Jane Ogle Deputy Director, Health Care Delivery Systems, California Department

of Health Care Services (DHCS)

Jane Ogle joined the Department of Health Care Services in May 2011 as Deputy Director to provide leadership to several components of health care reform in California including low income health plans that expand eligibility to low income childless adults; the mandatory enrollment of seniors and persons with disabilities into managed Medi-Cal; demonstration projects for California Children’s Services and the integration of Medicare and Medi-Cal with behavioral health and long term services and supports into an organized delivery system. Prior to joining DHCS, Ms. Ogle was the first COO at Santa Clara Family Health Plan beginning in July, 2006. She was responsible for operating departments including Member Services, Network Management, Medical Management, Information Systems, Facilities, and Human Resources. She was also responsible for managing the implementation of a Medicare line of business. Prior to joining SCFHP, Ms. Ogle spent five years in business development at Santa Clara Valley Health and Hospital System focused on the operations and development of Valley Health Plan. Ms. Ogle’s previous experience includes business development for Valley Radiology and Pacific Imaging, two large radiology group practices with locations throughout the Bay Area. Will Lightbourne Director, California Department of Social Services

Will Lightbourne was appointed Director of the California Department of Social Services by Governor Jerry Brown in April of 2011. Having served as the director of three county social services agencies as well as being a member of numerous commissions, councils, boards and nonprofits, over the past three decades, he has been deeply involved in a wide range of social welfare issues in California. Prior to coming to the California Department of Social Services, Will served as Director of the Social Services Agency of the County of Santa Clara for more than ten years. He also served as Executive Director of the Human Services Agency of the City and County of San Francisco, and as Director of the Santa Cruz County Human Services Agency. Before his role in the public human services field, Will served as General Director of Catholic Charities of the Archdiocese of San Francisco, one of the oldest and largest private human services organizations in the Bay Area. Lora Connolly Director, California Department of Aging

Lora Connolly is the Director of the California Department of Aging (CDA). In this role, she advises the Governor and the Secretary of the Health and Human Services Agency on aging and long term services and support policy issues. CDA administers programs and services authorized and funded through the federal Older Americans Act, the Department of Labor, the Older Californians Act, and the Medi-Cal program. Adam Dorsey Principal Program Budget Analyst, California Department of Finance

Adam Dorsey is the Principal Program Budget Analyst on the Department of Health Care Services assignment at the California Department of Finance. Mr. Dorsey began working at the Department of Finance in 2008 as a Finance Budget Analyst for programs within the Health and Human Services unit where his assignments included the Department of Social Services and the Department of Health Care Services. He left the Department of Finance in 2011 to become an Assistant Secretary for Program and Fiscal Affairs at the Health and Human Services Agency before returning to Finance in May of 2012 to assume his current role. Nicole Vazquez is a principal consultant to the California State Assembly Budget Committee. Lincoln. Dr. Alkema collaborated with legislative staff to advise Senator Lincoln on aging, health, mental health and long-term care policy. She is also a licensed clinical social worker who has practiced in government and non-profit settings including community mental health, care management, adult day health care, residential care, and post-acute rehabilitation. As Director of Communications for The SCAN Foundation, Victoria Ballesteros directs national and statewide strategic communications programs that advance the Foundation’s mission. Prior to joining The SCAN Foundation, Ms. Ballesteros was Communications Officer for the City of Long Beach Redevelopment Agency and Department of Development Services. Neal D. Kohatsu, MD, MPH Medical Director, California Department of Health Care Services

Dr. Kohatsu is Medical Director for the California Department of Health Care Services. He is charged with advancing population health and improving clinical quality and is coordinating the development and implementation of the Department’s Quality Strategy. Dr. Kohatsu received his A.B. in Human Biology from Stanford University; M.D. from the University of Pittsburgh, and M.P.H. from the University of Minnesota. He completed a fellowship in cardiovascular epidemiology and prevention at Stanford University. Dr. Kohatsu is board-certified in Public Health and General Preventive Medicine. Lisa R. Shugarman, Ph.D. Director of Policy, The SCAN Foundation

