INTRODUCTION OF COMPANY:-
SNG was incorporated in 1997 to do business in the field of environment. In 2000
SNG tied up With an Australian Company called AWS Clinical Waste, one of the leading
manufacturer and Operator of Bio Medical Waste management in the world. AWS was
exporting there systems all around the globe. SNG tied up with AWS to represent them in
India & Bangladesh.
In 2001 SNG successfully bid for supply and installation of Bio Medical Waste
Management equipments for 3 district hospitals of West Bengal. This tender was floated by
Health & Family Welfare Dept. Govt. of West Bengal under a World Bank Project, WBHSDP.
These systems were supplied and installed in 3 district hospitals Namely Howrah,
Kalyani & Coach Behar. These were the first Bio Medical Waste Treatment System Installed
in Eastern India.
In 2003 SNG again successfully bid and supplied 11 more systems under the same
project. These systems were installed in the District Hospitals of Barasat, Krishnagar,
Behrampore, Malda, Siliguri, Jalpaiguri, Suri, Bankura, Purlia, Burdwan and Chinsura. This
almost covered whole of Bengal.
All the above systems are maintained and operated by SNG for 5 years and then handed
over to the Government. All these systems are still operational.
In 2003 SNG was instrumental in developing standards and law for managing Infectious waste
in Bangladesh on behalf of US Consulate in Kolkata (USAD).
In 2005 UP Government, under Health Systems Development Project, funded by World Bank
floated tender for setting up 10 centralised facilities in whole of UP, dividing UP into 10
Zones. We participated and was successful got selected for 6 out of 10 Zones for 5 years (till
august 2011). These Zones are Allahabad, Agra/Aligarh, Bareilly, Gorekhpur, Kanpur and
Varanasi. Accordingly, SNG has set up Common Bio-Medical Waste Treatment Facilities in 6
Zones of UP. Facilities covered 15,000 beds per day and 46 Districts in state of Uttar
Pradesh. We have covered approximately 92 Government District Hospitals, 247 Community
Health Centres, 532 Block Primary Health Centres and many Private Hospitals/Nursing
Homes/Pathologies/Clinics and Laboratories through 70 covered body vehicles according to
Central Pollution Control Board’s Biomedical Waste Management Handling rules and
guidelines. SNG also successfully completed several Projects of Central Government and
State Government for Biomedical Waste Management i.e. W.B. Health Systems
Development Project, West Bengal, Kolkata Municipal Corporation, Kolkata, U. P. Health
Systems Development Project, Uttar Pradesh, BRD Medical College, Gorakhpur, Maha Maya

Rajkiya Allopathic Medical College, Ambedkar Nagar etc. And our currently running
Biomedical waste management projects are Moti Lal Nehru Medical College, Allahabad,
Ministry of Defence, Ordnance Clothing Factory Hospital, Northern Eastern Railway Hospital,
Employees State Insurance Corporation Hospital. U.P., Department of Health & Family
Welfare, Government of Uttar Pradesh. SNG is also in dialogue with several other state
governments for helping them in managing their Solid Waste and Bio Medical Waste.
SNG Mercantile Pvt. Ltd., in association with M/s Gartner Lee Limited of Canada, has
given Professional consulting services related to Solid Waste Management Master Plan
prepared Under the Kolkata Environmental Improvement Project (KEIP).
The KEIP Master Plan identified improvements to the solid waste Management system in
the municipality of Kolkata related to issues such as Source separation, implementation and
involvement of local communities and Entrepreneurs in waste collection, improvement of waste
transport efficiencies, and increased capacity for composting of organic wastes.
Key outputs requested by KMC for this project include:
Identifying Landfill and the most appropriate final disposal technology;
Identifying the most appropriate treatment/processing technology for the municipal waste;
Providing a detailed assessment and description of proposed PPP arrangement; and,
Preparing Terms of Reference.

2). WRITE UP ON BIO-MEDICAL WASTE TREATMENT
a) PURPOSE OF PUTTING PLANT:-
A Common Bio-medical Waste Treatment Facility (CBWTF) is a set
up where bio-medical waste generated from a number of healthcare units, and
imparts necessary treatment to reduce adverse effects that this waste may pose. The
treated waste may finally be sent for disposal in a landfill or for recycling purposes.
Installation of individual onsite treatment facilities by small healthcare units requires
comparatively high capital investment. In addition, it requires separate manpower and
infrastructure development for proper operation and maintenance of treatment
systems. The concept of CBWTF not only addresses such problems but also
prevents proliferation of treatment equipment in a city. In turn it reduces the
monitoring pressure on regulatory agencies. By running the treatment equipment at
CBWTF to its full capacity, the cost of treatment of per kilogram gets significantly
reduced. Its considerable advantages have made CBWTF popular and proven
concept in many developed countries.
CBWTF as an option has also been legally introduced in India. The Bio-medical
Waste (Management & Handling) Rules, 1998, gives an option to the bio-medical
waste generator that such waste can also be treated at the common bio-medical
waste treatment facility.

b) LAND REQUIREMENT:-
CBWTF will require minimum of 1 acre land area. So, preferably, a CBWTF be set up on a plot size of not less than one acre.
c) TREATMENT EQUIPMENT:- Following equipments are required for treatment of Bio-medical waste.
Incinerator
Autoclave
Shredder
Effluent treatment plant.
Dis-infection tank.
FUNCTION OF EACH MACHINE:-
Incinerator:- It is a controlled combustion
process where waste is completely oxidized
and harmful microorganisms present in it are
destroyed/denatured under high
temperature. It is mandatory to impart
incineration to anatomical and other types of
waste falling under categories 1 and 2.
Autoclave:- Autoclaving is a low-heat thermal
process where steam is brought into direct
contact with waste in a controlled manner and
for sufficient duration to disinfect the wastes.
For ease and safety in operation, the system
should be horizontal type and exclusively
designed for the treatment of bio-medical
waste. For optimum results, pre vacuum
based system is preferred against the gravity
type system. It shall have tamper-proof
control panel with efficient display and
recording devices for critical parameters such
as time, temperature, pressure, and date and batch number.

