appointed Director of Secondary Education (9-12), after serving as a Principal in elementary, middle, and high schools for more than 20 years. Dr. Meg Ervais introduced herself as a new representative for CUSD. She will be a designated proxy for Assistant Superintendent Joshua Hill. Meg is currently the Principal of Junipero Serra High School, and has been a part of CUSD for 27 years.

6. CO-CHAIR REPORTS A. South-South (Saddleback College, SVUSD, CUSD, CCA)

Three sites saw a strong launch for the new Adults With Disabilities classes. The Mission Viejo Site has welcomed a part-time DSPS worker to provide support to AWD participants. Saddleback College is pleased to have been awarded a WIOA II Grant, along with Tustin Unified. Annie Gilbert and Jill Ibbotson are in attendance at a WIOA conference to learn the specifics of funds usage and reporting.

B. North-South (IVC, IUSD, Laguna Beach, Tustin, Coastline ROP) Dr. Greiner reported that IVC and TUSD have been asked to expand programming at the One Stop. This would include CTE, Citizenship, and AWD. She praised TUSD for the computer programs that they are currently offering at the One Stop. A reminder was offered that there is a CASAS report due on 10/31. Tied to that, D&A submissions have been received and approved so that we can systematize state outcomes and evidence reporting. Jeff Wilson (IVC AESL) reported on the focus on AESL at the college. He reports that the noncredit AESL program was new to IVC as of Fall 2016. They started with 15 sections, and have grown to 24 sections, and 700 students (also generated 23 jobs). They have developed specialized student services, and all intake is done online through CCCApply (including testing). There is currently a waitlist, but students are referred to other SOCRC member programs as needed (Saddleback College in particular). The growth has been a struggle, but very rewarding since they were able to build the program from the ground up. 10 bilingual student workers have been hired to provide support in Mandarin, Farsi, Arabic, Korean, and Russian.

7. BUSINESS A. Upcoming Requirement: Monthly Fiscal Reporting by Individual Members

The CFAD is complete, as is the Annual Plan. The state will soon require that all members submit a quarterly financial progress report. Dr. Darla Calvet reported that while this plan is in the works, no firm date has yet been established for when the first reports will be due.

15-16 Spend Deadline: A reminder was provided that all 15-169 funds must be fully expended by December 31, 2017.

16-17 Funds Progress Dr. Greiner recognized the progress made on the goals of AB86 that were possible by the 16-17 allocation. 17-18 Allocation from the State and Disbursement from the District This is the first year in which we are using a “one-pot system” (no MOE). It is anticipated that the pass-through will now be easier and faster. D&A Deadline Extension The deadline to spend D&A funds has been extended to Spring 2018.

D. Coordinating Information

What formats would the SOCRC like to see as more information needs to be shared, and decisions need to be made? Additional meetings? Work groups? Adobe Sign? Website? Emails? Etc… The Steering Committee was asked how they would like to receive information in the future as more communications are being issued on a regular (and irregular) basis. The group agreed that Adobe Sign would be a useful tool, and that members should continue to utilize the IVC website to find SOCRC information. It was requested that Kristin put together a monthly digest of SOCRC information, and send it by email. Mary Lou Vachet contributed that the other OC Consortia have monthly meetings and workgroups, and wondered whether more regular meetings would be good practice for the SOCRC. Dr. Castillo-Garrison responded that we would be discussing the formation of new work groups at this meeting, and schedules would be set accordingly.

E. Fall Professional Development: November 3

Recruiting group to assist with implementation and planning Members were asked to volunteer by email for the November 3 PD Planning Committee. Kristin would follow up by sending an email with a request for assistance. Dr. Greiner said that a focus would be on recruitment and assistance, and there would be a push to involve students in the day.

