SCOPE

1. This report gives basic information about the Standards and Metrology Institute for

Islamic Countries (SMIIC), its activities and major developments in 2015.

INTRODUCTION

1. The SMIIC General Secretariat has continued to place considerable emphasis on

strenghting the infrastructure of SMIIC as well as the coordinating the future

relationship and effective cooperation with its Member States and

regional/international organizations.

2. It would highlight the particular efforts made with regard to active participation of

SMIIC Member States for the cooperation in the fields of standardization, metrology

and accreditation.

3. In addition, the Report will highlight the implementation of the resolutions of SMIIC

General Assembly (GA) and Board of Directors (BOD).

BOARD OF DIRECTORS & GENERAL ASSEMBLY MEETINGS

1. 10th Meeting of the SMIIC Board of Directors (BOD) was held in Dubai, United Arab

Emirates on 03 May 2015. Membership application of Center for Standardization and

Metrology under the Ministry of Economy of the Kyrgyz Republic (CSM) to SMIIC

was unanimously accepted by Board Members and with the addition of Kyrgyz

Republic, the number of SMIIC Member States has reached 32 members. The General

Secretariat briefed the Board by presenting a comphrensive report on the latest

developments and activities of SMIIC since the last BOD meeting. During the

meeting, internal issues of the Institute such as annual budget, mandatory

contributions, revision of Internal Regulations of SMIIC and Strategy and Action Plan

(SAP) in order to establish policies and obejctives for SMIIC were discussed by the

BOD Members.

2. 8th Meeting of the SMIIC General Assembly (GA) was held in Dubai, United Arab

Emirates on 04 May 2015. The General Secretariat briefed the GA by presenting a

comprehensive report on the latest developments and activities of SMIIC since the last

GA. The report included the standardization activities of Technical Committees (TCs),

survey results regarding the use of OIC/SMIIC standards in OIC Member States and

works of Accreditation Committee in establishing a trustworthy accreditation scheme

to be implemented by the OIC Member States. For detailed information regarding the

latest developments and activities of SMIIC Metrology and Accreditation Committees,

Chairmen of these committees respectively TUBITAK-UME and TURKAK briefed

the GA by delivering their presentations/speeches. Malaysia delegation gave brief

information on the tentative programme of SMIIC Halal Conference which is planned

to be held in December 2015 in Kuala Lumpur, Malaysia and invited all the SMIIC

Members to the mentioned conference.

3. 11th Meeting of the SMIIC BOD was held in Istanbul, Republic of Turkey on 30

November 2015. The General Secretariat briefed the Board by presenting a

comprehensive report on the latest developments and activities of SMIIC since the last

BOD meeting. The General Secretariat delivered a presentation on the Introduction of

SMIIC Information System (SMIIC IS) which is a project to support the standards

development process by providing an electronic collaborative environment for the

work of SMIIC’s committees. SMIIC Committee on Standards for Conformity

Assessment (SMIIC/CCA) was established under the General Secretariat to develop

policies and publish standards related to conformity assessment. During the meeting,

internal issues of the Institute such as mandatory contributions, need for revision of

Internal Regulations of SMIIC and Strategy and Action Plan (SAP) in order to

establish policies and objectives for SMIIC were discussed by the BOD Members.

STANDARDIZATION ACTIVITIES

Current Activities of Some Technical Committees

1. The primary duty of SMIIC Technical Committees (TCs) is the development and

systematic maintenance of the OIC/SMIIC Standards according to related activities

within a particular scope of work (e.g.: TC1 Halal Food Issues, etc.).

The following TCs are existing under the umbrella of SMIIC:

TC1 Halal Food Issues

TC2 Halal Cosmetic Issues

TC3 Service Site Issues

TC4 Renewable Energy

TC5 Tourism and Related Services

TC6 Agriculture Processes

TC7 Transportation

TC8 Leather and Tanning Material

TC9 Textiles and Related Products

2. TC1 is working on the revision of the series of OIC/SMIIC Halal Standards.

OIC/SMIIC 1: 2011, General Guidelines on Halal Food

OIC/SMIIC 2: 2011, Guidelines for Bodies Providing Halal Certification

OIC/SMIIC 3: 2011, Guidelines for the Halal Accreditation Body Accrediting

Halal Certification Bodies

Compilation of questions received from TC1 Member States regarding Islamic Fiqh

matters were sent to International Islamic Fiqh Academy (IIFA).

3. TC2 is working on the formation of standards for Halal Cosmetics. Scope was defined

and the business plan was made. New Work Item Proposals were completed and

merged into the document “Halal Cosmetics and Personal Care Products: General

Guidelines” as a working draft (WD), a drafting Working Group (WG) was formed to

further work out this draft.

4. In consideration of these developments, TC1 and TC2 will prepare Committee Draft

(CD) of relevant standards in line with the resolutions of the IIFA Assembly and

Expert Committee decisions and then send the CDs to the SMIIC Standardization

Department in order to be registered as Draft Standard (DS). Upon registration,

Standardization Department will submit the DSs to the consideration of all SMIIC

Member States.

5. Unfortunalety, TC3, TC4, TC5, TC6 and TC7 have not made significant progress

since their establishments. SMIIC Standardization Department will take necessary

actions in consultation with the secretaries and members of the committees about the

structure of the mentioned TCs.

6. TC8 has been established after obtaining the sufficient number of SMIIC Member

States’ approval and commitments as P-Members (27 Members in favour, 1 against

and 1 abstained. 7 P-Members and 2 O-Members.) in the first quarter of 2015. Since

PSQCA is the originator of the proposal to establish the committee, the secretariat of

the committee is allocated to PSQCA / Pakistan. The committee is in the process of

defining the final title and the scope.

7. TC9 has been established after obtaining the sufficient number of SMIIC Member

States’ approval and commitments as P-Members (28 Members in favour, and 1

abstained. 8 P-Members and 2 O-Members.) in the first quarter of 2015. Since PSQCA

is the originator of the proposal to establish the committee, the secretariat of the

committee is allocated to PSQCA/Pakistan. The committee is in the process of

defining the final title and the scope.