Lisa R. Shugarman is the Director of Policy for The SCAN Foundation, managing state and national policy activities. Prior to joining the Foundation, Dr. Shugarman was a health policy researcher with the RAND Corporation where her research focused broadly on the needs of vulnerable populations, including seniors and people with disabilities. Her research includes estimating the impact of special payment policies within Medicare, developing measurements for and evaluating

the quality of care for Medicare beneficiaries, palliative care policy, demographic and geographic disparities in end-of-life care, identifying policy options to support those needing long-term services and supports, and designing assessment tools and information systems to support the integration of home- and community-based services. Dr. Shugarman has written more than 40 peer-reviewed publications, and she teaches courses in program evaluation. Victor Tabbush Professor Emeritus, UCLA Anderson School of Management

Victor Tabbush, PhD, is Professor Emeritus at the UCLA Anderson School of Management. He has been director of the Office of Executive Education Programs and has served as Senior Associate Dean and Director of the School’s Fully Employed MBA and the Executive MBA programs. He specializes in healthcare economics and in healthcare leadership and management capacity building. He is the program director and founder of the UCLA Management Development Institute that builds management and leadership capacity of health systems in sub Saharan Africa and of the Johnson & Johnson Health Care Executive program that serves U.S. community clinics and AIDS service organizations. He has been a core faculty member in both the Blue Shield Foundation Clinic Leadership Institute Program and the California Health Care Foundation Leadership Program since the inception of both programs. Erin Westphal currently serves as a Program Officer for The SCAN Foundation. Ms. Westphal’s work focuses on supporting the dissemination and assessment of promising new program models that inform and strengthen long-term care policy development. Prior to joining the Foundation, Ms. Westphal was the special project coordinator for the City of Los Angeles Department of Aging. In this role, she developed

Maya Altman Chief Executive Officer, Health Plan of San Mateo

Maya Altman has been the CEO of the Health Plan of San Mateo (HPSM) since 2005. HPSM is a government sponsored health plan serving more than 100,000 members in San Mateo County. The Health Plan was founded in 1987 as a County Organized Health System (COHS) for Medi-Cal beneficiaries. Over 40% of HPSM’s Medi-Cal members are seniors or persons with disabilities. Maya led the implementation of CareAdvantage, HPSM’s Medicare Special Needs Plan (SNP), which serves 8,500 members eligible for both Medicare and Medicaid. HPSM’s current initiatives include development of a Duals Demonstration Program that integrates long term care services and supports as well as behavioral health and substance use services. The State has also designated HPSM as one of five California Children’s Services (CCS) pilots. Lisa Kodmur, MPH Program Director, Services for Seniors and People with Disabilities,

L.A. Care Health Plan Lisa Kodmur works with L.A. Care Health Plan to improve access to quality healthcare for seniors and people with disabilities (SPD). L.A. Care Health Plan is a public agency in L.A. County that offers free or low-cost health insurance programs for people with Medi-Cal and Medicare and is the nation’s largest public health plan with more than one million members including more than 160,000 seniors and people with disabilities. Prior to joining L.A. Care, Lisa worked with the Saban Free Clinic coordinating a chronic disease management program, and was the assistant director of an academic center on religion and health. Denise Likar is the Director of Programs for Independence at Home (IAH), a division of SCAN Health Plan, where she has primary oversight responsibility for all home and community based programs. Ms. Likar has been with IAH for ten years and current programs under her leadership include the largest Multipurpose Senior Services Program (MSSP) in California, Family Caregiver Support Program (FCSP). Brenda Premo, MBA Director of the Harris Family Center for Disability and Health Policy,

Brenda Premo is a champion for disability rights. She came to Western University after four years as director of the California Department of Rehabilitation where she was also deputy director of the independent living section. Her advocacy work began in earnest when she was director of the Dayle McIntosh Center in Orange County, from 1977 to 1991. President Ronald Regan named her to the National Council on Disability in 1986 where she wrote language for the Americans with Disabilities Act. Kevin Prindiville Deputy Director, National Senior Citizens Law Center

