Conférenciers / Speakers Session 1

Chris Elliott, Keynote speaker Chris is currently Professor of Food Safety and Founder of the Institute for Global Food Security at Queen’s University Belfast. He serves as Pro Vice Chancellor for the university and is responsible for the Medical and Life Sciences Faculty. He has published more than 350 peer review articles, many of them relating to the detection and control of agriculture, food and environmental related contaminants. His main research interests are in the development of innovative techniques to provide early warning of toxin threats across complex food supply systems. Protecting the integrity of the food supply chain from fraud is also a key research topic and Chris led the independent review of Britain’s food system following the 2013 horsemeat scandal. He is a visiting Professor at the China Agriculture University in Beijing and the Chinese Academy of Sciences, a recipient of a Winston Churchill Fellowship and is an elected Fellow of the Royal Society of Chemistry, Royal Society of Biology and the Institute of Food Science and Technology.

Ingrid Peignier Engineer from the École des Mines d’Alès (France) and holder of a master’s degree (M.Sc.) in Industrial Engineering from École Polytechnique de Montréal, Ingrid Peignier is, since 2001, project Director at CIRANO (Center for Interuniversity Research and Analysis of Organizations) in the Risk Group. She was involved in research projects on the identification and evaluation of major industrial risks, risk management, risk perception, social acceptability and risk communication, either with government departments, public organizations or private companies. Ingrid Peignier has published several academic articles, books and more than 20 research reports for governments and other organizations. Since 2011, she has published the yearly Barometer on Risk Perception in Québec.

Moira Dean Moira Dean is professor in consumer psychology and food security at Queen’s University of Belfast. She has carried out research into consumer food choice, food safety, risk perceptions and food supply chain management in the areas of organic food, beef, fish, wholegrain, portion size, healthy shopping, cooking skills and food labeling, with different stakeholders. Moira has worked on a number of projects funded by the Food Standards Agency, Safefood, the Danish Agency for Science, Technology and Innovation, the Medical Research Council, the Economic and Social Research Council, the European Union and Industry. She is experienced in qualitative and quantitative methodologies for the assessment of attitudes, values, perceptions and barriers associated with food, health and sustainable living.

Session 2

Paul Brereton Paul Brereton is Head of Agri-food Research at Fera based in York, UK. He is a senior scientist working at science-policy interface, and has over 30 years’ experience of applied research in the area of food safety and quality. As well as leading numerous national activities, Paul has coordinated two of the world’s largest research projects in the area of food authenticity and traceability: the €20M TRACE project (Tracing the origin of food) and currently FOODINTEGRITY a €12M EU sponsored research project that aims to address, at a European level, many of the gaps identified during the recent horsemeat incident. He has published over 70 peer reviewed papers on food safety and quality and recently edited the book “New analytical approaches for verifying the origin of food” (Woodhead/Elsevier). He has close links with the food industry, UK Public sector, academia and the European Commission. In addition to his Fera role, he has also taken up a position at the Institute of Agri-Food Research and Innovation (IAFRI) a joint Institute between University of Newcastle and Fera that aims to deliver innovation in research across the agri-food chain

Paul Willgoss Paul has been with Marks and Spencer since 1995 completing a broad range of both technical and commercial appointments with experience with business, government and NGOs across the Food and Agricultural sectors. Paul was appointed Technical Director in January 2009, he is responsible for Food Safety, Quality, Integrity and Legality across all Territories within the supply chain and retail outlets. He has been part of the Senior Leadership team for 8 years. In 2013 in the aftermath of the horsemeat contamination issue in Europe Paul led an industry response to create a network for sharing intelligence across the food industry. The Food Industry Intelligence Network, FIIN was established in 2015, with Paul appointed Director and Co-Chair, with 21 founder members representing >£150bn turnover across Retail, Food Service and Manufacturing. In 2016 Paul was appointed to conduct an Independent Review of the National Food Crime Unit.