8. A New Field of Technical Activity on Information Technology and Cyber Security

has been proposed by TSE-Turkey and on Halal Supply Chain by DSM-Malaysia. The

proposals have been circulated to the members for consideration.

SMIIC Information System (IS)

1. The SMIIC IS is a project to support the standards development process which will

provide an electronic collaborative environment for the work of SMIIC’s committees.

2. The SMIIC IS is aimed at harmonizing and simplifying the registration and

management of data concerning the individuals who act as SMIIC member body

representatives in technical committees, subcommittees and working groups.

3. The SMIIC IS is being designed to confer with the member bodies on the rights stated

in the SMIIC Directives and to allow them to manage the data of their representatives

in the SMIIC technical work as they wish – instead of depending, as is the current

practice, on the secretaries of SMIIC committees, and, in some cases, on the General

Secretariat.

4. Through the deployment of the SMIIC IS, it is hoped to improve the overall

management of data associated with participation in the SMIIC work and to strengthen

the overall security of the system. More specifically, the SMIIC IS will be the

database which allows SMIIC member bodies to register individuals as their

representatives on SMIIC committees and/or with other roles, such as balloters on

documents at various stages of document development, including the enquiry (DIS)

and approval (FDIS) stages.

5. Only a user registered for a given role in the SMIIC IS can have the user access to

documents directly and perform functions permitted to that role within the electronic

committee working environment, the electronic balloting application. The SMIIC IS

will support the management of all business roles in SMIIC and is being designed in

such a way that it fully implements the requirements defined by the SMIIC regarding

privacy and the protection of personal data.

6. SMIIC IS will also support the work carried out by the Metrology and Accreditation

Committee.

METROLOGY ACTIVITIES

SMIIC Metrology Committee

1. Metrology Committee (MC) was established during the 5th

SMIIC BOD Meeting and

has commenced its activities, to aid in achieving uniformity in metrology and

laboratory testing amongst OIC Member States. SMIIC MC has a total of 36 OIC

Member States’ membership (including Full and Associate Members and two liaison

organisations) as of November 2015.

2. Basic objectives of SMIIC MC are;

Having an inventory of existing calibration standards and establish a chain of

traceability reaching reference standards for each basic unit.

Acting as intermediary, for any unit, for meeting calibration requirements

which may arise at any link of the chain to be established. It shall, through its

staff of experts, certify the extent of accuracy and precision with which any

calibration laboratory offers services.

Supplying metrology services by making the most efficient use of the existing

potentials in the Member States and aid in solving their problems in the field of

metrology through coordinated research.

3. Recent activities of SMIIC MC are;

A Strategy and Action Group was established consisting of the membership of

Turkey, Bosnia and Herzegovina, Saudi Arabia, Azerbaijan, Iran and Nigeria.

The group will conduct a survey of member countries’ metrology

infrastructure and human resources and draft a strategy for the Metrology

Committee so that each member will follow up/monitor agreed MC actions in

their own region.

A Working Group Certified Reference Materials (CRMs) for Halal Foods was

established consisting of the membership of Bosnia and Herzegovina, Turkey,

Egypt, Iran and Malaysia. The working group will work on the

forming/identification of certified reference material for Halal.

Training Activities in the areas of SMIIC MC are determined as follows:

i. Fundamental Metrology Training

ii. Legal Metrology Training

iii. Scientific Metrology Training

iv. Metrology in Chemistry and Biology Training

4. Legal Metrology Training (Mass and Weighing Metrology, Metrology of Volume and

Checking the Net Content in Prepackages) was held on 02-05 November 2015 which

was hosted by National Metrology Agency of Tunisia (ANM) in coordination with

SMIIC MC Chair, SMIIC General Secretariat and The Statistical, Economic and

Social Research and Training Centre for Islamic Countries (SESRIC).

ACCREDITATION ACTIVITIES SMIIC

Accreditation Committee

1. SMIIC Accreditation Committee (AC) was established in the 1st General Assembly

(GA) Meeting of SMIIC held on 02-03 August 2010 with the aims of:

Establishing an accreditation system for the OIC Member States.

A wide awareness of the accreditation concept within the OIC member states.

Supporting member states intellectually for their efforts in establishing and

developing their accreditation agencies.

Forming human capital particularly specialized in the accreditation field.

Contribution in Islamic countries’ knowledge formation in this very field and

hence in industrial sector.

2. SMIIC Accreditation Committee (AC) is responsible for supporting actions for

establishing a sound accreditation system OIC-wide and raise awareness of the

accreditation concept within the OIC Member States. This Committee is responsible

for implementing OIC/SMIIC accreditation standards, performing peer assessment

activities and issuing related certificates.

3. The First Meeting of the Accreditation Committee (AC) was held in Istanbul,

Republic of Turkey on 04 May 2012.

4. The Second Meeting of the Accreditation Committee (AC) was held in Antalya,

Republic of Turkey on 06-07 November 2012.

Working Groups under SMIIC AC were formed.

5. The Third Meeting of the SMIIC Accreditation Committee and its Working Group

meetings were held in Dubai, United Arab Emirates, on 15-17 November 2013.

6. The Fourth Meeting of the Accreditation Committee (AC) was held in Antalya,

Republic of Turkey on 26-28 May 2014.

7. The Fifth Meeting of the Accreditation Committee (AC) was held in İstanbul,

Republic of Turkey on 09-11 September 2014.

SMIIC AC Planned Tasks and Deadlines were formed.

8. The Sixth Meeting of the Accreditation Committee (AC) was held in Dubai, United

Arab Emirates on 12-13 November 2014.

MLA Sub-Committee has been formed.

Training on SMIIC AC Peer Evaluation Mechanism was held.

9. The Seventh Meeting of the Accreditation Committee (AC) was held in Sarajevo,

Bosnia & Herzegovina on 17-19 March 2015.

