MARAFIQ 3
• Power and Water Utility Company for Jubail and Yanbu • Private joint-stock utility company established under Royal
Decree in October 2000 • Officially started operations on 1 January 2003 • Multi-utility: one-stop shop for existing and new users
4
• Power Generation, Transmission and Distribution • Seawater Cooling • Desalination (Process Water and Potable Water) • Industrial & Sanitary Wastewater Treatments • Irrigation Water and Reclaimed Water • Sales Gas distribution to Light Industries
MARAFIQ
OBJECTIVE
Introduce the regulations set by ECRA for the Small-Scale Solar PV Systems as well as its benefits to the consumers.
5
• New regulations issued for Small-Scale Solar PV Systems.
• Will come into force on July 1, 2018. • As part of Vision 2030, ECRA aims to
create an encouraging environment. • Saudi Arabia targets to generate
around 9.5 GW of electricity from such sources.
• Vital step forward towards the realization of the deployment of renewable energy in Saudi Arabia.
6
INTRODUCTION
• Solar Panels : Convert sunrays into electricity.
• Inverter: Converts electricity from DC to AC (grid voltage).

KEY FACTORS FOR SOLAR PERFORMANCE
• Irradiance: Is a measure of the amount of sunlight falling on a surface.
• Temperature: The warmer the solar cells get, the less efficient they are!
• Shading: Shading has a large effect on solar cells efficiency so solar panels should be located such that there will be no shadows on them.
• Soiling: Dirty solar panels produce less electricity.

SAUDI ARABIA SOLAR MAP 10
Average Range of expected generated electricity by Solar PV in Yanbu
15-32 kWh/m2/month
Average Range of expected generated electricity by Solar PV in Jubail
14-30 kWh/m2/month
Typical System Losses 14% (Soiling, shading, mismatches, wiring, connections, nameplate rating, availability)
Typical range of DC-to-AC Size ratio 1.10 to 1.25
Range of PV module efficiencies available in the market
12.4 % - 22.2%

HELPFUL FIGURES
SOLAR PANEL EFFICIENCIES BY MANUFACTURER 12
Eligibility: • Be a customer of the DSP • System to be connected to
Distribution System • Not less than 1kW and not
exceed 2000kW in one premises.
• Not exceed aggregated capacity of 5000kW (for the same consumer at different premises in one distribution system)
13 SUMMARY OF ECRA REGULATIONS FOR SMALL-SCALE SOLAR PV SYSTEM
Limitations: • Not exceed the connected
load. • Not exceed 3 % of the
preceding year peak load within the distribution operating area.
• Not exceed 15 % of the rated capacity of the transformer.
14 SUMMARY OF ECRA REGULATIONS FOR SMALL-SCALE SOLAR PV SYSTEM
Required Metering Arrangement: • First Meter (Main Meter) Bidirectional meter Measures energy injected
and consumed DSP bears the cost of meter.
• Second Meter Applicable if capacity
exceeds 100kW. Measures energy generated
by the PV system. Consumer bears the cost of
such meter. Net Metering
Arrangement allowing you to receive credit for surplus energy sent to grid through a bi-directional energy meter.
15 SUMMARY OF ECRA REGULATIONS FOR SMALL-SCALE SOLAR PV SYSTEM
• Consumer energy bill reduces. • Generation is during day time
when demand is more. • Solar generation on vacations is
not wasted since it is sent to the grid and credit is given.
• No need for batteries. • Utilizes idle roofs, open spaces etc. • Generation of environmentally
clean energy. • Allows small consumers to take
benefit of and participate in renewable energy generation.
