming to required standards for the bought out items viz. SSD drive, cameras, GPS antenna, HMI, Ethernet switches, cable/connectors etc.

8.1.5 Investigation tests are intended to obtain additional information regarding the performance of the product. They shall be specially requested either by the RDSO or by the purchaser and shall be done at no extra cost.

8.1.6 RDSO may conduct surprise check on manufacturing process and quality control along

with any of the tests to ensure quality of product and its conformance to RDSO specification.

8.1.7 After prototype test and commissioning trials, the system shall be put on field trial for 2

months before final approval and clearance for series supply is granted. 8.1.8 The tests shall be carried out at the works of the contractor/OEM or a reputed testing

laboratory in presence of Indian Railway representative on the prototype unit of the CCTV and talk back system as per relevant governing specifications . The contractor shall have all possible necessary arrangement for testing of complete system.

8.1.9 The test protocol indicating relevant clause of the specification/standard, condition of the

test, specified value and observed value of the parameter for CCTV and talk back system shall be submitted by the firm before offering the sample for testing.

8.1.10 The system shall successfully pass all the type tests for proving conformity with this

specification. If any one of the equipment fails in any of the type tests, the type testing agency at his discretion, may call for another equipment/card(s) of the same type and subject it to all tests or the test(s) in which failure occurred. No failure shall be permitted in the repeat test(s). The prototype set of equipment/assemblies shall be used for commissioning trials on one of the rake. Final clearance shall be given by RDSO after successful completion of above trials.

8.2 ROUTINE TEST 8.2.1 Routine tests are to be carried out on each unit to verify that properties & design of the

product correspond to those measured during type test. Proper documentation of routine test results shall be available with the firm and shall be produced before inspecting official on demand.

8.3 ACCEPTANCE TEST 8.3.1 Each offered lot of supply shall be subjected to acceptance tests as per RDSO approved

sampling plan or as per sampling plan specified in IS 2501, at manufacturer’s works.

8.5 TEST DESCRIPTION: 8.5.1 VISUAL CHECK: During visual check general workmanship, connector, cable and

wiring shall be checked. Dimensions shall be as per approved drawing. Powder coating thickness shall be minimum 60 micron.

8.5.2 PERFORMANCE & FUNCTION TEST: 8.5.2.1 The input current, visibility of display, power consumption, etc. shall be recorded at

input voltage of 77 V dc, 110V dc and 140 V dc. 8.5.2.2 The test set up shall consist of a PC based testing jig for performance integration

testing at contractor premises.. 8.5.2.3 During the performance test conducted as a part of the system shall be connected to

the PC based testing bench and a comprehensive check shall be made during type testing for verifying the functions as per clause 5.0, 6.0, 7.0 and sub-clauses thereof.

8.5.2.4 Data retention of the system shall be checked by interrupting the power supply and

resuming system function. There should be no corruption or loss of data after power interruption.

8.5.2.5 During Routine and Acceptance performance test, the system performance shall be

verified.

8.5.2.6 Function shall be checked as per the specification requirement.

8.5.3 REVERSE POLARITY TEST:

The unit should have built-in reverse polarity protection. The equipment shall function normal after the reverse polarity at input terminals is removed. The reverse polarity shall be tested for at least 1 minute within specified voltage range.

8.5.4 SOFTWARE BURN-IN TEST:

Correct burn-in of embedded software version shall be verified for each unit. 8.5.5 BURN-IN (STRESS SCREENING) TEST:

Burn-in test shall be done on populated PCB in accordance with RDSO specification ELRS/SPEC/SI/0015.

The Equipment shall be subjected to vibration, shock and simulated long life testing as per IEC 61373 latest version.

9.0 TRAINING:

The contractor shall provide free of cost training to Railway personnel/staff of Users Railways in the operation and maintenance of CCTV and talk back system and

software. One day training for three persons per depot/workshop is to be arranged by the manufacturer in the field of maintenance and trouble shooting to the Railway staff which shall include complete assembly of the system through the use of various modules, integration of hardware, loading of software and complete operation of the system. The manufacturer shall furnish the syllabus and schedule of training programme to RDSO as part of design proposal. Suitable training material will also be supplied to the participants.

10.0 MARKING: 10.1 All the individual units shall be provided with a name/rating plate on the enclosure. 10.2 The name/identification plates shall be of bright anodized aluminum with black letters

embossed or etched on white background. These plates shall be fitted by riveting. 10.3 The following information shall be clearly marked at a suitable place on each

equipment: a) Name and Address of the manufacturer. b) Year of the manufacturer. c) Serial number of Equipment d) Specification number e) Software and hardware version f) Schematic diagram of the equipment on the side of the cover.

The first two digits shall indicate the year of manufacture, next two digits month and Next three digits for manufacturing serial number.

10.4 Following description shall be etched / engraved / laser printed etc. on the component side of the PCB:

Component outline in the proximity of the component;

Manufacturer’s name.

PCB name.

Part number.

The manufacturing serial number.