10. The Eight Meeting of the Accreditation Committee (AC) was held in İstanbul,

Republic of Turkey on 29-30 August 2015. Terms of Reference (ToR) of SMIIC AC

has been revised.

11. The Ninth Meeting of SMIIC AC was held on 23 – 24 November 2015 in İstanbul,

Republic of Turkey. The main agenda of the meeting was the approval of internal

documents of SMIIC AC, re-formation of MLA Sub-Committee/Decision Board and

Formation of Advisory Board and Appeal and Complaint Sub-Committee.

12. Lead Assessor/Assessor training programme was organized on 25 - 27 November

2015 in İstanbul, Turkey to establish an expert pool which will be comprised of

Muslim experts for the implementation of halal accreditation practices under the

SMIIC AC.

AMENDMENT OF THE AGREEMENT BETWEEN REPUBLIC

OF TURKEY AND SMIIC

1. H.E. Fikri IŞIK, Minister of Science, Industry and Technology of Republic of Turkey

and H.E. İhsan ÖVÜT, Secretary General of SMIIC will sign the amendment protocol

to the Agreement Between The Government of The Republic of Turkey and The

Standards and Metrology Institute for Islamic Countries (SMIIC) on the Establishment

of SMIIC in Turkey” which determines the status, privileges and immunities of the

Institute within Turkey and was firstly published in 28/05/2011 dated Official Gazette

of Republic of Turkey.

2. The amendment protocol, which was submitted to the Grand National Assembly of

Turkey for ratification, will allow SMIIC to be exempted from all taxes including

motor vehicles tax, stamp duty, fees, value added tax, special consumption tax and

custom duties and charges in respect of articles imported or exported by the Institute

for its official use in Republic of Turkey.

COOPERATION WITH ISO

1. SMIIC General Secretariat contacted with ISO Central Secretariat to sign an

agreement on technical issues with ISO as a regional organization within the frame of

its legal activities by an official letter according to the Article 8 of the SMIIC Statute.

2. SMIIC General Secretariat strongly believes that the cooperation between ISO and

SMIIC will strengthen the cooperation between both organizations to foster

information exchange within OIC region on strategic directions and standards

projects, and to identify priorities for new standards development and provide mutual

benefit to both organizations and its committees.

3. A special meeting was scheduled with ISO Acting Secretary General on 16 September

2015 in Seoul, South Korea.

4. With this regards, Secretary General of SMIIC, Mr. İhsan ÖVÜT paid a courtesy visit

to Mr. Kevin McKinley, Secretary General of ISO on 27 October 2015, in Geneva,

Switzerland.

5. The cooperation process will be finalized after the necessary internal evaluations of

the draft agreement is completed.

COOPERATION WITH CEN-CENELEC

1. SMIIC General Secretariat contacted with CEN-CENELEC Management Centre to

sign Memorandum of Understanding on technical issues with CEN-CENELEC as a

regional organization within the frame of its legal activities by an official letter

according to the Article 8 of the SMIIC Statute.

2. SMIIC General Secretariat strongly believes that the cooperation between CEN-

CENELEC and SMIIC will establish strategic partnerships at EU and OIC level with

major foreign counterparts.

3. With this regards, Secretary General of SMIIC, Mr. İhsan ÖVÜT paid a courtesy visit

to Ms. Elena Santiago CID, Director General of CEN-CENELEC on 26 October 2015,

in Brussels, Belgium.

4. The cooperation process will be finalized after the necessary internal evaluations of

the draft agreement is completed.

GSO – TSE WORKSHOP

1. SMIIC Secretary General Mr. İhsan ÖVÜT and his accompanying delegation attended

the GCC Standardization Organization (GSO) - Turkish Standards Institution (TSE)

Workshop and GSO Technical Council on 01-02 September 2015 in Muscat, Sultanate

of Oman.

2. During the Workshop, Secretary General delivered a corporate presentation on the

activities of the SMIIC. SMIIC delegation met the Directors General of the GCC

Countries which are not yet SMIIC members and took the opportunity to invite these

countries to join the SMIIC family where they can share their experiences gained

within the GSO.

INQUIRY ON THE QUALITY INFRASTRUCTURE OF THE

OIC MEMBER STATES

1. SMIIC General Secretariat circulated a survey study in order to identify the resources

and capacity of the national standardization bodies of the OIC Member States in their

service areas.

2. The outcomes of the mentioned survey will be evaluated to enhance the possible

cooperation and capacity building alternatives among SMIIC Member States and these

feedbacks will be then compiled and presented in a report.

STRATEGY AND ACTION PLAN (SAP) OF SMIIC

1. With regards to the Strategy and Action Plan of SMIIC for 2016-2018, SMIIC

General Secretariat circulated the Strategy Framework and Members Expectation

Survey prepared by the Emirates Authority for Standardization and Metrology

(ESMA) as the Chair of SAP Committee.

2. The surveys filled by some of the SMIIC Member States were sent to ESMA for their

consideration to prepare the SAP document.

BOD Meeting to request from SAP Committee to study on the

SMIIC Strategic Plan 2016-2020 to define the actions with regards to the strategic

objectives in one month period.

1. Attendance at the meeting held by International Islamic Fiqh Academy (IIFA) held

on 11-12 February 2015 at the IIFA headquarters, Jeddah, KSA.

2. Courtesy visit to the Organisation of Islamic Cooperation (OIC) General Secretariat

on 12 February 2015.

3. Courtesy visit to the Islamic Developments Bank (IDB) headquarters on 12 February

2015.

21. Joint delegation of Gambia and Senegal paid a visit to the SMIIC headquarters on 26

August 2015.

Meeting of the SMIIC Accreditation Committee (AC) in Istanbul,

Republic of Turkey on 29-30 August 2015.

23. Attendance at the GSO-TSE Workshop and GSO Technical Council on 01-02

September 2015 in Muscat, Sultanate of Oman.

24. Attendance at the China (Ningxia) International Cooperation Forum on Halal Food

Certification held on 11-12 September 2015 in Yinchuan, Ningxia, China.

