FOR INSTALLATION OF 68000 SOLARPHOTOVOLTAIC LIGHTING SYSTEMS AND
S;MALL CAPACITY P\/ SYSTEMS UNDERJAWAHARLAL NEHRU NATIONAL SOL,AR
MISSION - MODIFIED SCHEME
1. lmplementation periodThe modified scheme witt be effective
for ther period from 1 Aprit ,2014 to 31 March 2015.Accordingty,
loans sanctioned from 1 Aprit2014 and up to 31 March 2015 can be
coveredunder the scheme. The earl ier scheme of caLpital subsidy
witt be ctosed as on 31 March2014.
2. Unit Cost2'1 Onty Modets approved by MNRE witt be etiglibte
for coverage under the scheme. Themodets approved by MNRE are
indicated in Ann,exure l(a)/l(b). Presentty the benchmarkcost for
SPV system is Rs.270 per Wp. The banks are etigibte to finance only
unitsconforming to the conditions/stiputations taid down by MNRE,
Ciol as indicated in theSpecial Terms and Conditions (Annexure ll
& lil]l and changed from time to time by MNRE.2.2 ln case units
are financed with cost over and above the approved unit
cost(benchmark cost), capitat subsidy witt be timiteld to the
maximum capitat subsidy ceitingas indicated in these modets.
However, in cases where the actual cost is tess than theindicative
cost of the approved models, the r:tigibte capitat subsidy wil.t be
40%/30% (asthe case may be) of the actua[ cost of the proj,ect as
indicated in Annexure l(a) and l(b).Systems manufactured by
companies/instatted by deaters not approved by MNRE witt notbe
etigibte for coverage under the scheme (For tist of approved
manufacturers pteasevisit MNRE website http://mnre.eov.in/t ist/t
ist-manufacturers-refinancine-innsm.pdf).
2.3 Revision in Unit CostBased on the prevaiting cost and
feedbiack received from NABARD, banks andmanufacturers, MNRE wit[
undertake revision in the unit cost (ben

t180/'per Wp for systerns with LED based t ighting system.
Further, capital subsidy istimited to 30% of the benchmark cost for
SPV sys;tem (with battery) of above 300 wp andupto 1000 Wp, timited
to T81/- per Wp for sy:stems with CFL based tighting system
4ndt135/- per Wp for systems with LED based tigl-rtiing system.
4'2 The above subsidy pattern witt be the sanrer for att
categories of borrowers (sC/SIwomen, sma[[ farmers, physicatty
handicappe,d, etc.) and also irrespective of thelocation of the
unit.
5. MarginBanks have to ensure that beneficiary contribrutes
margin as per RBI norms, whereverthe same is applicabte.
6. SecurityBanks may fottow RBI guidetines in this regard.
7. InsuranceBanks shoutd ensure that the units are
insur,ed.inctuded in the Total Financial Outl,av.

8.2 Gol has decided to invotve Sotar Energy Corporation of India
(SECI) and NationatHousing Bank (NHB) atso as subsidy channeli:ling
agency apart from NABARD andaccordingly, few scheduted comr'nerciat
Banks nrary be attocated to SECI/NHB. Hence, attScheduted
Commercial Banks (exctuding thosre which woutd participate in a
simitarscheme with SECI/ NHB) witt be associated with the above
scheme handted by NABAftD.9. Eligible BorrowersIndividuats, group
of individuats, sHGs, JLGs, NGo, Farmers, ctubs, Registered
Farmers,Producers Organizations etc. witt be etigibte for subsidy.
However, private/pubtic LimitedCompanies/ Corporates witt not be
etigibte.
10. Release of subsidy10.1 The etigibte borrowers shatt appty to
the branks for sanction of the project. Thebank shatl appraise the
project as per the norms and if found etigibte, sanction the
toanexctuding the margin subject to technicat feasibritity and

unit, the bank shatt arrange tpmake payment directty to the
supptier.
10'2 After sanction of the loan inctuding subsidy, the bank
shatt approach NABARD forcapitat subsidy in the specified format
(Anneixure lV). The Commerciat Banks and RREsshatt lodge their
claims with NABARD Regionat offices, through their
respectivgcontrotting offices. The District Centrat Co-operrative
Banks shatt lodge their ctaims withNABARD Regional offices through
their resper:tive State Co-operative Banks. NABARDwitI sanction and
release subsidy subject to ttre admissibitity of the claim and
avaitabititvof funds from Government of India.
10'3 As in the case of other Govt. Sponsored Scheme, the subsidy
woutd be credited t0the "Subsidy Reserve Fund Account" of the
borrower. No interest witt be charged by thebank on the subsidy
component. Subsidy witt be back-ended with a minimum tock iinperiod
of 3 years. lf the toan is repaid bef,ore three years, the borrower
wi[[ not bbetigibte for subsidy.

the rate of interest as per RBInorms.
12. Repayment periodRepayment period witt be for 5 years.
13. Misutilization of subsidyln case the unit is found to be
incomptete or the subsidy is misutitiz:ed, Bank shatt arranggto
recatl the subsidy and refund the same to I.IABARD. In the event of
loans becomingNPA beneficiary witt not be etigibte for subsidy and
the same witl lhave to be refunded.

thgformat indicated in Annexure V. Banks have to submit the

Special Terms and Conditions
1) The modets coutd be home tighting systems or inverter based
systems capabte ofhandting general AC loads.
Zl Manufacturers to provide Compact Ftuorescent lamps (CFLs) of
9 Wl11 W andLED (Light Emitting Diode) for home tighting
st/stems.
3) The battery witt be lead-acid of ftooderd etectrotyte type,
positive tubutar ptateor gel type Vatve Regulated Lead Acid and low
nnaintenance.
4) Inverter shoutd be of quasi sine wave/:;ine wave type.
5) PV modute (s) shatt contain crystattiner siticon sotar
cetts/PV modutes are to beamong indigenousty manufactured.
6) PV modutes must be warranted for their output peak watt
capacity, which shoutdnot be less than 90% at the end of 10 years
and 80% at the end of 25 years.
7) The batance of systems provided must be warranted against any
manufacturing/design/ instaUation defects for a minimum period of 5
years.
8) The manufacturer has to give an undertaking with the invoice
(Annexure lll) thatthe system offered meets the TechnicaI
requirements/ standards contained inANNEXURE-3 of the MNRE
guidetines Ref. 512:l/2009 - P&C Dated:16.6.7010 on off gridSPV
power ptant systems under National Sotar Mission.
9) Wherever deaters / others instat solar systems on behatf of
empanettedmanufacturer, the invoice has to be raised only iy the