Brian Bedard Brian Bedard is currently the Executive Director of the GMA Science and Education Foundation. He is a veterinary epidemiologist, international agriculture and food safety specialist and senior manager with more than 30 years of experience in the United States, Canada, China, Southeast Asia, Africa, Eastern Europe and Central Asia. His work has included projects and programs related to food safety, livestock health and production, research and development, extension education and training and the facilitation of best practice agri-food value chains through public-private partnerships. Prior to the GMA SEF he was with the World Bank managing international programs such as the Global Food Safety Partnership (GFSP), the Global Program for Human and Avian Influenza (GPAI) and evolving initiatives related to the prevention and control of emerging diseases at the animal-human interface in developing countries. He currently serves on the Board of the Partnership for Food Safety Education, is a member of the USFDA International Food Safety Capacity Building Working Group and is an advisor to the Board for Safe Foods Canada.

Karen Everstine Karen is a Scientific Liaison with the Foods Program at United States Pharmacopeial Convention (USP). She joined USP in 2015 to advance the development of food fraud mitigation tools and resources, including serving as the technical lead for the re-design and expansion of USP’s Food Fraud Database. Karen is the lead Scientific Liaison for two USP Expert Panels focused on food fraud, one of which developed a framework for identifying and classifying adulterants that pose a potential health hazard to consumers. In her previous work, Karen led federally-funded food fraud research projects at a Department of Homeland Security Center of Excellence based at the University of Minnesota. She began her food safety career as an epidemiologist with the Minnesota Department of Health (MDH), where she conducted foodborne outbreak investigations and contributed to study design and statistical analysis for CDC-funded projects. She holds an MPH and PhD in public health from the University of Minnesota.

Kieran Kelly A commercial career spanning 25 years, Kieran’s unique background and experience provide the driving force needed to bring change and create a paradigm shift in this new digital age. Kieran is an entrepreneur with a proven track record in digital leadership and Information Security. Following a series of successful product launches and management roles in the UK, Kieran moved into high grade information security, and cryptography as a Director in a global defense company. Kieran’s background has found him perfectly prepared for his venture into the world of product and supply chain security. As the issue of counterfeit products and fraudulent activity across the national supply chain becomes more and more prevalent there is a real need to address the growing gap in product identification and authentication. As a result, Kieran spent two years researching the market for a solution to address product and supply chain security and was unable to find what he was looking for in a single vendor, leading him to create arc-net. Built on the Blockchain, the arc-net platform harnesses the disruptive power contained within the distributed ledger to support authentication and track and identify produce from creation to consumption across the global supply web. A firm believer in collaboration and creativity, Kieran believes in a team-orientated approach to business, allowing each of his employees to bring their own unique skill set to to the fore and drive demonstrable success which in turn supports the company strategy and shared vision.

Marc Hamilton Marc Hamilton is a microbiologist, graduated from Université Laval in 1995. He was the founder of Laboratoires Bio-Médic (1998-2013). He specialized in the detection of allergens by quantification of specific IgE and molecular antibodies. In 2005, he founded the Environex Group and in 2015, his company specializing in environmental, agri-food and health/pharmaceutical analyzes, became the largest national laboratory. Innovation being at the heart of his entrepreneurial mission, Marc has created a department devoted to the expertise in consultation and in analysis related to food fraud and food authenticity.

Shona Glancy Shona joined the Scotch Whisky Research Institute (SWRI) in 2007 as an Analytical Chemist having completed a BSc in Chemistry at the University of Glasgow. The Institute is sponsored by most of the major whisky distilling companies in Scotland and carries out non-competitive research on behalf of its members. Since joining SWRI Shona has developed her knowledge of Scotch Whisky production and successfully completed the Institute of Brewing & Distilling’s Diploma in Distilling. After a period working in the Analytical Services Group, Shona expanded her activities across Product Protection and Maturation research projects. In her current role as Analytical Services Manager, Shona is responsible for managing the service analyses undertaken for SWRI’s member companies as well as the analyses used to support the internal research programme of the Institute. Shona is the main point of contact for external anti-counterfeiting work and has been called upon as an expert witness in cases relating to counterfeit Scotch Whisky.

Ronald Niemeijer Ronald Niemeijer is director global marketing food diagnostics at R-Biopharm AG in Darmstadt, Germany. He graduated at the Vrije Universiteit of Amsterdam and obtained his master’s degree in biochemistry. Before joining R-Biopharm, he held positions in sales & product development at companies like ALControl Laboratories and Unilever. Ronald Niemeijer is responsible for R-Biopharm’s marketing strategy in food analysis and the development and implementation of the company’s digital marketing and content marketing strategies. He presents and writes online and in social media frequently about mycotoxins, food allergens, microbiology, biotechnology and other food relevant topics. He is also responsible for digital marketing for Trilogy Analytical Laboratory in Washington, Missouri (US), a member of the R-Biopharm group.

