State Emergency Operations Center Activation Level: Full Activation

On Saturday October 29, 2011 at 2:00 PM Governor Dannel Malloy activated the State Emergency Operations Center.

The State EOC is fully staffed with additional partners.

Summary

Statewide, road conditions have improved however debris continues to be a problem. Major power outages

exist. Local entities are opening shelters and warming centers as needed and are engaged in providing other

public services. Debris Management, Commodities, Mass Care & Sheltering, Fuel and Communications

Restoration Task Forces have been established. Two storm related traffic collision fatalities have occurred, one

in Hebron, one in Hartford.

At the request of Governor Malloy, the President has issued an emergency declaration FEMAA-3324-EM for the

State of Connecticut. This emergency declaration authorizes FEMA to provide emergency protective measures,

limited to direct federal assistance, at 75 percent federal funding. This assistance is for all eight counties in the State

of Connecticut.

The following notice is posted on the DEMHS Web Site Notification Page:

All state employees, including non-essential employees, are expected to report to work as scheduled unless their

worksite is closed and they have not been required to report to an alternate office. A list of state buildings that are

currently closed can be found below. Non-essential employees may also contact their worksites directly to verify

their building status. In some cases, employees may be asked to report to alternate worksites due to agencyoperating needs. Please contact your agency for that information.

Department of Transportation employees should call 860-594-3110 for updates on reporting to work on November 1,

2011.

ESF 1 - Transportation

Department of Transportation

Bradley International Airport :

Much of Bradley is still on generator power. Flights are running a normal schedule.

Bus:

Buses are running with delays around Waterbury and Hartford

Traffic:

Crews are continuing to open roadways throughout the state.

District 3 has no total closures and has afforded some personnel to assist with our District 4 crews.

ESF 2 Communications

Public Safety Communications

Municipal situation reports continue to be monitored for public safety communication system issues. No direct

request for assistance received as of time of this report.

DESPP/CTS reporting 31 sites on backup generator power, one site continues on a deployable generator due toprimary generator failure and 4 troops remain on troop generators. DESPP HQ primary power has been restored.

CSP Troop telephone service has been restored to all but one Troop. That one Troop had service restored however

the telephone carrier generator failed.

Public Communications

A request for restoral of EOC internet service has been fulfilled.

We are experiencing an increase in requests for generators to power SLCs.

Additionally, due to reports of widespread tree damage, increase in backhaul connectivity troubles being realized.

Communications continue with commercial wireless carriers, wireline providers, and VoIP providers, with additional

Task Force meetings scheduled (see attached update).

Anticipate fueling of generators to be a concern among the EFS2 community. Assistance provided to one carrier

upon request for the provisioning of fuel.Providers are conducting continuous reconnaissance on their systems and are reporting back.

Debris continues to be a challenge in the restoration of power.

The DHS OEC representative has arrived on site and has been briefed.

Communications Task Force

General Update:

Wireless: Roughly 35% of sites down across the state. The counties with the greatest percentage of cell sites out are

Litchfield (59%), Tolland (51%), and Hartford (50%). Backup generators continued to be deployed throughout the day.

Priority sites for restoration of commercial power have been identified and communicated to electric distribution

companies.

Wireline: Continuing increase in identified downed service drops, expected to continue as power is restored to more

areas of the state.

VOIP/Video: Restoration continuing to track with commercial power restoration. Most networks are in good-shape

and dropped lines are being repaired ahead of commercial power restoration.

AT&T - As of this morning, reported wire-line outages are up to 9200. There are 246 cell towers offline (121attributed to commercial power and 118 with T1 issues) Yesterday 45 cell towers brought up.

Verizon landline - minimal damage observed. Once power is restored the company will have a better gauge as to the

impact. Greenwich reporting 2-3 times normal trouble reports.

Verizon Wireless - 8% of sites are Out of Service (OOS) mostly backhaul and 27% are on generator. Most of the OOS

sites have overlap from working towers.

Sprint Primarily out due to power (75%), 25% are T1 related. Some restoration yesterday, Tolland and Litchfield

counties, outages are widespread.

T-Mobile: is currently operating at 60% with some 274 sites down. Some improvements in southern part of state.