25. Meeting with Acting Secretary General of ISO during the ISO meetings held on 14-18

September 2015 in Seoul, South Korea regarding the ongoing cooperation between

SMIIC and ISO.

26. Attendance at the MA-HAL EXPO 2015 held on 15-17 October 2015 in Casablanca,

Morocco.

27. Attendance at the World Export Development Forum held on 20-21 October 2015 in

Doha, Qatar. Current level of cooperation with the International Trade Center (ITC)

was strengthened during this occasion.

28. Courtesy visit to the headquarters of the Qatar General Organization for Standards

and Metrology (QS) in Doha on 20 October 2015.

October 2015, in Manila, Philippines.

International Halal and Healthy Food Congress, 2015 in

Istanbul, Turkey on 30-31 October 2015.

31. Attendance at the International Workshop on New Certification Systems, in Istanbul,

Turkey on 01-02 December 2015.

32. Attendance at the OIC Stakeholders Forum on Unified Halal Food Standards and

Procedures which was held in the OIC Headquarters in Jeddah, KSA on 09-10

December 2015.

33. Attendance at the SMIIC Halal Conference 2015, in Kuala Lumpur, Malaysia on 14-

15 December 2015.

34. Attendance at the Thailand Halal Assembly 2015 organized on 25-27 December 2015

in Bangkok, Thailand.

CONCLUSION

1. SMIIC shall be supported in a way that:

It shall take active position in all related standardization, metrology and accreditation

activities in addition to conformity assessment as well as focusing on capacity

building, training etc. taking into consideration the needs of OIC Member States.

It shall have the role of setting common standards that are applied across the whole of

the OIC as a single market where SMIIC ensures the protection of consumers,

facilitate cross-border trade, ensure the interoperability of products, encourage

innovation and technological development, include environmental protection and

enable businesses to grow.

It shall foster the OIC economy in global trading, the welfare of Muslim community

and the environment by providing a platform for the development of OIC/SMIIC

standards and other technical specifications across a wide range of sectors as well as

the metrology and accreditation to verify - against OIC/SMIIC standards -

organizations that carry out evaluation services such as certification, verification,

inspection, testing and calibration.

It shall keep up to date its operations and provide proactive solutions in technical field

for the OIC Member States which will be mostly the emerging countries in near future

by the political support of OIC Member States.

It shall work on all elements of quality infrastructure as standardization, metrology

and accreditation prioritizing the needs of OIC Member States.

It shall focus on technical improvement and capacity building and should play a

directive function to guide the investment on laboratory etc and equal distribution of

mentioned plans in OIC Member States.

It shall closely work with especially sister OIC institutions which have various

mandates with regards to the industry, science and technology, economic development

etc. in coordination with OIC General Secretariat

2. SMIIC AC, with its important activities in the last 3 years with 9 meetings, shall be

supported in a way that:

It shall decide the requirements of accreditation and peer evaluation procedures for

halal accreditation bodies (HABs) and halal conformity assessment bodies (HCABs).

It shall develop, plan, improve and manage the implementation and maintenance of

SMIIC AC MLA for Accreditation Bodies/Authorities operating in OIC Member

States accrediting Halal Conformity Assessment Bodies.

It shall act as an umbrella organization to provide peer evaluations for halal issues to

the ABs.

It shall provide technical assistance by nominated experts from member states for

states to establish their own accreditation bodies.

It shall deepen the experiences of the states with accreditation bodies.

It shall operate as an independent and impartial body according to SMIIC AC ToRs.

CHAMP D’APPLICATION

1. Ce rapport donne des informations de base sur l’Institut de Normalisation et de

Métrologie des Pays Islamiques (INMPI), ses activités et ses développements majeurs

pour l’an 2015.

INTRODUCTION

1. Le Secrétariat Général de l’INMPI continue à accorder une attention particulière au

renforcement de l’infrastructure de l’INMPI aussi bien qu’à la coordination de futurs

rapports et de coopération effective avec ses États Membres et les organisations

régionales/internationales.

2. Il devrait souligner les efforts particuliers liés à la participation active des États

Membres de l’INMPI pour la coopération dans les domaines de normalisation, de

métrologie et d’accréditation.

3. De plus, le rapport mettra l’accent sur la mise en œuvre des résolutions de

l’Assemblée Générale (AG) de l’INMPI et du Conseil d’Administration (CAD).

CONSEIL D’ADMINISTRATION & RÉUNIONS

D’ASSEMBLÉE GÉNÉRALE

1. La 10ème Réunion du Conseil d’Administration (CAD) de l’INMPI a été tenue à

Dubaï, Émirats Arabes Unis le 03 mai 2015. La demande à l’adhésion du Centre de

Normalisation et de Métrologie sous l’égide du Ministère de l’Économie de la

République kirghise (CNM) à l’INMPI a été acceptée à l’unanimité par les Membres

du Conseil. Avec l’addition de la République kirghise, le nombre des États Membres

de l’INMPI a atteint 32 membres. Le Secrétariat Général a communiqué des

informations au Conseil et ce en soumettant un rapport exhaustif sur les derniers

développements et activités de l’INMPI depuis la dernière réunion du CAD. Durant la

réunion, les questions internes de l’Institut comme le budget annuel, les contributions

obligatoires, la révision des Régulations Internes de l’INMPI ainsi que la Stratégie et

le Plan d’Action (SAP) visant à établir des politiques et des objectifs pour l’INMPI ont

été débattues par les Membres du CAD.

2. La 8ème Réunion de l’Assemblée Générale (AG) de l’INMPI a été tenue à Dubai,

Émirats Arabes Unis le 04 mai 2015. Le Secrétariat Général a informé l’AG via un

rapport exhaustif des derniers développements et activités de l’INMPI depuis la

dernière AG. Le rapport portait sur les activités de normalisation des Comités

Techniques (CT), les résultats d’enquête relatifs à l’usage des normes OCI/INMPI

dans les États Membres de l’OCI et aux travaux du Comité d’Accréditation eu égard à

l’établissement d’un système d’accréditation fiable qui serait mis en œuvre par les

États Membres de l’OCI. Pour des informations détaillées sur les derniers

développements et activités des Comités de Métrologie et d’Accréditation de l’INMPI,

les chefs de ces Comités TUBITAK-UME et TURKAK ont respectivement informé

l’AG moyennant leurs présentations et discours. La délégation malaisienne a donné de

brèves informations sur le projet de programme de la Conférence Halal de l’INMPI

qui devrait se tenir en décembre 2015 à Kuala Lumpur, Malaisie et a appelé tous les

Membres de l’INMPI à prendre part à ladite conférence.

