An apology was tendered on behalf of Police Representative, Senior Constable Kevin Brown. COMMITTEE RECOMMENDATION: That the apologies as tendered be accepted. Mr Gaudiosi introduced himself as Council's new Design and Traffic Engineer. The Police Representative Mr Gray advised with the restructure he will be taking over Kevin Browns role on the Traffic Committee.

2. Confirmation of Minutes

Traffic Committee Meeting 4 April 2018

COMMITTEE RECOMMENDATION:

That the Minutes of the Ordinary Council Meeting held on 4 April 2018 as circulated be taken as read and confirmed as a correct record of proceedings.

3. Traffic Facilities

3.1 Lake Illawarra and Warilla Foreshore Areas - Traffic Management Concerns (11034495)

The Design and Traffic Engineer advised the meeting the purpose of this report. The issues discussed were relating to speeding and lack of crossing facilities in the area. The Group Manager Design advised that this will continue to be monitored. The RMS recommended that a report be prepared to also include any additional zones that could benefit the area. The Police Representative advised that the area is constantly monitored. COMMITTEE RECOMMENDATION:

That Council continue to monitor the area and Council officers prepare a report on crossing facilities to be provided to a future Traffic Committee meeting. CARRIED UNANIMOUSLY

3.2 Whistlers Run, Albion Park - Residential Access and Safety Concerns (11034277)

The Design and Traffic Engineer advised the meeting the purpose of this report. Concerns raised are primarily due to residents accessing their properties. During a site visit it was noted that cars are parking on both sides of the 6 metre wide road. The Design and Traffic Engineer provided a handout of general road rules and regulations highlighting parallel parking and recommended a letter box drop be done to all residents in the street. The issues will be monitored as they arise in relation to the area. COMMITTEE RECOMMENDATION: That Council: 1. Conduct a letterbox drop. Letters will be provided to all residents on Whistlers Run

outlining road rules and regulations. Letters will also state that the matter has been referred to council rangers.

2. Council receive and note this report. CARRIED UNANIMOUSLY

3.3 Broughton Avenue, Tullimbar - Speed Zone Signage and Safety Concerns (11034276)

The Group Manager Design advised the meeting the purpose of this report and confirmed the 50 km/h area speed zone along Broughton Avenue. 50 km/h is a default speed limit in urban areas and must be observed in the absences of signage. The speed zones are stipulated by the RMS. Currently on Broughton Avenue the speed limit sign is partly obscured by a tree branch and a work order will be completed to carry out trimming of the tree obscuring the sign. COMMITTEE RECOMMENDATION: That the resident be notified about speeding zone signage and general driver behaviour along Broughton Avenue, Tullimbar and that Council receive and note this report.

3.4 Dillon Road, Flinders - Request for No Stopping Signs (11034274)

The Design and Traffic Engineer advised the meeting the purpose of this report. Concerns raised are primarily due to residents accessing their properties. 3.5 Harbour Boulevard, Shell Cove - Request for No Parking Signs (11034273)

As a result of a written request received from Warrigal Care, the Design and Traffic Engineer advised the meeting the purpose of this report is on parking issues surrounding the crossing on Harbour Boulevard, Shell Cove. The Group Manager Design advised that until such time that the link to Shellharbour Village is open it is a matter of being able to safely get across the road to cars parked on the opposite of the road. On two separate visits to the location it was noted the kerb access ramps were not obstructed and this will continue to be monitored. It was suggested that signs be displayed indicating aged pedestrians in the vicinity be investigated at the pedestrian crossing. It was suggested by the RMS representative that the situation be investigated further once the connection to Shellharbour Village was in operation. The purpose of this investigation would be to determine if there are any benefits for installing parking restrictions on the eastern side of Harbour Boulevard when approaching the crossing. These restrictions may improve vehicle-pedestrian sight lines.

COMMITTEE RECOMMENDATION: That Council: 1. Receive and note this report. 2. Investigate and install aged persons advisory signs in the area.

