This project was originally programmed in FY 2015 but was not authorized. We anticipated funding for this project to come from federal releases through NJDOT. A Before and After TIP page is provided for reference.

Phase III Construction of this same project is programmed in FY 2016. Action required to add the design phase of this project can be completed through an Informational Modification and does not need formal approval by the Policy Board. We anticipated funding for this project to come from federal releases through NJDOT.

6. Designation of Selection Committees

a. 34th Street Adaptive Signal Systems Engineering Analysis This technical study will provide SJTPO and Cape May County with the conceptual framework and engineering analysis to pursue an Accelerated Innovation Deployment (AID) grant for an adaptive signal system along 34th Street in Ocean City. The project will be funded from the Program Support Data Collection Technical Study. The RFP will be issued Wednesday, January 6th with proposals due Wednesday, February 10th.

b. FY 2016-2017 Traffic Data Collection This technical study will be the precursor to a FY 2017 technical study which would provide Atlantic and Cape May County with a traffic signal inventory. This study will collect the necessary traffic count data for the traffic signals to be included in the FY 2017 study. The project will be funded using the Program Support Data Collection Technical Study. The RFP will be issued Tuesday, January 19th with proposals due Wednesday, February 17th.

c. NJ Route 55 Purpose and Needs

This technical study will develop a Purpose and Needs statement, identifying the problem, associated with the completion of NJ Route 55 in Cumberland and Cape May Counties. The impetus for the project is the number of fatalities on the Route 47/347 corridors. The project will be funded using the Program Support Data Collection Technical Study. The anticipation is that the RFP will be issued Tuesday, January 19th pending information from Cape May County with proposals due Thursday, February 18th.

7. FY2015/2016 Project Status and FY2016-25 SJTPO STIP-SJ/TTF Project

The Local Lead Project Status Chart is attached which shows both FY 2015 and 2016 projects. The TIP/STIP SJTPO Projects Chart is additionally attached for FY 2016-2025 with all STJPO projects funded from various sources displayed (TTF, STP-SJ, CMAQ, and HSIP). For reference only, FY 2015 projects are also shown on this chart.

8. FY2016 Technical Studies: Update

At this time, SJTPO has five technical studies underway; Traffic Sign Inventory & Sign Management System, Local Safety & CMAQ Project Development, Public Involvement for 2040 Regional Transportation Plan Update, Year 2040 Demographics Forecasts, and SJTPO Website Redevelopment. A decision was made not to move forward with the technical study for the Air Quality Post Processor Testing after the principal objective of the project (that of being completely independent of PPSuite) could not be achieved. A memo provides information as to the status of the active studies.

9. Top Bottleneck Locations: Update

Based on comments received from the TAC and other data, we have revised the congested locations list (as generated by the Vehicle Probe Project) and distributed to the TAC in November. This list will be incorporated into our Congestion Management Process Activity Report that will serve as an appendix to the 2040 RTP Update.

10. FY2017 UPWP: Update Please review the draft FY2017 UPWP at www.sjtpo.org, under Announcements on the home page. Comments were received from NJDOT and will be addressed. We will alert you to the availability of the Final Draft on-line for your review in late February. We will then seek your Recommendation to the Policy Board at the March 9th TAC meeting.

11. Future Project Needs: Discussion Please send us your future project needs for potential inclusion in our upcoming RTP, and feel free to use a format similar to the attached.

12. Cross County Connection: Update Complete Street Implementation Workshop is being held on Wednesday, January 20th. A flyer for the event is included in the packet.

The meeting was called to order at 10:00 a.m. by Chairman John Peterson and roll call was taken. FY 2016-25 Transportation Improvement Program Amendment – Cape May County: Recommendation to Policy Board: Jennifer Marandino explained that Cape May County is requesting an amendment to add a new project in FY 2016; Ocean Drive (CR619), 29th Street to 62nd Street. Additionally, the County is requesting their existing FY 2016 project (Rio-Grande Avenue (Route 47), Park Boulevard to George Redding Bridge) be reprogrammed into FY 2019. The Rio Grande Avenue project is delayed as a result of ROW takings and utility relocation, thus one of the reasons for the change. A Before and After TIP page was provided for each project as well as a Public Information notice. Thomas Wospil added that NJDOT supports this request because Fiscal Constraint has been provided. On motion by Kathleen Hicks and seconded by Stephen Mazur, the TAC unanimously recommended Policy Board approval of this item. FY 2016-25 Transportation Improvement Program Amendment – Atlantic City: Recommendation to Policy Board: Jennifer Marandino explained that Atlantic City is requesting an amendment to add a new project in FY 2016 and 2017; Atlantic Avenue, Morris Avenue to Rhode Island Avenue for Design and Construction respectively. This new project will replace their existing project (Atlantic Avenue, Connecticut Avenue to Maine Avenue) during those same years. Originally, Atlantic City had anticipated the project to be designed in house, programmed or $50,000; whereas, now the City will be seeking a consultant to