Jeff Moore Jeff is a Senior Director at USP responsible for science strategy and planning across all of USP’s science programs including Foods, Dietary Supplement, Chemical Medicines, Biologics, Excipients, Healthcare Quality Standards, Research and Innovations, and Compendial Science. Previous to this role Jeff was a Senior Scientist and then Head of Science for USP’s food program - a team of scientists in the US and China that establishes Food Chemicals Codex standards as well as tools and services to assess and mitigate food ingredient supply chain risks. Jeff was the lead scientist for three of USP’s programs on food fraud including their Food Fraud Database, Food Fraud Mitigation Guidance, and Guidance on Non-Targeted Methods for Adulterants Detection. He has a background in food science with more than 15 years of experience in the areas of food ingredient testing, food fraud mitigation, food chemical safety, and international food additive regulations. Jeff holds a Ph.D. in Food Science from the University of Maryland and previously worked for Nestle. He has authored more than 20 manuscripts in peer reviewed food science journals.

Ron Jonhson Ronald L. Johnson is the current President of AOAC INTERNATIONAL. He has been a member of the AOAC INTERNATIONAL Board of Directors since 2005 and he is also past Chairman of the AOAC Research Institute (RI) Board of Directors. His contributions to AOAC include serving as Associate Referee and Study Director. He was awarded AOAC Study Director of the Year in 2005 and 2009. In 2014, Mr. Johnson received two AOAC Multilaboratory Study of the Year awards. He has contributed to numerous publications in the Journal of AOAC INTERNATIONAL and AOAC’s, membership magazine, Inside Laboratory Management. Mr. Johnson is also Associate Director of Validation Services for Scientific Affairs in the Industry division of bioMérieux, Inc. In previous roles at bioMérieux, he served as Global Product Manager and Senior Staff Scientist in the R&D division of Industry. Mr. Johnson has over 38 years of combined experience in industrial and clinical diagnostics. He is a graduate of Lindenwood University in Missouri with a Bachelor of Science degree in Biology and a Master of Business Administration.

Andy Morling (panels 1, 3 & 5) Andy began his law enforcement career 25 years ago as a specialist investigator in the globally respected Investigation Division of HM Customs and Excise in London. The focus of this role was the threat to the UK from international drug trafficking and serious economic crime. Throughout this part of his career, Andy developed particular expertise in the use of covert surveillance and other sensitive investigative and intelligence gathering techniques. This specialism briefly took him away from operational work to a role in national police training before returning to frontline law enforcement as Head of Intelligence at the Serious Fraud Office. In 2010 Andy joined the Serious Organised Crime Agency (now the National Crime Agency) with responsibility for leading the fight against organised child sexual exploitation and abuse. Andy joined the Food Standards Agency at the end of March 2015 as Head of Food Crime with the task of building and leading the Agency’s National Food Crime Unit.

Aline Dimitri (panels 1, 3 & 5)

Dr. Aline Dimitri is currently the Executive Director of the Food Safety Science Directorate at the Canadian Food Inspection Agency (CFIA). Dr. Dimitri is responsible designing food safety monitoring programs, such as the National Chemical Residue Program and the National Microbiological Monitoring Program as well as providing risk profiling and scientific risk intelligence and advice. Aline is also leading a number of transformational initiatives including the development and delivery of the Establishment-based Risk Assessment Model and the Canadian Food Safety Information Network (CFSIN). As the executive lead of Antimicrobial Resistance initiative within CFIA, she collaborates extensively across the Government of Canada, internationally and with stakeholders in the development and implementation of the pan-Canadian framework and action plan in response to the global threat of AMR. Aline is a graduate of McGill University where she received her Ph.D. in Food Science. Throughout her a career, she has gained a wide range of experience in the areas of policy design and program delivery in highly complex areas in both the scientific and corporate space.

