SHE-Park Street Bridge PID 101705 SFN 7560710 The City of Sidney proposes to address the deteriorated condition of the Park Street Bridge over the CSX rail line in the City of Sidney. Park Street is an urban local road with an average daily traffic of approximately 3200 vehicles. The existing bridge is a steel beam superstructure with concrete deck on stone wall type abutments. The bridge was constructed in 1920 and rehabilitated in 1979. The bridge has a clear span of 58’. The roadway width is 24’ toe-to-toe of curb, with 5’ sidewalks on each side. The structure has a sufficiency rating of 55 and a general appraisal rating of 5 (fair). The bridge is posted for 75% of legal load. The bridge has spalling concrete and exposed steel with corrosion. Spalling concrete is a potential hazard for railroad personnel and equipment. The anticipated replacement will be a simple span pre-stressed box beam superstructure with composite concrete deck on integral stub abutments on H-piles. The new structure will provide design standard load rating (HL93). The clear span will be increased to 78’. The roadway width will remain 24’ toe-to-toe of curb, with 5’ sidewalks on each side. The existing bridge is nearing the end of its serviceable life. Failure to address the condition of this structure will result in its continued rapid deterioration, leading to the posting of further load limits and the eventual closure of the bridge. Renovation and replacement costs for the structure are similar. Renovation may extend the lifespan of the bridge by 10-20 years, while replacement will provide a lifespan of 50+ years. Replacement has been determined to be the most prudent alternative. The project provides an opportunity to relocate the existing water main from its current location above the bridge deck to a more protected location under the deck. Park Street will be detoured during construction. The detour is expected to last approximately three months. Construction is expected to require approximately 0.2-acre of permanent right-of-way and approximately 0.5-acre of temporary right-of-way. Permanent acquisition is expected to be limited to the existing railroad property. The project will be constructed with federal City Local Bridge funds and local funds.

Environmental clearance is scheduled for 05/01/2017. The project is currently expected to award

in January 2019.
