Welcome and Opening Remarks

Monique Pariat, Director-General, DG ECHO

Monique Pariat is appointed Director-General in DG Humanitarian Aid and Civil Protectionas from 1st September 2015. Prior to this post, she was Deputy Director-General in DG "Agriculture and Rural Development". She was responsible for EU international and trade relations in the area of agriculture and rural development, and for further developing EU agricultural quality policies. She was also Director for the Mediterranean and the Black Sea in DG "Fisheries and Maritime Policy", Director for General Affairs in DG "Justice, Freedom and Security" and Director for Resources in DG "Agriculture and Rural

development". She has been an official at the European Commission since 1987. She graduated from the Institute of Political Studies of Strasbourg and holds a degree from the College of Europe in Bruges.

Keynote Speech

Gordon Brown, UN Special Envoy for Education

Gordon Brown served as Prime Minister of the United Kingdom from 2007 to 2010, Chancellor of the Exchequer from 1997 to 2007 and as a Member of Parliament in his home county of Fife, Scotland, from 1983 to 2015. He is the United Nations Special Envoy for Global Education and is a passionate advocate for the rights of children. He believes every girl and boy deserves the opportunity of a future through schooling. Mr Brown has also been appointed Chair of the new Global Commission on Financing Global Education and serves as New York University’s inaugural Distinguished Global Leader in Residence.

Panel: The EU's Support to Education in Fragility and Crisis-Affected Contexts

Jean-Louis Ville, Acting Director, DG DEVCO

Jean-Louis Ville is presently acting Director for Human Development and Migration at the European Commission in the Directorate General for Development and Cooperation (DEVCO). Previously, he occupied the position of Head of Unit, in charge of Human Rights, Gender, and Democratic Governance). He is in charge of the policy and thematic issues related to these areas and implementing a variety of instruments directed to CSOs and International partners. Working with the European Commission since 1987, he has occupied several positions in various Directorate General (Agriculture, Budget and Development and Cooperation) as Head of Unit for Budget, Finance and Contracts, Regional Programs for the Neighbourhood East and South). He also served for a period as Deputy Head of the private Office of the Rt Hon C. PATTEN during his mandate as European Commissioner for External Relations. He has studied

political sciences in Strasbourg, European Affairs in Bruges and European law in Paris.

Simon Mordue, Director, DG NEAR

Since September 2014, Simon Mordue has been Director for "Strategy and Turkey" in DG NEAR, covering issues such as the overall strategy for enlargement policy and the European Neighborhood Policy, policy planning, interinstitutional relations and communication, thematic support, monitoring and evaluation, financial instruments and negotiations with Turkey on both the accession and migration fronts. In the Barroso II Commission, Simon was Head of Cabinet for Štefan Füle, European Commissioner for Enlargement and Neighbourhood Policy. In the Barroso I Commission, Simon was deputy Head of Cabinet to Vice President Verheugen covering a broad range of areas in the VP's team including responsibility for driving forward the better regulation agenda and the relations of the VP with the EP and Council. He had also been part of Commissioner Verheugen's team for the last part of the Prodi Commission where he oversaw preparations for the new financial perspectives and also dealt with relations with the EP. At other times in his career in the Commission, he has been Head of Unit for the maritime sector in DG Transport and Energy (TREN); Head of the Financial Instruments Unit in Dg Enlargement and served also as Head of the Operational Sections of the EC's delegations in Romania and Turkey.

Jens Nymand-Christensen, Deputy Director-General, DG EAC

Jens is Danish and holds a Master degree in Business Economics and International Economics. He has been employed in the European Institutions since 1979 and has among other things been a Member of the cabinet of Vice-President Henning Christophersen, Head of Unit of an office dealing with International Food, Veterinary and Phytosanitary questions and Advisor at the Danish Permanent EU Representation dealing with the Convention and the preparations of the Inter-governmental Conference drafting a Constitutional Treaty for the European Union. In 2003-2014, Jens worked as a Director in the Secretariat-General: 2003-2006 with responsibility for Directorate B, Relations with the civil society; 2006-2011 for Directorate E, Better regulation and Institutional Issues; 2011-2013 for Directorate G,

Relations with the European Parliament, the Committees and General Institutional Issues and 2013-2014 for Directorate E, Policy Co-ordination II. From 16 September 2014 he was appointed Deputy Director-General in the Directorate General for Education and Culture.

