To create adequate administrative structures in municipalities:
Definition of Energy goals
• Reduction of costs and energy use in public sector• Reduction of green-house-gas (GHG) emissions • Development and implementation of innovative products
and services• Implementation of pilot or demonstrative projects• Gain of non-refundable funds• Stimulate the private and industrial sector to increase RES
and RUE• Encouragements for inflow of capital for investment
projects• Rise of energy culture of general and expert public• Rise the awareness on energy issue
Development of Energy Management
Adequate administrative structures in municipality:
•Energy manager (internal or external expert organization; Energy manager has specific hierarchic position)
•Direct link with decision makers: Mayor, Head of Department of Works and Services, Head of Mayor‘s office, etc;
•Cooperation with Department of Economy and Finance (possibilities of investments, budget, etc);
The role of the energy manager
Role of the energy manager – full time:•Analyses of energy supply, consumption and costs (Secure, stabile and quality of energy supply);•Preparation of RES and RUE measures (Energy Action plan – Energy concept);•Communication between decision makers and maintainers, accouters, etc;•Energy audits•Measurements of the Environmental impacts;•To create long-term strategy on energy management;•Monitoring - Energy bookkeeping•Education, motivate and raise the awareness of all employees;
Sharing of local/regional energy agency with other cities
Local or regional Energy Agency:
-Many similar action;
-Sharing of costs;
-Transfer of know – how between municipalities;
-Exchange of experiences
Financial mechanisms to facilitate energy management in public sector
- Own resources (budget)
- Private – public partnership
- Credit (Commercial banks, Eko sklad, etc)
- ESCO model – (Energy Performance Contracting EPC) problem of Municipalities‘ volume of borrowing
- National and EU founds (ELENA, IEE, IPA, Objective 3, Cohesion founds, etc)

Energy Strategy
Municipality with no strategy:
-Action plan not-created or created but weak execution
-No specific plans (in general only – like more implementation of RES);
-No sequence of action (reconstruction of heating system before of general adaptation);
-No responsible person or department for measures of RES and RUE
-The lack of founding the projects
Municipality with strategy :
-Energy Programs are sustainable and efficient: public lightening, public buildings and public transport;
-Many weak points identified during the implementation;
-Many actions done to reduce energy consumption;
-Many pilot projects (PV street lights; CHP in public buildings, PV power plant in public buildings, etc)