3. La 11ème Réunion du CAD de l’INMPI a été tenue à Istanbul, République de Turquie

le 30 novembre 2015. Le Secrétariat Général a informé le Conseil par la soumission

d’un rapport exhaustif sur les derniers développements et activités de l’INMPI depuis

la dernière réunion du CAD. Le Secrétariat Général a donné une présentation sur

l’Introduction du Système d’Information de l’INMPI (SI INMPI). C’est un projet qui

vise à appuyer le processus du développemnt des normes en fournissant un

environnement collaboratif électronique pour le travail des comités de l’INMPI. le

Comité de Normes pour l’Évaluation de Conformité (CEC/INMPI) a été établi sous

l’égide du Secrétariat Général pour élaborer des politiques et diffuser des normes liées

à l’évaluation de conformité. Durant la réunion, les questions internes de l’Institut

dont entre autres les contributions obligatoires, le besoin de réviser les Régulations

Internes de l’INMPI, la Stratégie et le Plan d’Action (SAP) pour l’établissement de

politiques et des objectifs pour l’INMPI, ont été débattues par les Membres du CAD.

ACTIVITÉS DE NORMALISATION

Activités courantes de quelques Comités Techniques

1. La première mission des Comités Techniques de l’INMPI (CT) est le développement

et le maintien systématique des Normes OCI/INMPI conformément aux activités

relatives dans un cadre spéciphique de travail (ex : CT1 Questions des Aliments Halal,

etc.).

Les CT suivants existent sous l’ombrelle de l’INMPI:

2. Le CT 1 s’intéresse à la revision des series des Normes Halal OCI/INMPI.

Compilation des questions reҫues des États Membres du CT1 concernant les questions

Islamiques du Fiqh ont été envoyées à l’Académie Internationale Islamique du Fiqh

(AIIF).

3. Le CT2 travaille dans la formation des normes de cosmétiques Halal. Le champ

d’application a été défini et le plan d’affaires a été fait. Les propositions des Nouveaux

Points de Tavail ont été complétées et insérées au document « Cosmétiques Halal et

Produits de Soin Personnel : Lignes Directrices » comme un projet de travail (PT), un

Groupe de Travail de rédaction (GT) a été formé pour faire une étude élaborée sur ce

projet.

4. Compte tenu de ces développements, le CT 1 et CT 2 formeront un projet de Comité

(PC) pour les normes concernées en accord avec les résolutions de l’Assemblée de

l’AIIF et des décisions du Comité d’Experts et ensuite envoient les PC au département

de Normalisation de l’INMPI pour être enregistrés en tant que Projet de Norme (PN).

Après l’enregistrement, le Département de Normalisation soumettra les PN pour

examen de tous les États Membres de l’INMPI.

5. Malheureusement, les CT 3, CT4, CT5, CT6 et CT7 n’ont pas réalisé de succès

significatif depuis leur création. Le Département de Normalisation de l’INMPI

entreprendra des actions nécessaires en consultation avec les secrétaires et membres

des comités quant à la structure desdits CT.

6. Le CT8 a été établi après l’obtention du nombre suffisant d’approbation de la part des

États Membres de l’INMPI et des engagements en tant que P-Membres (27 Membres

pour, 1 contre et 1 abstenu. 7P-Membres et 2 O-Membres.) dans le premier trimestre

de 2015. Étant donné que le PSQCA est l’auteur de la proposition relative à

l’établissement du Comité, le secrétariat du comité est confié au PSQCA/Pakistan. Le

comité est en train de définir le titre final et le champ d’action.

7. Le CT 9 a été établi après l’obtention du nombre suffisant d’approbation de la part des

États Membres de l’INMPI et des engagements en tant que P-Membres (28 Membres

pour, 1 abstenu. 8P-Membres et 2 O-Membres.) dans le premier trimestre de 2015.

Étant donné que le PSQCA est l’auteur de la proposition relative à l’établissement

du Comité, le secrétariat du comité est confié au PSQCA/Pakistan. Le comité est en

train de définir le titre final et le champ d’action.

8. Un nouveau domaine d’Activité Technique sur la Technologie d’Information et la

Cyber Sécurité a été proposé par TSE-Turquie et sur la Chaîne d’Approvisionnement

Halal par DNM-Malaisie. Les propositions ont été distribuées aux membres pour

considération.

Système d’Information de l’INMPI (SI)

1. L’INMPI SI est un projet visant à soutenir l’élaboration du processus des normes qui

fournira un environnement électronique collaborative pour le travail des comités de

l’INMPI.

2. L’INMPI SI vise à harmoniser et à simplifier l’enregistrement et la gestion des

données relatives aux individus qui agissent en tant que représentants d’organisme

membre de l’INMPI dans les comités techniques, les sous-comités et les groupes de

travail.

3. L’INMPI SI est conҫu pour se concerter avec les organismes membres vis-à-vis des

droits cités dans les directives de l’INMPI et leur permettre de gérer, à leur grè, les

données de leurs représentants dans le travail technique de l’INMPI– au lieu de

dépendre, comme il en est le cas actuellement, sur les secrétaires des comités de

l’INMPI, et dans certains cas, sur le Secrétariat Général.