Kevin Prindiville is the Deputy Director of the National Senior Citizens Law Center. He works primarily on issues impacting dual eligibles and is currently leading NSCLC’s project to employ strategic litigation and administrative advocacy to preserve low income older adults’ access to health care. He is the co-author of a recent series of issue briefs, funded by The SCAN Foundation, on dual eligibles including, "Ensuring Consumer Protection for Dual Eligibles in Integrated Models." Abbie Totten Director of State Programs, California Association of Health Plans

Abbie Totten serves as the Director of State Programs for the California Association of Health Plans. In this capacity, she represents California’s health plans participating in the public programs including Medi-Cal and Healthy Families. Ms. Totten oversees CAHP’s regulatory response to proposals and new policies impacting the public programs and health plan operations with the Department of Health Care Services, Managed Risk Medical Insurance Board, and the Centers for Medicare and Medicaid Services.

Laura Trejo General Manager, City of Los Angeles Department of Aging

Laura Trejo, General Manager for the Los Angeles Department of Aging, is responsible for the overall administration of the department; serves as technical and policy advisor to the Mayor and a fifteen member City Council; and represents the City of Los Angeles before the public, community and private groups on matters affecting senior citizen affairs. Henry Claypool Principal Deputy Administrator, Administration for Community Living

Henry Claypool serves in the dual roles of Principal Deputy Administrator of the Administration for Community Living, as well as a member of the HHS Secretary’s senior staff as Senior Advisor to the Secretary for Disability Policy. Prior to his appointment to Principal Deputy Administrator, Mr. Claypool served as Director of HHS’ Office on Disability, a post he assumed in April 2009 at the beginning of the Obama Administration. Mr. Claypool has 25 years of experience developing and implementing disability policy at the federal, state, and local levels, and he has personal experience with the nation’s health care system from the perspective of an individual with a disability. From 1998-2002, he held various advisory positions at HHS, including senior advisor for disability policy to the Administrator of the Centers for Medicare & Medicaid Services during the Clinton administration. From 2005-2006, he served

as a senior advisor in the Social Security Administration’s Office of Disability and Income Support Programs. Mr. Claypool was also appointed by Governor Tim Kaine of Virginia to serve on the Commonwealth’s Health Reform Commission in 2007. www.hhs.gov/acl

John Wren Deputy Administrator for Disability & Aging Policy, Administration

for Community Living

John Wren, Deputy Assistant Secretary for Disability and Aging Policy oversees the strategic planning and policy development for programs that serve both older Americans and persons with disabilities based on their informational and functional needs. Mr. Wren previously served as the Deputy Assistant Secretary for Policy, Planning and Evaluation at the Administration on Aging (AoA). Prior to joining AoA in 2000, Mr. Wren served as Vice President for the National Council on the Aging and the Director of the National Aging Program at the Pew Charitable Trusts. From 1976 to 1995, Mr. Wren worked for the New York State Office for the Aging, where he designed and implemented several major statewide programs for the elderly, including the Expanded In-Home Services for the Elderly Program, the State Health Insurance Counseling and Assistant Program, and the State Family Caregivers Assistance Program. Mr. Wren has served on the Board of Directors for the National Senior Citizen's Law Center and is a member of the National Academy of Social Insurance. www.hhs.gov/acl

Administration for Community Living Sharon Lewis served as the Senior Disability Policy Advisor to U.S. House Committee on Education & Labor Chairman George Miller. In this capacity, she advised Chairman Miller and members of the Committee on legislative strategy and disability-related policy in education, employment and healthcare. During President Obama’s transition, Sharon served as a member of the Department of Education Agency Review Team. Previously, she worked as a Kennedy Public Policy Fellow for U.S. Senate Subcommittee on Children & Families Chairman Chris Dodd.