Cablevision - Making slow progress since this morning, reports that 31K (down from 41K yesterday) customers are

out of service. This represents about 12 percent of its customers in the state.

Charter - Charter has back up generators powering all of its Connecticut head-ends and hub sites. The company has

three hubs in northeast CT that are on commercial power. In addition, Charter reports that 40% of its Connecticut

customers are without service.

Comcast After assessment yesterday no network events, two fiber breaks yesterday repaired. None pending.Better overall position than Irene. Comcast has replaced over 1,000 customer drops in the last 24 hours and are

actively repairing an additional 3,000 today. (4700 currently out

COX 55,000 customers without service at this time. Coordinating closely with CL&P on restoration. Deploying

additional field crews and generators today.

MetroCast - Reports that any service interruptions were minimal, and all services were restored prior to any

customers commercial power being restored

Public Works and EngineeringState and local entities continue to assess the status of their infrastructure, roads, and debris conditions.

ESF 4 - Firefighting

No significant events reported by local, county or regional fire service representatives.

Continue to follow-up on inquires from the field regarding various storm related issues.

Revised a Winter Storm Safety public information commications.

Continue to receive replies to a "well being" check survey we had sent to fire department's statewide. No significant

issues identified or needs noted.

The Connecticut Fire Academy facility in Windsor Locks is still without commercial power, operating on emergency

generator. There is no internet connectivity. Phone service had been interrupted however was restored this

morning and has been intermittent.

Emergency Management

The following Task Forces have been established: Debris, Commodities, Fuel, Communication Restoration, Sheltering

and others as appropriate. A FEMA IMAT request was made to assist with response and recovery operations. The

request was granted and FEMA staff has arrived at the EOC.

Commodities Task Force

Members of the Commodities Task Force are prepared for the arrival of food and water. Materials handling

equipment and support facilities have been established. The task force is also managing donations and collaborating

with appropriate agencies for approval for distribution.

American Red Cross-ARCThere have been reported from the 5 areas of the state that 54 overnight shelters remain open with an approximate

population of 2728. The Red Cross is encouraging the towns to have citizens bring personal care items including

bedding to the shelter.

ESF8 Public Health and Medical Services

Hospital Status:

6 Hospitals show their Emergency Operations centers either partially or fully operating, they are:Bristol Hospital

Johnson Memorial and New Milford Hospitals continue to operate on generator power

Received a notification New Milford Hospital Morgue at capacity. No assistance required at this time.

Hospitals continue to receive medically frail persons solely due to loss of power that are impacting hospital

resources. CCMC reporting several vent-dependent patients in this category. Request transmitted for priority

residential power restoration to these person's addresses.

Two cancer treatment centers reportedly still without power threatening patient care. Emergency power restoration

request submitted and reiterated.

Hospitals continue to struggle with staffing issues related their inability to contact some employees and limited gas

supply for personal vehicles for transportation into worksites.

Significant numbers of persons continue to present at emergency departments due to carbon monoxide exposure,

often the result of unsafe cooking and heating practices. DPH continues to work to improve public awareness of this

issue.

WIC Update: Because of the power outage, plans have been made to transfer WIC services from the Burgdorf Clinic

on Coventry Street (Hartford) to Community Health Services (CHS) at 500 Albany Avenue (Hartford) beginning

tomorrow November 1. State WIC IT staff, State WIC Nutrition staff and Hartford WIC staff will make the transition

first thing in the morning and hopefully be able to serve clients immediately. Another update will be sent in the

morning when the infrastructure is up and tested as logistics are not 100% sure at this time. Once operational, clients

will be contacted as to the change in location. Additionally, State WIC staff and WIC staff at the Park Street WIC site

have been notified for directing clients, and signs will be posted at the Burgdorf clinic. Contact has been made with

the Chief Operating Officer at CHS who has confirmed the use of this location for the remainder of the week, should

it be necessary.

Three, free standing residential substance abuse facilities, one with a woman and childrens program have evacuatedto sister facilities.

Six, Mental Health Community Residence/Mental Health Residential Living Centers have evacuated to sister facilities

and/or shelters.