4. En dépit du déploiement de l’INMPI SI, l’on espère de promouvoir la gestion globale

de données outre la participation au travail de l’INMPI et de renforcer la sécurité

globale du système. Plus précisément, l’INMPI SI sera la base de données qui

permette aux organismes membres de l’INMPI d’enregistrer des individus comme

leurs représentants sur les comités de l’INMPI et/ou d’autres rôles, dont les votants sur

documents durant les différentes phases de l’élaboration du document, y compris les

phases d’enquête (DIS) et d’approbation (FDIS).

5. Seulement un utilisateur chargé d’une fonction donnée dans l’INMPI SI pourrait avoir

accès directement à l’utilisation de documents et exécuter des fonctions autorisées par

ledit rôle dans le cadre de l’environnement de travail du comité électronique, du

portail de vote électronique. L’INMPI SI soutiendra la gestion de tous les rôles de

l’INMPI ; il est conҫu de manière à mettre en œuvre de manière exhaustive toutes les

exigences définies par l’INMPI en ce qui concerne la confidentialité et la protection

des données personnelles.

6. L’INMPI SI soutiendra également le travail effectué par le Comité de Métrologie et

d’Accréditation.

ACTIVITÉS DE MÉTROLOGIE

Comité de Métrologie de l’INMPI

1. Le Comité de Métrologie (CM) a été établi Durant la 5ème Réunion du Conseil

d’Administration de l’INMPI ; il a entamé ses activités dans le but de contribuer à

atteindre l’uniformité en matière de métrologie et d’essai en laboratoire parmi les États

Membres de l’OCI. Le CM INMPI a un total d’adhésion de 36 États Membres de

l’OCI (y compris Membres à part entière et associés et deux organisations de liaison)

juqu’au novembre 2015.

2. Les objectifs de base du CM de l’INMPI sont;

Avoir un inventaire des Normes d’étalonnage en place et établir une chaîne de

traҫabilité munie de normes de référence pour chaque unité de base.

Agir comme intermédiaire, pour toute unité, en vue de satisfaire les exigences

d’étalonnage qui pourraient surgir à un quelconque lien de la chaîne pour son

établissement. Moyennant son groupe d’experts, il certifie le degré de

précision et d’exactitude dont dispose tout laboratoire d’étalonnage offrant des

services.

Fournir des services de métrologie dans les États Membres en optimisant

l’usage du potentiel existant et contribuant à résoudre leurs problèmes dans le

domaine de la métrologie via des recherches de coordination.

Les activités récentes du CM de l’INMPI ;

Un Groupe de Stratégie et d'Action a été créé. Il est composé de la Turquie, la Bosnie-

Herzégovine, l'Arabie saoudite, l'Azerbaïdjan, l'Iran et le Nigeria. Le groupe procédera

à une enquête sur l'infrastructure métrologique et les ressources humaines des pays

membres et élaborera une stratégie pour le Comité de Métrologie afin que chaque

membre suit / surveille les actions convenues du CM dans sa propre région.

Un Groupe de Travail sur les Matériaux de Référence Certifiés (CRM) pour

l’Alimentation Halal a été créé. Il est composé de la Bosnie-Herzégovine, la Turquie,

l'Égypte, l'Iran et la Malaisie. Le groupe de travail va travailler sur la formation /

l’identification du matériau de référence certifié pour Halal.

Des activités de formation dans les domaines du CM de l’INMPI sont déterminées

comme suit :

i. Formation en Métrologie Fondamentale

ii. Formation en Métrologie Légale

iii. Formation en Métrologie scientifique

iv. Formation en Métrologie dans les domaines de la Chimie et la Biologie

4. La Formation en Métrologie Légale (la Métrologie des Masses et des Poids, la Métrologie

des volumes et le Contrôle du Contenu Net des Produits Préemballés) a eu lieu du 2 au 5

novembre 2015 et a été accueillie par l'Agence Nationale de Métrologie de la Tunisie (ANM)

en coordination avec le Président du CM de l’INMPI, le Secrétariat général de l’INMPI et le

Centre de Recherches Statistiques, Économiques et Sociales et de Formation pour les Pays

Islamiques (SESRIC).

ACTIVITÉS D’ACCRÉDITATION

Comité d’Accréditation de l’INMPI

1. Le Comité d’Accréditation de l’INMPI (CA) a été crée lors de la 1ère

Réunion de

l’Assemblée Générale (AG) de l’INMPI qui a eu lieu les 2 et 3 août 2010 dans le but

de :

Mettre en place un système d’accréditation pour les États Membres de l’OCI.

Sensibiliser au concept d’accréditation au sein des États Membres de l’OCI.

Soutenir intellectuellement les efforts des États Membres pour établir et développer

leurs agences d'accréditation.

Former un capital humain spécialisé, en particulier, dans le domaine de

l'accréditation.

Contribuer à la formation de la connaissance des Pays Islamiques dans ce domaine et

par conséquent dans le secteur industriel.

2. Le Comité d’Accréditation de l’INMPI (CA) est responsable des actions visant à

soutenir l'établissement d'un système judicieux étendu d'accréditation de l'OCI et à

sensibiliser au concept d'accréditation au sein des États Membres de l'OCI. Ce comité

est chargé de la mise en œuvre des normes d'accréditation de l'OCI/INMPI, de

l'exécution des activités d'évaluation par les pairs et de la délivrance des certificats

pertinents.

3. La Première Réunion du Comité d’Accréditation de l’INMPI (CA) a eu lieu à Istanbul,

République de Turquie, le 4 mai 2012.

4. La Deuxième Réunion du Comité d’Accréditation de l’INMPI (CA) a eu lieu à

Antalya, République de Turquie, les 6 et 7 novembre 2012.

Des Groupes de Travail sous l’égide du CA de l’INMPI ont été formés.

5. La Troisième Réunion du Comité d’Accréditation de l’INMPI (CA) ainsi que les

réunions de ses Groupes de Travail ont eu lieu à Dubaï, EAU, du 15 au 17 novembre

2013.

6. La Quatrième Réunion du Comité d’Accréditation de l’INMPI (CA) a eu lieu à

Antalya, République de Turquie, du 26 au 28 mai 2014.