Panel: Education in Emergencies in Practice: The Lake Chad Crisis – Education as a Lifeline?

Jean-Louis de Brouwer, Director for Europe, Eastern Neighbourhood and Middle East, DG ECHO

Jean-Louis De Brouwer, Belgian, is Director for Europe, Eastern Neighbourhood and Middle East at the European Commission's Directorate-General "European Civil Protection and Humanitarian Aid Operations" (ECHO). He was Director of Operations of DG ECHO until July 2016. He joined DG ECHO in November 2012, having previously been Director in charge of the coordination of employment policies in the Commission's department for Employment and Social Affairs. Prior to that, he spent 18 years in the Justice and Home Affairs department, specialising in migration and asylum questions, latterly as Director in charge of border and visa issues. Before joining the European Commission, Mr De Brouwer worked in the Belgian civil

service (Ministry of Economic Affairs and Ministry of Home Affairs). Mr De Brouwer has Masters Degrees in Law and Sociology from the Catholic University in Louvain, where he also did his degree in Political Sciences. He is a lecturer in International Relations and EU Affairs at the same university.

Toby Lanzer, United Nations Assistant Secretary-General and Regional Humanitarian Coordinator for the Sahel, OCHA

Toby Lanzer, a national of the United Kingdom, is the United Nations Assistant Secretary-General and Regional Humanitarian Coordinator for the Sahel. In this capacity he supports humanitarian action in nine countries across the region (Burkina Faso, Cameroon, Chad, Gambia, Mali, Mauritania, Niger, Nigeria and Senegal). Based in Dakar, he took up his position on 21 July 2015. Before joining the United Nations Development Programme in 1992, he has held various positions in the UN system, including: Deputy Special Representative of the Secretary-General in South Sudan; Chief of Staff of the United Nations Integrated Mission in Timor-Leste (UNMIT); Humanitarian Coordinator for Darfur, Sudan; UNDP Resident Representative in the Central African Republic (CAR); Head of the Office for the Coordination of Humanitarian Affairs in the Russian Federation; Chief of the emergency appeals team, based in OCHA, Geneva. He has also worked on human rights issues for non-governmental organisations in Brazil and Chile. The holder of a post-graduate certificate in forced migration, a master’s degree in international affairs with a specialization in economic and political development, and a bachelor’s degree in history, Toby Lanzer was educated at the University of Oxford, as well as Columbia University and the University of New Hampshire.

Manuel Fontaine, Regional Director for West and Central Africa, UNICEF

Manuel Fontaine was appointed UNICEF Regional Director for West and Central Africa Region (WCARO) in August 2013. Based in Dakar, Senegal, he is responsible for overseeing UNICEF’s programmes in 24 countries in the region. Mr Fontaine has had a long experience in the organization, having joined as an emergency officer in Geneva in 1992. He also served as UNICEF Representative in Algeria, Deputy Representative in Afghanistan, Albania, Bosnia, and Somalia, and at various senior positions in UNICEF’s New York Headquarters and its Geneva office. Mr Fontaine joined the West and Central Africa Region in August 2011 as Deputy Regional Director before acting then being appointed as Regional Director. Mr Fontaine has a background in child protection, in particular on the subject of children and armed conflict, and is a specialist in countries in crisis. He led several UNICEF’s humanitarian responses to the Sahel nutrition crisis of 2012 and to the conflict in Mali in 2013. The top UN official also continues to

coordinate major conflict-related emergencies across the region, including the unfolding crisis in Central African Republic. Prior to joining UNICEF, Mr Fontaine worked for the French Ministry of Foreign Affairs. Mr. Fontaine is a national of France. He holds a DEA (post-graduate diploma) in International Public Law and International Organizations from the University of Paris I (Pantheon-Sorbonne).

Sarah Ndikumana, Country Director, Nigeria, International Rescue Committee

Sarah has been the Country Director with the International Rescue Committee (IRC) in Nigeria since August 2014. Prior to Nigeria, Sarah spent nearly two years in the Central African Republic, also with the IRC as Country Director. Prior to these most recent positions, Sarah spent six years in the Great Lakes region of Africa overseeing humanitarian programming for refugees and internally displaced persons in eastern Democratic Republic of Congo and Rwanda. Sarah has been Africa-based for over 10 years, focusing on the management of emergency response-focused multi-sector programs for populations impacted by conflict. She also spent two years in Washington DC with Georgetown University’s Institute for Reproductive Health where we was the Senior Program Officer for Africa, traveling frequently to Central and West Africa while in that role, and also worked

with the IRC in their NY HQ for several years while in graduate school. Sarah has an MPH and MSW from Columbia University and a BA in Anthropology and African Studies from the University of Pennsylvania. She has three children.