F. Marketing and Branding

Internal hurdles cleared with colleges’ Marketing Departments Formation of a Workgroup to focus on logo, mission, and messaging Workgroup will go on to work with consultant. Kristin presented an overview of research she had conducted on all of the AEBG consortia throughout the state. She reported on marketing and branding trends, including consortia developing their own logos; maintaining consortia websites that are separate from member websites (but include links); and hiring marketing companies to assist with b4rand identity development, and marketing plans. She also spoke about the state’s Elevate and Educate Campaign, which is part of a national Community College effort. The state’s campaign has included marketing webinars, and AEBG templates (PowerPoint, etc.) that are on the aebg.org site. Full Capacity Marketing is assisting the state in its efforts, and would like to work with interested consortia on developing their branding and marketing. A request for members to join a group to steer the SOCRC’s Marketing and Branding was made. This request will also be included in a solicitation for assistance email from Kristin. Members of the Marketing and Branding Group will work to solicit vendors,

and assist with developing a logo, collateral material templates, and possibly a website. The selected company will also help to set metrics for success that can be regularly monitored by the Executive Team.

G. 2017-2018 Annual Plan

1) 2017-2018 Annual Plan Review A copy of the 2017-2018 Annual Plan was included in the packet, and has also been online since August. Members were asked for comments, questions, suggestions, or changes, but none were offered. 2) South Orange County Fact Sheet Dr. Calvet explained that the CCCCO develops fact sheets for every AEBG region. The data can at times appeared skewed to us, but we should keep in mind that it is created at the state level and may not create as local a picture as we witness every day.

H. WIOA

1) Title II 2) Regional Meeting Dr. Castillo-Garrison gave a report on WIOA within the SOCRC. Saddleback College and Tustin both received WIOA awards. WIOA operates by having recipents report gains, and then the gains translate into the financial award. TUSD and SC are working to create a regional (SOCRC) process and approach to WIOA participation and reporting. To that end, a standing WIOA meeting will take place after each CASAS meeting, and all members are invited regardless of whether or not they are currently recipients. Dr. Calvet reported that she attends the WIOA meetings on behalf of the District. She stated that the state is leaning harder on CC partners to collect data so that we can better understand our students, their needs, and where they go (both physically, and into adulthood) for educational opportunities. Eventually Launchboard will be the system developed to combine funding streams and all student reporting so that we have a better picture of educational funding. Mary Lou Vachet reiterated the focus on the challenge of sharing information and data, and that measures at the state level are shut down when the legislature can’t see a clear connection. Pati Romo inquired about the reporting required for WIOA, as well as other state-funded programs. She reminded the group that there was an initiative taking place to collect social security numbers, or assign student numbers, that would follow students from childhood to adult education. Mary Lou Vachet responded that there was indeed an initiative of this type, but it never worked out as planned. Dr. Calvet stated that Launchboard is a deeper reboot of that initiative.

I. Capital Outlay Progress Updates

Tustin Chris Matos reported that TUSD has made great progress with their Capital Projects. At this point, all office space has been expanded per the plan. Classrooms have installed walls, and the Living Skills Lab is complete. The remaining project from the initial proposal is to level out the concrete and place a storage shed. There may also

be a need to address air flow, since installing the new walls has created some problems with the air conditioning. South-South Dr. Castillo-Garrison reported that Saddleback College, the City of San Juan Capistrano, CUSD, and two architects met on 9/25 to discuss the Serra site. The architects are developing concept plans, and a meeting will be set to determine which of three prospective designs would work best. The city is involved in re-envisioning the site to better meet the needs of the community. It is a great example of partnerships being leveraged across sectors.

J. Student Learning Outcomes

Formation of Workgroup to look at aligning curriculum and programs from K-12 through college We have a goal of analyzing the connections between curricula at the various SOCRC sites. We want to align Student Learning Outcomes to the fullest extent that we can in order to make transition between sites as seamless and straightforward as possible for our students. To that end we will be creating a SLO work group, and Kristin will solicit participation in her forthcoming email. Pati Romo pointed out that this initiative has been around for some time, and was branded “K-12 to College to Careers”. It was agreed that our SLO Workgroup should maintain this focus, and potentially adopt this as their name.