7. La Cinquième Réunion du Comité d’Accréditation de l’INMPI (CA) a eu lieu à

Istanbul, République de Turquie du 9 au 11 septembre 2014.

Les Tâches et les Dates d’échéance prévues pour le CA de l’INMPI ont été

déterminées.

8. La Sixième Réunion du Comité d’Accréditation de l’INMPI (CA) a eu lieu à Dubaï,

EAU, les 12 et 13 novembre 2013.

Le Sous-comité MLA a été formé.

Une formation sur le Mécanisme d’Évaluation par les Pairs du CA de l’INMPI

a eu lieu.

9. La Septième Réunion du Comité d’Accréditation de l’INMPI (CA) a eu lieu à

Sarajevo, Bosnie-Herzégovine, du 17 au 19 mars 2015.

10. La huitième Réunion du Comité d’Accréditation de l’INMPI (CA) a eu lieu à Istanbul,

République de Turquie, les 29 et 30 août 2015. Les Termes de Référence (TdR) du

CA de l’INMPI ont été révisés.

11. La Neuvième Réunion du Comité d’Accréditation de l’INMPI (CA) a eu lieu, les 23 et

24 novembre 2015, à Istanbul, République de Turquie. Le point principal de l’ordre du

jour de la réunion a été l'approbation des documents internes du CA de l’INMPI, la

reformation du Sous-comité MLA / de la Décision du Conseil et la Formation du

Conseil Consultatif et du Sous-comité d'Appel et de Plainte.

12. Le programme de formation des évaluateurs principaux a été organisé du 25 au 27

novembre 2015, à Istanbul, Turquie afin de former un groupe d'experts qui sera

composé d'experts musulmans pour la mise en œuvre des pratiques d'accréditation

Halal sous l’égide du CA de l’INMPI.

AMENDEMENT DE L'ACCORD ENTRE LA RÉPUBLIQUE

DE TURQUIE ET L’INMPI

1. S.E Fikri IŞIK, le Ministre de la Science, de l’Industrie et de la Technologie de la

République de Turquie et S.E İhsan ÖVÜT, le Secrétaire général de l’INMPI

signeront le protocole d'amendement à l'Accord entre le Gouvernement de la

République de Turquie et l’Institut de Normalisation et de Métrologie des Pays

Islamiques (INMPI) sur la création de l’INMPI en Turquie, qui détermine le statut, les

privilèges et immunités de l'Institut en Turquie et qui a été, tout d'abord, publié le

28/05/2011 dans le Journal Officiel de la République de Turquie.

2. Le protocole d'amendement, qui a été soumis à l'Assemblée nationale de Turquie pour

la ratification, permettra à l’INMPI d'être exempté de toutes taxes y compris la taxe

sur les véhicules à moteur, les droits de timbre, les frais, la taxe sur la valeur ajoutée,

la taxe spéciale de consommation, les droits de douane et les taxes afférentes aux

articles importés ou exportés par l'Institut pour son usage officiel dans la République

de Turquie.

COOPÉRATION AVEC ISO

1. Le Secrétariat général de l’INMPI a contacté le Secrétariat central de l'ISO, par le

biais d’une lettre officielle, afin de signer un accord sur les questions techniques avec

l'ISO, et ce en tant qu'organisation régionale, dans le cadre de ses activités juridiques

selon l'Article 8 du Statut de l’INMPI.

2. Le Secrétariat général de l’INMPI croit fermement que la coopération entre l'ISO et

l’INMPI renforcera la coopération entre les deux organisations pour favoriser

l'échange des informations au sein de la région de l'OCI sur les orientations

stratégiques et les projets de normalisation, identifier les priorités pour le

développement de nouvelles normes et fournir des avantages mutuels pour les deux

organisations et leurs comités.

3. Une réunion spéciale a été prévue avec le Secrétaire général par intérim de l’ISO, le

16 septembre 2015 à Séoul, Corée du Sud.

4. A cet égard, le Secrétaire général de l’INMPI, M. İhsan ÖVÜT a rendu une visite de

courtoisie à M. Kevin McKinley, le Secrétaire général de l'ISO, le 27 octobre 2015, à

Genève, Suisse.

5. Le processus de coopération sera finalisé après que les évaluations internes

nécessaires du projet d'accord seraient terminées.

COOPÉRATION AVEC LE CEN-CENELEC

1. Le Secrétariat général de l’INMPI a contacté avec le Centre de Gestion du CEN-

CENELEC, par le biais d’une lettre officielle, afin de signer un Mémorandum d'Entente sur

les questions techniques avec le CEN-CENELEC, et ce en tant qu’organisation régionale dans

le cadre de ses activités juridiques, selon l'Article 8 du Statut de l’INMPI.

2. Le Secrétariat général de l’INMPI croit fermement que la coopération entre le CEN-

CENELEC et l’INMPI permettra d’établir des partenariats stratégiques au niveau de l’UE et

de l'OCI avec les principaux homologues étrangers.

3. A cet égard, le Secrétaire général de l’INMPI, M. İhsan ÖVÜT a rendu une visite de

courtoisie à Mme Elena Santiago CID, la directrice générale du CEN-CENELEC, le 26

octobre 2015, à Bruxelles, Belgique.

4. Le processus de coopération sera finalisé après que les évaluations internes nécessaires du

projet d'accord seraient terminées.

ATELIER GSO – TSE

1. le Secrétaire général de l’INMPI, M. İhsan ÖVÜT et sa délégation ont assisté à l’atelier

organisé par l'Organisation de Normalisation de CCG (GSO) – L’Institut Turc de

Normalisation (TSE) et le Conseil technique du GSO, les 1er

et 2 septembre 2015, à Muscat,

Sultanat d'Oman.

2. Au cours de l'atelier, le Secrétaire général a fait une présentation générale sur les activités

de l’INMPI. La délégation de l’INMPI a rencontré les directeurs généraux des pays du CCG

qui ne sont pas encore membres de l’INMPI et a saisi l'occasion pour inviter ces pays à se

joindre à la famille de l’INMPI où ils peuvent partager leurs expériences acquises au sein du

GSO.