3. Monitor the situation in future as recommended by the RMS representative. CARRIED UNANIMOUSLY

3.6 Section 138 Road Opening application Croom Road (for M1 Motorway) - Relocation of Croome Regional Sporting Complex (11034272)

In conjunction with the M1 Motorway the Group Manager Design advised that Cleary Bros (Bombo) Pty Ltd have been awarded the contract in relation to the relocation of the Croome Regional Sporting Complex. A plan has been prepared and construction is moving forward. The information contained in the report is for information purposes only to the Traffic Committee. COMMITTEE RECOMMENDATION:

That the Local Traffic Committee receive and note that Council has received a Section 138 Road Opening Permit for the work associated with the relocation of the Croome Regional Sporting Complex. CARRIED UNANIMOUSLY

4. Urgent Business

4.1 Tongarra Road and Church Street – Intersection Delays (verbal report)

The Representative for the Member for Kiama advised that a letter has been sent to the RMS and Council in relation to the installation of Traffic lights at Tongarra Road and Church Street. As a result of residents expressing concerns they are seeking a likely timeframe of when the lights will be installed. The RMS representative advised of the priority and they are keen to move forward however there are some substandard design issues that will be addressed and this will be reported back to a future Traffic Committee Meeting.

That the committee received and note this information. CARRIED UNANIMOUSLY 4.2 Shellharbour Road & Harbour Blvd Extension – Potential for

Queuing on Addison Street (verbal report)

The Group Manager Design advised that representation has been made from a number of councillors through to senior management in relation to the impacts on the local road net and what is being proposed in the area. The committee was advised that the design of the intersection was optimised but some congestion will still occur. The RMS advised that this is a major intersection and that Frasers will be issuing an information pack in the coming weeks and this will be provided to the committee. The Chair recommended a detailed report be prepared using the intersection design plans and information pack and reported back to a future committee meeting. COMMITTEE RECOMMENDATION:

That Council Officers prepare a detailed report and be reported back to a future Traffic Committee Meeting.

CARRIED UNANIMOUSLY 4.3 22 Mary Street, Shellharbour – Request for 'Work Zone' for

construction of dual occupancy development (verbal report) The Design and Traffic Engineer advised that a request has been received from a developer to demolish the construction on 22 Mary Street to subdivide and construct two dwellings. The developer has requested a permanent work zone be provided outside the construction site along Mary Street which will restrict parking to workers only. The frontage in question is location within a school zone and this could result in a negative impact on parents dropping off/picking up children. To enable parents to drop off children and allow construction workers to use the frontage in Mary Street. It is proposed to install temporary parking restrictions Monday to Friday to one hour parking from 9:00am to 5:00pm for the duration of construction.

COMMITTEE RECOMMENDATION: To allow a temporary 13 metre one hour parking restriction be implemented from 9:00am to 5:00pm Monday to Friday on Mary Street, Shellharbour for the duration of construction. CARRIED UNANIMOUSLY 4.4 Berringer Way, Flinders – Speeding (verbal report)

The RSO advised that a complaint has been received from a resident in Berringer Way. The RSO informed that electronic sign boards have been listed to monitor the area. The data received from the electronic board will enable to track speeds being travelled along the area and this will be passed onto Highway patrol. It was recommended that the data monitoring speeds be reported back to directly to the Police and the public via councils social media. COMMITTEE RECOMMENDATION:

That this is reported back to a future Traffic Committee meeting and that data monitoring reports of speeds are relayed to the Police and the public through council's social media outlets.

6. General Business

6.1 Bus Stop – Cnr of Benson and College Avenue, Shellharbour The issues in relation to the bus stop on the intersection on Benson and College Avenue were discussed. Premier Illawarra advised that this bus stop was no longer required. COMMITTEE RECOMMENDATION:

That Premier Illawarra decommission the current bus zone south of the south west corner of Benson Avenue and College Avenue and move it to the front of the Civic Centre where it is currently operating. CARRIED UNANIMOUSLY

7. Non Official / Items for Information

7.1 Items for Information - Implementation of Emergency Services Speed Zone Road Rule (11034496)

The Design and Traffic Engineer advised that as at 1 September 2018 the road rule will be enforced that if any vehicle driving by an emergency vehicle with lights flashing that vehicle must slow down to 40kph. The rule does not apply if the emergency services vehicle is on the other side of the road and there is a median strip separating the flows of traffic. The State Government will run a comprehensive campaign to enforce the new rule which will be implemented as a trial for one year.

7.2 Item for Information - Munmorah Circuit and Willinga Street Flinders - Request for relocation of 40km/h flashing lights (11034497)

A suggestion has come from the Principal of Flinders Public School to have the flashing lights sign moved from its current location. The RSO advised that speed zones is a matter of RMS.

In conjunction with the RMS the sign is considered to be in a viable location. The Chair suggested that a letter be sent to all schools in the area advising of school zone speed limits. COMMITTEE RECOMMENDATION:

That correspondence be sent out to all schools in the area for their newsletters reminding them of the school zone speed limits. CARRIED UNANIMOUSLY
