What is the purpose of Non-Competitive Eligibility (NCE)? How can you verify your eligibility? How do you use NCE?
How have other EFMs successfully used their NCE? If you are heading back to the U.S. and will have NCE (or think you
might), you won’t want to miss this informative session.

EPAP Spring 2015 Open Season – Apply Now for Qualification
Open season to apply for qualification to the Expanded Professional Associates Program (EPAP) has begun. Interested
applicants may view the announcement and submit their application with supporting documentation on the USAJobs
website. The deadline to apply is 11:59 p.m. ET, Friday, April 17, 2015. For details on the program and the application

New Performance Management Policy for Family Members
The Department of State’s Human Resources' Overseas Employment office recently announced the release of a new
performance management policy and revised the performance management forms for Eligible Family Members (EFM),
Members of Household (MOH), and Not Ordinarily Residents (NOR) working at posts overseas. The policy reinforces to
post management and supervisors the importance of performance management and provides a structured approach to
the supervision and performance of EFMs, MOHs, and NORs. If you have not seen cable 15 State 21856, please
request it from your CLO at post or email [email protected].
Some of the notable changes are as follows: a) The new annual evaluation performance rating cycle is now from March
15 through March 14; b) JF-57 EPR (Employee Performance Report) is the new rating form and can be found in e-forms;
c) Section III of the JF-57 EPR must be used to document the employee’s Work Requirement Statement (WRS) and they
are due 45 calendar days after the employee’s entry-on-duty; d) The overall ratings have been expanded to five levels:
Outstanding, Exceeds Expectations, Fully Successful, Needs Improvement and Not successful.

General Information
Open to spouses and partners of direct-hire U.S. government employees from all agencies serving overseas under Chief of Mission authority, the Professional Development Fellowship (PDF) program supports spouses and partners in their efforts to maintain, enhance, and/or develop their professional skills while overseas.
Subject to budgetary constraints, PDFs from $1,000 up to $2,500 will be offered on a reimbursable basis for enrichment activities. Selectees will self-fund a minimum of 25 percent of the activity upon which the PDF is based. Proposals may include a wide range of activities including, but are not limited to, classroom and distance learning courses, professional development activities, obtaining or renewal of professional certifications and licenses, and participation in professional conferences.
Selectees will be reimbursed after the 2015-2016 activity is completed.
The selectee submits the necessary documents to support the reimbursement request and is reimbursed accordingly.

Organic Waste Collection Pilot Program Did you know? Jakarta produces an average of 6,500 tons of solid waste a day. According to a recent UNESCO study, a majority of municipal solid waste in Jakarta is generated by households (52%) and 74% of that municipal solid waste is organic matter. By enrolling in the pilot program, you can help divert the majority of your trash from landfills and incinerators, provide income for local communities in Jakarta, and reduce the amount of methane (a potent greenhouse gas) generated by your waste.
The program costs $30 (approximately 390,000 IDR) which provides participants with a kitchen trash bin and a 5-gallon bucket for their food scraps and other compostable matter. Collect your organic waste in the bucket and Tim will pick it up and transport it to the Indonesia Solid Waste Association for organic waste composting for free during the duration of the pilot program. Fabulous Dog-Loving Housekeeper Available This Summer Ibu Tini has worked for us nearly three years, providing peace of mind and a very clean house. She knows the community well after working in U.S. Embassy houses for seven years and before that working at the American Club. Tini is a wonderful person all around and she is very happy to take care of our dog while she’s on duty and to dog sit when we’re away. I can’t emphasize enough how rare it is in Jakarta to find a person who not just will take care of dogs but actually enjoys it.