design this new section of Atlantic Avenue. The request is for $100,000 in design funding in FY 2016. A Before and After TIP page is provided for each project as well as a Public Information notice. Thomas Wospil added that NJDOT supports this request because Fiscal Constraint has been provided. On motion by Bob Brewer and seconded by Robert Campbell the TAC unanimously recommended Policy Board approval of this item. Consultant Selection – SJTPO Website Redevelopment RFP: Recommendation to Policy Board Alan Huff explained that two (2) proposals were received for the SJTPO Website Redevelopment study. Mr. Huff added that the one of the main purposes of the new website is to make it mobile friendly for tablets and mobile phones as well as making it to have better capabilities for Public Outreach. The Consultant Selection Committee, consisted of SJTPO (Alan Huff), Cape May County (Rick Lang), and DVRPC (Joe Fazekas and Taghi Ozbeki), are recommending Stokes Creative Group. The total cost of the project shall not exceed $49,998.00 which includes one year of support beyond the release of the final website, which will hopefully go live in May of 2016. The Annual support costs will be $3,795.00 with opportunities for SJTPO to re-evaluate this level of support periodically and the ability to expend unused support resources on other public relations tasks. Mr. Huff added that as Stokes is a DBE firm, 100 percent of the project cost will count toward SJTPO's DBE goal. On motion by Stephen Mazur and seconded by Bob Brewer, the TAC unanimously recommended Policy Board approval of this item. Robert Campbell questioned if this item would request input from the CAC, Mr. Huff explained that focus group testing will be done with the website and the CAC will definitely be included for their input and testing. Mr. Huff stated that he would be present at the next CAC to provide an explanation to the CAC members. Mr. Campbell added that these improvements will help with CAC accomplishing their goals with Public Outreach. Richard Morton suggested that Safety Day Forums be attended and utilized to help with Public Outreach. Contract Amendment – FY 2016 Traffic Sign Inventory and Sign Management System (SMS): Recommendation to Policy Board Jennifer Marandino explained that very little item was provided within the TAC packet as this was a developing Agenda Item; and she suggested the following be voted on separately. A. Number of Signs to be Attributed Ms. Marandino explained that within the Request for Proposal, SJTPO provided as estimate for the number of signs based upon signs within SJTPO’s Assessment Management System. An initial count of the signs collected as part of this technical study reveals significantly more signs than originally estimated. Initial estimates included in the RFP were for 41,000 signs, based upon signs included within our existing asset management sytems, whereas the consultant is estimating approximately 57,000 signs in the three subregiuons. The contract is requesting additional money to attribute the signs above and beyond the estimated number of signs. The cost to attribute the additional signs would be $5.16 per sign, with a strong potential that the number of signs collected is more than double the estimates from the RFP. Facet Technology is reviewing data to determine exactly how many and the type of signs were collected in each subregion. A best guess estimate of the number of signs was provided to the TAC. The number of signs can be estimated more accurately as more signs are placed in the databaseAt this time, there is no proposal to increase the amount of money for the sign attribution. Instead, the proposal

