States Representatives Group (SRG)- represents EU Member States and countries associated with the Horizon 2020 Framework

Programme. - inter alia, this group offers opinions on the

strategic orientations of the JU and on the links between Shift2Rail activities and relevant

national or regional research and innovation programmes (Article 14 of the Statutes).

Executive Director and Governing Board (GB)The Governing Board, has the overall responsibility for

the strategic orientation and the operations of Shift2Rail JU and supervises the implementation of its

activities (Articles 6, 7 and 8 of the Statutes).The Executive Director is a member of staff of the JU

and is responsible for the day-to-day management of the Shift2Rail JU. The Executive Director also manages

the Shift2Rail Secretariat (Articles 9 and 10 of the Statutes).

Scientific Committee (SC)- advises on the scientific and technological priorities

to be addressed in the Annual Work Plans (AWPs). - comprises world-renowned scientists and provides

scientific expertise and science-based recommendations to the Shift2Rail JU.

It is appointed by the Governing Board, taking into consideration the potential candidates proposed by the States Representatives Group, the European Rail

Research Advisory Council (ERRAC) and the European Railway Agency (Article 13 of the Statutes).

For the purposes of this strategy, the term “research” means research that:

• informs the development of policies, technologies or systems that contribute to the vision and objectives of the European Rail Sector

• meets the needs of more than one potential end user

• is accessible to end users.• This broad definition is intended to allow a range of

research to be undertaken, including data collection.

EC INVESTMENT AGENDA The ESIF mainly focus on 5 areas:• research and innovation• digital technologies• supporting the low-carbon economy• sustainable management of natural resources• small businessesEuropean regional development fund (ERDF) – promotes balanced development in the different regions of the EU.Cohesion fund (CF) – funds transport and environment projects in countries where the gross national income (GNI) per inhabitant is less than 90% of the EU average.

CEF supports the development of high performing, sustainable and efficiently interconnected trans-European networks in the fields of transport, energy and digital services. CEF investments fill the missing links in Europe's energy, transport and digital backbone.

CEF Transport also supports innovation in the transport system in order to improve the use of infrastructure, reduce the environmental impact of transport, enhance energy efficiency and increase safety.

Vision: toward a true rail intelligent traffic management system bring all pieces together through

•Shift2Rail•ERA to lead the architecture for a true railway ITS, a solid component of a multimodal digital transport

system A strategy paper for digital railway = a pragmatic program for existing systems to be updated (if

necessary), or systems to be developed, in a multimodal and interoperable manner

Freight - Existing digital application: TAF •Detailed specs and master plan available•Applications are being developed, in particular for the RU/IM communication, for common interface and for common components including reference data •Implementation target dates = 80% by 2018•All functions by 2021•Implementation follow-up cooperation group

Objectives to be pursued•Digital information for freight transport services and logistics•Administrative burden reduction

Passengers - Existing digital application: TAP •Detailed specs and master plan available•Applications are being developed, in particular for the RU/IM communication, for common interface and for common components including reference data. •The target date for compliance with the timetable data exchange obligation is Q3 2016 (by 80% RUs). Full implementation target date = by 2021

Objectives to be pursued•Digital information for passenger services•Particular attention to inclusive digital passengers information

"Digital railway" to contribute to the e-transport part of the digital single market strategy and to help making railways attractive and competitive

Traffic management -Existing digital application: ERTMS•5000 km equipped track and 6000 equipped vehicles•Stable specifications ensured by ERA, the system authority•ERTMS 2030 Work plan prepared by the EC coordinator, and financing to tools and business cases being studied

INDUSTRY INVESTMENT OPORTUNITIESRESEARCH OVERVIEWThe railway supply industry invests over €1000 Million each year in research and development. New materials, signalling, telecommunication and information systems are the result of this effort. Small and medium sized enterprises are bringing much innovation to the sector.

Innovating and harmonizing products and technologies are a necessity for the rail market to deploy all its potential, and for its stakeholders to deliver cost-effective services for intermediate and final clients. Rail transport in Europe is a future-oriented industry and is determined to offer an even more attractive, affordable, safe, clean, competitive and reliable transport mode.

This section presents the activities of UNIFE in European rail research by providing information on our involvement in FP7 projects, UNIFE’s role in ERRAC, (the European Rail Research Advisory Council), and general information about Horizon 2020, the European Commission’s new programme for research and innovation (2014-2020). This section also includes information about Shift2Rail, the recently launched Joint Undertaking for rail research which will invest no less than €920 Million over the period of 2014-2020.

UNIFE ADVOCATES AT THE EU AND MEMBER STATE LEVEL FOR THE PROPER ABSORPTION AND INVESTMENT OF THESE AVAILABLE FUNDS IN RAIL Currently, EU funds come from a variety of sources, such as the Trans-European Networks programme and its related financial instrument, the Connecting Europe Facility, Structural Funds and Cohesion Funds as well as the European Fund for Strategic Investments (EFSI) as a part of the so-called Juncker Investment Plan. These EU funds are often supplemented by private investors or national governments.UNIFE cooperates with other rail stakeholders as well as the European Commission’s DG MOVE and REGIO to make sure that a significant share of EU funds remain available for rail projects and are used as efficiently as possible.