K. Developing a List of External Partners—Nonprofit and For-Profit

Dr. Greiner would like the group to develop a list of partners to whom we can turn to provide student support, or employment linkages. Pati Romo pointed out that a relationship with OneStops is a good option because they pay for the cost of classes.

Workgroup to review Faculty-Staff Handbook by December (currently 9 pages) A request will be sent for volunteers to review the existing Handbook so that we can report back on a final version at the December meeting.

Sue Donelson gave an update that lots of renovation is still taking place in the new classrooms. This includes installation of technology. Even with facilities expansion, classrooms are full. The goal is to complete all renovations by December 1st.

LBUSD (Dr. Greiner reporting) Student counts have gone from 10-80 for the AESL program.

IUSD (Dr. Greiner reporting) IUSD has seen a huge increase in students since AEBG because the program no longer has fees. They are in a process of expansion, and are working to balance that with stability.

TUSD Chris Matos reported that Virginia Burrows will be stepping away from AEBG, but will still be involved in CASAS. They are currently at 90% CASAS testing compliance.

Irvine Valley College Saddleback College

The HSE program is refunding HiSet test fees to students once they complete the test. They are required by HiSet to charge these fees, but the College sees it as a better investment to reimburse the students as it provides additional motivation.

College and College Advantage All Adult Education Classes are currently full. Pati Romo reported that CCA is considering an AEBG-style Fire Science program. They have this program for high school students, but have been asked to develop it further.

Coastline ROP Alita Salazar reports that they are seeing an increase in Adult Students. They feel that they are ready to partner with the rest of the consortium on course development so that they can accommodate and serve this growing group.

Orange County Department of Education Mary Lou Vachet stated that CCPA is available to students when other High School Diploma/Equivalency options are not working for them.

PROPOSED AMENDMENT TO THE 2017-2018 CONSORTIUM FISCAL ADMINISTRATION DECLARATION

TO: South Orange County Regional Consortium (SOCRC) Executive Steering Committee

PROPOSAL: An amendment to the South Orange County Regional Consortium’s 2017-2018 CFAD (Consortium Fiscal Administration Declaration) that will transfer $100,000 from Irvine Valley College’s (IVC’s) allocation to Irvine Unified School District’s (IUSD’s) allocation. This change would also appear in the 2018-2019 CFAD, contingent upon the SOCRC allocation remaining the same.

ACTION: REVIEW AND VOTE A “Yes” vote is a vote in FAVOR of amending $100,000 from IVC’s to IUSD’s from 2017-2018 funds, and 2018-2019 funds (if no changes to the consortium’s overall allocation). A “No” vote is a vote AGAINST transferring $100,000 from IVC’s to IUSD’s 2017-2018 funds, and 2018-2019 funds (if no changes to the consortium’s overall allocation).

BACKGROUND

As partners were preparing to move data to the new NOVA database for AEBG, Dr. Roberts noted that her allocation did not reflect the agreement of South Orange County Community College District Board of Trustees in October 2017, or the new sub-agreement consequently executed and signed by IUSD and SOCCCD following that meeting. That agreement allocated $400,000 annually to IUSD for 2017-2018, and 2018-2019.

Per the requirements of the Adult Education Block Grant, an updated CFAD must be signed by all members once agreement is reached. The updated CFAD will then be uploaded to the new NOVA system, and available as a record for all consortium members.

FISCAL IMPLICATIONS

If approved, the only members that will be affected by this change are Irvine Unified School District, whose AEBG allocation for 2017-2018 and 2018-2019 will be increased by $100,000; and Irvine Valley College, whose AEBG allocation for 2017-2018 and 2018-2019 will be decreased by $100,000.