Robert Baker (panels 1, 2 & 6) Mr Robert C. Baker is a microbiologist with more than 30 years’ experience and is currently the Director of Mars Global Food Safety Center and Global Head of Technical Food Safety Development. He is responsible for leading food safety capability building projects including: the design, construction and commissioning of the Mars Global Food Safety Center; leading food safety science projects in the areas of mycotoxin management, quantitative risk assessment, improved statistical sampling techniques, and providing food safety support, consultation and guidance to various NGOs. Since joining Mars Mr Baker has held multiple positions in the area of Quality and Food Safety management, and is the co-developer of a patent for sterilizing low acid foods using ultra high pressure. Before his most recent position, Mr Baker led the development and execution of the Corporate Food Safety Management Strategy.

Leon Bruner (panels 1 & 6) Leon Bruner, DVM, Ph.D., is the Executive Vice President for Scientific and Regulatory Affairs and Chief Science Officer at the Grocery Manufacturers Association. Dr. Bruner is a twenty-three year veteran of the consumer products industry. He has served in a variety of positions at The Procter & Gamble Company and The Gillette Company. Most recently, he served as director, environment, health and safety within Procter & Gamble’s Gillette organization. He previously served as vice president, Gillette environment, health and safety from 2000 to 2007. During his professional career, Dr. Bruner has developed a strong reputation as an innovator who is able to apply strategic vision, critical thinking and first-class execution in pursuit of business goals. He is an internationally-recognized expert in the development and application of non-animal toxicity product testing methods, and is also an expert in product safety and regulatory compliance. He has written numerous peer-reviewed journal articles and several book chapters on those subjects. Dr. Bruner holds a Doctor of Veterinary Medicine degree and a Ph.D. in pharmacology, both earned at Michigan State University. He also received his bachelor’s degree at Michigan State.

Nathalie Marcellis-Warin (panel 1) President and Chief Executive Officer, CIRANO, Full professor, Polytechnique Montréal. Holder of a PhD in Management Science (in risks and insurance management) from École Normale Supérieure de Cachan (France), Nathalie de Marcellis-Warin is President and Chief Executive Officer at CIRANO (Center for Interuniversity Research and Analysis of Organizations), a centre of research, liaison and transfer of knowledge on Public Policy and Risk Management. She is full professor at Polytechnique Montréal, Department of Mathematics and Industrial Engineering. She is also Visiting Scientist, Harvard Center for Risk Analysis, Harvard T. Chan School of Public Health. Her research interests are risk management, risk communication and decision theory in risk and uncertainty. Nathalie de Marcellis-Warin has published numerous academic articles, several books and more than 30 research reports for governments and other organizations. Brett Jeffery, Chair

Brett Jeffery has graduate and post-graduate degrees in Biochemisty and Toxicology. His research focussed on species differences in metabolism of xenobiotics. Between 2000-2003, Brett worked at the UK Food Standards Agency in the chemical safety and toxicology division providing advice on the food safety implications of dietary phytoestrogens and natural toxicants. In 2003 Brett joined the UK Department of Health supporting the scientific advisory committee on transmissible spongiform encephalopathies. In 2004 he moved to the Health Protection Agency providing public health advice on industrial emissions. Brett has been with Mars Incorporated for 10 years as the Corporate Chemical Safety Manager providing cross-segment technical support and driving the corporate chemical safety strategy.

Karen Gussow (panel 2) Co-ordinating/specialist investigator at the NVWA-IOD with master degrees in Information Science (2000) and Public Administration (2012). I have worked at the NVWA for 12 years in different roles, after 5 years in business consulting (PwC). My specialism is food fraud. The NVWA-IOD approach enables in-depth insight into motives and justifications of the offenders, types of illegal behavior, opportunities for fraud and preventive measures. I combine my work at the NVWA-IOD with an external PhD candidate position at VU University Amsterdam. Detailed reconstructions of the discovery of our food fraud cases are the main source for my PhD research about the detection of corporate crimes by regulatory enforcement agencies (criminological/public administration perspective).

Louis-Samuel Jacques (panel 2) Louis-Samuel Jacques is a strategy manager and assistant vice president in BDO’s Quebec City office. He is rigorous in using and perfecting the best approaches to help his clients take informed strategic decisions. He is often asked to provide his expertise in the fields of strategic planning, governance and economic analysis. He has over 20 years of experience working with associations, governments, cooperatives and private organizations active in a wide variety of industries, including health care, food processing, agriculture, retail, energy, transportation and manufacturing. He is a member of the Order of Agrologists of Quebec.

