  • PURPOSE AND SCOPE

    PNP thrusts on ISO

    - inform - educate - communicate

    on nature of communism, its evils, atrocities, criminal activities and adverse effects on the economy and national security.

  • SITUATIONPNP supportive role diminished policemans inherent capabilities in ISO.

    CTs have established tactical/strategic alliance with various group.

    CTs are exploiting current political, economic and social situation in their favor.

  • ASSUMPTIONSCTs propaganda will continue PNP inherent capabilities on ISO will remain inadequate.

    Sectoral organizations will join the cause of CTs.

    Tri-media will ride on the propaganda mileage of CTs.

    Information technology will be used in the propaganda campaign.

  • MISSIONConduct an organized, sustained, credible information campaign.

    Enhance awareness and understanding of the nature of communism.

  • OBJECTIVESSystematize the development, production, and dissemination of information.

    Provide strategic public information campaign.

    Influence public perception.

    Counter enemy propaganda.

    Psychologically prepare and strengthen the resolve of PNP.

  • Employment of Speakers Bureau for sustained/intensified communications campaign.

    Speakers Bureau will form the nucleus of PNP cadres (SOT-type) for Regnl/Provl MGs.

    IORC to provide technical and order specialized assistance to field implementor.CONCEPT OF OPERATIONS

  • Capability building (PCR units to be reorganized, retrained, reoriented and retooled)

    Institutionalization of the QUAD concept (Strengthen coordination)

    Information operation development (Scanning of operational and psychological environment to determine opportunities and entry points)PREPARATORY PHASE (Phase 1)

  • - Tactical Level Communications campaign directions at various stages:

    a. Clearing stage - enemy and its mass base

    b. Holding stage - delimit movement of the enemy and access to resources and reduce mass support

    c. Consolidation stage - mobilize groups/organizations formed

    d. Developmental stage - prevent enemy in roads in cleared areas EMPLOYMENT/DEPLOYMENT (Phase II)

  • - Strategic Level

    - Discredit the leadership of the CTs and its front organization.

    - Expose nature and intent of its ideology.

    - Futility of its armed struggle and inevitable defeat.

  • Results of the campaign shall be measured in terms of the actual changes vis--vis the desired action of the target audiences as a result of the campaign. Continuing monitoring and evaluation of impact indicators to be done to determine effectiveness of every campaign.ASSESSMENT ( Phase III)

  • TASKINGDPCR - monitor the implementation - conduct training - create mobile training team - operationalize IORC

    - Organize speakers bureau

    - Establish linkages with GAs, NGOs, LGUs and other organizations

    - Conduct training for the speakers bureau

    - Monitor and evaluate the effectiveness of the COMPLAN

    - Lead operating unit in the implementation of the COMPLAN - Organize, supervise and control employment of speakers bureau - Educate and inform the public - Coordinate with GOs, NGOs in the conduct of community-oriented activities - Mobilize PNP accredited NGOs - Maintain close contact with tri-media - Produce leaflets, manifestos, etc

  • COORDINATING INSTRUCTIONSDesigned to harmonize the efforts of all PNP units involved in ISO.

    DPCR shall exercise overall supervision.

    Maximize the use of posters, leaflets and Internet.

    Lateral coordination is encouraged.

  • COORDINATING INSTRUCTIONS

    QUAD concept of operations should be maintained.

    Maximum use of all medium of communications highly encourage.Rules of engagements shall be strictly enforced.