Catharina Bu, Senior Advocacy Adviser, Save the Children Norway

Ms. Catharina Bu is a Senior Advocacy Advisor at Save the Children. She recently deployed to work on education in emergencies in Nigeria, where she helped to set up the interagency working group response on education in Northern Nigeria. Ms. Bu also has expertise on child rights governance, and has led Save the Children’s work on fair finance for children. She brings a broad experience of both humanitarian and development settings to her work on education in emergencies. Prior to joining Save the Children she worked for a number of Norwegian NGOs, and holds an MSc in Development Studies from the School of Oriental and African Studies in London.

Douglas Chester Lehman, Education Specialist, Country Lead for Chad, Global Partnership for Education

Mr. Douglas Chester Lehman has been a Senior Education Specialist with the Global Partnership for Education (GPE) Secretariat since December 2011. He currently serves as Country Lead for Chad, Cote d’Ivoire, Guinea, Mali and the Republic of Congo within the Secretariat’s Country Support Team. Over the years he has also served as technical co-lead of the Partnership’s Sector Monitoring Initiative as well as girls' education policy lead. He has significantly contributed to the development of policies and strategies to support countries working to achieve Education For All. Douglas has extensive experience in education planning, sector monitoring and access to schooling for marginalized populations, particularly poor, rural girls in developing countries. He holds an MS degree in Development Management from the American

University and has over twenty years of field experience in sub-Saharan Africa where he worked long-term in Chad, Benin, Guinea and Mali. He has worked in the NGO community, as an education development specialist for USAID, as a technical assistant in the Malian education ministry and as a World Bank consultant heading up the Rural Access Initiative (RAI).

Panel: Education as a Shared Responsibility: From Crisis to Opportunity

Sarah Brown, Executive Chair, GBC-Education; President, Theirworld; CEO, Office of Gordon and Sarah Brown

Sarah Brown is a passionate advocate for global education and health issues and her work brings together the worlds of business, philanthropy, social media and charity campaigning. She is President of the children’s charity Theirworld and Executive Chair of the Global Business Coalition for Education. In 2016 Sarah launched her first podcast series, Better Angels, speaking to people who've had a positive influence on the world around them, and discovering the lessons that can help us all do the same.

Christos Stylianides, European Commissioner for Humanitarian Aid and Crisis Management

Christos Stylianides is the European Commissioner for Humanitarian Aid and Crisis Management since November 1st, 2014. On October 24th, 2014 he was appointed by the European Council EU Ebola Coordinator. He was elected Member of the European Parliament in the May 2014 European elections where he served until October 31st 2014. He was twice appointed Government Spokesperson of the Republic of Cyprus (in 2013-2014 and in 1998-1999). He was responsible for the management of the Government’s communication strategy and was the head of the Government’s centralised Press and Information Office. During the period 2006-2013 he served as a Member of the Cyprus House of Representatives (elected in 2006 and 2011). During his tenure he served as Vice-Chair of the Committee on Foreign and European Affairs (2011-2013) and member of the Committee on European Affairs, the Committee of Internal Affairs and the Committee of Employment and Social Affairs (2006-2011). Between 2006-2011 he was a member of the OSCE Parliamentary Assembly and he was elected Member of its Bureau in 2012.

Ömer Çelik, Minister for EU Affairs, Turkey

Graduated from Gazi University, Faculty of Economics and Administrative Sciences, the Department of Public Administration and got his master’s degree from the same university, in the Department of Political Science. He is a political scientist and strategist. Since 24 May 2016, he is the Minister for EU Affairs of the 65th Turkish Government. Between January 2013 and September 2015, he was the Minister of Culture and Tourism of the 61st Turkish Government. Since 2002, he has been the Political Advisor to President Recep Tayyip Erdoğan. Elected as the Deputy of Adana in 22nd, 23rd and 24th legislative periods. He is also member of NATO Assembly of

Parliamentarians Turkish Group, Turkish Grand National Assembly Commission of Foreign Relations and Commission of Environment. Between March 2010 and January 2013, he was AK Party’s Vice Chairman in charge of Foreign Affairs and, between September 2015 and May 2016, in charge of Promotion and Media.