ENQUÊTE SUR L’INFRASTRUCTURE QUALITÉ DES

ÉTATS MEMBRES DE L’OCI

1. Le Secrétariat général de l’INMPI a diffusé une étude d'enquête afin d'identifier les

ressources et les capacités des organismes nationaux de normalisation des États Membres de

l'OCI dans leurs domaines de services.

2. Les résultats de l'enquête mentionnée seront évalués pour améliorer la coopération et le

renforcement des capacités alternatives possibles entre les États Membres de l‘INMPI et ces

commentaires seront ensuite compilés et présentés dans un rapport.

STRATÉGIE ET PLAN D’ACTION (SAP) DE L’INMPI

1. En ce qui concerne la Stratégie et le Plan d'Action de l’INMPI pour 2016 - 2018, le

Secrétariat général de l’INMPI a communiqué l'Enquête sur le Cadre stratégique et les

Attentes des Membres préparée par l'Autorité de Normalisation et de Métrologie des Émirats

(ESMA) qui assure la présidence du Comité de la SAP.

2. Les questionnaires remplis par quelques États Membres de l’INMPI ont été envoyés à

l'ESMA pour examen afin de préparer le document de la SAP.

3. Il est décidé lors de la 11ème

Réunion du Conseil d’Administration de demander au Comité

de la SAP d’étudier le Plan Stratégique de l’INMPI 2016-2020 pour définir les actions

concernant les objectifs stratégiques dans une période d’un mois.

1. Présence à la réunion tenue par l’Académie Islamique Internationale du Fiqh (AIIF)

CONCLUSION

1. L’INMPI sera soutenu de manière à :

Entreprendre une position active dans toutes les activités liées à la normalisation, la

métrologie et l’accréditation en plus de l’évaluation de conformité, la focalisation sur

le renforcement de capacités, la formation etc. en tenant compte des besoins des États

Membres de l’OCI.

Avoir un rôle à jouer dans l’élaboration des normes communes qui sont appliquées de

par la région de l’OCI comme un marché unique où l’INMPI assure la protection des

consommateurs, facilite le commerce transfrontalier, garantit l’interopérabilité de

produits, encourage l’innovation et le développement technologique, inclut la

protection environnementale et permet la croissance des affaires.

Renforcer l’économie de l’OCI en termes de commerce global, de bien-être de

communauté musulmane et d’environnement par la fourniture d’une plateforme pour

l’élaboration des normes OCI/INMPI et autres spécifications techniques à travers un

large éventail de secteurs outre la métrologie et l’accréditation pour vérifier – outre les

normes OCI/INMPI- les organisations qui offrent des services d’évaluation comme la

certification, la vérification, l’inspection, le test et l’étalonnage.

Continuer à mettre à jour ses opérations et fournir des solutions proactives dans le

domaine technique pour les États Membres de l’OCI qui seront probablement des pays

émergents dans le future proche moyennant l’appui politique des États Membres de

l’OCI.

Travailler sur tous les éléments des infrastructures de qualité comme la normalisation,

la métrologie et l’accréditation tout en priorisant les besoins des États Membres de

2. CA INMPI, avec ses activités importantes durant les 3 dernières années avec 9

Décider des exigences de l’accréditation et des procédures d’évaluation par les pairs

pour les organismes d’accréditation halal (OAH) et les organismes d’évaluation de

conformité halal (OECH).

Élaborer, planifier, améliorer et gérer la mise en œuvre et l’entretien du MLA CA

INMPI pour les Organismes/Autorités d’Accréditation opérant dans les États

Membres accréditant les organismes d’évaluation de conformité halal.

Agir en tant qu’organisation-cadre pour fournir des évaluations par les pairs pour les

questions du halal aux OA.

Fournira une assistance technique en nommant des experts des États Membres, pour

les États, en vue d’établir leurs propres organismes d’accréditation.

األهداف األساسية للجنة المقاييس التابعة لمعهد المواصفات والمقاييس للدول اإلسالمية هي: .1

إعداد قائمة لحصر ما هو قائم من مواصفات مستخدَمة في المعايرة، وإنشاء سلسلة لتتبع

المواصفات المرجعية لكل وحدة أساسية.

يُعتبر استحداث نظام للمعلومات تابع لمعهد المواصفات والمقاييس للدول اإلسالمية مشروًعا .5

يوفر بيئة تعاونية إلكترونية لعمل لجان المعهد. يهدف إلى دعم عملية إعداد المواصفات، بما

قامت األمانة العامة لمعهد المواصفات و ، في دبي، باإلمارات العربية المتحدة.2015 أيار

والمقاييس للدول اإلسالمية بإحاطة الجمعية العمومية بآخر المستجدات التي شهدها المعهد وآخر

األنشطة التي قام بها منذ انعقاد اجتماعها األخير، وذلك بتقديم تقرير شامل عن هذا الشأن.

الخاصة باستخدام مواصفات اتتائج المسوحللجان الفنية، ون التقييسوتضمن التقرير أنشطة

للدول اإلسالمية في الدول األعضاء في منظمة التعاون اإلسالمي/ معهد المواصفات والمقاييس

كي تنفذها ،منظمة التعاون اإلسالمي، وأعمال لجنة االعتماد بشأن إعداد خطة اعتماد موثوق فيها

ما يتعلق بالمعلومات التفصيلية عن آخر الدول األعضاء في منظمة التعاون اإلسالمي. وفي

المستجدات واألنشطة الخاصة بلجنتي المقاييس واالعتماد التابعتين لمعهد المواصفات والمقاييس

المجلس التركي ألبحاث -المعهد الوطني للمقاييس -للدول اإلسالمية، قام رئيسا هاتين اللجنتين

بإحاطة الجمعية العمومية بهذه المعلومات، بتقديم - العلوم والتكنولوجيا، وهيئة االعتماد التركية

قدم وفد ماليزيا معلومات موجزة عن البرنامج التجريبي لمؤتمر وإلقاء كلمتهما. عرضهما/