is to breakdown the attribution elements for each sign type. All regulatory and warning signs will be fully attributed as per the proposal; with the other types of signs receiving a partial attribution. These details will be worked out at a later date as the number and type of signs are placed in the database. SJTPO will work with the subregions involved to ensure they receive the necessary attribution of their signs. B. Sign Sheeting Type Attribution Ms. Marandino stated that although the original scope included collecting sign sheeting type as part of the data collection, including this information as part of the database to be delivered was not included. The City of Vineland expressed interest in adding this task; Atlantic and Cumberland Counties are not interested in adding this to the database. The cost to attribute the sign sheeting type would be $0.25 per sign, equating to approximately $1,300, which is above and beyond the existing contract. This will be a contract amendment that will need Policy Board approval. On motion by Robert Brewer and seconded by Kathleen Hicks, the TAC unanimously recommended Policy Board approval of this item. C. Re-appropriation of Funds Ms. Marandino explained that KS Engineers is requesting to shift $23,812.80 from expenses (reimbursable items such as lodging, meals, travel, etc.) to labor ($9,840.00 DTL) to cover the work completed during the data collection phase for Facet Technology. The cost estimate, which is made a part of the executed subcontract, broke down labor and expenses separately. This will require a modification because of the shifting of funds. The savings is attributed to the consultant spending less time in the field collecting inventory data. The requested shifting of money will be utilized to attribute additional signs and data elements. On motion by Robert Brewer and seconded by Stephen Mazur, the TAC unanimously recommended Policy Board approval of this item. Nominating Committee and TAC Credential Letters Jennifer Marandino explained that the TAC Chairman will designate a nominating committee to determine the 2016 Nominations for Chair and Vice Chair. John Peterson recommended himself, Bob Brewer and Kathleen Hicks to be on the nominating committee. Ms. Marandino also added that this year a request for Credential letters is being made to each County and Agency for the January Reorganization Meeting stating who will be the voting member and alternate voting member for TAC. Air Quality Post Processor Testing Project – Designation of Consultant Selection Committee David Heller explained that while AECOM/URS developed a new air quality post-processor, AQPP, that allows for a more seamless transition between SJTPO's CUBE travel demand model and the MOVES 2014 emissions model, before it can be utilized in a formal regional emissions analysis, it needs to be fully vetted by SJTPO staff in conjunction with the air quality interagency consultation group. Mr. Heller added that this technical study seeks consultant assistance to conduct these tests and ensure that it meets all the federal and state regulations for air quality models, as well as produces credible results. Mr. Heller stated that the RFP will be issued November 12, 2015, and will be due Wednesday, December 2, 2015. John Peterson and Stephen Mazur volunteered to serve on the Consultant Selection Committee as well as SJTPO Staff Members.

FY2015/2016 Project Status and FY2016-25 SJTPO STIP-SJ/TTF Project Jennifer Marandino explained that the current STIP has not yet been approved. Tom Wospil stated it is still awaiting EPA signoff. The most current Local Lead Project Status Chart was attached which shows both FY 2015 and 2016 projects. The TIP/STIP SJTPO Projects Chart was additionally provided for current FY 2016-2025. All projects within the SJTPO region funded through various sources (TTF, STP-SJ, CMAQ, HSIP) through FY 2019 are displayed on the chart. Mr. Wospil added that after the last (September 14th) TAC Meeting, funding ran out but NJDOT assured that they are working with SJTPO for funding sources for these projects upon approval of the new STIP. AID Grant Program: Discussion Item Andrew Tracy explained that there may be up to $1 million available for an innovative transportation project in New Jersey. This funding is available through the FHWA Accelerated Innovation Deployment (AID) program. The purpose of this program is to accelerate adoption of new and innovative methods of highway planning, design, construction, and operation, especially those featured in FHWA Every Day Counts initiatives. Mr. Tracy stated that if anyone were interested to contact him. Robert Campbell questioned if this funding source could be used for Bicycle/Pedestrian, Mr. Tracy explained that other funding sources could be used for Bike/Ped Improvements and this is for innovative projects in the State of New Jersey. Roundabout and Road Diet Pilot Studies: Update Jennifer Marandino explained that SJTPO is working alongside NJDOT on two separate pilot studies for implementation of two FHWA Proven Safety Countermeasures; Roundabout and Road Diet. Ms. Marandino explained that the memo provided to the TAC provided additional information with respect to the two efforts. Ms. Marandino added that the ultimate goal of both pilot studies is to advance projects through project delivery process and lead to construction of the safety countermeasures with funding from the Federal Highway Safety Improvement Program (HSIP). FY2016 Technical Studies: Update Jennifer Marandino explained that a memo with attachments provided additional information as to the status of the active studies as well as a timeline for the Website Development RFP. Top 10 Bottlenecked Locations State/Authority and County Local Roadways: Discussion William Schiavi explained that as a first step in the FY 2016 Congestion Management Process Activity Report, SJTPO has compiled the two lists using the Vehicle Probe Project Suite. These lists rank bottleneck locations in our region; one is for State and Authority roadways and the other is for County and Local roadways. Mr. Schiavi explained that the data used for this ranking is the three month period from June through September 2015. Mr. Schiavi added that Staff is looking for feedback from TAC on these locations, and soliciting any additional congested locations that should be incorporated into SJTPO's CMP, and requested feedback and any additional comments on this list by Wednesday, November 25, 2015. Robert Campbell used Wrangleboro Road as an example and he questioned if complaints etc. would be useful in compiling this list and should input from the municipalities be sought. Chairman Peterson stated that locations that are not on the list are what the CAC should be interested in obtaining. Kathleen Hicks added that number 19 Landis Avenue and Union Road is actually a False-Positive. 2040 RTP Update – Steering Committee: Discussion David Heller explained that a productive meeting was held prior to the TAC meeting. Any additional TAC members or CAC members are welcome to attend. If anyone has questions please contact David Heller.