Mansel Griffiths (panel 3) In 2017 Mansel Griffiths was granted University Professor Emeritus status at the University of Guelph. Currently, he is the Chief Scientific Officer of MicroSintesis Inc. Dr Griffiths obtained his BSc degree from North East London Polytechnic and PhD from Leicester University. He joined the Hannah Research Institute, Ayr, Scotland in 1974. In 1990 Dr Griffiths was appointed to the Dairy Farmers of Ontario/NSERC Industrial Research Chair in Dairy Microbiology in the Food Science Department, University of Guelph. Dr Griffiths was a founder and the first Director of the Canadian Research Institute for Food Safety. His research interests include rapid detection of foodborne pathogens; factors controlling growth and survival of microorganisms in foods; and beneficial uses of microorganisms. Dr Griffiths has authored more than 350 peer-reviewed publications and appears on ISI HighlyCited.com. Dr Griffiths is an editor of several leading food and microbiology journals and has served on numerous government and industry scientific expert panels. He was the recipient of the International Association of Food Protection Maurice Weber Laboratorian of the Year for 2002. In 2016 he was elected as a Fellow of the Academy of Food Science and Technology and received the OAC Alumni Distinguished Researcher award.

Renata McGuire (panel 3)

Renata is responsible for providing food safety consulting services and for developing, maintaining and upgrading the resource materials and consulting tools used for NSF International consulting projects. She is part of the NSF Global Centre of Excellence in Food Fraud, and has led the development of the vulnerability assessment model that supports companies both large and small in their food fraud programs. Her current role as Operations Supervisor, Consulting and Technical Services, focuses on global supplier assurance programs and she is also a lead instructor for the FSPCA Preventive Controls for Human Food. Renata has also helped numerous companies achieve HACCP and certify to GFSI benchmarked standards. Her background is in toxicology and she has over 17 years of food safety experience, managing vendor audit programs, implementing a variety of HACCP and food safety programs and managing product testing functions.

Mitchell Weinberg (panel 3) Founder, President and Chief Executive Officer of the INSCATECH. Through its involvement with the Global Food Safety Initiative (GFSI) Food Fraud Think Tank, INSCATECH was instrumental in introducing the concepts of food fraud vulnerability assessments and food fraud control programs to the food industry. Mitchell is also the Co-Founder, Chairman, CEO & President of the International Food Authenticity Assurance Organization (IFAAO). Mitchell is a graduate of Carleton University in Ottawa, Canada where he obtained a Bachelor of Arts in Pre-Law and Sociology and the McGill University School of Law in Montreal, Canada where he obtained his Common Law (LL.B) and Civil Law (B.C.L.) degrees in 1991. Mitchell started his career as a trial lawyer with North America’s largest utility (Ontario Hydro) in 1991 and moved to Future Electronics, the world’s third largest distributor of electronic components in 1998. In 1999, Mitchell was promoted to the position of Vice-President and General Counsel; he was responsible for overseeing the company’s global trade compliance, legal, human resources and corporate security functions.

Steve Labrie, Chair Steve Labrie est détenteur d’une maîtrise et d’un doctorat en microbiologie de l’Université Laval. Il a complété un stage postdoctoral en Science et technologie des aliments sur la métagénomique. Il est actuellement professeur chercheur au département des Sciences des aliments et membre du STELA et de l’INAF. Il a été chercheur associé pour la Chaire de recherche industrielle du CRSNG en partenariat avec l’industrie laitière sur la technologie et la typicité fromagère. M. Labrie a établi une plateforme d'étude de la microbiologie et de la génétique des mycètes associés aux aliments. Ses intérêts de recherche portent principalement sur la microbiologie alimentaire, la métagénomique, l’écologie microbienne, la biotechnologie et les fromages.

Christina Juneau (panel 4) Christina Juneau holds a Bachelor's degree in Biochemistry and a PhD in Food Science and Technology from Université Laval. She has over 25 years’ experience in the pharmaceutical and biotechnology industries in product design and development, manufacturing processes, regulatory affairs (product registration), as well as intellectual property And the marketing of specialized products. She is co-author of more than 20 patents and several peer-reviewed scientific articles.

