Energy Efficiency: Key Stages of Legislative Development in Russia

November 2009: Federal Law № 261 “On Energy Saving and Energy Efficiency Enhancement” is aimed at setting up a legal environment to promote energy efficiency in the Russian Federation. President Medvedev in his address to the Federal Assembly of the Russian Federation defined the development of energy efficiency as one of the priority direction of the modernization of the Russian economy.

December 2010: State program on “Energy saving and energy efficiency improvement until 2020” is aimed at setting up a mechanism of the state-private partnership in the area of energy efficiency and RES, the measures of the state support are set

The aim of the Russian State Policy in the field of energy efficiency is to reduce the energy intensity of GDP by 40% by

Without government support the energy intensity of GDP will reduce by 26,5% by 2020 due to the structural shift- the development of non energy-intensive sectors, introduction of new equipment and reduction of the consumption because of the tariff growth.

To achieve the required goal of 40% it is necessary to reduce additionally the GDP energy intensity by 13,5% at the expense of the provided State Program «Energy saving and energy efficiency improvements till 2020» (approved 27.12.2010).

Renewable Energy: Key Stages of Legislative Development in Russia

November 2007 – Federal Law No. 250-FZ introduced certain amendments to the Federal LawNo. 35-FZ “On the electric power industry”. Notion “renewable energy sources” is formalized in legislation, energy sources that are classified as “renewable” are defined by the Government. The mail principles of the RES support are stipulated.

June 2008 – Government Decree No. 889 “On some measures on energy efficiency and ecological efficiency of the Russian economy” foresees that by development of the budgetary policy for the following years budgetary provisions for state support of RES should be envisaged.

January 2009 – Resolution of the Government of the Russian Federation № 1-р “On the guidelines of the government policy for enhancing energy efficiency of renewables-based electricity for the period up to 2020”implies the increase of renewable energy sources share to 4.5% by 2020.

November 2009 – Federal Law No. 261-FZ “On Energy Saving and Energy Efficiency Improvement“ is aimed at setting up a legal environment to promote energy efficiency in the Russian Federation. Federal Law No. 261 foresees increase of the number of generating facilities using RES, particularly inclusion of measures on increasing the number such generating facilities in Regional Programs on Energy Savingand Energy Efficiency Improvement.

December 2010 – State program on “Energy saving and energy efficiency improvement until 2020”defines the objectives, funding sources and budget; launches a mechanism of public-private partnership in the field of energy efficiency and renewable energy sources.

The main principles of international cooperation to ensure global energy security reflected in St. Petersburg Plan of Action on Global Energy

Security, 2006

• strong economic growth, effective market access, and investment in all stages of the energy supply chain;

• open, transparent, efficient and competitive markets for energy production, supply, use, transmission and transit services as a key to global energy security;

• transparent, equitable, stable and effective legal and regulatory frameworks, including the obligation to uphold contracts, to generate sufficient, sustainable international investments upstream and downstream;

2009 Initiative

The draft Convention on Ensuring International Energy Security has been elaborated by Russian experts as a development of the ideas, laid down in the Conceptual Approach to the New Legal Framework for Energy Cooperation, put forward by the President of the Russian Federation Dmitry Medvedev in April 2009.

• Based on the UN principles and commitments on sustainable energy development with due respect of interests of exporters, importers and transit countries Convention on Ensuring International Energy Security would be the relevant instrument to strengthen cooperation in the region of East and North-East Asia and to address the emerging energy challenges.