Cross County Connection TMA: Current Updates/Activities William Ragozine explained that they are working with SJTA on marketing and logo development for the Route 54 shuttle, working on the English Creek Shuttle, for which surveys are being completed and marketing materials in Spanish are being produced, and are working with Buena on Safety Issues and Bicycle/Pedestrian issues.

Other Updates

Central Staff Jennifer Marandino explained that now is the time to solicit ideas and recommendations for the FY2017 UPWP.

Member Agencies John Peterson introduced Frances Brown, one of the newest staff members of Atlantic County. Robert Campbell added that the next CAC Meeting will be November 30, Vineland City Hall at 6:30. Bill Ragozine suggested that the video for the RTP may want to include a voice over stating whom exactly the CAC is, and educate people about the MPO. Thomas Wospil added that NJDOT is awaiting a Congressional Update for funding information.

Re: FY 2016 Technical Studies Update

Traffic Sign Inventory & Sign Management System; Jennifer Marandino KS Engineers, P.C.; in association with Facet Technology, Civil Solutions, Advanced Infrastructure Design, Inc. (DBE), and SignCAD Systems, Inc. The technical study is working within its second Notice to Proceed, issued on October 6th. The second Notice to Proceed is not to exceed $359.998.50. An Amendment to Subcontract Agreement was sent via email December 30th which was for a change in the scope of work and additional cost to include attribution of sigh sheeting type into the database for the City of Vineland only. Upon return with signature a Notice to Proceed will be issued for the additional $1,308.00. The partial sign attribution (Sign ID Number, Assembly ID Number, Latitude/Longitude, and MUTCD number), covered under the Second Notice to Proceed was completed on December 29th. To date a total of 57,145 signs were inventoried; Atlantic County 26,137, Cumberland County 15,145, and City of Vineland 15,863 signs. Civil Solutions will begin QA/QC on a total of 5%of the signs in each subregion (approximately 2,850 signs). The task will take several weeks to complete. During the attribution you have found a larger number of non-standard signs that KSE would like to discuss with the subregions on how to code into the SignTrack database, prior to training. KSE set up a Doodle Poll to find a mutually convenient time for a meeting to discuss how to handle these non-standard signs in the database. This meeting will also include discussions on which attributes will be added to the database for each sign type , following up on discussions had at the November TAC meeting. KSE has researched the mobile devices and related costs. An iPad Air2 is recommended for Atlantic County and the City of Vineland while Cumberland County will receive a Galaxy Note Pro. There has been discussion with the subregions with respect to telecommunication services and data plans. KSE has been coordinating with SignTrack to set up the web-based database, of which SignTrack internally has set-up the storage area and is waiting for the sign database to be delivered to upload. Training for the subregion is tentatively set up for the 2nd week in February. Representatives of KSE and SignTrack will spend the week training each subregion to be held at the offices of each subregion (location to be determined).

Task 2 (Data Collection) is substantially complete. Turning movement counts, travel time data, intersection data, and the traffic signal equipment inventory have been completed and reviewed. A draft website, which is a compilation of the complete set of data for Atlantic and Cape May Counties, was delivered On September 18th. Urban Engineers and Rodriguez Consulting presented the database on November 9th. Additional comments were solicited; the website and database are now final. A Draft Summary Report was provided January 4th with a meeting to be schedule to review the findings and discuss implementation. Task 3 and 4 (Traffic Signal Retiming and Intersection Improvement Recommendations) is ongoing. Atlantic County: The Synchro models have been completed and reviewed. Clearance intervals and conformance with MUTCD timing practices were submitted on September 16th, comments were solicited from the counties. Urban Engineers delivered an initial timing recommendations and a DRAFT two-page summary Signal Improvements Report for Atlantic County on November 23rd and are awaiting comments. A Draft Summary Report was provided January 4th with a meeting to be schedule to review the findings and discuss implementation. Cape May County: The Synchro models have been completed and reviewed. Clearance intervals and conformance with MUTCD timing practices were initiated in late November after preliminary review of the signal timings revealed clearance calculations did not conform to MUTCD practices. Urban Engineers has completed on an initial timing recommendations and the two-page summary Signal Improvements Report for Cape May County was provided on January 4th. The overall project is ahead of schedule.