H.E. Elias N. Bou Saab, Minister of Education and Higher Education, Lebanon

Elias N. Bou Saab was named Minister of Education and Higher Education in Lebanon in February 2014. Minister Bou Saab co-founded the American University in Dubai, the first US accredited university in the Gulf. As Minister of Education, Bou Saab is charged with overseeing the Lebanese education system and addressing and managing the pressing challenges created by the influx of Syrian refugees that more then doubled the school-going population in Lebanon. Fueled by his belief that every child has the right to access quality education, Minister Bou Saab is relentlessly working with the international community to execute "RACE" Reaching all Children with education a plan where The international community is now fully supporting in order to help with this humanitarian crisis and provide quality education to over 450,000 Syrian refugees children now in Lebanon. In working to help young people build a successful future and provide access to higher education for those in need, Bou Saab has developed several scholarship programs at AUD. He has been an active member of the Clinton Global Initiative since its inception in 2005 and in September 2008. In 2010, Bou Saab was elected Mayor of his native village of Dhour El Choueir where he successfully implemented his campaign program in less than three years. Dhour El Choueir has become a model town through many of its achievements and its citizens

have seen an incredible improvement to their quality of life. Bou Saab holds a Bachelor of Business Administration and a Masters of Arts in International Relations from Boston University.

Maria Calivis, Deputy Executive Director, UNICEF

Maria Calivis was appointed Deputy Executive Director (Programmes) ad interim in June 2016. Prior to that, from 2011 until 2015, she served as Regional Director for the Middle East and North Africa Region, based in Amman. From 2009 to 2011, Ms. Calivis served as the Director and Chief of Staff of the Executive Director’s Office in UNICEF Headquarters in New York. She previously held positions as Regional Director for Central and Eastern Europe and Central Asia (2004-2009), UNICEF’s Representative in India (2000-2004), Director, Change Management at Headquarters in New York (1997-2000), UNICEF Representative in Tunisia (1993-1996). From 1983 to 1992, she had held a number of positions at Headquarters and in the field. She started her career in Lebanon, Beirut in

1983, as an education officer for the Lebanon emergency programme. Ms. Calivis is a national of Italy. She obtained a BA Degree in Political Science from the American University in Cairo in 1977, a Master of Arts Degree in International Relations from the Johns Hopkins University, School of Advanced International Studies, in Washington DC in 1980 and was awarded a Master of Science degree in Social Policy and Planning from the London Schools of Economics in the United Kingdom in 1991.

Nicklas Lundblad, Vice President, Public Policy EMEA, Google

Nicklas Lundblad has been with Google since 2007, first building the public policy team in the Nordics, after which he was recruited to build a long term policy research and strategy team in Mountain View. He spent three and half years in Mountain View building and leading this team, and then returned in 2013 to Sweden and took on the role as head of Google's European public policy team. He holds a PhD in informatics, and is an adjunct professor in innovation at The Royal Institute of Technology in Stockholm. He is a member of the Royal Academy of Engineering Sciences in Sweden, an Eisenhower Fellow and has served on a number of boards. In 2012 he was one of 21 Google executives globally given a Great Manager Award. He is the author of three books on information technology and policy, and is a regular contributor to several newspapers and magazines.

Linda McAvan, Chair, Committee on Development, European Parliament

Linda first became a Member of the European Parliament in 1998. In the 2014 European Elections she was re-elected as a Labour MEP for Yorkshire and the Humber. In 2014, Linda became Chair of the International Development Committee for the Socialist and Democrat (S&D) Group. She is also a substitute member for the Fisheries Committee. Prior to this she was a member of the Environment, Food Safety and Public Health Committee from 2004-2014. She was the S&D spokesperson in the European Parliament on climate change and the environment during that time. Linda has been a strong advocate for increasing the focus on and the support given to children in emergency situations. In the Development

Committee Linda was the rapporteur on the Committee’s 2015 resolution on Education for Children in Emergency Situations and Protracted Crises calling for the European Commission, EU Member States and other humanitarian actors to increase the prominence given to the education of children in crises, to make sure that education is included in all humanitarian response plans, and to increase the funds devoted to these actions. She has also played a significant role in the S&D group’s support of this cause, particularly through their EDUCA campaign to increase the percentage of humanitarian funding dedicated to supporting education in emergencies.