Shredder: - Shredding is a process by which waste is
cut into smaller pieces so as to make the wastes
unrecognizable. It helps in prevention of reuse of bio-
medical waste and also acts as identifier that the
waste has been disinfected and is safe to dispose off.
Effluent Treatment Plant: - A suitable
Effluent Treatment Plant shall be installed to
ensure that liquid effluent generated during
the process of washing containers, vehicles,
floors etc. is disposed after treatment. The
treated effluent shall comply with the
stipulated regulatory requirements.
Chemical Dis-Infection Tank: - The tank will
be used for disinfecting the plastic waste.

DISPOSAL OF TREATED BIO-MEDICAL WASTE:-
The treated bio-medical waste shall be disposed as per the following table:

3) SNG OFFERS SERVICES IN TRAINING:-
a). Objectives:
To improve the quality of health services delivered at the State health facilities by
developing skills of healthcare workers at all levels in the safe and environmentally -
sound management of healthcare waste (from segregation to disposal).
b). The aims of the training program are:
To sensitize the trainees and make them aware about Government of India's Bio
Medical Waste Management & Handling Rules.
To sensitize and train trainees in sound and efficient healthcare waste management
(HCWM).
To provide hands on experience to trainees by demonstrating cradle-to-grave steps
of waste management - segregation, handling, collection, transportation, treatment
and disposal of infectious and non-infectious waste generated from healthcare
facilities.
To facilitate development of Standard Operating Procedures (SOPs), IEC materials
and easy reference signs to be utilized at each facility.
To establish a system that quantifies and monitors the progress of implementation of
HCWM by conducting and analyzing pre and post KAP tests.
i. Preparatory activities
Selection of Team of Trainers of SNG to impart on- spot training to all the
HCPs of district hospitals of 70 districts.
Formulation of a Training Strategy.
Developing Training Calendar.
Developing Training Modules.
Developing Training Plans for regular on going training within each
facility (for long-term sustainability)
Contacting the facilities where the training will be conducted.
Selecting venue for training, finalizing dates, and session plan.
Have a consultation session with key stakeholders before finalizing
Training strategy and Training Plan.

ii. Training Program
The program will follow the on-facility training approach and training for all
healthcare staff, including doctors, nursing and HK staff.
The program will also review training of contractual sanitation staff.
iii. Monitoring
The agency will submit periodic feedback to the concerned Stakeholder.
An impact evaluation report and final training report will be submitted.
4) BMW SALIENT FEATURES.
a) Collection: Timely Collection. No spillage. Speed Desired Vehicles which fully covered according to CPCB guidelines.
b) Treatment:
Commensurate with guidelines of CPCB & UPPCB. Specific provisions to be
made for (a) disinfecting the waste in a proper way (b) recycling of water after
treatment from Effluent Treatment Plant.
c) Pit:
At the segregation point, plastics are separated from other waste & are
disposed off to rag pickers; there is every livelihood that these are recycled by
unscrupulous elements. SOLUTION: This is to be included in the scope of
main contractor so that it can be shredded before disposal.

5) METHODOLOGY FOR BMW
The treatment of BMW depends upon efficient segregation of Waste. This segregation is to
be carried out at the source. To segregate the waste at the source, SNG will train the Health
Care Staff at all levels bring awareness of various categories of waste. The waste is
categorised according to its impact on Pollution & Hazard, the categories being Hazardous &
Non hazardous. This segregation helps in selecting proper treatment methods for various
types of waste. It may be understood from above that creating awareness about the
categories of waste is of utmost importance. SNG Mercantile has devised a Training Module,
approved by U.P. Government Health Services Development Project, for all
workers/supervisors/doctors working in Health Care Establishments. First step in SNG
Mercantile Treatment Method is to train the staff to understand the process – physically & in
spirit – so that staff executes Proper care in waste collection. This Training Module is of 2
days duration each for Doctors, Paramedics & others. The total duration being 1 week. This
will be followed by a refresher Course after 12 weeks.
Scope of Work of SNG mercantile:
1) Collect the segregated Waste from various Waste Generation Points to the vehicles for
onward dispatch to the Treatment Facility. The timing & frequency of collection can be
mutually decided.
2) Record the proof of waste collection from the Authorities; this is done either by weight or by
number of beds occupied in the Laboratory/ Hospital/Wards/Operation Theatres.
3) Treat the waste collected as per Pollution Control Board Norms.
Counterpart Services:
1) To collect the segregated waste at predetermined points in the establishment so that SNG
personnel can collect the same.
2) The waste is to be collected & segregated as per Pollution Control Board Norms in Prescribed
bags/bins. (If needed these bags/bins can be supplied by SNG Mercantile.)