There are currently 81 nursing homes and 29 residential care homes on generator. Two nursing homes have

identified a reserve of fuel for two days, however are having difficulty arranging a delivery. They have been referred

to the local emergency management director for further assistance. FLIS has been unable to make contact with 6

facilities, on-site visits are scheduled.

are unable or unwilling to go to a shelter for a total of 300 meals.

The Red Cross has requested DMHAS assistance for behavioral support at ten sites statewide. We are

currently addressing this request

ESF11 Agriculture and Natural Resources

Department of Energy and Environmental Protection

DEEP Bureau of Water Protection and Land Reuse (WPLR) reports the following:

Able to contact 84/87 municipal Waste Water Treatment Facilities (WWTF) (unable to contact the remainder).

23 facilities on emergency power (down from 10/31 which numbered at that time 31 WWTF).

Winchester, Middletown and Waterbury identified to CL&P as requiring high priroity status.

At least 122 pump stations are running on generator power.

In addition, several communities reporting concerns with individual grinder pumps in lake areas, including Coventry

(Coventry Lake), Marlborough (Lake Terramuggus), Hebron (Amston Lake).

WPLR will be revising and resubmitting status updates later today (14:00)

DEEP EOC referred ATT request for waiver of regulation re/truck to truck transfer of UNL gasoline to the EOC FuelManagement Task Force. Issue not yet resolved.

DEEP Emergency Response and Spill Prevention reports the following re/transformer spills:

For Winter Storm Alfred, there have been 36 reported transformer spills.

Of the 36 reported spills, there have been two confirmed PCB oil releases, both from NU/CL&P equipment. Both

have been assigned out to DEEP staff to oversee and ensure proper clean-up.

Department of Agriculture

Communication with field staff spotty due to poor cell service and land lines being down. DoAg staff are conductinginspections of milk processors and other entities that rely on refrigeration to ensure product temperatures are

maintained at a safe level and that process controls are not compromised when power is restored.

Communications at Guida has been restored, they are able to take orders. Load out is slowed due to lack of power to

charge fork lift batteries. Inventory of product including school size 8oz is adequate for demand right now. If the

facility cannot get the manufacturing side running they will run out . Co-packers in Syracuse NY and Maine are

bottling but this far from ideal due to distance and capacity.

Deliveries from dairy farms is disrupted throughout southern New England and southeast NY as the result of Guida

being down, diverted milk is being handled and made into powder at the Agri-Mark West Springfield facility.

DoAg staff are conducting inspections of milk processors and other entities that rely on refrigeration to ensureproduct temperatures are maintained at a safe level and that process controls are not compromised when power is

restored.

DoAG has offered assistance to DCP's food inspectors.

1800 of the remaining outages are in the hard hit northern section of Hamden followed by Easton with 508.

- Customers Restored: over 270,000

- Customers without power: 675,131

- % of total customers: 54

- Number of trouble spots: 16,294

Today we continue to work closely with area DPW to clear roads so we could excess our equipment; making

areas safe remains a priority. We have begun the process to transition to restoration.

Many areas, particularly in the Litchfield Hills and north central Hartford County, still have roads blocked slowing

assessment processes and restoration efforts.

14 of 32 damaged transmission lines have been repaired. Four critical lines are still out.

We continue to reach out for addition crews to help with our restoration efforts.First estimated restoration projections by town are now available for 50 towns. Most are for towns in lower

Fairfield County and Eastern Ct.

Department of Consumer ProtectionDCP

DCP has provided a list of open gasoline stations to the unified command.

A list of retail food stores operating on generator power was furnished to CL&P for priority handling.

DCP food inspectors will continue to canvas food stores in the areas most severely affected by power outages.

DCP has provided 4 staff members to assist the Fuel Task force.

A list of open drug stores was provided to 211 and will be updated as needed.

Today 2-1-1 has handled 464 calls. 295 are storm related. Most calls for shelter, utility, and gas stations.

Currently, we have 120 shelters listed and 51 warming stations. Information on shelters, gas stations, pharmacies,

school closures and storm prep is available online at 211ct.org - click winter storm info link.

Wait time is 5- 9 minutes which is down from yesterday.

2-1-1 is still operating on back up generator. We were able to get an additional generator for additional work

stations yesterday.