Public Involvement: 2040 Regional Transportation Plan Update; Alan Huff Michael Baker, International, Inc., in association with Civic Eye Collaborative A Request for Proposals was issued on Monday, August 3, 2015, with proposals dues no later than 5PM on Tuesday, August 25, 2015. At their September 14, 2015, meeting, the consultant selection committee recommended the selection of Michael Baker, International, in association with Civic Eye Collaborative for this project, which the Policy Board later approved at their meeting on September 28, 2015. Further negotiations were conducted to bring the total cost to $90,000. The Notice to Proceed was issued October 27, 2015, and a kick-off meeting was held on Thursday, October 29, 2015. SJTPO and Michael Baker have decided to name this RTP update, “Transportation Matters – A Plan for South Jersey” in an effort to make it more accessible to the public. The draft outreach strategy and stakeholder list were delivered to SJTPO on December 30th and are largely complete, which were informed and amended by comments from the Citizen Advisory Committee and RTP Steering Committee. Michael Baker is currently in the final stages of development of the project branding and website. Civic Eye has delivered a draft promotional video to go out with the beginning of outreach. The first outreach event will be at the Millville Third Friday on January 15th with

five additional events to follow in Round 1, which will continue through the end of February. We will be holding an in-person meeting with the RTP Steering Committee to discuss Round 2 outreach, which will focus on educating the public about our process and the limitations of our resources in addressing our needs.

Year 2040 Demographic Forecasts—2040 Update (FY 2016); Bill Schiavi Center for Governmental Research (CGR), in association with RLS Demographics The project is proceeding on schedule. The consultant team Center for Governmental Research (CGR) delivered Draft I on December 11th. This draft included the baseline 2040 forecasts. This product was distributed via email on December 15, 2015, to the RTP Steering Committee. A further description of this deliverable is below. The consultants will provide an explanation of Draft I via a GoTo Meeting webconference scheduled for 1/19/16 at 2:00 PM; all interested parties may participate. The specific deliverables and their deadlines are:

A. 12/11/15 - Draft I –Baseline Forecast (Delivered) This population forecast is referred to as the "baseline" because it is constructed using the age cohort projection system; and does not yet incorporate the economic forecast. The age cohort projection system uses the birth and death rates for various age groups to project population. Each age group also has a particular migration behavior; the baseline projection incorporates this.

B. 01/19/16 - Draft II – Baseline & Economic Forecast: (In progress) The economic forecast is currently being developed by the consultants. CGR has focused on assessing the present and likely future of casino gaming in the East and the impact on Atlantic City. Other industries are also being assessed. The economic assumptions will further impact the projected net migration.

C. 02/26/16 - Final This will include the demographic scenarios that will be incorporated into the RTP. The demographic scenarios will be developed in concert with the RTP Steering Committee.

Future Project Needs Identified by TAC members:  2/2015 

Atlantic 

1. Funding  to replace approximately 45 mini & mid‐sized buses in about a 30 month timeframe in 2017, 

2018, and 2019.  This will be an extremely difficult task without an additional funding source being 

identified. 

2. Addressing the severe loss of Casino Revenue (SCDRTAP) funding, that has been the mainstay of our 

senior and disabled transportation program.  Atlantic County has gone from an annual funding 

allocation in 2008 of $ 967,700.00 to a 2015 funding allocation of only 

 $ 500,237.00.  Without replacement funding being identified soon, there is no doubt that existing 

transportation service programs will need to be curtailed in the future.

Cross County Connection Transportation Management Association (CCCTMA) would like to invite you and your staff to attend our FREE Complete Streets in South Jersey Implementation Workshop being held at Rowan College at Gloucester County on January 20, from 9:00am-2:00pm. This workshop will be valuable to communities who want to make their transportation network safe and comfortable for everyone.