Completed The South Orange County Regional Consortium, via Irvine Valley College and Saddleback College is providing adult education programs that are responsive to the need for building basic skills along career pathways. Specifically, we have developed healthcare paraprofessional courses (Dental Assistant, Pharmacy Technician and Surgical Technologist) and Adults with Disabilities courses for entry-level work and related employment skills.

Members of the SOCRC will continue to develop demand-driven skills from South Orange County Regional Vectors. We will engage with professionals from health care and dentistry to evaluate current needs for building vocational skills along these career pathways. We will also investigate and create career pathways for our adult students with disabilities.

In Progress Continued pathway development in the areas of medical care (Dental Assistant, Pharmacy Technician and Surgical Technologist) and adults with disabilities. These courses are currently not for credit. They will be moved to non-credit status in the near future and will then be classified as enhanced non-credit courses upon obtaining approval from the State of California.

Evaluate current levels and types of Title II/adult education programs

within the OC Region,

Completed The following Title II/Adult Education Programs have been developed by the SOCRC/Irvine Valley College and Saddleback College: 1) AESL and Civics/EL Civics for Adult Education learners (noncredit); 2) Courses for Adults with Disabilities to be more employment ready (noncredit); 3) Enhanced non-credit program courses for Dental Assistant, Pharmacy Technician and Surgical Technologist. .All of these programs have been designed to respond directly to local sector adult educational needs and employment preparation needs.

In Progress We will continue to develop enhanced credit adult education coursework. This will occur at Irvine Valley College and Saddleback College in conjunction with key Program Directors and faculty who know these areas. We will align curriculum and program efforts with employer needs from the key vectors of the South Orange County Region. The AESL courses currently being offered will have course components relating to life tasks such as filling out an employment application and preparing for an in-person interview.

In Progress We will conduct formal and informal evaluation of student skills through surveys and interviews as part of the Data and Accountability Study for the AEBG SOCRC program. Input from this study will refine and improve the curriculum and programs being offered to AEBG students.

As part of the Data and Accountability Study (cohort 2) for AEBG students, we will be reviewing cohort study survey and interview data and use it to inform any curriculum and program changes. One of the goals of this data collection will be to enable upward mobility for all participants, including the most at-risk students. The results of these surveys and interviews will be to increase retention and completion rates of at-risk students.

In Progress A comprehensive review of the Data and Accountability Cohort Study 2 for AEBG will provide us with measurements at the end of the year to determine if we are accomplishing mobility of students. We will use the outcomes of this data to further refine and improve our program offerings in terms of retention, persistence and completion toward vocational success.

Completed The South Orange County Regional Consortium and its members are in total alignment, coordination and integration with the Orange County Regional Workforce Group. The Compliance Officer for the SOCRC serves as an active member of the OC Regional Workforce Group. She then works with the SOCRC members to leverage existing regional structures and resources for members and partners of the Consortium. The SOCRC Co-Leads will provide leadership at these campuses.

In Progress The South Orange County Regional Consortia members will continue to coordinate their ongoing activities, programs and services. The researchers who are conducting the cohort study present a completed report of the AEBG Data and Accountability Study to the Regional Work Group for incorporation into existing programs and services being planned by the group. We will also use the Regional Work Group's 2018 Implementation Plan to drive our decision making processes and milestones.

In Process

The data results from Cohort 1 and Cohort 2 will continue to influence the alignment, coordination and integration of programs and services with regional partners. Our goal is to foster integrated service delivery of both curriculum and programs for AEBG students. We will use the cohort study data gaps to identify program needs and services as they relate to the South Orange County student population.

In Process Continued regional alignment and data-driven decision making by the South Orange County Regional Consortia with input from the Regional Work Group and its Implementation Plan. Continued leveraging of existing regional structures and resources as they become available.

In Process A year-end analysis will be conducted by the SOCRC to establish how well we responded to industry vector needs with our programs and services for AEBG students. We will then use these results to continue leveraging appropriate regional structures and resources as needed.