Pamela Byrne, Chair Dr Byrne holds a PhD in Environmental Toxicology from University College, Cork (UCC); an MSc in Aquatic Resource Management from Kings College, University of London; a BSc in Zoology from UCC and a Higher Diploma in Environmental Law from the University of Aberystwyth in Wales. Prior to taking up the position of CEO at the FSAI in March 2015, Dr Byrne held the role of Director of Regulatory Policy and Intelligence with Abbott Nutrition. Having previously held senior positions in the Ministry of Agriculture, Food and the Marine, she has extensive experience of the food regulatory environment, as well as expertise in risk assessment and food safety management at both national and international levels. During her time at the Ministry of Agriculture, Food and the Marine, Dr Byrne gained a deep knowledge of the food sector as an environmental toxicologist and risk assessor, and was instrumental in developing Ireland’s research and innovation policy programmes in relation to food and the bio-economy. Dr Byrne also worked in the Cabinet of the European Commissioner for Research, Science and Innovation - Commissioner Maire Geoghegan-Quinn. Dr. Byrne is the Chair of the Management Board of the Joint Programming Initiative A Healthy Diet for a Healthy Life. She is also the Chair of the Strategic Advisory Board of the Institute of Food and Health at University College Dublin, Ireland.

Director, Export Standards Branch, Australian Government Department of Agriculture and Water Resources. Hannah Wellman is a veterinarian who graduated from the University of Sydney with first class honours. She worked in private veterinary practice in Australia and the United States for seven years before joining the Department of Agriculture and Water Resources in 2012. Hannah is responsible managing sanitary and technical meat market access to international markets in the Export Standards Branch of the department. She also has a keen interest in international food standards and is involved with Codex Alimentarius.

Samuel Godefroy, Chair (panel 6)

Professeur titulaire de l'analyse des risques alimentaires et des systèmes de réglementation au Département des sciences alimentaires de l'Université Laval (Canada) et professeur à l'Institut mondial pour la sécurité alimentaire (GIFS) à l'Université Queen's de Belfast, au Royaume-Uni. Samuel est actuellement à la tête de l'élaboration d'une plateforme d'analyse des risques alimentaires et d'excellence réglementaire (FRAREP) organisée par l'Institut de nutrition et des aliments fonctionnels (INAF) de l'Université Laval. Samuel a complété un détachement avec le Partenariat mondial pour la salubrité des aliments de la Banque mondiale, où il a dirigé le développement stratégique de cette initiative. Samuel a assumé les postes de cadre supérieur en matière de réglementation des aliments au sein de la haute direction de Santé Canada pendant plus de 10 ans, y compris le poste de directeur général de la Direction des aliments de Santé Canada, l'organisme fédéral de normalisation des aliments au Canada de 2009 à 2015. Samuel a été vice- FAO / OMS du Codex Alimentarius de 2011 à 2014. Il fait office d'expert principal en sciences et en réglementation des aliments auprès d'un certain nombre d'organes consultatifs et de comités nationaux et internationaux, y compris l'Organisation des Nations Unies pour le développement industriel (ONUDI) (LPRFC). Full Professor of Food Risk Analysis and Regulatory Systems at the Department of Food Science, University Laval, Canada and professor at the Global Institute for Food Security (GIFS) at Queen’s University of Belfast, UK. Samuel is currently leading the development of a Food Risk Analysis and Regulatory Excellence Platform (FRAREP) hosted by the Institute of Nutrition and Functional Foods (INAF) of Université Laval. Samuel completed a secondment with the World Bank’s Global Food Safety Partnership where he led the Strategic Development of this initiative. Samuel assumed senior food regulatory positions at the executive level with Health Canada for over 10 years, including the position of Director General of Health Canada’s Food Directorate, the Federal food standard setting organization in Canada from 2009 to 2015. Samuel served as Vice Chair of the FAO/WHO Codex Alimentarius Commission from 2011 to 2014. He serves as a senior food science and regulatory expert on a number of advisory bodies and committees domestically and internationally, including United Nations Industrial Development Organization (UNIDO) and China Centre for Food Safety Risk Assessment (CFSA). Samuel authored over 70 scientific publications and book chapters and serves on a number of international editorial boards of scientific journals related to food safety and nutrition. He received his Ph.D. in Analytical Chemistry from the University of Pierre et Marie Curie (Paris VI).