This workshop will be different from previous Complete Streets events you may have attended or heard about. This workshop will have a South Jersey focus. The panelists chosen work for South Jersey’s municipalities and counties. This workshop will function as a direct peer-to peer exchange, where these elected officials, planners, engineers and other departmental staff will share their experiences firsthand and address your questions. This is a great opportunity to get a real ground level perspective on what has and has not worked from the individuals responsible for implementing their community’s Complete Streets policy. These panelists deal with the same issues, obstacles, and opportunities that you, as a member of local government, deal with on a regular basis.

Representatives from New Jersey Department of Transportation’s Division of Local Aid and Economic Development will also be on hand to share information on the funding opportunities provided through federal and state grant programs. Sustainable Jersey will give a presentation on their certification actions related to Complete Streets.

A FREE continental breakfast and lunch will be provided for all attendees! The lunch will feature a “Lunch & Learn Session,” where you can sit and have informal discussions with panelists and fellow attendees regarding their successes and obstacles in implementing Complete Streets.

CCCTMA is a non-profit organization providing a wide range of transportation-related planning services to municipal and county governments and community organizations in the following counties: Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester and Salem counties. Most of these services are provided free of charge to local governments, and are funded through a grant provided by the Federal Highway Administration.

RAIL FREIGHT SUB-COMMITTEE

Meeting Highlights

I. NJTPA’s Freight Rail Industrial Opportunity (FRIO) Corridors Program

FRIO Corridors Program aims to progress the modernization of restricted rail lines to accept current national standard weight and Plate F rail cars in order to retain and attract businesses along such corridors.

Restriction Location Database is currently in progress. NJTPA plans to develop a Land Use Database to look at feasibility as well as potential of current properties adjacent to rail lines.

II. NJDOT Rail Freight Assistance Program (RFAP) Applications are currently being accepted for State Grants under the FY 2016 RFAP.

They can be made online through SAGE from December 1, 2015 through January 15, 2016. There is currently $8 million programed for FY 2016 grants program.

III. Fixing America’s Surface Transportation (FAST) Act FAST Act was recently signed into law authorizing $305 billion over the next five years

for improve the Nation’s surface transportation infrastructure. The FAST Act includes $6.2 billion to the Nationally Freight Program which can be used for not only freight projects but also rail projects. States will also be able to obligate up to 10 percent of their freight program funds for improvements to freight rail or ports.

IV. Ongoing Rail Activities a. NJ TRANSIT Main/Bergen County Line Issues Norfolk Southern still in discussion with NJ TRANSIT to find solutions to address

deficient structures. NJ TRANSIT determined that the stress monitors (from prior NJDOT Study) on the HX Bridge are not suitable for ongoing monitoring.

b. River Draw New Jersey Transit Board of Directors approved a Design contract to be signed in

January for the bridge replacement project. Anticipate 2-year duration of design work. Environmental documentation for the project is also underway. The Design consultant is Hardesty & Hanover/Gannett Fleming Joint Venture.

c. South Jersey Port Connections Project $18.5 M project to stabilize the Delair Bridge and bring it to 286k has been completed

and is under budget. Plan to use remaining budget to connect New Jersey and Pennsylvania port as well as eventually extend rail connection to the Port of Salem. DVRPC looking to begin conversations in order to determine potential solutions.

d. Lehigh Line (Between Hunter & Aldene) 3rd Track NJ TRANSIT is completing a concept plan for a 3rd & 4th track with a 25’ separation for

freight and passenger tracks as well as PTC on all four tracks in order to accommodate the increasing freight demand and potential future increased passenger operations. Currently under concept development to include feedback received and environmental screening. NJ TRANSIT does not have any immediate plans or funds to progress work beyond this concept stage.

V. Member Updates a. Conrail Conrail continuing to advance additional improvements such as Delair Lift Span wire

ropes replacement by utilizing remaining funds from the Delair Bridge project. Port Authority sent drawings for Greenville Yard project which is moving along.

b. Norfolk Southern NS plans to fight legislation introduced in New Jersey that requires the railroads to

submit their bridge inspection reports to NJDOT. Canadian Pacific made offers to take over NS who opposes the merger. NS does not

believe STB will approve the merger.

Next Steps

NJDOT to continue to work with public and private partners to advance rail freight projects and

developments in New Jersey.

NJDOT to schedule working group meeting before the next RFAC meeting to brainstorm a list of

projects that could possibly advance through federal funding from the FAST Act.
